Kim Jong Il Sends Wreath to Bier of Kim Chol
Pyongyang, April 3 (KCNA) -- General Secretary Kim Jong Il sent a wreath to the bier of Kim Chol, a poet of the Central Committee of the Korean Writers Union who is winner of Kim Il Sung Prize, on Thursday expressing deep condolences over his death.
Notice Sent to Chief Delegate of South Side to Inter-Korean General-Level Military Talks
Pyongyang, April 3 (KCNA) -- The head of the delegation of our side to the north-south general-level military talks sent a notice to the military authorities of the south side on March 29 in which he clarified the principled stand of the Korean People's Army concerning the outbursts let loose by the chairman of the Joint Chiefs of Staff of the south Korean forces calling for a "preemptive attack" on the north.
Our side sent the notice because the above-said outbursts were the gravest and the most undisguised challenge to the DPRK in the history of the north-south relations and little short of a declaration of a war in the true sense of the word.
What merits a particularly serious attention is that they were dangerous reckless remarks which could not be construed otherwise than a vivid manifestation of the treacherous anti-DPRK policy of confrontation of the newly emerged south Korean authorities opposed to reunification and peace.
The army and people of the DPRK denounce the outbursts let loose by the chairman of the Joint Chiefs of Staff of the south Korean forces as a revelation of his political immaturity and ignorance of military knowledge as he does not know what is the nuclear issue on the Korean Peninsula. He is also condemned by them for his flunkeyism and servile attitude towards his master as the guy took the lead in executing his policy, blindly echoing his assertion that the "north should dismantle its nukes first."
Even political and public circles of south Korea are critical of him, asserting they can hardly understand "why he made such remarks, enraging fellow countrymen and pushing the north-south relations to the phase of confrontation."
This being a hard reality, the south Korean military authorities were reported to have held secret confabs with those chiefs in charge of security of "Chongwadae," "the ministry of Unification" and "the ministry of Foreign Affairs and Trade" for several days at which they consulted a counter-proposal calling for "squarely dealing with the situation strictly from a principled and pragmatic stand" instead of owning responsibility for their crimes and the prevailing situation and honestly apologizing for them.
As already expected, the south Korean military authorities sent a reply notice to the KPA side on April 2 in which they revealed their unreasonable stand taken according to the above-said counter-measure, three days after it notified the south side of its principled stance.
In the notice the south Korean military authorities let loose a spate of clumsy excuses, asserting that the principled stand taken by the KPA side as regards the outbursts calling for a "preemptive attack" was no more than accusations made by the north side after "interpreting them its own way" and the south side deemed it "an inappropriate measure" and "felt regret at it."
They even revealed such an unsavory stand to shuffle off the responsibility for the prevailing situation upon the DPRK side and went the lengths of urging the DPRK side to immediately stop "self-willed accusations and acts of escalating tension". This reminds one of a guilty party filing a suit first.
The head of the north side's delegation to the north-south general-level military talks on April 3 sent another notice to the chief delegate of the delegation of the south side in connection with the above-said undesirable response made by the south Korean military authorities.
In the notice the head of the delegation of the north side charged that the south side's stand clarified in its reply notice was nothing but an excuse and declared that it would take prompt corresponding military countermeasures from the already clarified principled stand of the KPA.
The south Korean authorities had better properly understand the stand of the revolutionary armed forces of the DPRK side that it would counter any slightest attempt to be made by them for "a preemptive strike" with more rapid and powerful preemptive strikes of its own mode and they will not be able to evade the responsibility for the situation which compelled the DPRK side to suspend all the north-south dialogues and contacts and ban the passage.
The KPA never says an empty word.
S. Korean Forces' Military Provocation under Fire
Pyongyang, April 3 (KCNA) -- The Navy Command of the Korean People's Army released a press release on Thursday assailing the warmongers of the south Korean forces for perpetrating a serious military provocation in the frontline waters in the West Sea of Korea.
At round 11:45 on Thursday the warmongers of the south Korean forces infiltrated three warships deep into the territorial waters of the north side southeast of Ssanggyo-ri, Kangryong County, South Hwanghae Province, the press release said, and went on:
The gravity of the situation lies in that when the north side repeatedly urged the south side to withdraw, declaring it was a violation of the north-south agreement over an international maritime ultra-short wave walkie-talkie, the south Korean forces claimed their intrusion into the territorial waters of the north side was a "just act", asserting "they are operating in the waters under their control. Don't make far-fetched assertions."
The above-said warhawks went so impertinent as to insist that "there exists no joint agreement between the north and the south."
The south Korean forces' acts of unhesitatingly infiltrating warships into the territorial waters of the north side after throwing away like a pair of old shoes the agreement which they committed themselves to honor before the nation is a brigandish act to defend the illegal "northern limit line."
The south Korean military authorities should properly understand the gravity of the situation, make a thorough-going probe into the truth behind the incident and sternly punish the provokers.
They should bear in mind that should they keep infiltrating warships into the above-said waters in defiance of the warnings of the north side, straining the situation, this will compel the KPA side to take unpredictable countermeasures against them.
The KPA will closely follow the future action of the south Korean forces.
Statement Issued on Anniversary of April 3 Uprising on Jeju Island
Pyongyang, April 3 (KCNA) -- A spokesman for the Central Committee of the Democratic Front for the Reunification of the Fatherland, released a statement Wednesday on the occasion of the 60th anniversary of the April 3 uprising of Jeju islanders in south Korea.
The uprising fully demonstrated the indomitable will and stamina of the south Koreans to reject outsiders' domination and interference and achieve the reunification and independence of the country by the efforts of the independent driving force of the nation and dealt a heavy blow at the U.S. imperialists who worked hard to strengthen their colonial rule over south Korea and their moves to keep the Korean nation divided, the statement said, and went on:
The ardent desires of the uprisers have not yet come true though six decades passed since then.
The U.S. is still inflicting intolerable misfortune and pain upon the south Koreans while keeping south Korea under its military occupation and lording it over as a ruler, exercising extraterritorial rights. It is working hard to stifle the DPRK and provoke a war of aggression against it, thus throwing a big hurdle in the way of achieving peace, stability and reunification of the Korean Peninsula.
The present conservative ruling quarters of south Korea defile the uprising, calling it "revolt" and the like. Pursuant to the U.S. hostile policy toward the DPRK, they are pushing the north-south relations to those of confrontation and catastrophe, blatantly swimming against the trend of the times towards independence, reunification and peace and prosperity.
Recently the south Korean authorities made no scruple of letting loose a spate of outbursts that they would mount a "preemptive attack" on the DPRK, totally denying the June 15 joint declaration and the October 4 declaration. This brings into bolder relief the treacherous nature of the Lee Myung Bak regime opposed to reunification and peace.
The reality clearly proves that the south Koreans' desire for independence, peace and reunification can never come true as long as the U.S. military presence in south Korea and its colonial rule over it go on and the pro-U.S. conservative forces are allowed to go reckless.
The statement called upon the people from all walks of life in south Korea to turn out in the struggle for independent reunification and peace and prosperity under the banner of "By our nation itself" with the same fighting spirit as displayed by the April 3 uprisers on Jeju Island.
Anniversary of April 3 Popular Uprising on Jeju Island Observed
Pyongyang, April 3 (KCNA) -- Today marks the 60th anniversary of the April 3 Popular Uprising on Jeju Island.
Rodong Sinmun Thursday says in a signed article devoted to this day:
The April 3 Popular Uprising on Jeju Island was a just patriotic anti-U.S. and anti-fascist popular resistance of the south Korean people as its participants struggled to foil the U.S. imperialists' colonial enslavement policy towards south Korea and their moves to keep the nation divided and achieve the independent and peaceful reunification of the country.
Several decades have passed since then, but the desire of the participants in the uprising has not yet come true though they fought for independence against the U.S., democracy and reunification, fully demonstrating the indomitable spirit of the nation, the spirit of independence and will for national reunification.
The uprising taught a bitter lesson that Koreans can never live with the invaders, killers and separatists under the same sky but should struggle against them to the last, the article notes, and goes on:
The U.S. imperialists are now making desperate efforts to impose more horrible bloodshed not only on the south Koreans but on all Koreans than what had been suffered by the people on Jeju Island. Brisk Preparation for 10th Kimilsungia Festival
Pyongyang, April 3 (KCNA) -- The preparatory work for the 10th Kimilsungia Festival which is to open on the occasion of the significant Day of the Sun, birthday of President Kim Il Sung, is being pushed ahead in full earnest.

Book on Kim Il Sung's Career Published
Pyongyang, April 3 (KCNA) -- The Workers' Party of Korea Publishing House brought out Vol. 2 of "Biography of Great Leader Comrade Kim Il Sung" (enlarged edition). It was edited by the History Institute of the WPK Central Committee.
The book comprehensively deals with the immortal revolutionary history and leadership exploits of President Kim Il Sung. It says that after his triumphant return the President victoriously led the building of a new country, the Fatherland Liberation War and post-war rehabilitation and the laying of the foundation of socialism under the banner of the Juche idea, thus defending the security of the country and the sovereignty of the nation and building the most advantageous Korean-style socialist system centered on the popular masses in Korea.
It has 13 chapters from Chapter 13 to 25.
Chapters 13, 14, 15 and 16 tell about the fact that in the period of building a new country Kim Il Sung set forth the three tasks for building the party, the country and the army and successfully carried them out. Also contained in the chapters are data showing his personality as a great man who devoted his all to the country, the people and comrades.
Chapters 17, 18 and 19 show the revolutionary activities conducted by him while leading the entire party and army and all the people to the shining victory in the Fatherland Liberation War.
Chapter 20 deals with the wise guidance provided by him for the post-war rehabilitation and the laying of the foundation of socialism.
Contained in Chapters 21, 22 and 23 are detailed data on his revolutionary activities conducted to cement the cohesion and unity of the revolutionary ranks and usher in the era of Chollima in the DPRK.

Revolutionary Site Attracts Endless Stream of Visitors
Pyongyang, April 3 (KCNA) -- The Ssuksom Revolutionary Site is drawing an endless stream of visitors on the occasion of the 60th anniversary of the historic April Joint Conference of Representatives of Political Parties and Public Organizations in South and North Korea.
This is a significant place where President Kim Il Sung had a consultative meeting with south Korean politicians who participated in the above-said joint conference on May 2, Juche 37 (1948).
Preserved there in their original state are the relics telling about what great care the President showed for south Korean politicians at the end of the consultative meeting to enable them to spend a pleasant time and a look-out for melons and the place where a luncheon was given for them, etc.

The Electric Light Ornament Research Center has developed and is applying a new type of electricity saver to the objects for the electric light ornament, thus saving a large amount of electricity.
It is a multi-purpose electricity saver for electric light ornament which has such functions as controlling current for electric light lamps, automatically switching on and off electricity in time and preventing accidents in the electric power system by overvoltage, overcurrent, overload and others.

Lee Myung Bak and His Gentries' Anti-Reunification Outbursts Refuted
Pyongyang, April 3 (KCNA) -- The south Korean Federation of University Student Councils made public a statement on March 28 denouncing the Lee Myung Bak and his gentries for letting loose a spate of anti-reunification remarks openly inciting confrontation between compatriots.
Economic cooperation should be made between the south and the north to substantially help achieve national reunification on the basis of common interests and co-prosperity and mutual accommodation, the statement held, accusing the "government" authorities of talking about a sort of "profitability".
The statement recalled that prompted by the anachronistic conception of confrontation, the "government" authorities staged joint military exercises with the U.S., thus increasing the danger of war on this land, and the chairman of the Joint Chiefs of Staff of the south Korean forces openly let loose a string of outbursts calling for a "preemptive strike" at the north, self-revealing their anti- reunification nature.

U.S. Apology for Its Past Crime Urged in S. Korea
Pyongyang, April 3 (KCNA) -- The Joint Action for Inheriting the Spirit of the April 3 Popular Resistance on Jeju Island on Its 60th Anniversary in south Korea called a mass rally for inheriting the spirit of the April 3 resistance in Jeju city on March 29, at which it urged the U.S. to make an open apology and bear its responsibility for the sanguinary suppression of the popular uprising on Jeju Island.
At the rally speakers said that it was a resistance for independence and democracy staged by the people on Jeju Island who turned out to oppose the U.S. imperialists' moves for the division of the Korean nation. They declared that they would inherit the spirit of the resistance and wage a dynamic struggle for the independent reunification of the country and the conclusion of a peace agreement on the Korean Peninsula.
A written protest addressed to the U.S. government was read out at the rally. It noted that though 60 years have passed since the popular resistance the issue of the responsibility of the U.S., which was at the bottom of the massacres, has not yet been settled properly.
It demanded that the U.S. make an open apology for having brutally killed the uprisers by mobilizing huge armed forces and bear the responsibility for this crime.
Kim Jong Il's Work Published in Mongolia
Pyongyang, April 3 (KCNA) -- General Secretary Kim Jong Il's work "On Some Issues Related to Ideological Foundation of Socialism" was published in pamphlet by a publishing house of Mongolia on Mar. 29.
The work, brought out on May 30, Juche 79 (1990), clarifies that Korean socialism is the one which takes the Juche idea as an ideological foundation and the Juche idea is the most correct guiding idea, theory and method for socialist construction and Korean style socialism is advantageous.
It also explains the reactionary nature and harmfulness of modern social democracy.

Jefe de delegacion militar del Norte envia aviso a su homologo del Sur
Pyongyang, 3 de abril (ATCC) -- El pasado 29 de marzo, el jefe de la delegacion de la parte Norte de Corea a las conversaciones militares a nivel de general Norte-Sur habia enviado a las autoridades militares surcoreanas un aviso exponiendo la posicion de principios del Ejercito Popular de Corea (EPC) en cuanto a la frase agresiva de "ataque preventivo" contra la Republica Popular Democratica de Corea (RPDC) pronunciada por el presidente de la Junta de los Jefes de Estado Mayor del ejercito surcoreano.
El envio de tal aviso se debio a que esa expresion agresiva dada a conocer por la propia parte Sur fue el mas grave y abierto desafio a la RPDC, sin precedente hasta ahora en la historia de las relaciones intercoreanas, y resulto practicamente la declaracion de guerra.
En particular, significo una locura muy peligrosa que no puede ser interpretada sino la muestra coherente de la politica de confrontacion con la RPDC del recien conformado "poder" surcoreano, la cual va en contra de la reunificacion, la paz y la nacion.
El ejercito y el pueblo de la RPDC condenan categoricamente ese disparate del presidente de la Junta de los Jefes de Estado Mayor del ejercito surcoreano calificandolo de una muestra de inmadurez politica e ignorancia militar de el que ni siquiera sabe cual es el problema nuclear de la Peninsula Coreana y de un sucio gesto servil y sumiso para adular a su amo norteamericano apoyando a ciegas la injusta demanda de este sobre la "renuncia nuclear del Norte, primero" y siendo abanderado en ponerla en practica.
En los circulos politicos y sociales del Sur de Corea tambien se levanta una avalancha de criticas poniendo en entredicho el motivo de ese discurso agresivo que produce la indignacion de los connacionales y lleva a la fase de confrontacion las relaciones Norte-Sur.
Sin embargo, las autoridades militares surcoreanas sostuvieron debates varios dias con las cabecillas encargadas de asuntos de seguridad de la "Casa Azul", los "ministerios de Reunificacion y de Relaciones Exteriores y Comercio" y tomaron la variante de "responder dignamente defendiendo consecuentemente el principio y partiendo de la posicion pragmatista", lejos de sentirse responsables y disculparse sinceramente por sus crimenes y la situacion tan grave.
Como estaba previsto, segun esa variante, ellas enviaron el aviso de respuesta reflejando su mala posicion ayer a los 4 dias de la notificacion de la posicion de principios de la parte Norte.
En su respuesta, las autoridades militares surcoreanas plantearon una serie de pobres excusas arguyendo que en el aviso sobre la posicion de principios del EPC en cuanto al "ataque preventivo", la parte Norte esta cuestionando el caso porque "interpreto a su manera" esta frase agresiva y senalando que lo considera como "medida impertinente y lamentable".
Para colmo, mostraron su injusta posicion de imputar a la parte Norte la responsabilidad por la situacion dada y hasta exigieron con la logica de bandido la suspension inmediata de la "difamacion arbitraria y actos que produzcan la tension".
Al enviar el dia 3 otro aviso a su homologo surcoreano en cuanto a la mala reaccion de las autoridades militares del Sur, el jefe de la delegacion de la parte Norte a las conversaciones militares a nivel de general Norte-Sur rechazo tajantemente la posicion que expuso la parte Sur en su aviso de respuesta calificandola de una pobre excusa y anuncio que en virtud de la ya aclarada posicion de principios del EPC, se tomaran inmediatamente las correspondientes contramedidas militares.
Las autoridades militares surcoreanas deben conocer una vez por toda la posicion de nuestras fuerzas armadas revolucionarias de responder a cualquier menor intento de "ataque preventivo" con el mismo al estilo coreano mas rapido, potente y avanzado.
Ellas nunca podran evadir la responsabilidad por la suspension total de todos los dialogos y contactos Norte-Sur y la toma de la medida de prohibicion del paso.

Fuerzas Navales del EPC condenan provocacion militar del Sur de Corea
Pyongyang, 3 de abril (ATCC) -- En relacion con que los belicistas surcoreanos cometieron una grave provocacion militar en las aguas del frente del Mar Oeste de Corea, la Comandancia de las Fuerzas Maritimas del Ejercito Popular de Corea hizo publica este jueves la siguiente informacion:
A eso de las 11 y 45 del dia 3, 3 buques de combate del Sur de Corea se infiltraron en lo profundo de aguas jurisdiccionales de la parte Norte al sureste de la comuna de Sangyo del distrito de Kangryong de la provincia de Hwanghae del Sur.
Lo mas grave del caso es que cuando nuestra parte demando reiteradamente por la radio de onda ultracorta, que se usa internacionalmente en el mar, la retirada calificandolo de una violacion del acuerdo Norte-Sur, los buques del ejercito surcoreano justificaron la intrusion como "acto legitimo" diciendo: "Actuamos en las aguas bajo nuestro control. Dejen de exigir cosas absurdas".
Para colmo, los belicistas surcoreanos actuaron insolentemente diciendo que "no existe el Acuerdo Conjunto entre el Norte y el Sur".
Resulta un acto de bandido para mantener la ilegal "linea de limite al Norte" el hecho de que el ejercito surcoreano manda sin vacilacion sus buques de combate en nuestras aguas jurisdiccionales convirtiendo en un papel mojado el acuerdo firmado ante la vista de la nacion.
El ejercito surcoreano debe darse clara cuenta de la gravedad del caso, investigar consecuentemente la verdad del caso y castigar severamente a los provocadores.
El ejercito surcoreano debe tener presente que si agrava la situacion despachando a esa zona maritima sus buques de combate sin hacer caso a nuestra advertencia, se tomaran contramedidas imprevisibles.
Observaremos atentamente el movimiento posterior del ejercito surcoreano.
Periodicos abogan por deseo de rebeldes del 3 de Abril
Pyongyang, 3 de abril (ATCC) -- Hoy se celebra el 60o aniversario de la Sublevacion del 3 de Abril de habitantes de la isla Jeju.
Con motivo de esa efemeride, el diario Rodong Sinmun inserto en su numero de este jueves un articulo individual.
El levantamiento popular del 3 de abril de la isla Jeju fue una justa y patriotica lucha contra los yanquis y el fascismo de los habitantes surcoreanos por acabar con la politica de avasallamiento colonial de los imperialistas norteamericanos sobre el Sur de Corea y sus maniobras separatistas nacionales y lograr la reunificacion independiente y pacifica del pais.
Aunque ya pasaron decenas de anos desde aquel entonces, no se ha realizado todavia el anhelo de los sublevadores a la independencia antiyanqui, la democracia y la reunificacion. Los rebeldes manifestaron sin reserva el impetu indoblegable de la nacion, el espiritu independiente y la voluntad de la reunificacion de la patria.
El levantamiento popular del 3 de abril dejo una seria leccion de que no se puede convivir con los agresores, asesinos y separatistas y de que hay que luchar hasta el final contra ellos.
Hoy dia, los imperialistas estadounidenses actuan desesperadamente por acarrear no solo a la poblacion surcoreana, sino tambien a toda la nacion coreana, los desastres mas grandes que los que sufrieron los rebeldes del 3 de Abril.
Sin poner fin a la politica dominacionista de EE.UU. sobre el Sur de Corea y su politica hostil al Norte de Corea, nunca pueden ser logradas la independencia ni la dignidad a que aspiran los habitantes surcoreanos, ni tampoco puede ser realizada la reunificacion de la patria, problema vital de la nacion.
Todos los coreanos que se preocupan de veras del destino de la nacion, deben levantarse como un solo hombre en la lucha decisiva por expulsar las tropas agresoras yanquis del Sur de Corea.
Solo de esta manera, podemos cobrar el precio de la sangre derramada por los sublevadores de la isla Jeju y realizar el anhelo de ellos, o sea, traer un nuevo mundo independiente, patria reunificada.
El articulista del periodico Minju Joson, a su vez, subraya que 70 millones de coreanos, unidos compactamente bajo la bandera de "Entre nosotros, los connacionales", rescataran la soberania de la nacion y lograran la reunificacion independiente de la patria, con lo cual realizaran sin falta el anhelo de los sublevadores del 3 de Abril.
