Conveying the statement it said that the army of north Korea, prompted by its desire to avert a military clash in the sensitive waters and preserve peace and stability on the Korean Peninsula, sent a telephone message to the south Korean military at 8:00 on Nov. 23, but artillery pieces on Yonphyong Island fired shells into the territorial waters of north Korea in the end.
