Koreans Denounce S. Korea for Scuttling Talks
Pyongyang, February 10 (KCNA) -- The Korean people are angered by the breakdown of the preliminary talks for opening the north-south high-level military talks that were held on Tuesday and Wednesday.

Vice-Minister of Chemical Industry Pak Chol, 52, said that the preliminary talks came to a rupture due to the south Korean military's plan.

"Responsible measures over the sinking of 'Cheonan' by an explosion and the shelling of Yonphyong Island" was proposed as an agenda item by the south side, he said. This is an insult and provocation to put the dialogue partner on trial, he added.

If south Korea is truly interested in detente and peace, it should raise points which can lead to a bilateral agreement, he said.

Vice-Chairman of the C.C., the Union of Agricultural Workers of Korea Han Kyong Song, 55, accused the south side of unilaterally insisting on its stand on the level of the heads of the delegations, not taking into consideration the differing military mechanism and systems in the north and the south.

Putting off full-dress talks also goes against the desire of the nation and the times for earlier wide-ranging dialogue and exchanges, he added.

Director of the History Institute of the Social Academy of Sciences Jo Hui Sung, 59, said that the preliminary talks revealed that the south Korean military came out to the talks, weighed down by the domestic and foreign opinions.

The true intention sought by the south side is to exploit hideous conspiratorial farces in scuttling talks under the pretext of "people's sentiment", shift the blame on to the DPRK side and justify joint military exercises with the U.S. slated soon.

The 70 million Koreans and the world people are judging who is a chief culprit escalating confrontation and tension on the Korean Peninsula.
