The statement accused the "Ministry of Unification" of disallowing on Feb. 27 three delegates including the executive chairman of the Youth and Students Headquarters of the South Committee for Implementing the June 15 Joint Declaration to visit Pyongyang.

The youth and students headquarters as an organization under the south committee has made positive efforts for the exchange and cooperation between youth and students in the south and the north, the statement said, adding that the action headquarters cannot repress resentment at the action taken by the "Ministry of Unification" to block the working contact, an annual event, finding fault with the youth and students headquarters' just activities.

Recalling that the Lee Myung Bak "government" has never clarified its will to implement the June 15 joint declaration and the October 4 declaration but cried out for making dangerous "preemptive strikes," the statement noted: Yet it is talking about "dialogue," while blocking even simple exchange. This strips bare the very anti-reunification colors of the Lee "government."
