In the message the WPK Central Committee expressed belief that the Congress would mark an important occasion in providing a new milestone in the work to increase the leadership role and the fighting efficiency of the Party and build powerful and prosperous, socialist Vietnam.

Hoping that the friendly and cooperative relations between the two parties and the two countries forged in the common struggle for socialism against imperialism would grow stronger, the message heartily wished the Congress great success in its work.
