DPRK Delegate Calls for Substantial Measures against Terrorism

   Pyongyang, March 4 (KCNA) -- The DPRK delegate, addressing the meeting of the special committee on international terrorism that opened in New York on Feb. 25, noted that it is impossible to guarantee not only the peace and security of the world but elementary rights of the human beings unless the state-sponsored terrorism is eradicated, calling on the UN to take substantial measures to combat terrorism.
    He said:
    The U.S. invasion of Afghanistan and Iraq and the Israeli occupation of Arab territories have caused a vicious cycle of terrorism and horrible bloodshed as they are typical state-sponsored terrorism. These actions are spawning serious issues as they are designed to overthrow legitimate governments, but what is graver is that they are most hideous human rights abuses as they cause mass killings of civilians and a sharp increase in the number of refugees.
    He expressed the expectation that the UN-sponsored high-level meeting on terrorism would have a package discussion on the issue of terrorism and contribute to seeking more effective ways of combating it.
    Noting that the DPRK has maintained its avowed stand of opposing all forms of terrorist actions and any form of supporting it, he said that the government of the DPRK would positively contribute to the efforts of the international community to root out terrorism and build a peaceful and stable world in the future, too.


Congratulations to Russian President-elect

   Pyongyang, March 4 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, on Monday sent a congratulatory message to Dmitri Anatoliyevich Medvedev upon his election as President of the Russian Federation.
    Expressing the belief that the DPRK-Russia relations will steadily develop in the interests of the two peoples and in the spirit of the joint documents signed between both sides in the future, too, Kim in the message wished the Russian President great success in his responsible work for stability and prosperity of the country.


WPK Delegation Leaves for Latin America

   Pyongyang, March 4 (KCNA) -- A delegation of the Workers' Party of Korea led by Kim Thae Jong, vice department director of its Central Committee, left Pyongyang on Tuesday to visit Latin American countries.


New Films for Children Produced

   Pyongyang, March 4 (KCNA) -- The Korean April 26 Cartoon Film Studio has recently released several films for children.
    The film "Nine Boatmen" begins with a scene of people from two villages being driven to an uninhabited island by a typhoon.
    They are destined to return to their villages with one boat. Insisting that the boat should go first to their villages, each boatman of the two villages tries to steer the boat to his village. As a result, the boat comes back to the uninhabited island.
    The film gives the lesson that too many boatmen make the boat go up a mountain.
    The film "A Boy Avenges Himself on the Enemy", through a story about hero Jangsoe who takes revenge on the enemy of his father, teaches the lesson that in order to win over the foes, one should make full preparations without being seized with a subjective desire.
    And the film "Gifts of Tree Grandpa" shows that a little bear repents of his bad habit of breaking off branches of trees at random and corrects it. The film teaches the viewers that they should value each tree.
    Among the new films are "Secret Document of Dr. Mole", the 28th part of "A Squirrel and a Hedgehog"; "Chol I and Ok I", the first part of "Red Star"; and "True Medicine Found by Bear".


Brisk Activities for Protection of Useful Animals

   Pyongyang, March 4 (KCNA) -- The work for the protection and propagation of useful animals picked up momentum in the DPRK with the adoption of the law on the protection of useful animals in Juche 87 (1998) and the institution of the period of protection of those animals (from March to July).
    Now, competent organs are sponsoring lectures, information through visual aids, film shows, experience-swap meetings and so forth for the active protection and propagation of useful animals and giving know-how on ecological features of animals to working people and youngsters.
    Newspapers, radios and TV are giving necessary knowledge to the people in this connection and guiding them to engage themselves in an extensive work for providing proper ecological conditions to animals.
    Meanwhile, a massive campaign is afoot in the current tree-planting season to extensively transplant fodder plant as well as trees of good species throughout the country. Primary and middle school children have launched various activities to provide animals with better habitable conditions, for example installing nests on trees in their school woodland and other forests as part of their do-good-thing movement.
    Special attention is paid to the protection of animals in danger of extermination and rare animals in this period.
    Particular efforts are directed to the creation of conditions for the healthy growth of such trees as chestnut, oak and pine in the sanctuaries for white-bellied black woodpecker, an indigenous bird of Korea, and for them to build nests and propagate.
    Projects such as mine development and road construction are totally banned around the animal sanctuaries during the months.


Rodong Sinmun on Kim Jong Il's Exploits for Party Unity

   Pyongyang, March 4 (KCNA) -- General Secretary Kim Jong Il has successfully realized the uniformity in thought of the Workers' Party of Korea. His imperishable feat is that he has steadily enriched and developed the revolutionary idea of President Kim Il Sung into the guiding idea of the times and attached utmost efforts to the ideological education for officials and party members under the banner of the theory of ideology.
    Rodong Sinmun today observes this in a signed article.
    Kim Jong Il, who set it as the basic principle of building the WPK to achieve its ideological oneness, has always worked heart and soul to establish the monolithic ideological system in the whole party from long ago, the article notes, and goes on:
    He laid down the programme for modeling the whole party on the Juche idea to meet the requirements of the Korean revolution on a new stage. This marked an epochal occasion in strengthening the WPK's unity and purity in thought and purpose in every way.
    In particular, he put forward the slogan "Let us arm ourselves more firmly with the revolutionary ideas of the great leader Comrade Kim Il Sung!" and has more energetically led the work to train the WPK and the revolutionary ranks as an elite in political and ideological aspects over the last ten odd years. He comprehensively expounded the theory of the unique Songun politics on the basis of the President's Songun idea and Songun revolutionary leadership exploits. This is the extraordinary feat he performed in developing in depth the revolutionary idea of the President.
    Today the ideological and moral qualities of the WPK members are on a considerably high level. All the party members are firmly equipped with the Songun idea of Juche and live and work in the revolutionary solider spirit. This is the proud picture of the WPK at present.
    It is the highest honor and pride of the WPK that it has firmly maintained it as the basic line for party building to establish the monolithic ideological system and strictly implemented it under the veteran and tested leadership of Kim Jong Il.


Japan's Reckless Moves to Emerge Military Power Flayed

   Pyongyang, March 4 (KCNA) -- Japan is accelerating its moves to emerge a military power in real earnest as evidenced by the recent announcement made by the Ministry of Defense of Japan that it would deploy new type tanks manufactured on a trial basis in the Ground "Self-Defense Force" from 2010.
    Commenting on this, Rodong Sinmun Tuesday terms this a revelation of its ambition for overseas aggression and a reckless action to spark a new arms race in Northeast Asia and aggravate the situation there.
    In recent years the Japanese reactionaries have escalated the military spending, speeding up the development and production of modern weapons in real earnest and beefing up the armed forces for a war while talking about someone's "threat," the commentary notes, and goes on:
    The Ministry of Defense of Japan took the step for deploying the new type tanks in the Ground SDF in the wake of its decision to increase the number of Aegis warships loaded with interceptor missiles and its announcement that it would start the local development of fighters with Stealth function this year and conduct the first test flight in 2011. This is aimed at increasing the SDF's capability for mounting preemptive attacks and carrying out a war.
    After resuming the refueling mission of the Maritime SDF in the Indian Ocean recently, the Ministry of Defense of Japan is contemplating deploying KC-767 refueling tanker in the Air SDF within this year in a bid to secure the capacity for in-flight refueling. This is an indication that the moves of the Japanese reactionaries for turning Japan into a military power and for overseas aggression are assuming increasingly dangerous nature.
    No wonder, some days ago a U.S. institute for policy studies listed Japan as the most ambitious country in the arms race in Asia, observing that Northeast Asia is being embroiled in the arms race and this may spark off a perilous conflict in this region.
    As proven by the reality, with no trick can Japan conceal its ugly colors as a dangerous war force.


U.S. Shooting down of Satellite under Fire

   Pyongyang, March 4 (KCNA) -- The U.S. recently shot down a spy satellite by spending 60 million U.S. dollars, prompted by the worry that in case the satellite falls down on the earth, the secrets contained in it might come into the hands of "enemies." But its real intention was to get conviction that the missile defence system it has frantically stepped up till now can operate in actuality.
    Rodong Sinmun Tuesday says this in a signed commentary.
    It goes on:
    If the U.S. really had taken security into consideration, it would have felt no need to use ship-based missiles as the success rate is 50 percent at best, instead of using ground-based missiles to shoot down the satellite.
    What merits a serious attention is the fact that the U.S. shot down the satellite right after China and Russia jointly presented a draft treaty on banning the arms race in the space and called on the countries concerned to respond to it.
    This cannot be construed otherwise than a blatant challenge and provocation to the international efforts to ban the above-said arms race.
    The U.S. does not conceal the fact that its destruction of the satellite by an interceptor missile proved the credibility of its MD.
    It is beyond doubt that the U.S. shooting down of the satellite would spark off the arms race in the space among big powers. The U.S. action was little short of triggering off the new arms race in the space.
    The U.S. is free to test-fire missiles to attack other countries, while persistently finding fault with any missile launch for self-defence in a bid to use it as a pretext for its pressure and sanctions. This is a good example of its brigandish application of double-standards.
    With no ruse can the U.S. justify its moves to build its missile shield in the space.
    The U.S. should be held responsible for having created a complicated situation and cast a dark shadow on our planet by triggering off the above-said arms race quite contrary to the trend of the times towards the demilitarization of the space and use of it for peaceful purposes.


Moves to Tighten Japan-U.S. Military Nexus Assailed

   Pyongyang, March 4 (KCNA) -- Some days ago Japanese Foreign Minister Komura, referring to the issue of security in the Asian region at a recent international meeting, repeatedly underscored the "importance" of the long-term presence of the U.S. forces and cried out for "tightening the Japan-U.S. alliance."
    Timed to coincide with this, the Japan Air "Self-Defense Force" transferred its Air Force General Command to the U.S. military base in Yokoda.
    Minju Joson Tuesday observes in a signed commentary carried in this regard:
    Through these actions the Japanese reactionaries seek to tighten the military collusion and nexus with the U.S. in a bid to accelerate the moves to turn Japan into a military power and pave the way for overseas invasion at any cost.
    It goes on:
    When looking back on history, Japan is accustomed to invading other countries, backed by a big country. It is still working hard to achieve its sinister aim with the U.S. backing.
    It is the aim of the U.S. to realize its ambition for military invasion with ease by using Japan as the most important stronghold.
    The military "integration" between the SDF which has been reorganized into aggressor forces for mounting preemptive attacks and the U.S. forces in Japan is being stepped up with increased zeal and the Japan-U.S. war maneuvers for invading the DPRK are getting evermore pronounced.
    Japan and its vicinity are witnessing ceaseless joint exercises involving all services and all-inclusive joint military drills of the forces of Japan and the U.S. aimed at coordinating the operation commanding system for invading the DPRK.
    The moves of Japan and the U.S. for military nexus are assuming evermore aggressive and graver nature with each passing day, increasing the danger of a new Cold war and other wars in the region.
    The above-mentioned moves for the military nexus are criminal actions to threaten and disturb peace and security in the Korean Peninsula and the rest of Northeast Asia and the world.
    The Japanese and U.S. reactionaries would be well advised to ponder over the consequences to be entailed by those reckless moves and behave with discretion.


Abolition of NSL Demanded in S. Korea

   Pyongyang, March 4 (KCNA) -- The Solidarity for Implementing the South-North Joint Declaration in south Korea reportedly released a statement on Feb. 27, denouncing the security authorities' arrest of Yun Ki Jin, chairman of the South Headquarters of the National Alliance of Youth and Students for the Country's Reunification.
    Charging that the security authorities are now getting evermore pronounced in crackdown upon the reunification movement organizations, the statement described all their fascist actions as a downright challenge to the June 15 joint declaration and the October 4 declaration.
    They are invoking the anti-reunification evil law to swim against the trend of the times in which all Koreans are advancing toward the independent reunification and peace and prosperity with their concerted efforts, but their suppression will not last long, the statement said.
    It held that the authorities should stop the suppression, release those in custody and opt for implementing the June 15 joint declaration and the October 4 declaration and abolishing the "National Security Law (NSL)".
    On the same day the south Korean Federation of University Student Councils, too, released a statement demanding the abolition of NSL.


Reckless Maneuvers of U.S. Troops Denounced in S. Korea

   Pyongyang, March 4 (KCNA) -- The press headquarters of the South Side Committee for Implementing the June 15 Joint Declaration reportedly released a statement on Feb. 29, at which it denounced the U.S. troops for opening to the public the aggression forces involved in Key Resolve and Foal Eagle joint military exercises to incite war fever.
    Noting that the south Korea-U.S. "Combined Forces Command" has announced it would open to the public not only all kinds of striking means but also the process of the exercises, the statement said that this gives rise to serious concern as it is an exceptional thing, unprecedented in the past.
    The U.S. troops seek to threaten the north by opening to the public the war hardware involved in the joint military exercises and the contents of the exercises, the statement said, adding that this would only cast a shadow over the efforts to settle the nuclear issue on the Korean Peninsula through the six-party talks.


Kim Jong Il's Birthday Marked in Different Countries

   Pyongyang, March 4 (KCNA) -- DPRK book, photo and handicraft exhibitions were held in Russia, Egypt, Peru, Guinea and Uganda on the occasion of General Secretary Kim Jong Il's birthday.
    On display in the venues of the exhibitions were the works of peerlessly great persons, photos showing their immortal exploits, books and photos introducing Songun Korea and handicrafts reflecting the wisdom and skills of Koreans.
    Speeches were made at the opening ceremonies of the exhibitions.
    The chairman of the Kostroma Regional Assembly of Russia said that Kim Jong Il is a political elder recognized by the world.
    The general director of the Egyptian Centre for International Cultural Cooperation noted that the people of the DPRK have achieved great successes in the political, military, economic, cultural and other fields under the leadership of Kim Jong Il.
    The deputy mayor of Trujillo, Peru, referred to the significance of the exhibition, expressing his expectation that the friendly and cooperative relations between the DPRK and Peru and the two peoples would grow stronger.
    The vice-director in charge of technical affairs of the hospital of the Ministry of Defence of Guinea stressed that the military power of the DPRK has grown strong enough to beat any formidable enemy thanks to Kim Jong Il's outstanding Songun politics.


Stop to Hostile Policy toward DPRK Urged in Japan

   Tokyo, March 2 (KNS-KCNA) -- A meeting was held in Nagano Prefecture, Japan on February 23 to mark the 30th formation anniversary of the Nagano Prefectural People's Council for Supporting the Independent and Peaceful Reunification of Korea.
    Participating in the meeting were Chairman of the council Isamu Shimizu and other officials concerned and citizens.
    Present on invitation were So Man Sul, chairman of the Central Standing Committee of the General Association of Korean Residents in Japan (Chongryon), officials of the Nagano Prefectural Headquarters of Chongryon and Koreans in Japan.
    Speeches were made there.
    Prior to it, there was the 30th regular meeting of the council.
    The regular meeting decided to conduct a vigorous movement for urging the Japanese government to drop at once its hostile policy toward the DPRK and work for early normalization of the Japan-DPRK relations.

Delegado coreano demanda medidas sustanciales contra el terrorismo

   Pyongyang, 4 de marzo (ATCC) -- En su discurso pronunciado en la reunion del comite especial sobre el terrorismo internacional, inaugurada el 25 de febrero en Nueva York, el delegado de la Republica Popular Democratica de Corea demando a la ONU tomar medidas sustanciales para eliminar el terrorismo subrayando que nunca sera posible preservar la paz y la seguridad del mundo ni asegurar los derechos elementales del hombre sin erradicar el terrorismo de Estado.
    La invasion norteamericana a Afganistan e Irak y la ocupacion de territorios arabes por Israel resultan el ejemplo tipico del terrorismo de Estado y producen el circulo vicioso de acciones terroristas y numerosos incidentes ensangrentados, ejemplifico.
    Se tornan mas criticos esos actos, que de por si son problematicos por sus pretensiones de derrocar los gobiernos legitimos, porque constituyen una archi-violacion de derechos humanos, de la cual se derivan genocidios de civiles y un gran numero de refugiados, critico.
    Expreso su esperanza de que la reunion de alto nivel sobre el terrorismo auspiciada por la ONU trate globalmente este espinoso asunto y contribuya a encontrar remedios mas eficientes para hacerle frente.

   Pyongyang, 4 de marzo (ATCC) -- El presidente del Presidium de la Asamblea Popular Suprema de la Republica Popular Democratica de Corea, Kim Yong Nam, envio el dia 3 un mensaje de felicitacion a Dmitri Anatoliyevich Medvedev quien fue electo como presidente de la Federacion Rusa.

Entidades surcoreanas abogan por abolicion de "ley de seguridad"

   Pyongyang, 4 de marzo (ATCC) -- Segun medios informativos, la Solidaridad de Ejecucion de la Declaracion Conjunta Sur-Norte publico el 27 de febrero una declaracion denunciando la represion fascista de las autoridades de seguridad publica del Sur de Corea que arresto a Yun Ki Jin, presidente de la direccion surena de la Alianza Pannacional de Jovenes y Estudiantes por la Reunificacion de la Patria (APJERP).
    El documento se refiere a que en estos tiempos, las autoridades de seguridad publica reprimen de modo mas abierto las entidades del movimiento por la reunificacion y lo califica de un desafio global a la Declaracion Conjunta del 15 de Junio y la Declaracion del 4 de Octubre.
    Ellas imponen la infame ley anti-reunificacion nadando contra la corriente de la tendencia en que los coreanos marchan por el camino de la reunificacion independiente, la paz y la prosperidad uniendo las fuerzas entre los compatriotas, pero, tal acto no podra continuar durante largo tiempo, afirma la nota.
    Subraya que las autoridades surenas deben poner fin a la represion de seguridad publica, excarcelar a los arrestados, ejecutar las declaraciones arriba mencionadas y abolir la "ley de seguridad".
    El mismo dia, la Federacion de Consejos Generales de Estudiantes Universitarios del Sur de Corea tambien hizo publica una declaracion abogando por la abolicion de dicha "ley".
