Pyongyang, May 9 (KCNA) -- Kim Yong Il, premier of the DPRK Cabinet, sent a congratulatory message to Vladimir Vladimirovich Putin on his appointment as Prime Minister of the government of the Russian Federation.
Expressing the belief that the DPRK-Russia relations would grow stronger in the interests of the two peoples in the future, too, the message wished him great success in his responsible work for the country's development and prosperity.
DPRK Senior Officials Meet Delegation of Vietnamese Foreign Ministry
Pyongyang, May 9 (KCNA) -- Yang Hyong Sop, vice-president of the Presidium of the DPRK Supreme People's Assembly, met and had a friendly talk with the delegation of the Vietnamese Foreign Ministry led by Deputy Minister Vu Dung at the Mansudae Assembly Hall on Friday.
Pak Ui Chun, minister of Foreign Affairs, also had a talk with the delegation at the Mansudae Assembly Hall on the same day.
Gift to Kim Jong Il from Vietnamese
Pyongyang, May 9 (KCNA) -- General Secretary Kim Jong Il was presented with a gift by the head of the visiting delegation of the Vietnamese Foreign Ministry.
The gift was conveyed to Yang Hyong Sop, vice-president of the Presidium of the DPRK Supreme People's Assembly, on Friday by Deputy Minister Vu Dung who is head of the delegation.
Conference of North, South Korean Men of Press Held
Mt. Kumgang resort, May 9 (KCNA) -- A conference of men of the press from the north and the south of Korea for implementing the June 15 joint declaration and the October 4 declaration took place here on Thursday and Friday.
Attending it were members of the Press Panel of the North Side Committee for Implementing the June 15 Joint Declaration and the Press Headquarters of the South Side Committee.
The conference discussed the orientation of immediate activities to be conducted by media persons in the north and the south for opening a new era of independent reunification and peace and prosperity with the pen of reunification and patriotism.
A joint resolution was adopted there.
It said that under the banner of "By our nation itself" media persons in the north and the south should dynamically wage the media activity for reunification, resolutely reject the confrontation and war moves of the separatists at home and abroad and defend the security of the compatriots and peace of the country.
It called upon men of the press in the north and the south and abroad to further strengthen the solidarity among media persons and other people of different strata at home and abroad desiring after peace and reunification, intensify the press activities for removing the legal and institutional mechanisms obstructive to the national reconciliation, unity and reunification and take the lead in glorifying the June 15 era of reunification.
DPRK's Health System Lauded
Pyongyang, May 9 (KCNA) -- Susana Maristany, head of the Venezuelan delegation for the study of the Juche idea, said that through the visit to the DPRK she has got to know well how advantageous the socialist system centered on the popular masses is, adding that the DPRK socialist health system embodying the Juche idea is best.
Noting that the DPRK spares nothing for the women and children, she said giving her impressions of the Pyongyang Maternity Hospital:
The state provided this grandiose hospital for the women and children.
In the DPRK where the popular health policy is being enforced, the state takes care of the women in childbed and their babies with responsibility for their health.
Many women have been given treatment at the hospital equipped with modern medical service facilities without paying even a penny.

Wreaths Placed before Liberation Tower and Cemetery of Fallen Fighters of Soviet Army
Pyongyang, May 9 (KCNA) -- Staff members of the Russian embassy here today laid a wreath before the liberation tower on the occasion of the 63rd anniversary of Russia's victory in the Great Patriotic War.
Present at the wreath-laying ceremony were Russian Ambassador to the DPRK Valery Sukhinin and staff members of his embassy and diplomatic envoys and military attaches of other foreign embassies here.
After placing the wreath in the name of the Russian embassy the participants observed a moment's silence to the memory of fallen fighters of the Soviet army.
They also visited the cemetery of fallen fighters of the Soviet army at Sadong District where they paid silent tribute after placing a wreath and bouquets.
Epidemiological Survey on Virus of Avian Flu Intensified in DPRK
Pyongyang, May 9 (KCNA) -- The DPRK has taken measures to prevent avian influenza from spreading to and breaking out in the country.
Cha Chol U, vice-director of the Central Hygienic Prevention Centre under the Ministry of Public Health, said in an interview with KCNA that in order to prevent the bird flu, a matter of grave concern in the world, it is imperative to keep its virus from infiltrating into the country.
He went on:
For this purpose, the government has established a well-organized epidemiological survey system.
The hygienic prevention centres and public health establishments across the country are registering all those who suffer from influenza and are thoroughly checking them to find whether they are infected by bird flu virus and taking relevant measures, while conducting hygienic propaganda activities in those areas.
Meanwhile a hygienic quarantine campaign is intensified in frontier posts, railway stations and ports.
Those from the bird-flu-stricken countries should have a thorough medical check-up and poultry imports from those countries are banned.
Efforts are also channeled to the work for watching migratory birds, main carrier of the bird flu and reporting the results.
The birds' migration courses and their habitats are grasped in detail and measures are taken against any trifling symptoms in time.
A campaign for disinfection and vaccination is also pushed ahead in poultry farms.
The working people in different parts of the country are turning out as one in the efforts to get common knowledge of the bird flu and to prevent the disease.
Books "Among the People" Published
Pyongyang, May 9 (KCNA) -- The Workers' Party of Korea Publishing House brought out Vols. 71-73 of "Among the People", the collection of memoirs.
Contained in the books are memoirs on the greatness of President Kim Il Sung's distinguished idea, leadership ability and noble popular traits.
Vol. 71 carries 18 pieces of memoirs including "Putting Up the People's Army at the Charge Line of Socialist Construction" dealing with the President's Songun leadership exploits.
Vol. 72 contains 16 pieces of memoirs telling about how energetically and wisely he led socialist construction.
Carried in Vol. 73 are 16 pieces of memoirs including "Working Hours of Our Leader", which impressively shows part of the energetic revolutionary activities conducted by the President who dedicated his all only to happiness of the people and eternal prosperity for posterity.
Earthen Wall in Chongam-dong to Restore Old Sight
Pyongyang, May 9 (KCNA) -- The earthen wall in Chongam-dong, the wall of the capital of Tangun's Korea, is under reconstruction as part of the energetic work to restore cultural heritages now in progress in the DPRK.
Situated in Taesong District, Pyongyang, the wall has come to regain its value and original state under the meticulous care of the peerlessly great men.
After the liberation of the country, President Kim Il Sung took care that the earthen wall in Chongam-dong was left intact in building Kim Il Sung University when he was reported that some designers were intending to build the university at the site of the wall. In the later period, he took measures for the careful preservation of the wall.
General Secretary Kim Jong Il, deeply conscious of the importance of the wall, saw to it that its remains were unearthed down to the minute details.
So researchers of Kim Il Sung University, the Academy of Social Sciences and other relevant organs undertook its unearthing and survey.
Relics including building murals painted with golden powder were unearthed inside the wall, which scientifically proved that it was the first earthen wall built around the capital of Tangun's Korea and was rebuilt three times in the period of Koguryo.
Now officials concerned and researchers are working to restore some sections of the wall to such an extent as to recognize its ancient sight.
Basing themselves on a scientific calculation of the height, angle of inclination and width of the top of the wall, etc. on the historicist principle, they completed the designs in a short span of time and set about its restoration to its original state.
They are paying deep attention, among other things, to its preservation till the distant future.
The earthen wall in Chongam-dong, which played an importance role down through a long historical period, is now regaining its old sight.
Lee Myung Bak's Anti-DPRK Remarks Assailed
Pyongyang, May 9 (KCNA) -- Traitor Lee Myung Bak of south Korea is these days giving steady publicity to the "policy toward the north," prattling that "benefits" will be offered to the DPRK if it abandons its nuclear program and opens its door.
Slashing at his reckless remarks, Minju Joson today says in a signed commentary:
With the colonial enslavement economy at stake, the traitor dares to slander the DPRK's self-supporting economy and its people's livelihood, talking about "benefits." His behavior is a grave provocation and an unpardonable crime as it debased the dignity of the DPRK.
The Lee Myung Bak group is vociferating about "no nukes," "opening" and "income." Such utterances are little different from a declaration of confrontation intended to curb the development of the relations between the north and the south and their cooperation for peace and prosperity so as to zealously join in the U.S. moves against the DPRK.
Now is high time that the long-cherished desire of the Korean nation was achieved as early as possible through its reconciliation and unity. But the Lee Myung Bak group of traitors is making desperate efforts to deny all the achievements made in the June 15 era of reunification and block the development of the inter-Korean relations by following the outsiders. It is obvious that their treacherous deeds are laying a stumbling block in the way of independent reunification and peace and prosperity.
The Lee Myung Bak group should be clearly mindful that such actions of mocking the fellow countrymen and swimming against the trend of the June 15 era of reunification will only precipitate its own destruction.
Increased Military Strength Called for
Pyongyang, May 9 (KCNA) -- Peoples treasuring independence should increase their national defence capability with the steadfast revolutionary faith to foil the imperialists' aggression moves.
Rodong Sinmun today says this in a signed article.
The situation in Iraq has taught how important and decisive the military affairs are in the struggle for the popular masses' cause of independence, the cause of socialism, the article says, and goes on:
The powerful military force is the most dependable guarantee for independently carving out the destiny of each country and nation.
This is a serious lesson the army and people of the DPRK drew from the showdown with the U.S. imperialists.
In recent years the U.S. imperialists got evermore undisguised in their ambition to stifle the DPRK by force. As a result, the dangerous military tension under which a war may break out anytime prevailed in the Korean Peninsula. The DPRK, which has been consolidated into an invincible bulwark under the great Songun policy, took resolute self-defensive measure against the U.S. imperialists' war moves and pressure, and thus demonstrated to the whole world the mettle and might of Songun Korea. On the basis of the Songun idea and the line of attaching importance to military affairs, the DPRK has persistently directed primary efforts to increasing the national defence capability to build up the combat efficiency of the Korean People's Army in every way and develop the self-reliant national defence industry. But for our invincible revolutionary armed forces and self-reliant national defence industry, a war would have already broken out in the Korean Peninsula by the imperialists and Korean-style socialism could have hardly been defended.
Peace can never be ensured by means of begging and compromise. It can be achieved and defended only by the tremendous military force.
To further increase the military strength is more indispensable for the developing countries or small countries.
It is more important in the present showdown with the imperialists and the U.S. to keep the unshakable revolutionary faith. A people strong in faith can defend the dignity of their country and nation and emerge as final victors, but when they fail to keep such faith, they will face death, misfortune and national ruin. This is a serious lesson taught by the world situation at present.
Lee Myung Bak's Moves for Military Confrontation Disclosed
Pyongyang, May 9 (KCNA) -- A military commentator issued an article disclosing the truth of the moves of traitor Lee Myung Bak for military confrontation.
The article cites facts to prove that Lee and the bellicose forces of the puppet military formed by him set it as their general goal to escalate pressure on the north to the maximum and began their racket for military confrontation by opening a new prelude to military tension with all efforts focused on holding an "unchallenged military edge."
When traitor Lee's regime emerged and there was a sign of change in its policy toward the north, the bellicose forces of the puppet military characterized by conservatism took the lead in creating an atmosphere in favor of securing "military edge," it says, and goes on:
In fact, they are directing efforts to stirring up antagonism and establishing "view on principal enemy" and are giving spurs to intensifying combat readiness of the units of the three services and stepping up the planned arms buildup while calling for enhancing consciousness of "security" which went weak for the past ten years in south Korea, indifferent to implementing all the military agreements reached between the north and the south.
All espionage acts intensified in the ground, seas and air and the undisguised military provocations in areas along the demarcation lines where the north and the south stand in confrontation including maritime encroachment remind one of the situation on the eve of a war.
Recently they have staged large-scale aerial and maritime strike exercises one after another after deploying a combat fleet including nuclear-powered submarine and even latest strike flying corps such as F-15Ks of the U.S. and the satellites in south Korea and its vicinities while asserting that the "military edge" being kept with the relations of "alliance" as the main part of its axis would become a means for putting heavier pressure on the north.
Their loud-mouthed "military edge" is, in a nutshell, an undisguised negation of the three principles of national reunification and the north-south agreement on non-aggression and it cannot be construed otherwise than a grave provocation little short of a declaration of a war against the DPRK.
By origin, the policy and strategy of the south Korean authorities are the ones of the U.S.
It is as clear as noonday that Lee, who was a poor businessman with a few pennies without his own things, cannot but follow his master's war policy and strategy as he is unable to know politics and military affairs.
He admonished the puppet military organs characterized by sycophancy towards the U.S. and conservatism, and units under them to raise anti-DPRK consciousness to keep "the attitude pertaining to the army" during his inspection to them and called for making all efforts to complete preparation for war. This was aimed at currying favor with his master and the bellicose forces of the puppet military.
It was against this backdrop that the chairman of the Joint Chiefs of Staff and other warmongers who occupied top military positions by Lee Myung Bak have gone busy channeling all efforts into achieving political and military "international cooperation" pursuant to the U.S. policy and strategy towards the DPRK, asserting that they should not miss the good opportunity for the "recovery of the weakened relations of alliance" after Lee's junkets to the U.S. and Japan.
As they promised their master brasshats of the south Korean puppet army have taken measures for a stop to the reduction of the U.S. forces in south Korea and pushed ahead with the building of "ultra-modern, elite and efficient army" to suit the enhanced position to purchase military hardware from the U.S., hatching plots almost every day. This is just a few typical examples.
To aggravate military tension and confrontation pursuant to the master's policy for aggression and war scenario is another treachery of selling off the country through sycophancy and servitude, oblivious of a historical lesson and of trying to stifle the fellow countrymen by force of arms with the help of sworn enemies.
In the past the south Korean military warmongers infiltrated their warships into the territorial waters of the DPRK side under the pretext of "controlling ships of third country" and "identifying suspected target," asserting that they would show their will to preserve the "northern limit line" in practice. These days, however, they have escalated the infiltration with the deployment of huge naval armed forces in the West Sea, openly vociferating about defence of the "northern limit line."
Their military confrontation row clearly proves that the Lee Myung Bak gentries are, indeed, traitors laying a hurdle in the way of developing inter-Korean relations and peace and prosperity, war servants bringing clouds of war to hang over this land and anti-reunification elements seeking the permanent division.
The more military tension and confrontation escalate, the more the inter-Korean relations go perilous. In the long run, it will never help settle the nuclear issue and ensure peace and stability of the Far Eastern region.
Worse still, it will not be helpful to the "economy revival" on which Lee Myung Bak stakes big fate.
Aggravated military tension and confrontation lead to conflicts and the third skirmish in the West Sea and the second June 25 war.
We want improved inter-Korean relations and peace and prosperity, but never feel afraid of military conflicts and war.
Traitor Lee and the south Korean military bellicose forces should not act rashly, mindful that military tension and confrontation will bring them noting but disgraceful destruction and grave.
Important Holidays of DPRK Commemorated
Pyongyang, May 9 (KCNA) -- A reception was given in Ecuador, a seminar in Pakistan and lectures and film shows in Nigeria and Indonesia between April 22 and 30 to commemorate the Day of the Sun and the 76th birthday of the Korean People's Army.
The participants of the film shows watched Korean film "75th Anniversary of the Heroic Korean People's Army".
The chairman of the Ecuadorian Cultural Institute for the Study of the Juche Idea, addressing the reception, lauded President Kim Il Sung as the founder of the DPRK, the great statesman possessed of immense practical ability and an outstanding leader recognized in the world.
Noting that the revolutionary cause of Juche pioneered by the President is being successfully carried forward by General Secretary Kim Jong Il, he said that the leader is guiding the struggle of the Korean people for the building of a great prosperous powerful socialist nation and national reunification to victory with his unique Songun policy.
The chairman of the Society for the Study of Self-Reliance of Pakistan and other speakers at the seminar referred to the origin and background of the Songun policy and its originality, adding that the policy is now displaying its great vitality under the wise leadership of Kim Jong Il.
They stressed that the Songun policy of the DPRK is a political mode to be followed by all the countries in the present world in which the arbitrary practices of the U.S. are rampant.

Al hacer un recorrido por la casa de los militares, la biblioteca y otras instalaciones de cultura y educacion, elogio que la Unidad acondiciono excelentemente los centros culturales y educativos, desarrolla activamente la educacion revolucionaria y clasista usando eficazmente diversos datos y en particular, organiza escrupulosamente la lectura para hacer de todos los militares los aficionados a la lectura.
Senalo que las experiencias de la Unidad demuestran elocuentemente la justeza de las instrucciones del Presidente Kim Il Sung: la llave de todos los exitos reside en hacer bien la labor para con el hombre.

Personalidad venezolana alaba sistema de salud publica de Corea
Pyongyang, 9 de mayo (ATCC) -- La jefa de la delegacion venezolana de estudio de la idea Juche, Susana Maristany, dijo que durante su estancia en Corea llego a conocer bien la superioridad del regimen socialista centrado en las masas populares y subrayo que es mejor el sistema de salud publica socialista implantado en Corea que encarna la idea Juche.
Destaco que Corea no escatima nada para las mujeres y los ninos y expreso su impresion tras visitar la Casa de Maternidad de Pyongyang.
Senalo que el Estado edifico la Casa de Maternidad tan elegante para las mujeres y los ninos.
Apunto que en Corea donde se practican las politicas sanitarias populares, el Estado se responsabiliza de la salud de las parturientas y los bebes.
Asevero que en la Casa de Maternidad de Pyongyang dispuesta de modernas instalaciones de servicio medico numerosas mujeres disfrutan del tratamiento medico sin pagar ni un centavo de dinero.
Hizo hincapie en que en Corea el Estado ofrece lo todo necesario para el fomento de la salud de las mujeres, lo cual es inimaginable en otros paises.

Minju Joson condena a Lee Myung Bak
Pyongyang, 9 de mayo (ATCC) -- El periodico Minju Joson en un comentario individual del dia 9 denuncia al traidor Lee Myung Bak que dijo que brindaria "beneficio" a la Republica Popular Democratica de Corea si esta hace renuncia nuclear y la "apertura".
Con la economia dependiente colonial en crisis, Lee se atreve a hacer "caridad" a la RPDC censurando absurdamente la economia autosostenida y la vida del pueblo del Norte, lo cual es una grave provocacion, crimen imperdonable e insulto a la dignidad de la RPDC, senala el rotativo y prosigue:
La "desnuclearizacion", la "apertura" y "ganancia" de que habla tanto la banda de Lee son una declaracion de confrontacion para estorbar el desarrollo de las relaciones con el Norte y llevar a la interrupcion la cooperacion Norte-Sur para la paz y la prosperidad incorporandose activamente a las maniobras norteamericanas anti-RPDC.
Hoy que se debe lograr cuanto antes el anhelo supremo de la nacion con la reconciliacion y la unidad, la banda de Lee Myung Bak plegada a las fuerzas extranjeras niega todos los logros de la epoca del 15 de junio e impide el desarrollo de las relaciones Norte-Sur, interponiendo gran obstaculo en el camino de la reunificacion independiente, la paz y la prosperidad.

Reunion de representantes de hombres de palabra Norte-Sur
Monte Kumgang, 9 de mayo (ATCC) -- Tuvo lugar los dias 8 y 9 en este monte la reunion de los representantes de hombres de palabra Norte-Sur por la ejecucion de la Declaracion Conjunta del 15 de Junio y la Declaracion del 4 de Octubre.
Participaron los miembros de la seccion de palabra del Comite de la parte Norte para la ejecucion de la Declaracion Conjunta del 15 de Junio y los integrantes de la sede de palabra del Comite de la parte Sur para la misma mision.
El foro discutio el rumbo de las actividades inmediatas de los hombres de palabra Norte-Sur para allanar con la pluma de reintegracion y patriotismo una nueva era de reunificacion independiente, la paz y la prosperidad.
En la ocasion fue aprobada una resolucion conjunta.
Segun el documento, los hombres de la palabra del Norte y del Sur de Corea deben librar con vigor sus actividades para la reunificacion, bajo la bandera de "Entre nosotros, los connacionales", frustrar tajantemente las maniobras de las fuerzas internas y externas encaminadas a la confrontacion y la guerra y preservar la seguridad de la nacion y la paz del pais.
El documento exhorta a todos los hombres de palabra del Norte, el Sur y en ultramar a consolidar la solidaridad con sus colegas y los habitantes de distintos sectores que desean la paz y la reunificacion, desarrollar activamente las actividades de prensa para eliminar los aparatos legales e institucionales que contravienen a la reconciliacion, la unidad y la reunificacion de la nacion y ponerse en la delantera de la lucha por hacer brillar la epoca de reunificacion iniciada el 15 de junio.
