Japan's Preemptive Strike Strategy
Pyongyang, February 23 (KCNA) -- Japan's military strategy has obviously turned to a preemptive strike one.

The "Self-Defense Forces" of Japan have been reorganized into offensive forces for overseas aggression.

The Ground "SDF" has some ten divisions with sophisticated combat equipment. The Maritime "SDF" has modern vessels, while the Air "SDF" is equipped with new-type aircraft.

The "SDF" seeks even nuclear arms and aircraft carrier.

The fact shows that the Japanese armed forces have grown to be a regular, offensive army for overseas aggression, not for defense.

Japan adopted "law on special measures against terrorism" in 2001 to allow "SDF" to launch overseas operations.

In 2002 it adopted another law to move up the point of armed force use from "after undergoing aggression" to "when being attacked" or "when being likely to be attacked".

In the "defense programme guidelines" published in 2004, Japan expanded the scope of security to international security from home security. As a result, the mission of the "SDF" includes international emergency aid, UN peace-keeping operations, logistic support for the U.S. and "anti-terrorism activities".

The Japanese Strategy Forum, a think tank of the Japanese government, in its report in 2007 suggested that Japan possess missile strike capabilities for preemptive attack.

After a new version of the "law on special measures against terrorism" was passed through Diet in 2008, the Maritime "SDF" began logistic support activities on the Indian Ocean.

Japan's preemptive strike strategy shows that the country is forgetful of its war defeat in the last century.
