Notice Sent to Chief Delegate of South Side to Inter-Korean General-level Military Talks

   Pyongyang, March 29 (KCNA) -- The head of the DPRK side's delegation to the inter-Korean general-level military talks sent a notice to the chief delegate of the south side delegation on Saturday clarifying the stand of the Korean People's Army as regards the outbursts calling for "a preemptive attack" let loose by the chairman of the Joint Chiefs of Staff of the south Korean forces.
    The head of the delegation in the notice recalled that at a confirmation hearing of the "National Assembly" on March 26 the chairman raised a hue and cry over the "nuclear threat" from the DPRK and went the lengths of calling for mounting a "preemptive attack" on its nuclear bases by use of precision guided weapons when necessary.
    These outbursts are the gravest challenge ever in the history of the inter-Korean relations and a reckless provocation little short of a war declaration against the DPRK, he noted.
    Notifying the south side of the following principled stand of the KPA as regards the prevailing serious situation upon the authorization, the head of the delegation stated:
    The KPA will counter any slightest move of the south side for "preemptive attack" with more rapid and more powerful preemptive attack of its own mode.
    If the south side does not retract the outbursts calling for "preemptive attack" nor clarify its stand to apologize for them, the KPA will interpret this as the stand of the south side' authorities to suspend all inter-Korean dialogues and contacts.
    The KPA will take such a resolute measure as totally banning the passage of persons in authority of the south side including military personnel through the Military Demarcation Line as an immediate step.


Military Commentator Blasts Outbursts of Chairman of Joint Chiefs of Staff of South Korean Forces

   Pyongyang, March 30 (KCNA) -- The chairman of the Joint Chiefs of Staff of the south Korean Forces at a "confirmation hearing at the National Assembly" on March 26 pulled up the north over what he called "nuclear threat" and went the lengths of threatening that they would make a "preemptive strike" at its nuclear bases with precision guided weapons when necessary. This is little short of a declaration of a war against the DPRK.
    A military commentator declared this in his article entitled "South Korean military authorities should behave with discretion".
    We do not interpret the above-said outbursts as an accidental slip of tongue, the article noted, adding that what he cried out for fully represents the new policy of the present south Korean authorities towards the north.
    The article continued:
    The threat that the south Korean forces will make a "preemptive strike" at the nuclear bases of the compatriots is a manifestation of the political immaturity and military ignorance as he does not know how our nuclear weapons were manufactured and at what they are targeted. What he uttered is nothing but a servile attitude betraying the sycophancy and submission towards his master as the guy echoed his brigandish assertion in a bid to put it into practice.
    In the light of the position of the south Korean military authorities the above-said outbursts are nothing but sheer nonsense and nothing surprising to us but the Korean People's Army cannot but clarify its principled stand as regards them as they represent the present south Korean authorities' new policy of the confrontation towards the DPRK.
    As we have clarified more than once, a preemptive strike is by no means a monopoly of the one party on the Korean Peninsula where there goes on the state of neither war nor peace.
    Our revolutionary armed forces always keep themselves battle ready as they have followed all military moves of the south Korean forces with vigilance.
    They will counter any slightest move for "preemptive strikes" at their nuclear bases with more rapid and more powerful preemptive strikes of their own mode.
    It is the traditional method of counteraction and militant mettle peculiar to our revolutionary armed forces to return fire for fire and counter any hard-line step with the toughest measure.
    The Korean People's Army whose mission is to defend the socialist country under the banner of Songun will not remain an onlooker till the warmongers make a "preemptive strike".
    They should bear in mind that once the more powerful preemptive strike of our own mode be launched, it will not merely plunge everything into flames but reduce it to ashes.
    All the expected north-south dialogues will be totally suspended unless the south Korean military authorities clarify their stand to retract the outbursts calling for "preemptive strike" and apologize for them.
    It is our consistent avowed stand that dialogue and war cannot go together.
    It is illogical to sit at the negotiating table with the party which unhesitatingly called for preemptive strikes after beefing up its aggressor forces for the provocation of a war and staging large- scale joint military exercises with outside forces.
    The prevailing grave situation compels our revolutionary armed forces to take such a strong measure as strictly banning the passage of the south Korean authorities including military personnel through the Military Demarcation Line as an immediate step.
    The KPA has so far allowed the passage through the MDL which has remained tightly closed for the last more than half a century irrespective of persons from the stand to promote reconciliation and unity between compatriots and prosperity and interests common to the nation.
    But there is a limit to our tolerance.
    Nothing is more foolish than to continue allowing those trigger-happy elements to enter our territory as they threaten to make no scruple of mounting a preemptive attack on us.
    The south Korean military authorities will be held wholly accountable for the serious impact the above-mentioned outbursts will have on the development of the north-south relations.
    History showed more than once what a miserable end those who defied the demand of the times and the desire of the nation met.
    The south Korean military authorities had better face up to the situation and behave with discretion.


DPRK Foreign Ministry Spokesman Blasts Anti-DPRK "Resolution"

   Pyongyang, March 29 (KCNA) -- A spokesman for the DPRK Foreign Ministry gave the following answer to a question raised by KCNA Saturday as regards the adoption of an anti-DPRK "resolution" at the 7th session of the UN Human Rights Council:
    The session held on March 27 criticized the DPRK's "human rights situation" and adopted a "resolution" on extending the tenure of office of a ghost-like special rapporteur one year.
    The "resolution" was bulldozed past the session with the help of some dishonest forces, the EU and Japan being main players, pursuant to the U.S. moves against the DPRK. This is a politically-motivated document as it is full of sheer lies and fabrications.
    The adoption of the anti-DPRK "resolution", the most vivid manifestation of the act of politicizing human rights, selectivity and double-standards, is to serve the political purpose of tarnishing the image of the dignified DPRK and eliminating its ideology and system.
    The "resolution" is little short of paralyzing the universally accepted deliberation function of the council to handle the human rights situation in all countries on an equal footing as it calls for retaining the post of special rapporteur for an individual country, a leftover of the already defunct UN Human Rights Commission.
    25 countries out of the 47 member nations of the council said no to the "resolution." This fact goes to prove that the "resolution" lacks both impartiality and objectivity and its objective is also questionable.
    As far as the human rights are concerned, blame should be laid on the U.S., the worst human rights abuser, as it has unhesitatingly committed aggression against sovereign states and massacred civilians there, on Japan which has evaded its responsibility for the past hideous crimes against humanity and on other Western countries plagued with all kinds of human rights abuses.
    Human rights precisely represent sovereignty.
    Human rights are firmly guaranteed legally and institutionally in the Korean-style socialist society centered on popular masses, and its people fully enjoy genuine freedom and rights in all fabrics of social life.
    The DPRK sternly refutes the "resolution" as it is a product of the anti-DPRK political plot hatched by the EU and Japan at the prodding of the U.S.
    The "resolution" will only result in scuttling the cooperation between the UN Human Rights Council and the DPRK and aggravating their mistrust and confrontation and the U.S., the EU and Japan will be held fully accountable for all the unpredictable consequences.


Talks between Kim Yong Nam and Yoweri Kaguta Museveni Held

   Kampala, March 29 (KCNA Correspondent) -- Talks between Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, and Yoweri Kaguta Museveni, President of the Republic of Uganda, were held in Kampala on March 29.
    At the talks the Ugandan president looked back with deep emotion on the days he had the honor of being received by President Kim Il Sung during his several visits to the DPRK, saying that he cherished profound reverence for the President.
    The Ugandan President stressed he was pleased with the fact that General Secretary Kim Jong Il is successfully carrying forward Kim Il Sung's cause.
    At the talks both sides exchanged views on the issue of boosting the relations between the two countries in various fields, carrying forward the good tradition in which the two countries have closely cooperated with each other on the road of independence, peace and friendship and on issues of mutual concern.
    The talks proceeded in a friendly atmosphere.
    Present there were DPRK Minister of Foreign Affairs Pak Ui Chun, Minister of Foreign Trade Ri Ryong Nam, Minister of Public Health Choe Chang Sik and the DPRK Ambassador to Uganda Pak Hyon Jae.
    On hand were Ugandan Foreign Minister Sam Kutesa, Minister of Security Amama Mbabazi who is general secretary of the Uganda National Resistance Movement, Minister of Education and Sports Gerard Namirembe Bitamazire, Minister of Health Steven Mallinga and Minister of State for Tourism, Trade and Industry Serapio Rukundo.


Inter-sector Talks between DPRK and Uganda Held

   Kampala, March 29 (KCNA Correspondent) -- Inter-sector talks between the DPRK and Uganda were held in Kampala on March 28 and 29.
    The talks were separately held between Minister of Foreign Affairs of the DPRK Pak Ui Chun and Foreign Minister of Uganda Sam Kutesa, between Minister of Foreign Trade of the DPRK Ri Ryong Nam and Minister of Tourism, Trade and Industry of Uganda Janata Mukwaya and between Minister of Public Health of the DPRK Choe Chang Sik and Minister of Health of Uganda Steven Mallinga.
    At the talks both sides exchanged views on the issue of boosting the bilateral relations of friendship and cooperation and issues of mutual concern.
    Meanwhile, an agreement on educational cooperation between the DPRK Ministry of Education and the Ugandan Ministry of Education and Sports was signed in Kampala on March 28.
    The agreement was inked by Ri Ryong Nam, minister of Foreign Trade of the DPRK, and Gerard Namirembe Bitamazire, minister of Education and Sports of Uganda.


Congratulatory Message to Arab Summit

   Pyongyang, March 29 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, Friday sent a congratulatory message to the 20th Summit of the League of Arab States opened in Damascus, the capital city of Syria.
    In the message he described the successful convocation of the current summit as a manifestation of all the Arab nations' steadfast aspiration and desire to defend their sovereignty and dignity and strengthen their unity.
    He expressed the belief that the summit would mark another important occasion in powerfully accelerating the struggle of the Arab people to strengthen the unity and solidarity among Arab countries and achieve peace, security and co-prosperity in the Middle East.
    The government and the people of the DPRK will as ever fully support the Arab people in their just cause to retake the Arab lands occupied by Israel and solve the Mideast problem in a fair and comprehensive way and positively develop the traditional friendly and cooperative relations with all the Arab countries, he declared.

   Pyongyang, March 29 (KCNA) -- Kim Yong Il, premier of the DPRK Cabinet, sent a congratulatory message to Yves Leterme upon his election as Prime Minister of Belgium.
    Expressing the expectation that the relations between the two countries would develop on good terms in various fields, the message wished him success in his work for the stability and the development of the country.


Letter to Kim Jong Il from Mexican Party Leader

   Pyongyang, March 29 (KCNA) -- General Secretary Kim Jong Il was presented with a letter on March 15 by Alberto Anaya Gutierrez, coordinator of the National Coordinating Committee of the Workers' Party of Mexico, in connection with the 12th seminar of world political parties on building a new society held in Mexico.

Schoolchildren Participating in Study Tour Arrive at Mangyongdae

   Pyongyang, March 29 (KCNA) -- Schoolchildren from across the country participating in the study tour "250-mile journey for learning" arrived at Mangyongdae, a sacred place of revolution, on Friday.
    The tour group left Phophyong, Ryanggang Province on March 16, 85 years after President Kim Il Sung made the "250-mile journey for learning." It came to Pyongyang from Kaechon, South Phyongan Province by train after making more than 320 km-long march up to there.
    They were greeted by Yang Hyong Sop, Kim Jung Rin, Minister of Education Kim Yong Jin and officials concerned.
    Upon its arrival at Mangyongdae the tour group held a meeting in front of the statue of the President standing at the Mangyongdae Revolutionary School.
    The members of the group laid floral baskets and bouquets before his statue before paying tribute to him.
    A report was delivered by Ri Yong Chol, first secretary of the Central Committee of the Kim Il Sung Socialist Youth League, to be followed by speeches.

Rodong Sinmun on Ulterior Motive of Japan's Diplomacy towards Africa

   Pyongyang, March 29 (KCNA) -- Japan's diplomacy towards Africa is aimed to realize its sinister political and diplomatic ambition and put the African continent known as a "treasury of natural resources" in the 21st century under its control, says Rodong Sinmun Saturday in a signed article.
    Japan has stretched out its dark tentacles to African countries under various names such as "development aid," "promotion of development of science and technology" and "prevention of global warming," it says, and goes on:
    The rare zeal shown by Japan in taking scientific and technological measures under the signboard of "steps for preventing the global warming" and the like is designed to seize the key branches of the economies in those countries and exploit them and loot their resources to an unlimited extent through scientific, technological and economic aggression.
    To this end, Japan is behaving as if it were a "helper" and "charitable man," showing off its moneybag and demonstrating its technological and economic potentials.
    Japan is also keen on military intervention in the African countries under the signboard of "peace maker." It has gone so impertinent as to designate 2008 as a "year of remarkably boosting the peace-keeping ability of Japan" and is contemplating rendering "aid" to the UN peace-keeping operational centre in Africa out of the funds to help in the NGO development. It is set to increase the "aid" to this field in the future. This is, in actuality, nothing but a crafty trick to put military aggression on a par with economic plunder.
    Through its active involvement in the African issues Japan seeks to increase its influence on the international arena and, furthermore, create an atmosphere favorable for its bid to sit on the UN Security Council.
    Japan worked out a plan to open more embassies in Africa and is busy with the diplomatic offensive to win favor of its countries. This is prompted by its calculation that it would be impossible to attain its purpose without garnering support from those countries which have major votes in the UN. It is precisely for this reason that Japan is playing a sleight of hand to paint itself as a "partner" and "helper" of the African countries and win popularity among them under the signboards of "scientific and technological diplomacy" and "economic aid."


S. Korean Authorities Denounced for Going against Spirit of "By Our National Itself"

   Pyongyang, March 30 (KCNA) -- The South Headquarters of the National Alliance for the Country's Reunification issued a statement on March 26 denouncing the south Korean authorities for negating the spirit of "By our nation itself."
    The statement accused the authorities of openly disclosing their intention to bring to a collapse the inter-Korean relations which have improved since the publication of the June 15 joint declaration, asserting that "there would be no south-north negotiations going against the intention of the people" and "they would not negotiate with the north the same way as done in the past."
    The main spirit of the June 15 joint declaration and the October 4 declaration is "By our nation itself," the idea of national independence, the statement noted, adding that the way of achieving independent reunification and peace and prosperity of the Korean nation is not to depend upon outside forces and maintain the "alliance" with the U.S. but to remain true to the idea of "By our nation itself."
    If the authorities persist in their acts of ignoring the desire of the people for reunification, pursuant to the U.S. policy for stifling the DPRK, they will not escape the resistance of the people desirous of the independent and peaceful reunification of the country and their judgment.


Crackdown upon Labor Movement in Period of Military Dictatorship Denounced in S. Korea

   Pyongyang, March 30 (KCNA) -- The Solidarity Meeting of Organizations to Honor Memory of Martyrs for National Democracy, the National Council of Bereaved Families for the Nation and Democracy and the Korean Confederation of Trade Unions held a joint press conference in Seoul on March 21 at which they denounced the crackdown upon the labor movement committed in the period of the military dictatorship.
    Speakers at the conference referred to the fact that the Committee for Settling the Past History for Truth and Reconciliation clarified on March 19 that the assertion made by the police at that time about the cause of the death of Kim Kyong Suk, worker of the YH trading company, in 1979 proved to be a distortion.
    They charged that the fascist police, while making a surprise raid on the scene of sit-in strike staged by workers of the above-said company in demand of the guarantee for the right to existence in August, 1979, stabbed Kim Kyong Suk on lookout and threw her out of the window from the fourth floor, killing her.
    The police authorities, however, announced that she committed suicide by throwing herself from the building, they declared.
    Accusing the "government" of pursuing the same repressive labor policy as enforced in the period of the military dictatorship, they stated the people would not remain on-lookers to the behavior of the present "government" openly disclosing its attempt to massively crack down upon the labor movement.


Anniversary of IIJI Marked in India

   Pyongyang, March 29 (KCNA) -- An event was held in India on March 23 to mark the 30th anniversary of the International Institute of the Juche Idea (IIJI).
    Present there were figures of the IIJI, the Asian Regional Institute of the Juche Idea, the African Regional Committee for the Study of the Juche Idea, the European Society for the Study of the Juche Idea, the Latin American Institute of the Juche Idea and the World Peace Council, chiefs of Juche idea study groups in Thailand, Pakistan, Nepal, Sri Lanka, Austria, Japan and other countries, personages from all walks of life in India and a delegation of the Korean Social Scientists Society.
    Congratulatory speeches were made at the event.
    Vishwanath, director-general of the IIJI, in a report said that the establishment of the IIJI was required by the times and it was an inevitable result of the law-governed process of the development of the Juche idea, stressing that its validity has been fully proved in the history of the past 30 years.
    The attraction and the vitality of the Juche idea find their vivid manifestation in that General Secretary Kim Jong Il has firmly defended the socialist cause in the DPRK with indomitable will under the uplifted banner of the Songun idea based on the Juche idea, he added.
    He said that the IIJI has served as a centre for conducting the study and dissemination of the Juche idea in an organized and purposeful manner worldwide and this helped formulate the Juche idea as a worldwide doctrine beyond the boundary of the country where it was founded.
    He also underlined the need to support the DPRK defending the cause of socialism under the banner of the Juche idea and the Songun idea and learn from its experience and exert efforts to apply the Juche idea into the specific realities of each country, not content with grasping and admitting it as a mere principle.
    The floor was then taken by Kamwiziku Octave, secretary general of the African Regional Committee for the Study of the Juche Idea, Harish Gupta, secretary general of the Asian Regional Institute of the Juche Idea, Takao Kamakura, honorary professor of Saitama College in Japan, and several other figures, who spoke on study and dissemination of the Juche idea.
    A declaration on the 30th anniversary of the IIJI was read out there.
    The declaration said:
    We will foil all sorts of moves on the part of the imperialists and the hegemonic forces aimed to reverse the trend of the history, with the strength of truth and justice clarified by the Juche idea, and dynamically promote the drive for global independence.
    We will strengthen international solidarity with the Korean people who are working hard to build a great prosperous and powerful nation of Juche and achieve the independent national reunification while taking the lead in carrying out the human cause of independence.
    We will deem highly of the institute and repose trust in it and more briskly conduct the study and dissemination of the Juche idea to suit the specific conditions of each region and country with the institute as a centre.
    2012 is a year marking the 100th anniversary of the birth of President Kim Il Sung, the declaration said, stressing that they will put the study and dissemination of the Juche idea on a new higher stage in step with the Korean people's efforts for applying the idea in all fields and contribute to accomplishing the human cause of independence and thus brilliantly glorify 2012, a historic year.
    A letter to Kim Jong Il was adopted there.
    The letter noted that the Juche idea, fathered by Kim Il Sung and enriched by Kim Jong Il, has displayed its tremendous vitality in the present times and has given powerful impetus to the struggle of the world people for independence.
    In particular, the spearhead of the "superpower's" offensive is being directed at the DPRK, but you are leading the Korean people to victory under the banner of Songun to provide sure guarantee for the dignity and prosperity of the country, it stressed.
    It also said that the Juche idea should be taken as their own by the broad masses of people in order to ensure victory of their struggle for definitely advancing the era of independence and to this end, it is essential to expand the ranks of people studying and disseminating the idea worldwide.
    There were an art performance and a banquet for celebrating the anniversary in the evening.


Just Struggle of Korean People Supported by Leaders of Brazilian Parties

   Pyongyang, March 30 (KCNA) -- Renato Ravello, national chairman of the Central Committee of the Brazilian Communist Party, and the general secretary of the October 8 Revolutionary Movement of Brazil when separately meeting and conversing with a delegation of the Workers' Party of Korea on a visit to Brazil on March 25 and 26, said that they would extend invariable support and solidarity to the WPK and the Korean people in their just struggle to build a great prosperous powerful nation and achieve the reunification of the country.
    Renato Ravello said that the struggle of the WPK making dynamic advance under the Songun leadership of Kim Jong Il instills faith and courage into the progressive parties of the world including the BCP.
    The general secretary of the October 8 Revolutionary Movement of Brazil noted that the party is greatly encouraged by the struggle of the WPK which has firmly defended the sovereignty of the country and national dignity, frustrating the U.S. moves to stifle the DPRK and invariably adhering to the socialist principles.


Friendly Meeting Held in Peru

   Pyongyang, March 29 (KCNA) -- A friendly meeting with the delegation of the Workers' Party of Korea on a visit to Peru was held by the American Popular Revolutionary Alliance of Peru on March 24.
    The general secretary of the National Executive Committee of the alliance, addressing the meeting, said that the visit of the delegation of the WPK to Peru would mark another important opportunity in the development of the friendly relations between the two parties.
    Noting that his alliance has always set store by the excellent comradely relations of friendship with the WPK, he expressed his will to steadily boost the relations between the two parties and countries at a new stage.

Japanese Authorities' Moves to Extend Sanctions against DPRK under Fire

   Pyongyang, March 30 (KCNA) -- Officials of the General Association of Korean Residents in Japan (Chongryon) and Koreans in different parts of Japan are waging the struggle to denounce the Japanese authorities for scheming to extend the sanctions against the DPRK.
    Officials of the Osaka Headquarters of Chongryon and Koreans conducted information activities in different parts of Osaka on March 17 and 18. They were joined by figures of Japanese civic and public organizations.
    The participants declared that it is only Japan which is going against the trend of the times at a time when positive efforts are being made to find a solution to the nuclear issue on the Korean Peninsula.
    The Japanese government is under a moral obligation to protect the national and other rights of the Koreans in Japan but it is persistently applying "sanctions" against the DPRK in a bid to wrest any "concession" from it by holding them "hostage," they charged, and continued:
    Neither sanctions nor pressure can ever help solve the issue.
    They strongly demanded the Japanese government immediately lift sanctions including the embargo on the ship Mangyongbong-92.
    Officials of the Nishi Tokyo Headquarters and its chapters and organizations of Chongryon on March 18 conducted information activities disclosing the injustice of Japan's moves to extend the sanctions and the Kanagawa Prefectural Headquarters of Chongryon is waging a mass struggle after setting March as a month of protest actions.


Japan's Unreasonable Moves against DPRK and Chongryon under Fire

   Pyongyang, March 29 (KCNA) -- A rally took place in Yokohama on March 24 to denounce the Japanese authorities for their moves to extend the sanctions against the DPRK and their abuses of the rights of Koreans in Japan.
    The rally heard a report by Jong Hui Gyong, chairman of the Kanagawa Prefectural Headquarters of the General Association of Korean Residents in Japan (Chongryon), and speeches by representatives of Koreans from all walks of life.
    Accusing the Japanese government of scheming to extend again the sanctions against the DPRK, the reporter and speakers demanded it immediately lift the embargo on the ship Mangyongbong-92.
    They called upon Chongryon officials and compatriots to resolutely frustrate through their concerted efforts the Japanese authorities' anti-DPRK moves and their infringement upon the rights of Koreans in Japan.
    The rally also heard solidarity speeches by Jyun Shimizu, general secretary of the Japan-Korea Cultural Interchange Association and representative member of the Japan Committee for Supporting the Independent and Peaceful Reunification of Korea, and other Japanese figures.
    Meanwhile, the Kanagawa Prefectural Headquarters of Chongryon formed a petition group made up of representatives of Koreans of different social standings on March 21 before visiting the Kanagawa chapter of the Japan Red Cross to demand the lifting of the embargo on the above-said ship.


U.S. and South Korean War Exercises Blasted in Jordan

   Pyongyang, March 29 (KCNA) -- The Arab Committee for Solidarity with Korean People and Supporting the Reunification of Korea in Jordan issued a statement on March 21 slamming the U.S. and south Korean exercises for a war of aggression.
    The statement accused the U.S. and south Korean bellicose forces of staging the "combined coordinated exercises" involving the U.S. Marines and south Korean Marine Corps in the wake of the recent Key Resolve and Foal Eagle joint military exercises. Lurking behind these war maneuvers is the sinister intention of the U.S. and south Korea to bring down the system in the DPRK and do harm to its people and threaten the peace on the Korean Peninsula in league with each other, it added.
    It called upon the Arab people to boost the militant relations with the Korean people, holding aloft the slogan for arming themselves with the Juche idea and adhering to independence and its idea in order to cope with the threat and aggression of the foreign forces and protect the people.
    The statement urged the south Korean authorities to halt the joint military exercises, keenly aware that "cooperation" with the U.S. would only pose danger to the efforts to protect the interests of all Koreans and adhere to the national identity.

Jefe de delegacion militar del Norte envia aviso a su homologo surcoreano

   Pyongyang, 29 de marzo (ATCC) -- El jefe de la delegacion de la parte Norte a las conversaciones militares a nivel de general Norte-Sur de Corea envio el dia 29 a su homologo surcoreano un aviso para aclarar la posicion del Ejercito Popular de Corea en cuanto a la palabra de "ataque preventivo" pronunciada por el presidente de la Junta de los Jefes de Estado Mayor del ejercito surcoreano.
    En el documento el remitente revelo que en la "audiencia de confirmacion abierta" el dia 26 en la "Asamblea Nacional", el presidente de la Junta de los Jefes de Estado Mayor del ejercito surcoreano dijo que asestaria un "golpe preventivo" con armas teledirigidas de precision contra las bases nucleares de la RPDC en un tiempo necesario al cabo de cuestionar la supuesta "amenaza nuclear" de ella.
    Tal disparate es el mas grave desafio sin precedente en la historia de las relaciones intercoreanas e imprudente acto provocativo igual a la abierta declaracion de guerra contra la RPDC.
    Comunicando autorizado la posicion de principios del EPC con respecto a ese grave caso, subrayo los siguientes puntos:
    El EPC respondera con el ataque preventivo a nuestro estilo mas rapido y poderoso a cualquier movimiento pequeno de "ataque preventivo" que intente la parte Sur.
    Si la parte Sur no expone la posicion de revocar y pedir perdon por esa palabra agresiva de "ataque preventivo", el EPC la considerara como la posicion de las autoridades surcoreanas de suspender todos los dialogos y contactos con el Norte.
    Por ahora, el EPC tomara la resuelta medida de prohibir totalmente el paso por la linea de demarcacion militar de las autoridades surenas incluyendo las figuras del circulo militar.


MINREX condena nueva "resolucion" anti-RPDC

   Pyongyang, 29 de marzo (ATCC) -- A la pregunta formulada por un reportero de la Agencia Telegrafica Central de Corea en relacion con que se aprobo en el Consejo de Derechos Humanos de la ONU una "resolucion" anticoreana, el portavoz del Ministerio de Relaciones Exteriores de la Republica Popular Democratica de Corea dio el dia 29 la siguiente respuesta:
    El pasado dia 27, en la 7a reunion del Consejo de DDHH de la ONU se aprobo una "resolucion" censurando la "situacion de derechos humanos" de la RPDC y dando una prorroga de un ano al mandato del fantasmal relator especial.
    Esa "resolucion", que aprobaron de manera forzada y a duras penas la Union Europea y Japon, adheridos a las maniobras anti-RPDC de Estados Unidos, incorporando a algunas fuerzas malsanas, es un documento manipulado politicamente con fraudes y embustes de punta a cabo.
    El objetivo politico de esta farsa, que resulta el climax de la politizacion, la selectividad y la pauta de doble rasero en el manejo del problema de DDHH, es mellar la imagen de la muy prestigiosa RPDC y eliminar la idea y el regimen de esta.
    La "resolucion", que obliga el mantenimiento del sistema de relator especial sobre algunos paises -residuo del ya desaparecido Comite de la ONU sobre DDHH, inhabilita la funcion de evaluacion universal del Consejo de DDHH a cargo de tratar equitativamente la situacion de DDHH de todos los paises.
    Por eso, la desaprobaron 25 de los 47 paises miembros del consejo, o sea, mas de la mitad.
    Este hecho comprueba que esa "resolucion" es un documento carente de imparcialidad y objetividad y cuyo objetivo merece ser cuestionado.
    Para tratar correctamente el problema de DDHH, es debido que sean cuestionados EE.UU., archi-violador de DDHH que no vacila en agredir a los paises soberanos y matar en masas a los civiles, Japon que elude la responsabilidad por sus inauditos crimenes de lesa humanidad cometidos en el pasado, y los paises occidentales donde se producen incontables casos de violacion de DDHH de todo tipo.
    Los derechos humanos son los derechos estatales.
    En la sociedad socialista al estilo coreano centrada en las masas populares los derechos humanos se garantizan estrictamente en lo legitimo e institucional y el pueblo coreano goza a sus anchas de la autentica libertad y derechos en todos los sectores de la vida social.
    La RPDC rechaza resuelta y globalmente la presente "resolucion" como producto de las maniobras de intriga politica anti-RPDC de la Union Europea y Japon, instigados por EE.UU.
    Esta "resolucion" aprobada forzosamente solo traera un resultado que destruya la cooperacion entre el Consejo de DDHH de la ONU y la RPDC y agrave la desconfianza y el antagonismo, y la entera responsabilidad por tal consecuencia imprevisible recaera sobre ellos mismos.


Kim Yong Nam envia mensaje a la XX cumbre de la LEA

   Pyongyang, 29 de marzo (ATCC) -- Con motivo de la XX cumbre de la Liga de los Estados Arabes a inaugurarse en Damasco, capital de la Republica Arabe de Siria, el presidente del Presidium de la Asamblea Popular Suprema de la Republica Popular Democratica de Corea, Kim Yong Nam, envio la vispera un mensaje de felicitacion a los jefes de Estado y de gobierno y los delegados participantes.
    El remitente senala que la exitosa convocacion de la cumbre constituye una manifestacion de la firme aspiracion y anhelo de todos los pueblos arabes de defender la soberania y la dignidad y fortalecer la unidad entre las naciones arabes.
    Expresa la conviccion de que esa magna reunion servira de otro importante motivo para intensificar la unidad y la solidaridad de los paises arabes e impulsar con vigor la lucha de los pueblos arabes por lograr la paz, la seguridad y la prosperidad comun de la region del Medio Oriente.
    Anade que tambien en el futuro al igual que en el pasado, el gobierno y el pueblo de la RPDC apoyaran y respaldaran totalmente la justa causa de los pueblos arabes para rescatar los territorios arabes ocupados por Israel y resolver imparcial y comprensivamente el problema del Medio Oriente.
    Igualmente, fortaleceran y desarrollaran de modo activo las tradicionales relaciones de amistad y cooperacion con todos los paises arabes, ratifica la misiva.
    Desea de todo corazon que la maxima cita concluya fructifera tras debates satisfactorios de todos los problemas planteados como lo desean los pueblos arabes y los demas progresistas del mundo que aspiran a un nuevo mundo independiente, pacifico y prospero.


Kim Jong Il recibe carta del coordinador del PTM

   Pyongyang, 29 de marzo (ATCC) -- El Dirigente Kim Jong Il recibio una carta que le dirigiera el dia 15 el coordinador Nacional del Partido del Trabajo de Mexico, Alberto Anaya Gutierrez, en relacion con que tuvo lugar en Mexico el 12o seminario de los partidos politicos del mundo sobre la construccion de una nueva sociedad.
    En su misiva el remitente subraya que el Dirigente consolido por todos los medios el poderio ideo-politico del pais al alcanzar la unidad monolitica entre el partido, el ejercito y el pueblo y realizo hazanas imborrables al preparar invencibles fuerzas armadas y defender con ellas la dignidad nacional, la soberania del pais y la causa del socialismo en la confrontacion de la fuerza con los imperialistas.
    Prosigue que hoy dia, la Corea socialista resulta el ejemplo real que comprueba la verdad de que triunfaran sin falta la causa de independencia antiimperialista y la del socialismo de la humanidad.
