The north side on Oct. 31 last year took note of the daily escalating scattering of leaflets by the authorities of the south side and seriously warned that unless they take necessary measures to stop it, this will adversely affect the north-south relations beyond imagination.

They, however, scattered leaflets in the area of Kimhwa County, the area of Jangphung County and the area of Mt. Kumgang tourist zone and other areas of the north side using balloons at the end of last year and the beginning of this year.

What merits special attention is that the People's Alliance for Sending Leaflets to the North made up of ultra-right conservative organizations scattered hundreds of thousands of leaflets over areas of the north side from Rimjin House in Phaju City, Kyonggi Province even on Jan. 1, seized by anti-communist hysteria.

The north side cannot but take a serious view of the provocative scattering of leaflets and anti-DPRK ruckus perpetrated by the authorities of the south side, pushing the inter-Korean relations to the phase of confrontation behind the scene, while paying lip-service to "dialogue" and "improved relations."

The army of the DPRK will never tolerate even the slightest acts of hurting the unchallenged prestige of the headquarters of the DPRK and defiling the dignity of its socialist homeland no matter how dear and urgent the improvement of the inter-Korean relations is.

The authorities of the south side should admit that their scattering of anti-DPRK leaflets is little short of openly scrapping the historic June 15 joint declaration and the October 4 declaration and a treason quite contrary to the requirements of the times and the desire of the nation and take measures to immediately disband the ultra-right conservative organizations that committed the above-said crime and severely punish its chief culprits.

The separatists at home and abroad will never be able to flee from a stern punishment by the nation for challenging history.
