The statement charged that the present south Korean ruling quarters, displeased with the holding of the event common to the nation to mark the 10th anniversary of the publication of the June 15 joint declaration, tried in every way to break up a meeting of the All-Korean Committee for Implementation of June 15 Joint Declaration and working contacts for the preparation of the event and at last totally banned the delegates of the south side from participating in the Pyongyang event.

Owing to the south Korean conservative ruling quarters, the precious successes achieved by all the fellow countrymen for 10 years after the publication of the June 15 joint declaration were brought to naught and the touch-and-go situation has been created on the Korean Peninsula in which a war may break out any moment, the statement noted, and went on:

The CIS Regional Committee will launch the struggle to disclose and condemn the treacherous and anti-reunification crimes committed by the south Korean authorities by totally denying the joint declaration and driving the inter-Korean relations to the worst phase of war.
