DPRK's Efforts for Meteorological Observation

Pyongyang, March 22 (KCNA) -- Much efforts are being directed to the meteorological observation which takes an important share in the creation of better environment in the DPRK.
In an interview with KCNA on the occasion of the World Meteorological Day (March 23), Ryu Ki Ryol, director of the Central Meteorological Institute under the Hydro-Meteorological Service, said: Every country should pay attention to the globe-wide meteorological observation system in the new century in which it is predicted that the global warming will grow still further and the meteorological observation is raised as a very important issue.
The DPRK has formed a rather dense network of meteorological observation and is making regular meteorological observations amid the deep attention of the state.
The data on weather and climate conditions collected by the meteorological observatories are informed in time to various domains of the national economy, thus greatly contributing to lessening the loss and damage by abnormal climatic phenomena.
Cooperation with the World Meteorological Organization has been strengthened in recent years.
A meteorological observation system through the data rendered by satellite including the observation on cloud and weather through the data rendered by the stationary weather satellite was established last year with the introduction of a new system receiving data from satellite within the framework of the voluntary assistance plan of the WMO. It enables the country to make more effective use of the weather satellite.
The work for developing and introducing implements for automatic meteorological observation has also been done. It has further perfected the data transmission and numerical weather forecast system which uses in a comprehensive way the locally observed data and the meteorological data rendered by the GTS of the WMO.
The WMO put forward the theme "Observing Our Planet for a Better Future" for this year and strongly called on all countries to direct much effort to the meteorological observation work.
We will deepen the meteorological observation, weather forecast and the study of future climate change this year in accordance with the theme of the World Meteorological Day.

Japan Urged to Make Apology and Reparation

Pyongyang, March 23 (KCNA) -- The Foreign Relations Committee of the House of Representatives of Philippines shortly ago unanimously adopted a resolution urging the Japanese government to make an official apology and reparation as regards the issue of the "comfort women" for the Imperial Japanese Army.
Minju Joson Sunday in a signed commentary carried in this regard says:
The adoption of the resolution by the House of Representatives of Philippines in the wake of the adoption of similar resolutions in the U.S., Canada, Netherlands and several other countries clearly reflect the demand of the international community for Japan's immediate redemption of its past crimes.
The world is becoming increasingly assertive that the Japanese government make apology and reparation for the crimes related to the "comfort women" for the Imperial Japanese Army because they are crimes against humanity which should never be connived at.
State-sponsored crimes should be settled by the state in a responsible manner.
Several countries are redeeming their past, sincerely repenting of and making apology for their past crimes, and this is welcomed by the international community.
Only Japan is resorting to a sleight of hand to get rid of its responsibility, far from admitting those crimes, to say nothing of making apology and reparation.
Japan's forcible drafting and crimes related to the "comfort women" for the Imperial Japanese Army are the worst human rights abuses the statute of limitation of which is not applicable in light of international law.
The Japanese reactionaries are seriously mistaken if they think the issue of the war crimes committed by the Japanese imperialists and the crimes related to the "comfort women" for the Imperial Japanese Army in the past can be buried in oblivion with the flow of time and the alternation of generations.
Japan's desperate efforts to evade the state responsibility for the past crimes will only add more crimes to those already committed by it and, accordingly, it will stand further isolated and rejected in the international community.
The Japanese reactionaries would be well advised to lend an ear to the just demand of the international community and honestly admit, reflect on and make reparation for all the past crimes including those related to the "comfort women" for the Imperial Japanese Army as early as possible.
This is the only way out for Japan which has crime-woven past.

Rodong Sinmun Calls for Heightening Vigilance against Imperialists' Crafty Moves for Aggression

Pyongyang, March 23 (KCNA) -- The countries and nations aspiring after independence should thoroughly stand guard against even the slightest illusion about imperialism and overcome it. Rodong Sinmun Sunday observes this in a signed article.
    It goes on:
The imperialists pretend to help other countries under the signboards of the so-called "aid" and "cooperation". Through this they seek their sinister purpose to stretch their claws of aggression deep to these countries and subordinate them.
If one does not sharpen vigilance against the imperialists' appeasement tactics and carrot policy strategy, one can be taken in by their schemes.
In order to dispel illusion about imperialism, it is important to have a correct understanding of its aggressive nature. Imperialism never abandons its aggressive nature as it is reactionary.
If there be any change of the imperialists, it is a method for aggression, not its aggressive nature. Their method for aggression has become craftier, more heinous and deceptive than ever before.
Bourgeois ideology and culture are used as means of the imperialists for internal division of the socialist countries and anti-imperialist independent countries and moves for ideologically and morally disintegrating them and a guide for military aggression against them.
The imperialists' ideological and cultural poisoning moves will result in destabilizing and degenerating socialism, shaking people's faith in socialism and, furthermore, toppling the socialist system.
In the new century such "coloring revolution" as the "rose revolution" and "orange revolution" took place in various countries one after another and regimes changed there. These facts prove how grave the consequences of the bourgeois ideological and cultural poisoning moves are.
Today the U.S. imperialists are becoming all the more undisguised in their moves for military threat and blackmail against the DPRK and, at the same time, persisting in their crafty and vicious methods for psychological warfare but their vicious ideological and cultural poisoning moves prove futile in the DPRK.
The revolutionary parties and peoples should clearly see through the miserable reality of the countries and nations which harbored illusion about imperialism, resolutely oppose the imperialists' ideological and cultural poisoning moves and intensify the struggle for achieving independence.

Rodong Sinmun Calls for Implementing October 4 Declaration

Pyongyang, March 22 (KCNA) -- A bright prospect for independent reunification, peace and prosperity is guaranteed only by the thorough implementation of the October 4 declaration, an embodiment of the spirit of the June 15 joint declaration and the idea of "By our nation itself". Rodong Sinmun Saturday observes this in a signed article.
    It goes on:
The October 4 declaration calls for independently settling the reunification question, attaching importance to the dignity and interests of the nation and subordinating everything to them in the spirit of "By our nation itself" enshrined in the June 15 joint declaration.
The October 4 declaration clarifies a specific orientation and ways for expanding and developing the north-south relations by the concerted efforts of the Koreans.
It serves as a banner encouraging the nation in its efforts to carve out its independent destiny because it is strictly based on the principle of national independence and the idea of "By our nation itself".
The Inter-Korean relations have developed, cooperation has made progress and the reunification movement has grown in the June 15 era of reunification because all the Koreans have firmly adhered to the principle of national independence in the spirit of "By our nation itself".
The October 4 declaration calls upon the Korean nation responsible for the settlement of the reunification question to further enhance its role at the present stage. All the questions arising in the inter-Korean relations and the movement for national reunification should be settled by the Koreans themselves as they are responsible for them. If foreign forces are allowed to interfere in them, this will create only complexities and difficulties in the way of settling them, making it hard to expect any solution.
The anti-reunification forces at home and abroad are now making reckless efforts to play down the historic significance of the October 4 declaration and hamstring the efforts to implement it. But it is no more than the last-ditch effort of those swept away by the trend of the times.

Rodong Sinmun on Popular Masses' Idea of Socialism

Pyongyang, March 22 (KCNA) -- Socialism is an idea of the popular masses as it is possible for them to lead an independent and creative life to the full in socialist society only.
Rodong Sinmun today observes this in a signed article.
    It goes on:
Only when all the countries and nations head for socialism is it possible for them to get rid of all sorts of domination and subjugation and achieve independent progress and ensure world durable peace and security for humankind's existence and progress. The popular masses' idea of socialism reflects such ideal and future of mankind.
The world revolutionary parties and progressives have struggled to reinforce the world socialist movement, regarding the Pyongyang Declaration which confirmed the truth, justice and inevitability of the final triumph of the socialist cause as a common action programme and a militant banner for accomplishing the popular masses' cause of independence.
The reality of the DPRK where the socialist cause is winning victory after victory patently proves the justice and invincibility of the socialist idea.
The present international situation still remains complicated and tense but it is developing in favor of materializing the socialist idea of the popular masses, imperialists are finding themselves in an unprecedented crisis and the world socialist movement is making progress.
It is a law-governed process of history that the above-said idea is sure to triumph.
The popular masses can dynamically advance the socialist cause despite all sorts of trials only when they enshrine the unshakable faith that socialism is the best society as it provides them with the worthiest and happy life and takes care of them, an indomitable will not to abandon it, regarding it as lifeblood, and optimism that the socialist cause is sure to win.
Only when an army remains strong, can a nation resolutely check and frustrate the anti-socialist moves of the imperialists and international reactionaries and defend the socialist system which represents the popular masses' desire and wishes for independence. Songun serves as an invincible banner and a most powerful weapon to be held fast to for the victory of socialism.

U.S. and S. Korean Forces Stage Joint Air War Maneuvers

Pyongyang, March 22 (KCNA) -- The air force of the U.S. imperialist aggressor forces and the south Korean air force are these days staging madcap joint aerial war maneuvers targeted against the DPRK, screwing up the tension of the Korean Peninsula, according to a military source.
On March 19 and 20 they got frantic in the exercises for air-raiding ground targets by turns with the sky above south Korea as their operational theatre after forming a striking group with flying corps of different missions, each made up of 20~30 planes.
On the same days at least 80 fighter-bombers, assault planes and armed helicopters were keen on close air support and over 170 warplanes on navigation and air combat exercises.
On March 17 and 18 more than 450 fighter-bombers, assault planes, pursuit-assault planes and gunships of the U.S. imperialists and the south Korean forces conducted the frantic combined aerial war maneuvers including detection of air targets, air battle, surprise strike on ground objects, close air support and airlifting operation under the combined command of overseas-based E-3.
Meanwhile, formations of overseas-based strategic bombers and pursuit-assault planes almost every day staged such madcap maneuvers under the simulated condition of a real war as flying into south Korea in group of two or more planes and returning to their base after dropping bombs, inciting a war atmosphere.
Timing to coincide with the provocative war exercises, the U.S. imperialists and the south Korean forces sent eight strategic and tactical reconnaissance planes to the sky above the frontline area every day to commit intensive aerial photographing and electronic espionage on the DPRK as a whole.
The above-said combined air war maneuvers, staged by the war-like forces of the U.S. imperialist aggressor troops and the south Korean military in the wake of the Key Resolve and Foal Eagle joint military exercises, are a very dangerous war gamble designed to mount a surprise preemptive attack on the DPRK in the event of "contingency".
The U.S. should stop at once the reckless military actions of wrecking peace and security on the Korean Peninsula and the south Korean authorities should not join the outsiders in the war maneuvers aimed at doing harm to their fellow countrymen.

U.S. Forces' Bombings on Wolmi Island Assailed

Pyongyang, March 23 (KCNA) -- The south Korean Committee for Settling the Past History for Truth and Reconciliation on March 19 revealed the truth behind the brutal bombings by the U.S. imperialist aggressor forces on Wolmi Island during the last Korean war, according to south Korean CBS.
The committee disclosed the fact that during the Inchon landing operation in September 1950 the U.S. forces mobilized fighter bombers under flying corps of the Marines to indiscriminately bomb Wolmi Island, thus destroying all the facilities and killing a lot of civilians there.
At that time, the U.S. forces confirmed in advance the civilian residential quarters through information on the island and analysis of aerial photographs. Nevertheless, they made indiscriminate air raids and even strafed civilians within eyeshot.
Terming it a "criminal operation wantonly violating international law", the committee urged the "government" to demand the U.S. take measures for compensation to the victims.

S. Korean "Government" Authorities' Suppression of People under Fire

Pyongyang, March 23 (KCNA) -- The South Headquarters of the National Alliance for the Country's Reunification made public a statement on March 18 denouncing the "government" authorities' suppression of the people.
The statement referred to the fact that Han Ki Sok, vice-chairman of the Federation of Stall-Keepers of south Korea, and Choe In Gi, chairman in charge of Policy Education of the Federation of the Poor of south Korea, were taken away and placed into custody by the security authorities in a recent week. It noted that the demands of the people for the right to existence are more cruelly trampled down under the present "government."
The "government" which is talking about "keeping economy afloat" is instead driving the life of the people into collapse and intensifying suppression of them by dint of power, it deplored.
Noting that those swimming against the people's mindset will face stern judgment of history, it declared that the south headquarters will launch a strong struggle in solidarity with different organizations against the suppression of people by the "government."

U.S. Brigandish Pressure upon S. Korea under Fire

Pyongyang, March 22 (KCNA) -- The Press Headquarters of the South Committee for Implementing June 15 Joint Declaration made public a statement on March 17 denouncing the U.S. for putting unreasonable pressure upon the south Korean authorities.
The statement recalled that the commander of the U.S. forces present in south Korea openly revealed their intention to force the south Korean side to cover the expenses for the relocation of its troops on March 12 and earlier he pressurized south Korea to build anti-missile shields at an early date under the pretext of the "missile threat from the north."
On March 5 the U.S. ambassador in Seoul openly pressurized the south Korean side to sharply increase its share of the funds for the upkeep of the U.S. forces in south Korea, the statement noted, adding that the U.S. is letting loose a spate of such unilateral and impudent remarks to meet its interests only.
The U.S. is set to pressurize the south Korean "government" in the run-up to the negotiations on the issue of sharing the funds for the upkeep of its forces in south Korea, it noted.
It urged the U.S. ambassador and the commander of the U.S. forces in south Korea to make an apology to the south Korean people at once for behaving so arrogantly.

Struggle of WPK and Korean People Supported

Pyongyang, March 22 (KCNA) -- The 12th seminar of world political parties on building a new society was held in Mexico from March 13 to 15.
A congratulatory message to the seminar sent by the Workers' Party of Korea Central Committee was read out at the seminar.
Alberto Anaya Gutierrez, coordinator of the National Coordinating Committee of the Workers' Party of Mexico, made an opening speech at the seminar.
Delegates of political parties and organizations from different countries made speeches on the subjects of "tasks of left-wing forces to cope with 'neo-liberalism' and the offensive of the imperialists", "ways of nation-building", "issues of individual countries", etc,.
Speakers called upon the political parties aspiring after socialism to abide by the revolutionary principles, intensify the anti-imperialist, anti-U.S. struggle and strengthen internationalist unity and solidarity among the revolutionary and progressive political parties in order to frustrate the U.S. destroy-one-by-one strategy.
They bitterly condemned the U.S. hostile policy towards the DPRK and expressed admiration and support to the validity and vitality of the Songun politics of the WPK aimed at protecting the dignity and sovereignty of the country and the nation from the imperialists' maneuvers to stifle the DPRK.
A joint statement was adopted at the seminar to support the drive of the WPK and the Korean people to glorify this year marking the 60th anniversary of the DPRK as a year of historic turn which will go down in the history of the nation.
The statement highly praised the WPK and the Korean people for having firmly defended socialism from the U.S. imperialists and their followers' political and military pressure, threat and economic sanctions against the DPRK and advanced socialism under the unique Songun leadership of Kim Jong Il and thus fully demonstrated the truth, advantages and vitality of socialism and put strong impetus to the world socialist movement.
The coordinator of the National Coordinating Committee of the Workers' Party of Mexico on behalf of all participants of the seminar presented a letter to Kim Jong Il in connection with the success of the seminar.
It was attended by delegations and delegates of at least 100 political parties and organizations from more than 40 countries including the DPRK, China, Cuba, Vietnam, Brazil and Venezuela and members of the leadership of the Workers' Party of Mexico and its members.
