KCNA Report on Visit to Area of Nyongbyon by Those Concerned and Nuclear Experts
Pyongyang, November 30 (KCNA) -- Those concerned of the United States, China, Russia, south Korea and Japan participating in the six-party talks and nuclear experts on Nov. 28 went round the process of disabling nuclear facilities in Nyongbyon which has been underway since Nov. 5, according to the agreement between the DPRK and the U.S.
They saw for themselves on the spot the processes of disabling the 5Mw test reactor, the reprocessing plant and fuel rod plant including the cooling tower and confirmed that the disabling operation is making proper progress process by process in accordance with the timetable worked out by nuclear experts of the DPRK and the U.S.
They said in unison that the commitments to make political and economic compensation for disabling the nuclear facilities within the year should be fulfilled as early as possible on the principle of "action for action".
The DPRK is honestly fulfilling its commitment to disable those facilities within the year according to the agreement reached at the six-party talks.
It will follow the moves of the U.S. and all other parties.
Minutes of Talks Signed between DPRK and China
Pyongyang, November 30 (KCNA) -- The minutes of the 14th talks on meteorological science and technology exchange and cooperation between the Hydro-Meteorological Service of the DPRK and the China Meteorological Administration were signed at the People's Palace of Culture on Friday.
Present at the signing ceremony were members of the delegation of the service led by Deputy Director Ho Chang Suk from the DPRK side and members of the delegation of the administration led by Deputy Administrator Xu Xiaofeng from the Chinese side.
Greetings to President of Central Africa
Pyongyang, November 30 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, sent a message of greetings to Francois Bozize, President of Central Africa, on Thursday on the occasion of the 49th anniversary of the proclamation of the Central African Republic.
Kim Yong Nam wished the Central African Republic peace, stability and progress, expressing the belief that the relations between the two countries would grow stronger in the mutual interests.
Congratulations to Pakistani President
Pyongyang, November 30 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, sent a congratulatory message to Pervez Musharraf upon his reelection as Pakistani President on Nov. 30.
Kim, in the message, wished the Pakistani president greater success in his work for the stability and prosperity of the country and expressed the belief that the bilateral ties of friendship and cooperation would grow stronger in the future.
National Meeting of Intellectuals Opens
Pyongyang, November 30 (KCNA) -- The national meeting of intellectuals opened at the April 25 House of Culture in Pyongyang on Friday.
The meeting will review arduous yet worthwhile struggle over the past 15 years since the meeting of Korean intellectuals and discuss the issue of letting intellectuals creditably perform their pioneers' role in the nation building.
Attending it are Kim Yong Nam, Kim Yong Il, Kim Il Chol and other senior officials of the party, the army and the state, leading officials of the party and armed forces organs, ministries and national institutions and working people's organizations, the delegation of Korean intellectuals in Japan and exemplary intellectuals.
A congratulatory message from the Central Committee of the Workers' Party of Korea to the participants in the meeting was conveyed at the meeting. The message highly praised the participants in the meeting and other intellectuals from across the country for having performed shining exploits in the sacred struggle to defend Korean-style socialism and achieve the prosperity of the country, while advancing steadfastly along the road of the arduous Songun revolution under the leadership of the WPK.

The big meeting of intellectuals from across the country opened today reflects Kim Jong Il's noble plan, intention and iron will to build a great prosperous powerful socialist nation on this land without fail as early as possible as desired by President Kim Il Sung by remarkably raising the role of intellectuals as required by the developing reality in the new era of the Juche revolution, the Songun era.
The history of the revolutionary cause of Juche, the revolutionary cause of Songun is a glorious history in which the position and role of intellectuals have been regarded as important and steadily enhanced thanks to the outstanding idea and leadership of the WPK, he said, and went on:
Kim Il Sung, having a deep insight into the position and role of intellectuals in the revolutionary struggle and in the building of a new society long ago, regarded them as a main part of the driving force of the revolution and made sure that the emblem of the WPK was emblazoned with a writing brush along with a hammer and a sickle.
This is the most unique policy of intellectuals which could be set forth by the President, the great founder of the Juche idea and genius of creation and construction, and a most vivid expression and a shining example of valuing the intellectuals.
The President's idea of attaching importance to intellectuals and his leadership exploits have been successfully carried forward by Kim Jong Il in the new century.
Kim Jong Il put forward the intellectuals in the DPRK as Songun revolutionary comrades sharing the same destiny with the Party during the period when he has enforced the Songun politics in all fields. Thanks to his profound trust, their position has reached the highest level.
All the successes gained by the intellectuals in the struggle to defend the Party and the socialist country and lay a springboard from which to build a great prosperous powerful country are the precious fruition of Kim Jong Il's great idea of attaching importance to intellectuals as he has taught them the truth of sure victory and led them to perform heroic feats, deeply trusting them as the eternal Songun revolutionary comrades of the Party, and his energetic leadership.

The national meeting of intellectuals is a historic meeting which will mark an occasion of a decisive turn in the work to thoroughly implement the Workers' Party of Korea's unique idea of attaching importance to the intellectuals, the idea propounded by President Kim Il Sung for the first time in history and has been carried forward by Kim Jong Il, and bring earlier the victory of the cause of building a great prosperous powerful socialist nation, Rodong Sinmun says, and goes on:
The President, with a deep insight into the position and role of intellectuals in the revolutionary struggle and building a new society, considered the intellectuals as an important part of the driving force of the revolution and made sure that the emblem of the WPK was emblazoned with a writing brush along with a hammer and a sickle. Youth Championship Held
Pyongyang, November 30 (KCNA) -- A youth championship was held in Pyongyang, Chongjin, Sariwon and Phyongsong and other areas.
The participants in the championship competed in various events including football, basketball, volleyball and table tennis.
Soccer players were divided into two categories. Men and women's teams of the April 25 Sports Group and the men's team of the North Hamgyong Provincial Sports Group placed first in the football matches each.
Players of the April 25 Sports Group came first in the women's basketball, men's volleyball, men and women's boxing team events while players of the Sobaeksu Sports Group in the men's basketball and women's table tennis team events and players of the Rimyongsu Sports Group in the women's handball matches. The first place went to players of the Amnokgang Sports Group in the women's volleyball matches, those of the Kigwancha Sports Group in the men's table tennis team events and rhythmic gymnastic team events and those of the Pyongyang City Sports Group in the men's and women's gymnastic team events.
Meanwhile, ice hockey matches among teams from various areas were held in the Ice Rink.
Men players of the sports group of the Kim Chaek Iron and Steel Complex and women players of the sports group of Kanggye University of Education No. 1 placed first in the ice hockey events.
Revolutionary Art of Dance Coming into Bloom in DPRK
Pyongyang, November 30 (KCNA) -- The revolutionary art of dance makes the people feel the true worth of life and powerfully inspires them to the efforts for the creation of a new life in the Democratic People's Republic of Korea.
With a deep insight into the importance of art of dance in the struggle for the independence of the popular mass in his early years, Kim Jong Il published the famous work "Theory on Art of Dance" which would serve as a programmatic guiding principle in the building of revolutionary art of dance on November 30, Juche 79 (1990).
He in the work lucidly propounds the issues of principle in developing art of dance onto a high stage such as the essential characteristics and mission of art of dance, the theory of choreographic creation and method of depiction newly elucidated by the Juche idea as well as choreographic notation.
After the publication of the work, art of dance of the DPRK has greeted a great heyday in its development.
Many successful dance pieces vividly depicting the noble ideological sentiments and revolutionary life of the people and folk dance pieces reflecting the time-honored folk manners of the Koreans have been created in the DPRK in the past 17 years.

Many dance pieces are loved by the people as masterpieces of the times for their successful reflection of serve-the-people and popular spirit and national characteristics. They include the solo dance "I Foresee Victory of Revolution", the women's group dance "Janggo Dance", the men's quintet dance "We Will Never Surrender Even an Inch of Land" and the dance "In the Spring".
Notably the mass gymnastic and artistic performance "Arirang", a great masterpiece of the Songun era, eloquently shows the features of the development of Juche-based culture and art that have reached the highest stage.

Bird with Identification Ring Found
Pyongyang, November 30 (KCNA) -- A scops owl with an identification ring attached to its leg was found recently in Ryongsong District, Pyongyang.
No sooner it had been caught than it was sent to the Animal Preservation Association under the DPRK Natural Conservation Union.
Inscribed on the leg ring are the letters "China Identification Ring Center" (PRC-NBBC) and BJP.O.BOX 1928 together with the number "I02-9263".
The bill of the bird is 13 mm long, its wing 140 mm long and the length of its spread wings is 570 mm. The color of its feathers is ashy-maroon.
Associate Professor and Master O Myong Sok of the Animal Preservation Association said it is a beneficial bird belonging to the strigidae family.
It is distributed in Korea, China, Russia, Japan, Sri Lanka, India and other areas.
It is drawing the interest of the specialists, being the first scops owl to fly to Korea across the border.
Officials of the Animal Preservation Association under the DPRK Natural Conservation Union continue investigation, contacting relevant units.
Aerial Espionage Committed by U.S. and S. Korean Forces
Pyongyang, November 30 (KCNA) -- The U.S. imperialist warmongers and the south Korean forces committed frantic aerial espionage against the DPRK by mobilizing strategic and tactical reconnaissance planes of different missions in November, according to a military source.
The case of aerial espionage perpetrated by the U.S. imperialist aggression forces against the DPRK numbered more than 110 and that of aerial espionage by the south Korean forces over 70.
On November 29 and 30, the U.S. imperialist aggression forces' south Korea-based U-2 perpetrated photographing and electronic reconnaissance against all areas of the DPRK. The number of cases of aerial espionage by this plane reached 26 cases in November.
Meanwhile, the U.S. imperialists let three RC-12s make shuttle flights in the sky above the areas along the Military Demarcation Line day and night on November 23 and 29 to commit aerial espionage against the DPRK, while RC-7B was busy almost every day to perpetrate the aerial observation and photographing of the central part of the DPRK and its frontline area.
Overseas-based U.S. imperialist aggression forces' E-3 flew into south Korea on November 19 and 20 to command the flying corps involved in the aerial war exercises and commit aerial espionage against the DPRK.
The south Korean military warmongers have become evermore undisguised in aerial espionage.
On November 22, four RC-800s of the south Korean forces took off by turns to commit aerial observation and photographing of the DPRK. The number of the cases of aerial espionage by this plane reached more than 50 in the month.
RF-4C of the south Korean forces flew in the air above the areas along the forefront everyday from the east to the west to perpetrate observation, photographing and electronic reconnaissance against the DPRK.
Actions against Corruption and Conservatism Called for in S. Korea
Pyongyang, November 30 (KCNA) -- The Youth and Students Solidarity for Implementing the June 15 Joint Declaration in south Korea reportedly made public a statement on Nov. 22 in which it vowed to intensify the actions against corruption and conservatism.
Ri Hoe Chang's declaration of "presidential candidacy" is intolerable as it is a mockery of the people, the statement said, and went on:
The reality calls on all people to turn out in the struggle to drive out the Cold War-minded conservative forces as they have perpetrated irregularities and corruption, standing in the way of the independent reunification of the country.
The south Korean Federation of University Student Councils has been on a sit-in strike for terminating the corrupt policy and eliminating the Cold War-minded conservative forces in response to the call of the times. This strike is commanding the support of all people.
A struggle is now underway across south Korea to punish Ri, a kingpin of irregularities and corruption and an anti-reunification traitor, the statement noted, declaring that the solidarity would actively join in the struggle.
S. Korean Police Authorities' Moves to Derail People's All-out Struggle Assailed
Pyongyang, November 30 (KCNA) -- The south Korean police authorities are reportedly working hard to derail the actions to be staged in Seoul on December 1, the "day of the 2nd all-people action for checking the conclusion of the south Korea-U.S. FTA, repeal of part-time job and peace against war in 2007."
On Nov. 26 the police authorities turned down the application for a meeting made by the "organizing committee of the day."
The committee termed this action an outrageous move to scuttle the planned all-people action.
Asking the authorities whether the people have no right to demand a stop to the conclusion of the FTA with the U.S., the repeal of part-time job and peace against war, the committee declared that it would join the people from all walks of life in the action to bring the 2nd people's all-out struggle to a success without fail.
Important Days in DPRK Observed in Different Countries
Pyongyang, November 30 (KCNA) -- Korean book, photo and handicraft exhibitions were opened in Russia and Mongolia on Nov. 20 on the occasions of the 16th anniversary of Kim Jong Il's assumption of office as supreme commander of the Korean People's Army and the 90th birth anniversary of anti-Japanese war hero Kim Jong Suk.
On display in the venues of the exhibitions were works of the peerlessly great men, photos showing the Songun leadership exploits of the leader, books and photos introducing Songun Korea and Korean handicrafts.
Speeches were made at the opening ceremonies.
Disbandment of S. Korea-U.S. "Combined Forces Command" Demanded
Pyongyang, November 30 (KCNA) -- The Association for Friendship with the Korean People headquartered in Spain released a statement on Nov. 23 demanding the disbandment of the south Korea-U.S. "combined forces command".
The statement termed the command cooked up by the U.S. on Nov. 7, 1978 a U.S. mechanism in south Korea for carrying out its strategy for military supremacy.
The dissolution of this military mechanism brooks no further delay as it is a direct product of the U.S. design to perpetuate its forces' presence in south Korea and is aimed at serving the purpose of invading the DPRK, now that the north and the south are vigorously advancing along the road of reconciliation and independent reunification under the banner of "By our nation itself," it said, and continued:
Peace and reunification on the Korean Peninsula cannot be achieved and the Korean nation can never escape disaster and scourge unless an end is put to the U.S. forces' presence in south Korea.
The statement strongly demanded the U.S. and the south Korean authorities disband the above-said aggressive and criminal command without delay and the U.S. imperialist aggressive forces pull out of south Korea at once in line with the desire of the world peace-loving people for the peace and reunification of the Korean Peninsula.

ATCC informa sobre visita a Nyongbyon de expertos nucleares
Pyongyang, 30 de noviembre (ATCC) -- A tenor de un acuerdo entre la Republica Popular Democratica de Corea y Estados Unidos, los funcionarios relacionados con las conversaciones a 6 bandas y los especialistas en la rama nuclear de EE.UU., China, Rusia, el Sur de Corea y Japon, paises participantes en esta cita, pasaron revista el dia 28 al proceso de neutralizacion de las instalaciones nucleares de Nyongbyon, que se realiza a partir del dia 5.
Ellos presenciaron en el mismo lugar los trabajos de neutralizacion, que se llevan a cabo en la torre de refrigeracion, el reactor experimental de 5 Mw, la fabrica de retratamiento y la de barras.
Confirmaron que esos trabajos marchan con exactitud en cada proceso segun el calendario elaborado por los especialistas en asuntos nucleares de la RPDC y EE.UU.
Coincidieron en que se deben cumplir pronto segun el principio de "accion vs. accion" los compromisos de compensacion politico-economica por la inhabilitacion de las instalaciones nucleares para este ano.
Segun el acuerdo logrado en la cita a 6 bandas, la RPDC cumple con fidelidad su obligacion en cuanto a la neutralizacion para este ano.

Terminada segunda ronda de conversaciones ministeriales N-S
Pyongyang, 30 de noviembre (ATCC) -- Quedo clausurada la vispera la segunda ronda de conversaciones entre los ministros de las Fuerzas Armadas del Norte y el Sur de Corea.
En este encuentro ambas partes discutieron sinceramente las medidas militares para ejecutar la "Declaracion para el Desarrollo de las Relaciones Norte-Sur, la Paz y la Prosperidad".
Segun el acuerdo aprobado en la ocasion, ambas partes coincidieron en tomar las medidas militares para acabar con las relaciones militares hostiles, asegurar el relajamiento de tension y la paz, rechazar la guerra y cumplir consecuentemente los deberes relativos al principio de no-agresion.
Ademas, resolvieron adoptar una medida practica para prevenir conflictos y preservar la paz en el Mar Oeste y cooperar mutuamente en lo militar a fin de poner fin al actual sistema de armisticio y establecer un permanente sistema de paz.
Igualmente, se pusieron de acuerdo en tomar medidas destinadas a garantizar en lo militar las labores de cooperacion e intercambio Norte-Sur.
Al concluir el encuentro, el ministro de las Fuerzas Armadas Populares, Kim Il Chol, dijo que todavia hay muchos problemas pendientes para implementar perfectamente la historica Declaracion del 4 de Octubre.
Prosiguio que esta tarea puede ser cumplida satisfactoriamente si se trabaja con coraje con la voluntad patriotica y la firme determinacion de resolver de raices el problema de la paz y el alivio de la tension militar del pais ateniendose estrictamente al espiritu de "entre nosotros, los connacionales".
Si perseguimos los pequenos intereses inmediatos en lugar de los grandes para el futuro del pais y la nacion, cometeremos un grave delito ante la historia, recalco Kim.
Al final, subrayo que ambas partes deben hacer ingentes esfuerzos por alcanzar mayores resultados, que contribuyan al desarrollo de las relaciones intercoreanas, la paz y la prosperidad, sin ufanarse de los exitos de la presente cita.

Pyongyang, 30 de noviembre (ATCC) -- Quedo suscrita el dia 30 en el capitalino Palacio Cultural del Pueblo la nota de la 14o ronda de conversaciones sobre el intercambio y cooperacion de ciencia y tecnica meteorologicas entre la Direccion Meteorologica e Hidrologica de la Republica Popular Democratica de Corea y la Administracion Meteorologica Estatal de la Republica Popular China.

Periodicos felicitan Conferencia Nacional de Intelectuales
Pyongyang, 30 de noviembre (ATCC) -- Los periodicos capitalinos insertaron hoy editoriales dedicados a la Conferencia Nacional de Intelectuales que se inaugura hoy.
El diario Rodong Sinmun senala en su editorial que la Conferencia constituye un conclave historico que marcara un motivo de viraje decisivo en la lucha por materializar estrictamente la original idea del Partido del Trabajo de Corea de dar importancia a los intelectuales, idea creada por primera vez en la historia por el Presidente Kim Il Sung y desarrollada por el Dirigente Kim Jong Il y adelantar la victoria de la causa de la construccion de gran potencia prospera socialista y continua:
El Presidente, al percatarse temprano de la posicion y el papel que juegan los intelectuales en la lucha revolucionaria y la construccion de una nueva sociedad, los presento como uno de los principales integrantes del sujeto de la revolucion e hizo incluir en la insignia del partido la pluma junto al martillo y hoz. Esto es la mas original y revolucionaria idea y politica de dar importancia a los intelectuales que puede concebir unicamente el Presidente, creador de la inmortal idea Juche y genio de la creacion y la construccion.
