These exercises, being staged every year from 2008, fully contain the offensive nature of their predecessors, the Team Spirit joint military exercises and the Reception, Staging, Onward Movement and Integration (RSOI) which were aimed to invade the DPRK.

The Team Spirit joint military exercises started in 1976 and then were escalated. They were strongly protested by the people at home and abroad for they had been staged under the simulated condition of invading the DPRK with involvement of Lance missile, A-4, B-52 and other nuclear striking means.

The RSOI, aimed at rapid deployment of the U.S. reinforcement in case of emergency on the Korean Peninsula, escalated in parallel with the Foal Eagle, big field mobile exercises, from 2002.

In 2007 the U.S. and the south Korean authorities decided to change the RSOI into one whose operation is controlled by the south Korean puppet army and call the exercises Key Resolve from next year.

After all, those joint military exercises include all spheres of war such as combined commanding and field mobile exercises. And involved in them are high-level administrative organs, civilian facilities, reserve forces and police.

Japan's "Self-Defense Forces" are expected to take part in the exercises this year.

Different circles of south Korea are rejecting the assertion of the U.S. imperialists and the south Korean authorities that Key Resolve and Foal Eagle are annual exercises for defence. They contend that the exercises are for preemptive attack on the DPRK in view of their precedent and contents.
