Second North-South Defence Minister-Level Talks Open

   Pyongyang, November 27 (KCNA) -- The Second North-South Defence Minister-Level Talks were opened here Tuesday.
    Present at the talks were the delegation of the north side headed by Kim Il Chol, minister of the People's Armed Forces, and the delegation of the south side with Minister of National Defence Kim Jang Su as chief delegate.
    The talks discussed the military measures to implement the "Declaration for Development of North-South Relations and Peace and Prosperity".
    The head of the north side's delegation said that it is important to have a correct understanding of the issue of the country's peace, first of all, in order to thoroughly implement the historic October 4 declaration. He went on:
    Above all, it is necessary to understand that the issue of the peace of Korea is the issue of defusing the military tensions and confrontation and removing the danger of war from A to Z.
    It is also necessary to understand that the solution of the above-said issue is the matter pending a most urgent settlement among all the issues arising in the north and the south.
    It is imperative to have a fresh understanding that this issue should be settled as required by the June 15 era of reunification.
    He clarified the principled stand of the Korean People's Army concerning the military measures for the implementation of the October 4 declaration and proposed the following ways for carrying them out:
    First, the military authorities of both sides should take practical measures to put an end to the hostile relations in the military field and ensure detente and peace.
    Second, they should take practical measures to prevent a war and sincerely honor their commitments to non-aggression.
    Third, they should cooperate with each other in the military field so that the top leaders concerned with putting an end to the ceasefire system and building a peace mechanism may declare the end of war as early as possible.
    Fourth, they should take measures to provide a military guarantee for north-south cooperation and exchange.
    The head of the north side delegation called on the military authorities of both sides to pool efforts in the spirit of "By our nation itself", looking far into the future of the nation, and thus make a great contribution to ensuring peace and military detente and improving the overall north-south relations.

Greetings to Mauritanian President

   Pyongyang, November 27 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, sent a message of greetings to Sidi Mohamed Ould Cheikh Abdelahi, President of the Islamic Republic of Mauritania, on Nov. 19 on the occasion of the 47th anniversary of its independence.
    In the message Kim wished the president success in his work for the stability, independent development and prosperity of the country.
   


Congratulations to Mongolian PM

   Pyongyang, November 27 (KCNA) -- Kim Yong Il, premier of the DPRK Cabinet, sent a congratulatory message to S. Bayar on the latter's appointment as Prime Minister of Mongolia.
    Expressing the expectation and belief that the bilateral ties of friendship and cooperation would continue to favorably develop in the mutual interests, the message wished the prime minister of Mongolia success in his responsible work for the development of the country and the promotion of the well-being of the people.

   Pyongyang, November 27 (KCNA) -- A delegation of the Physical Culture and Sports Guidance Commission led by its Chairman Mun Jae Dok left here for China on Tuesday.
    Arriving here on the same day were a delegation of cadres of the Communist Party of China (CPC) led by Deputy Secretary of the Henan Provincial Committee of the CPC Chen Quanguo, a delegation of the China Meteorological Administration led by its Deputy Administrator Xu Xiaofeng and a delegation of the Vietnam Farmers Union led by Permanent Vice-Chairman of its Central Committee Le Hoang Minh.


New Postage Stamps Issued

   Pyongyang, November 27 (KCNA) -- New postage stamps (14 in kinds) showing folk furniture, folk dishes and famous paintings of Korea have been brought out.
     Depicted in the folk furniture stamps are a nickel-decorated box, a collapsible dresser case, a three-storied mother-of-pearl-inlaid wardrobe with patterns of ten long-living animals, etc. which were used by people in the period of the Ri Dynasty (1392-1910).
     There are also stamps showing glutinous potato cake, fermented flatfish, frozen potato cake and yongchae Kimchi which are special dishes of North and South Hamgyong Provinces.
     The stamps of famous paintings include "Plowing a Rice-field", "Mat-Plaiting", "Threshing" and "Archery" by Kim Hong Do, a well-known painter in the 18th century.


Broad External Activities of Koguryo

   Pyongyang, November 27 (KCNA) -- Koguryo (277 B.C. - A.D. 668) which existed for nearly one thousand years was a powerful state in the East. It displayed the dignity and mettle of the independent nation, having established external relations with many neighboring countries.
    According to historical records, Koguryo had external relations with 24 countries in western and northwestern regions adjacent to it and engaged in brisk diplomatic and trade activities with them.
    This is well illustrated by a palace mural of Samarkand.
    The mural discovered in Samarkand of Uzbekistan in Juche 54 (1965) portrays Koguryo envoys who traveled tens of thousands of ri across the continent and conducted diplomatic activities in the western region (Central Asia).
    It depicts a historical fact in the period of about 650-655. Shown there is a scene of the King of a state that reigned over Samarkand receiving twelve envoys from different countries. Among them there are two envoys conspicuous in their apparel and manner. These envoys yellow in skin color are wearing Jolphung (a kind of hat) with two feathers, a long yellow coat, its hem reaching the knees, with black belts tied around their waists and swords with a round tip dangling at their left waist. Each of them is wearing loose trousers and a pair of shoes with pointed toe-caps.
    Intensive studies of academic circles have already confirmed that they are none other than Koguryo envoys.
    To go to Samarkand from Koguryo, they had to pass through dry deserts, fields and steep mountains extending tens of thousands of ri. Koguryo people used the "silk road" peculiar to Koguryo which they pioneered independently without modern means of transportation, instead of the secure "silk road" of the earlier days.


Japan Urged to Lift Sanctions against DPRK

   Pyongyang, November 27 (KCNA) -- It is the stand of the DPRK that Japan may go ahead with sanctions against the DPRK if it likes but it should redress its past crimes without fail because it is not the issue that allows Japan to dodge its solution. It is an urgent demand of the times as its solution brooks not a moment's delay.
    Rodong Sinmun Tuesday says this in its commentary.
    It goes on:
    The Japanese reactionaries recently decided to extend the sanctions against the DPRK six months including an embargo on the DPRK- flagged ships under the pretext of the abduction issue and they are making desperate efforts to deter the United States from delisting the DPRK as a "sponsor of terrorism."
    Japan's move to do harm to the DPRK by slapping sanctions on it over the abduction issue is as foolish and crazy an act as trying to sweep the sea with a broom. The DPRK will remain unfazed even if Japan may extend the sanctions against it several decades.
    As far as the issue of the U.S. option to delist the DPRK as a "sponsor of terrorism" is concerned, this is the measure that cannot be retracted because of Japan's obstruction as the label is unjust. The desperate frenzy on the part of Japan to check the above-said option would get it nowhere because it is the commitment to be fulfilled by the U.S. on the principle of "verbal commitment" and "action for action" agreed upon at the six-party talks. Japan would be well advised to know clearly that its despicable behavior would only bring into spotlight its disgusting colors as a narrow-minded political dwarf.
    There is something to tell Japan loud and clear as it is going busy visiting its U.S. master, lost to all sense of shame.
    Japan has dodged the settlement of its past crimes for more than six decades. There are not a few countries in the world which committed war crimes. But it is only Japan that has played clumsy sleight of hand to cover up so hideous crimes and go without redressing them even in this new century.
    It is the most urgent historic task for Japan to redeem its past wrongs in the light of the need of the times and in view of the gravity of the crimes perpetrated by the Japanese imperialists in the past.
    Japan is a party concerned with the six-party talks aimed at denuclearizing the Korean Peninsula. If Japan wishes the talks successful progress, it should not do anything obstructive to them.
    Japan would be well advised to pay heed to the international public opinion. It would be wise enough for Japan to lift the counter-productive sanctions and honestly apologize for its past crimes and compensate for them just as Germany did and thus behave itself as required by the trend of the times.


Stronger Solidarity and Alliance Called for

   Pyongyang, November 27 (KCNA) -- It is beyond doubt that national unity can be placed on a new level if the organizations of the reunification movement embracing Koreans from all walks of life and other compatriots in the north and the south and abroad reenergize contacts and negotiations and intensify cooperation and exchange and more actively wage common struggle for national reunification with the June 15 All-Korean Committee as an umbrella body, says Rodong Sinmun Tuesday in a signed article.
    Since the adoption of the June 15 North-South Joint Declaration the Koreans have keenly realized the truth that the great national unity provides the only way out for the nation and the way of achieving reunification, the article notes, and goes on:
    This year marked a signal turn in improving the north-south relations and witnessed a stirring reality in which the Koreans felt as if the barrier of division had collapsed. This is a clear proof of the attraction and vitality of the joint declaration.
    The Koreans should actively turn out in the efforts for national unity, not content with the successes made in the movement for reunification.
    In order to achieve the unity of the whole nation it is necessary for the Koreans to actively promote solidarity and alliance and unite close around the organization with the single patriotic desire for reunification.
    They should wage a more dynamic struggle to achieve the unity, steadily giving momentum to the atmosphere of great national unity.
    It presents itself as an urgent issue to boost the solidarity and alliance today when the separatist forces at home and abroad have become all the more undisguised in their anti-reunification moves, concludes the article.


Japan Branded as Nuclear Criminal State

   Pyongyang, November 27 (KCNA) -- According to a recently declassified document of the United States, Japan confidentially promised the United States to allow the latter's warships carrying nukes to enter the former's ports or pass through its territorial waters when the talks for the amendment of the Japan-U.S. Security Treaty were going on in 1960.
    The fact goes to prove that Japan has long committed nuclear crimes before it raised the "three non-nuclear principles", Minju Joson today says in a signed commentary.
    Citing data to expose such crimes, the news analyst says:
    Japan allowed the United States to store in Japan proper nuclear weapons in the event of contingency and make free nuclear attack from there. In return for such allowance, it got the political support and material aid for turning itself into a military power and realizing its ambition for overseas expansion.
    In particular, Japan has pushed ahead with the establishment of plutonium production processes, introduction of nuclear materials, acquisition of technology of manufacturing nukes, development of the means for carrying them and other measures for nuclear armament since it started the development of atomic energy in 1956. It has already acquired all facilities and conditions needed to turn itself into a nuclear state anytime.
    Nevertheless, Japan is still now advertising the "three non-nuclear principles". The tricky intention of the Japanese reactionaries is to divert elsewhere the attention of the international community to Japan's moves for nuclear armament and revival of militarism under the signboard of the "three non-nuclear principles" and rush towards the road of militarist overseas aggression, including the provocation of a nuclear war, behind the curtain of "peace".
    The Japanese reactionaries have ushered the U.S. nuclear warships into Japan in secrecy in a bid to pose nuclear threats to the Korean Peninsula and other parts of Northeast Asia and spark off nuclear arms race in the region. In this way they intend to make a pretext for Japan's nuclear arming and finally turn Japan into the leader of Asia with nukes.
    This tells that the Japanese reactionaries are the very ones who seriously wreck and threaten peace and security in Northeast Asia and the rest of the world, the commentary concludes.


U.S. Stages War Exercises against DPRK

   Pyongyang, November 27 (KCNA) -- The U.S. imperialist bellicose forces for aggression are busy these days with war exercises targeted against the DPRK after introducing flying corps and nuclear-powered guided missile submarines into south Korea, according to a military source.
    On Nov. 26 they deployed overseas-based F-16s and F-15s in their air force bases and this was preceded by the deployment of F/A-18s on Nov. 19.
    These war planes were busy with exercises for air battle, close air support and strike at ground targets in the air over the areas of Hoengsong, Thaebaek, Chonan, Osan and Ryechon in a coordinated operation with flying corps of the U.S. seventh air force present in south Korea on Nov. 23, 26 and 27.
    Involved in these aerial war exercises were at least 350 F-16, F-15, A-10 and F/A-18 and other type planes. These planes were refueled by KC-135 in midair under the command of Japan-based E-3.
    A nuclear-powered guided missile submarine of the U.S. imperialist aggression forces entered Pusan Port on Nov. 21 to stage a madcap submarine operation exercise targeted against the DPRK in the waters off the port.


Songun Politics Praised in North America

   Pyongyang, November 27 (KCNA) -- The North American Committee against Zionism and Imperialism posted a special write-up interwoven with a photograph of Kim Jong Il inspecting a unit of the Korean People's Army (KPA) on its Internet homepage "Songun Korea."
    The homepage said in an article titled "Supreme Leader Kim Jong Il has trained an invincible army" that it was an event of great significance that the Korean people held Kim Jong Il in high esteem as supreme commander of the KPA on Dec. 24, 1991.
    It went on:
    Kim Jong Il adopted the Songun politics as a basic political mode under socialism in order to cope with the moves of the imperialists to stifle the DPRK and made an original definition about the driving force of revolution on the principle of calling for putting the army first before the working class.
    He has energetically led the work to firmly equip the People's Army with the Juche idea and the Songun idea, fully prepare it in military technique and further develop the nation's defence industry.
    As a result, the DPRK came to have military deterrent powerful enough to beat back any enemy invasion and the U.S. imperialists' threat of preemptive nuclear attack and sanctions against the DPRK have proved futile.


Ri Hoe Chang's Ambition for Power Flailed

   Pyongyang, November 27 (KCNA) -- Choe Pong Gil, chairman of the United Confederation of Koreans in Russia, made public a statement on Nov. 22 bitterly denouncing Ri Hoe Chang's ambition for power.
    Noting that Ri Hoe Chang, a wicked sycophantic traitor, an anti-reunification element and a kingpin of irregularities and corruption, is these days leaving no stone unturned to come to power, the statement said:
    Ri would be well advised to cool his head fevered with the ambition for "presidency" and restrain himself for him.
    He should behave himself, mindful that if he insists in his run for "presidency", a fantastic daydream, challenging the desire of the times and the nation in a sinister purpose to reverse the trend of the times toward the reconciliation and unity of the whole nation and peace, prosperity and reunification despite the warning of the fellow countrymen and the nation, it will only accelerate the death of the traitor whose life is woven with crimes.

Rodong Sinmun advierte a los reaccionarios japoneses

   Pyongyang, 27 de noviembre (ATCC) -- Si dejamos a la voluntad de Japon sancionar o no a Corea. Pero, no podemos tolerar la evasion de este pais isleno en la cuestion de la liquidacion del pasado criminal que resulta una demanda impostergable y apremiante de la epoca.
    Asi senala el periodico Rodong Sinmun en un comentario individual de este martes y continua:
    Recientemente, los reaccionarios japoneses decidieron la prorroga de 6 meses de la sancion contra Corea incluida la prohibicion de la entrada de los barcos coreanos en los puertos japoneses bajo el pretexto del problema del secuestro. Y se esfuerzan desesperadamente por impedir la gestion de Estados Unidos de excluir a Corea en la lista de los "paises de apoyo al terrorismo".
    El intento de Japon de intimidar con la sancion a la Republica Popular Democratica de Corea es ingenuo y absurdo. No nos asustaremos jamas aun cuando ese pais trate de prorrogar la sancion a decenas de anos.
    El que EE.UU. excluya a la RPDC en la citada lista es una cuestion que se presento segun el principio de "palabra vs. palabra" y "accion vs. accion" acordado en las conversaciones a 6 bandas. Por tanto, el acto desesperado de Japon de impedirlo no surtira efecto sino pondra mas de relieve su abominable fisonomia de "enano politico".
    Antes todo, Japon debe liquidar su pasado criminal en vez de danar su honra adulando a su amo norteamericano.
    Ya pasaron mas de 60 anos desde el fin de la Segunda Guerra Mundial y en el mundo hay no pocos paises que cometieron crimenes de guerra. Pero, solo Japon se vale de todos los medios para evitar la liquidacion del pasado criminal.
    Tanto a la luz de la demanda de la epoca como en vista de la gravedad de los crimenes de los imperialistas japoneses la liquidacion del pasado deviene la tarea historica impostergable.
    Japon es un pais que forma parte de las conversaciones a 6 partes para la desnuclearizacion de la Peninsula Coreana. Si desea la marcha exitosa de esta cita, debe abstenerse de los actos que la obstruyen.
    Japon debe prestar oidos a la opinion publica de la sociedad internacional.
    Tambien debe levantar la sancion inutil y actuar con prudencia conforme a la corriente de la epoca que hace sincera disculpa e indemnizacion por sus crimenes del pasado como lo hizo Alemania.


Minju Joson califica a Japon de criminal nuclear

   Pyongyang, 27 de noviembre (ATCC) -- Segun un documento secreto de Estados Unidos descifrado recientemente, durante las conversaciones para la enmienda del tratado de seguridad Japon-EE.UU. sostenidas en 1960, ese pais isleno acordo en secreto con el imperio permitir el arribo a sus puertos o el paso por sus aguas territoriales de los buques norteamericanos dotados de armas nucleares.
    Esto demuestra que Japon incurrio en acciones contra la desnuclearizacion ya desde hace mucho tiempo antes de que esgrimiera fingidamente los "3 principios de desnuclearizacion".
    Asi senala el periodico Minju Joson en un comentario individual del dia 27 y continua:
    Japon permitio el "almacenamiento en su territorio de armas nucleares para el tiempo de guerra" de EE.UU. y la libre "salida para el ataque nuclear" y recibio a cambio el apoyo politico y asistencia material necesarios a la conversion en una potencia militar y a la realizacion de la ambicion expansionista a ultramar.
    En particular, desde que inicio en 1956 el desarrollo de energia atomica hasta la fecha, para llevar a cabo el armamentismo nuclear, impulso freneticamente el proceso de produccion de plutonio, introduccion de sustancias nucleares, la adquisicion de tecnicas de fabricacion de armas nucleares y desarrollo de medios de transporte.
     De esta manera, preparo todas las condiciones para convertirse en cualquier momento en el pais con armas nucleares.
    Sin embargo, Japon habla tanto hasta hoy de los "3 principios de desnuclearizacion" partiendo de su astuto calculo de desviar la atencion de la sociedad internacional a su armamentismo nuclear y maniobras de resucitacion militarista y de apretar los pasos detras de la cortina de "paz" en su camino para provocar una guerra nuclear y cometer otras formas de agresion militarista a ultramar.
    Los reaccionarios japoneses autorizaron la entrada de los buques nucleares norteamericanos enganando a otros para generar una amenaza nuclear en la Peninsula Coreana y el Nordeste Asiatico.
     Asi que quieren desatar una carrera armamentista nuclear en esa region, que les procurara el pretexto de armamentismo nuclear de su pais, y ocupar con artefactos de este tipo la posicion del dueno de Asia.
    Esto insinua que los reaccionarios japoneses son los culpables que perturban y amenazan gravemente la paz y seguridad del Nortedeste Asiatico y el resto del mundo.


Rodong Sinmun aboga por fortalecer solidaridad y alianza entre coreanos

   Pyongyang, 27 de noviembre (ATCC) -- No cabe duda de que la unidad nacional se fomentara constantemente en su nueva etapa si las entidades del movimiento por la reunificacion de diferentes sectores y los compatriotas del Norte, el Sur y en ultramar dinamizan los contactos, el dialogo, la cooperacion y el intercambio y dan mas pujanza a la lucha comun por la reunificacion de la patria apoyandose en el Comite Conjunto Nacional del 15 de Junio.
     Destaca asi un articulo individual publicado este martes en el diario Rodong Sinmun y continua:
     Desde la aprobacion de la Declaracion Conjunta Norte-Sur del 15 de Junio hasta hoy, los coreanos sintieron en carne propia que la gran unidad nacional es su unica salvacion y camino a la reunificacion.
     El ano en curso, en que se produjo un cambio trascendental en el desarrollo de las relaciones entre las dos partes de Corea y se desmorono la espiritual muralla de division, corroboro la fuerza atractiva y gran vigencia de dicha Declaracion Conjunta.
     La nacion coreana debe marchar con mas vigor por el camino para la unidad nacional sin vanagloriarse de los exitos logrados en el movimiento por la reintegracion territorial.
     Para alcanzar la unidad pannacional, todos los coreanos deben fomentar activamente la solidaridad y alianza e intensificar la cohesion organizativa con la voluntad patriotica pro-reunificacion.
     Toda nacion coreana debe acrecentar el ya elevado clima por la gran unidad nacional y librar vigorosamente la lucha por alcanzarla.
     Hoy dia, en que se recrudecen las brutales maniobras anti-reunificacion de las fuerzas divisionistas internas y externas, la consolidacion de la solidaridad y alianza resulta un problema acuciante.
