Japan's Massacre of Koreans during Great Kanto Quake Indicted

Pyongyang, September 1 (KCNA) -- The History Society of the DPRK issued a memorandum on August 31 to indict the Japanese government for massacring Koreans in a premeditated and cruel manner during the great Kanto quake.
According to the memorandum, the Japanese government, taking the great quake that hit the area of Kanto, Japan in September 1923 as a golden opportunity for suppressing Koreans, mobilized the Interior Ministry, the army and the police and even ultra-right organizations including the "vigilant committee", thus killing more than 23,000 innocent Koreans in cold blood in little more than 10 days.
The Japanese government spread the fiction of "uprising of Koreans" in a bid to divert the Japanese people's criticism of government sparked off by the quake to killing Koreans. It then declared a "wartime martial law" and made "combat" preparations to kill defenseless Koreans in Japan, regarding them as "enemies".
The Kanto Martial Law Command ordered the army, the police and the "vigilant committee", etc. to commence the "operation for exterminating Koreans" after defining Koreans in Japan as "enemies and insurgents" according to the "wartime martial law". The command bolstered the ground and naval forces including Konoe division and the first division stationed in the area of Kanto in Tokyo and Yokohama.
The number of the troops present in the area under martial law reached more than 35,000 as of September 8 and more than 52,000 on September 10.
The Japanese government saw to it that organizations including the "vigilant committee" and "youth group" specializing in killing Koreans were organized with ultra-right elements and ordered them to cooperate with the army and the police.
The "vigilant committees" thus totaled 3,688 - 1,595 in Tokyo metropolis, 603 in Kanagawa Prefecture, 300 in Saitama Prefecture, 366 in Chiba Prefecture, 336 in Ibaraki Prefecture, 469 in Gunma Prefecture and 19 in Tochigi Prefecture.
Under the direction of the command more than 70 army checkpoints were set up in the areas of Tokyo and Yokohama alone and hundreds of police boxes and police substations were ordered to operate as second checkpoints and Koreans among those passing through them were strictly screened and dealt with.
The Japanese man-killers left no means untried to ferret out Koreans. Typical of them were forcing the passers-by to pronounce five yen and 55 sen in Japanese, those confirmed to be Koreans to tie scarves around their foreheads, passers-by to speak about their birthdays in Japanese and beating them hard till they make screams for the purpose of screening them.
These man-killers went rampant with "hunting Koreans," scouring even mountains, riversides and meadows, to say nothing of streets, villages and houses, holding rifles, Japanese swords, daggers, bladed spears, bamboo spears, clubs and iron hooks and all other lethal weapons. When they caught Koreans, they cruelly killed them on the spot.
The number of the Koreans in Japan killed due to the Japanese government's cruel man-killing operations reached more than 23,000, according to the information released by the "Government-General in Korea".
The Japanese imperialist man-killers did not hesitate to commit such double crimes as burying a great number of dead bodies or burning them after spraying petroleum over them in order to keep the massacre of Koreans from being known to the world in the future.
After massacring Koreans, the Japanese government shamelessly tried to conceal or distort the truth about it in a bid to evade the criticism of it by the unbiased public and the responsibility for the crimes.
After proclaiming the "wartime martial law" the Japanese government organized the "temporary secretariat for rescuing quake victims" to eradicate the aftermath of the quake and set up in it a guard department working as a general command in charge of public security.
The guard department conducted false propaganda about "violence" and "crimes" of Koreans in Japan in a bid to hide the government's responsibility for crimes and decided to spread the story that their "violence" was masterminded by the "Reds", communists, behind the scene.
A typical decision was the September 5 top secret document "An agreement on the issue of Koreans."
The massacre and suppression of Koreans by the Japanese government and its henchmen were crimes against humanity unprecedented in history for their scale and the crafty and cruel nature of methods used by them.
Japan brought so unspeakable misfortune to the Koreans as an aggressor and plunderer and committed so hideous crimes against the Koreans in political, economic, military, cultural, moral and all other fields.
The Japanese government, however, is totally denying the crimes it committed in the past while dreaming of realizing the "Greater East Asia Co-prosperity Sphere", far from repenting of and apologizing for its crime-woven past.
The Japanese government should bear in mind that if it runs reckless, oblivious of this, it will never be able to evade a thousand-fold revenge of Koreans but remain a sworn enemy of the Koreans as long as it does not sincerely repent of its past crimes.

Day of Non-Aligned Movement Observed

Pyongyang, September 1 (KCNA) -- The Non-Aligned Movement (NAM) has made a dynamic advance under the banner of independence against imperialism and peace against war since it proclaimed its birth to the whole world.
Rodong Sinmun today says this in a signed article dedicated to the Day of the Non-Alignment.
    It goes on:
President Kim Il Sung set forth the idea and strategy and tactics which calls on the NAM to firmly maintain its idea and the principle to govern its activities, develop the unity and cooperation among the countries on the basis of independence and stand up against the imperialists' moves for aggression and war, division and alienation, etc. with a strategy of unity under the uplifted banner of peace against war. These serve as an immortal banner for strengthening and developing the NAM.
The NAM has advanced along the path of victory under the tested leadership of Kim Jong Il who has creditably carried forward the idea and leadership of the President.
The imperialists are becoming all the more sinister and craftier in their moves to split and destabilize the NAM in a bid to drastically weaken or destroy it.
The reality requires the non-aligned countries to reinforce the movement and dynamically advance the times, heightening their vigilance against the imperialists' moves and holding higher the banner of independence against imperialism and peace against war.
The NAM should decisively increase the capability for its actions in order to remain true to its fundamental idea, goal and principle and actively promote the interests of the non-aligned countries and other developing countries in the arena of the United Nations.
The non-aligned countries should develop South-South cooperation so as to achieve socio-economic development and the common prosperity as required by the new century. They should never allow the high-handed and arbitrary practices and unilateralism of the imperialists but go united in the struggle against them. In handling international issues, they should become unanimous in speaking for independence, impartiality and justice and steer the era in the direction of materializing their noble idea and achieving their purpose.
They should strive hard to boost the unity and solidarity on the basis of independence. The DPRK as a dignified member state of the NAM will firmly preserve its fundamental principle, idea and purity and fulfill its responsibility and role to steadily strengthen and develop it.

Intensive Struggle against "Gov't" Declared in S. Korea

Pyongyang, September 1 (KCNA) -- The Preparatory Committee for All-Buddhists Meeting in south Korea called its congress on August 28 to declare an intensive struggle against the "government".
At the congress, the preparatory committee reviewed the all-Buddhists meeting, which was held in Seoul on August 27 with the attendance of over 10,000 Buddhists and more than 200,000 citizens from all walks of life to denounce the Lee Myung Bak "government" for its breach of the constitution and religious discrimination.
Recalling that the meeting urged the "government" to stop the religious discrimination and so forth, the committee declared that it would hold all-Buddhists meetings against the "government" in North and South Kyongsang and Jolla provinces, Chungchong, Jeju and other areas after Sept. 14 unless the authorities meet such demands.
The committee also said that it would set up its permanent secretariat so as to watch and cope with practices of religious discrimination by the "government" and conduct its brisk activities.

Abolition of NSL and Stop to Suppression of People Urged in S. Korea

Pyongyang, September 1 (KCNA) -- The South Headquarters of the National Alliance for the Country's Reunification issued a statement on August 28 denouncing the Lee Myung Bak group's fascist suppression.
The statement accused the Seoul Central District Court of sentencing Yun Ki Jin, vice-chairman of the headquarters, to three years in prison and three years of suspension of civil rights at a trial held on August 27.
The statement said the people could not repress bitter resentment at the authorities who inflicted a heavy penalty upon the patriotic young man by invoking the "National Security Law (NSL)" which was censured by the international community as an anti-human rights law.
Such tyrannical action taken by the authorities against Yun for conducting patriotic activities, thus blatantly challenging the desire of the nation for reunification, is nothing but the desperate efforts of the group of anti-reunification elements to hamstring the implementation of the June 15 joint declaration at any cost, the statement noted, and continued:
The headquarters will intensify the struggle for the abolition of the NSL and thus break the chains of fascism and anti-reunification moves.
Meanwhile, the Media Headquarters of the South Committee for Implementing June 15 Joint Declaration of south Korea issued a statement titled "Stop security forces' suppression through the invocation of NSL" on August 27 in which it condemned the police for taking such tyrannical actions as suddenly arresting seven members of the "Socialist Workers' Federation" including O Se Chol, chairman of its Steering Committee, who is honorary professor at Yonsei University, searching its office and seizing social science books, etc. on August 26.
Branding the recent investigation as the Lee Myung Bak regime's premeditated repressive move to destroy the organizations which participated in the candlelight rallies, the statement demanded the regime immediately repeal the NSL and stop at once the suppression of the above-said organization.
