Referring to the proposal for founding the DFRK set forth by President Kim Il Sung at the Sixth Congress of the Workers' Party of Korea in October 1980, the statement continued:

In order to materialize the above-said proposal without fail General Secretary Kim Jong Il made sure that the historic June 15 North-South Joint Declaration was adopted in 2000 the keynote of which is to independently solve the issue of national reunification by the concerted efforts of the Koreans and work for achieving reunification by federal formula and the October 4 declaration, its action programme, was published in 2007.

As a result, Korea came to have a clear-cut programme and a solid foundation for achieving the reunification of the country as early as possible under the banner of the great national unity.

Korea's reunification is, however, facing a blatant challenge.

We strongly demand the south Korean authorities accept the proposal for founding the DFRK and the June 15 joint declaration favored by all Koreans and the international community as a milestone of reunification and promptly opt for implementing it.

We recognize the above-said proposal as the most reasonable and fair and aboveboard one for Korea's reunification and fully support it.

We reiterate our will to join the world progressives in their efforts to materialize the proposal for founding the DFRK and the June 15 joint declaration, in the future, too.
