The letter referred to the immense excitement and joy with which Chongryon received the educational aid fund and stipends amounting to 184,027,390 yen sent to it by Kim Jong Il.

The Central Standing Committee of Chongryon extends the highest glory and the most profound thanks to you for having shown constant fatherly loving care for the strengthening and development of Chongryon and the democratic national education of the children of Koreans in Japan with the noblest patriotism and compatriotic love, the letter said, and continued:

We will frustrate the moves of the Japanese authorities and right-wing reactionaries to obliterate the national education and firmly protect and further expand the legitimate rights of the Koreans in Japan including the right to national education, keeping in mind the honor of being overseas citizens of the DPRK.

We will glorify this year with innovative successes in the patriotic work of Chongryon including the national education and thus unfailingly repay the fatherly loving care repeatedly shown by you for us.
