It advanced the above-said proposal as a way for achieving "unification" in August last year by putting together the "proposal for unification of the Korean community" offered by Roh Tae Woo in the past and watchwords of "no nukes, opening and 3000 dollars".

The proposal is, in the final analysis, a traitorous confrontation proposal aimed to force the DPRK to disarm itself and realize the ambition to achieve "the unification of systems" in collusion with foreign forces.

This being a hard reality, the group of traitors has much touted the above-said proposal since the very beginning of the year, a clear proof that it seeks confrontation and division, indifferent to the dialogue and reunification.

This proposal is a blatant perfidy to the June 15 joint declaration which recognized the common points in the north-proposed low-level federation and the south-proposed confederation and called on the north and the south to work for reunification in that direction.

It is also fraught with the danger of confrontation and war.

The north-south relations have been pushed to the brink of a war in recent days entirely because of the south Korean puppet forces' pursuance of the policy for achieving "unification through absorption."

When the north and the south agreed on the way of achieving reunification by federal formula in the June 15 joint declaration, the north-south relations made smooth progress toward reunification. No one thought of a war at that time.

The north-south relations grew extremely tense and the danger of a war increased as the present south Korean authorities came out with the above-said proposal which presupposed swallowing the north up in total denial of the joint declaration.

Neither the north nor the south is willing to concede its ideology and system to the other side.

The reality indicates that what reunification mode the politicians and personages of all strata in the north and the south choose is a vital issue on which hinge the national reunification and national disaster.

It is hard to expect the genuine north-south dialogue, to say nothing of the improved north-south relations for national reconciliation and reunification as long as there is a group dreaming of "unification through absorption" within the nation.

The way of achieving reunification by federal formula is the one for peaceful reunification premised on co-existence.

The south Korean authorities should respect the above-said mode agreed upon by both sides for detente on the Korean Peninsula and improved north-south relations, away from the foolish ambition for the "unification of systems".
