Attending the wreath-laying ceremony were the Russian foreign minister's party and the Russian ambassador to the DPRK.

A wreath was laid before the tower in the name of the foreign minister.

The participants paid a silent tribute to the fallen fighters of the soviet army before looking round the tower.
