Referring to the fire that broke out at Reactor No. 4 of the Fukushima Nuclear Power Plant, he said that its design was "a specific example showing that Japan attached greater importance to the economic interests than safety."

He held that in case fuel is stored in the spent fuel rod tank in high density like in Japan, there is great possibility of fire if the tank runs out of water.
