Noting that it has been 18 years since President Kim Il Sung received the title of generalissimo of the DPRK, the bulletin in an article said:

In the protracted and arduous struggle of guiding the cause of Juche-based army building,
Kim Il Sung founded the great military idea and the original strategies and tactics and performed the undying feats and gained ample experience, thus inspiringly encouraging the peoples in the struggle for independence against imperialism.

The Korean people had long wished to confer the highest title on him as a token of respect for the immortal exploits he performed on behalf of the country and the revolution.

This ardent wish was met on April 13, Juche 81(1992) when the Central Committee and the Central Military Commission of the Workers' Party of Korea, the DPRK National Defence Commission and the DPRK Central People's Committee decided to award the title of generalissimo of the DPRK to him.
