The statement recalled that the "Ministry of Unification" blocked up the exchange of non-governmental organizations in the south and the north and refused to handle the "notification on extended term of validity of contact with inhabitants in the north" applied by the said headquarters under the pretext of "ensuring security and maintaining order."

This is an anti-reunification act intended to totally hold in check the cooperation and exchange between the south and the north, it charged.

The organization asked for extended term of validity as the term, permitted by the ministry last year, expired, the statement noted, saying: It is quite inapprehensible that the authorities took double-dealing attitude under the unreasonable pretexts.

Pointing out that the cause for refusal was the same as the authorities disallowed exchange between non-governmental organizations, the statement said that, after all, the present "government" has no willingness to implement the agreements reached between the south and the north.

It urged the authorities to encourage the exchange of media between the south and the north and stop at once such acts of refusing to accept the application for permission to non-governmental cooperation and exchange.
