He highly appreciated their successful performance and extended thanks to them.
All the soldiers have firmly prepared themselves politically and ideologically and in military technique and grown to be an army strong in idea and faith with high cultural entertainments, he said, adding that no force on earth can match such army ready to go through thick and thin for the sake of the party and the leader, the country and the people.
He said that the 31st art festival of servicepersons of the KPA is a striking demonstration of the validity and vitality of the WPK's literary and art policy on popularizing art and the praiseworthy culture of Songun.
The soldier culture created by the KPA is pervaded with the spirit of the times and militant optimism and rich emotion and it has become an example of socialist cultured practice in the era of Songun and a genuine model for all the officials and other working people to follow, he said.

KCNA Blasts Bolton's Anti-DPRK Remarks

Pyongyang, November 7 (KCNA) -- U.S. conservative hard-liners raised their heads again to malignantly slander the DPRK.
Neo-con Bolton is typical of them.
He talked trash that it is foolish to expect north Korea to keep its promise, history proves that it will never scrap its nuclear program of itself and it is a matter of time to realize that the U.S. has been fooled.
He even published a book titled "Surrender is not an option" in which he asserted that some mandarins of the U.S. administration are conducting absurd diplomatic negotiations with the DPRK.
Bolton's remarks are not worth even a passing note as they are nothing but a spate of vituperation let loose by an ill-tempered guy ousted from the government.
It is quite natural that one can hardly hear any proper remarks from Bolton as he is ill-famed for speaking ill of the countries standing for progress and peace.
What he uttered is no more than a shrill cry intended to tarnish the image of the DPRK well known to have kept its promise and faith.
What matters is that Bolton and other U.S. conservative hard-liners are working hard to scrap the agreement adopted at the six-party talks.
Bolton has become busy visiting congressmen. This is evidenced by the facts that he urged lawmakers to oppose the above-said agreement and some congressmen from the Republican Party were of the view that they would not approve the expenses for the provision of heavy fuel oil to the DPRK requested by the administration and conservatives of the administration claimed that a stick should be applied to north Korea in case it fails to keep its promise.
As universally known, the agreements adopted at the six-party talks stipulate the commitments to be fulfilled by the participants in the talks for the denuclearization of the Korean Peninsula without fail.
Earnest talks are now under way between the DPRK and the U.S. in various fields including bilateral working-level talks.
The U.S. supply of heavy fuel oil to the DPRK is going on at the phase of implementation.
Nevertheless, U.S. conservative hard-liners are keen to have the above-said agreement scrapped and deter the U.S. administration from implementing it. This is a clear indication that they do not wish to see the denuclearization of the Korean Peninsula but only pursue a stand-off.
What the conservative hard-liners are doing will only invite the international community's censure as it is nothing but an anachronistic and base act of those who swim against the trend of the times toward detente over the nuclear issue of the Korean Peninsula.
No wonder, AP accused Bolton of working hard to scrap the agreement adopted at the six-party talks.
The U.S. conservative hard-liners would be well advised to behave themselves.
It is the consistent stand of the DPRK to denuclearize the Korean Peninsula. It remains unchanged in its sincere efforts to achieve this aim.

DPRK to Make Positive Contribution to Worldwide Protection and Promotion of Human Rights

Pyongyang, November 7 (KCNA) -- The DPRK will more firmly defend the advantageous socialist system of Korean style which legally and practically guarantees the people's enjoyment of human rights on the basis of the man-centered Juche idea and make a positive contribution to protecting and promoting human rights worldwide. A DPRK delegate said this when addressing the meeting of the Third Committee handling social, human rights and humanitarian issues of the 62nd UN General Assembly on October 31.
There go on the international arena at present unceasing acts of taking the lives of innocent people and violating the rights and basic freedom of people quite contrary to the trend of the times towards peace and stability, he noted, and continued:
In order to protect and promote human rights it is necessary to put an end to aggression against sovereign states and interference in their internal affairs and the application of the double standards and selectivity in dealing with human rights issues and eradicate national chauvinism prevalent in the developed countries.
Referring to the fact that xenophobia is frequently practiced and minorities are becoming targets of violence as a result of the emergence of neo-Nazism and ultra-right forces in different countries, he drew the attention of the above-said committee to the Japanese authorities' suppression of Koreans in Japan.
This is a wanton violation of the UN Charter which calls for respecting human rights and basic freedom of all people and major international laws on human rights as it is a heinous fascist act to physically remove the centre for activities of Koreans in Japan in a bid to suppress the activities of the General Association of Korean Residents in Japan and Koreans in Japan, he noted, and continued:
The DPRK has done all it could to protect and promote the rights of the people despite the ceaseless threat of aggression by the U.S. and other hostile forces and unprecedented economic blockade for nearly six decades since its founding.
The Korean people now fully enjoy the basic freedom and amply exercise their rights as the full-fledged master of the state and society.

Japanese Imperialists' Criminal Pillage of Forest Resources of Korea

Pyongyang, November 7 (KCNA) -- The Japanese imperialists had committed innumerable crimes unprecedented in history during their occupation of Korea.
Their pillage of Korea's forest resources was nothing but part of their criminal acts.
According to data, they took more than 769,402,347 cubic meters of trees from Korea to Japan in the period from 1902 to July 1945. Among them were 219,282,347 cubic meters of timber, 522,820,000 cubic meters of firewood and 27,300,000 cubic meters of wood for charcoal.
They plundered Korea of its rich forest resources in every vicious way to meet the economic and military demands for timber including paper -making, ship-building, construction and sleeper in their country.
In particular, they devastated the primeval forest of more than two million hectares in the areas along the Amnok and Tuman Rivers through four "Forest Management Stations" under direct control of the "Government-general of Korea," 26 deforestation companies and 100-odd tree-felling sites. Besides, they let "forest management agencies" under the 13 "provincial governments" and entrepreneurs and enterprises of Japan including the "Mitsui Local Products", "Sumitomo Big Business" and "Katakura Industry" to plunder a numerous forest resources in Korea.
Within three years after their occupation of Korea, the Japanese imperialists carried away some 48 million cubic meters of timber. They deforested over 3 million hectares of woodland by 1916 and over 118,000 hectares of woodland along large rivers including the Taedong, Han, Rakdong and Kum Rivers in 1919.
It is part of the Japanese imperialists' plunder of forest resources.
Japan must clearly know the past crimes of the Japanese imperialists and apologize and compensate to the Korean people for them.

Immortal Feats in Ushering in New Era of Juche-Oriented Revolutionary Drama

Pyongyang, November 7 (KCNA) -- Thirty-five years have passed since Kim Jong Il marked a turning-point in the drama field. New revolutionary dramas have been created to enrich the Juche-oriented revolutionary drama art in Korea.
At that time, the world drama circle thought that it was inevitable for the drama with long history to fall into decay and ruin as movies were widely disseminated and TV found its way to houses.
On November 7, Juche 61 (1972) Kim Jong Il authored the famous work "On Creating a New Revolutionary Drama that Meets the Juche Era". He in the work indicated the very way for creating new revolutionary dramas suitable to the emotion and aesthetic sense of the Korean people.
He heralded the drama revolution with the representation of the famous drama "A Mountain Shrine" created by President Kim Il Sung in the period of his early revolutionary activities.
In those days he gave scientific answers to the theoretic and practical issues arising in creation of revolutionary drama such as theme, composition and aspect of drama, introduction of music and song to drama, stereo of stage art, conversion of stage without letup and thus created a model of the Korean style revolutionary drama.
Under his guidance brilliant successes were made in creating such famous works as "Blood at an International Conference", "A Letter from a Daughter", "Three Pretenders" and "A Celebration Meeting" in the form of "A Mountain Shrine".
The creation of "A Mountain Shrine"-type drama was the great event opening the new era of Juche-oriented revolutionary drama and constituted a landmark for the construction of Juche-oriented drama art and the development of the world drama.
Thanks to the Workers' Party of Korea's policy and theory on drama art advanced in the creation of the "A Mountain Shrine"-style dramas, masterpieces including the revolutionary dramas "Under the Banner of Victory," "Wish" and "Mother's Request" were created one by one.

Rodong Sinmun Flails U.S. Dangerous Plan for Preemptive Strike

Pyongyang, November 7 (KCNA) -- The U.S. Department of Defense worked out a plan to increase the bomb loading capability of the B-2 strategic bomber and this is intended to perfect the U.S. capabilities for preemptive strike, says Rodong Sinmun in a news analysis Wednesday.
Noting that the DPRK is made the target of the preemptive strike, the analyst goes on:
The U.S. imperialists are going to load B-2 with a super large bomb capable of destroying underground structures which can be controlled by a satellite.
The DPRK is the main target among those objects which they seek to strike by loading the bomber with the extra large bomb 6.25 meters long which they have developed and put on the production line.
The "OPLAN 5027" and other military strike scenarios worked out by the U.S. to make a preemptive attack at the DPRK include plans to strike and destroy first major military setups of the DPRK. When developing the extra large bomb capable of penetrating deep underground, the U.S. did not conceal that it was designed to strike the DPRK.
Judging from all this, we may say that the U.S. is hastening preparations to mount a preemptive attack on the DPRK at the last stage.
Various types of U.S. battleships are frequenting Japanese ports near the Korean Peninsula. This suggests that the sinister U.S. scheme to make a preemptive strike at the DPRK is entering the practical stage.
If the U.S. eagerly waits for an opportunity to launch a preemptive strike while pretending to seek reconciliation with the DPRK, the hostile relations between the DPRK and the U.S. will never be settled and the situation will get more complicated.
The option of preemptive strike is not a monopoly of the U.S.

Rodong Sinmun on Absolute Standard for Settling National Issue

Pyongyang, November 7 (KCNA) -- Independent will and interests of all members of the nation alone can serve as an absolute standard for solving the issue related to its destiny. Rodong Sinmun Wednesday says this in a signed article.
The Koreans who live separated in the two parts are committed to achieving national reunification, their common will and interests, the article notes, and goes on:
National reunification is, in essence, the cause of achieving national independence as it is aimed at putting an end to foreign domination and interference and attaining national independence. It is the task to be fulfilled for the sake of the Korean nation. The Koreans in the north and the south and overseas have a vital interests in it, in reality. More than six decades have passed since Korea was divided into two by outside forces. National reunification has, therefore, become the cherished desire of the Koreans. It represents the will of the nation and its implementation would meet its vital interests.
When handling any national issue, the issue of inter-Korean relations, Koreans should regard the unity and reunification of the nation, its will and interests, as a standard for settling it.
They can never achieve independence by depending upon outside forces in settling the national issue.
The June 15 era of reunification proved in practice that neither relations with any foreign forces nor ism should be placed above the interests of the nation.
The Koreans who stake their destiny on national reunification should solve all issues on the principle of defending the nation and giving priority to it, regarding its will and interests as an absolute standard in order to achieve independence. There can be no other way for them.
The Koreans are the driving force for national reunification and no one can replace them in this matter.
They are called upon to regard the common will and interests of the nation as the best standard under any circumstances and carve out their destiny independently by resolutely rejecting the foreign interference and pressure according to their own view and judgement in the spirit of "By our nation itself".

Dissolution of S. Korea-U.S. "Combined Forces Command" Urged

Pyongyang, November 7 (KCNA) -- The United States invented the south Korea-U.S. "Combined Forces Command", a military tool for aggression, on Nov. 7, Juche 67 (1978), in a bid to perpetuate its military occupation of south Korea and realize its wild ambition for aggression on the DPRK.
Newspapers here today carry signed articles in this regard.
Rodong Sinmun says in an article that in south Korea the "command" has so far worked out war scenarios for aggression on the DPRK and supervised all the military exercises and arms buildup to carry them into practice.
It also backed the pro-American fascist dictatorial regimes by force of arms while commanding behind the scene the military suppression of the south Korean people's massive struggle for democracy against dictatorship, the article notes, and goes on:
That is why the people from all walks of life in south Korea have strongly demanded the dissolution of the criminal "command" from long ago.
Seized with uneasiness at the increasing desire of the south Korean people for independence against the U.S. and for peace against war, the U.S. is resorting to more cunning tricks to keep its military occupation and domination over south Korea. It seeks to nominally disorganize the "command" through the transfer of the "right to command wartime operations" and, instead, use other military mechanism more powerful than it.
The U.S. still remains unchanged in its intention to perpetuate its military presence in south Korea and realize its design for domination over the whole of Korea. This is proved by the fact that the U.S. is working hard to maintain and reinforce the "UN Command" in south Korea.
After all, there will be no change even if the "Combined Forces Command" is dissolved through the transfer of the "right to command wartime operations." The "Combined Forces Command" and the "UN Command" are different in name, but much the same in intrinsic nature as they serve as a criminal military tool for occupation, domination, aggression and war.
Minju Joson says that either dissolution of the "command" or transfer of the "right" will be nothing but a gimcrack as long as the U.S. forces remain in south Korea. The U.S. should take immediate measures to pull back its forces, not resorting to palpable deceptive tricks, it stresses.

Struggle against Presidential Candidate from GNP Called for

Pyongyang, November 7 (KCNA) -- Members of the Solidarity for Progress of south Korea reportedly called upon the people to turn out in the struggle against Ri Myong Bak, a presidential candidate from the Grand National Party, as part of the actions against conservatism in Seoul on Nov. 1.
They accused Ri Myong Bak of deceiving the people with lies though he has committed many scandals including "false moving-in" and "BBK stock price manipulation", adding that he is not qualified for "presidential candidacy" as he is keen on double-dealing tactics.
They denounced Ri for raising both hands in support of the extension of the presence of troops in Iraq and openly letting loose such reckless remarks as describing the "presidential elections" as "confrontation between pro-north left wing and conservative right wing".
They called upon the people to turn out in the campaign to denounce Ri Myong Bak hell-bent on telling lies and perpetrating anti-reunification acts.

Vigorous Anti-U.S. Struggle Urged in S. Korea

Pyongyang, November 7 (KCNA) -- The South Headquarters of the National Alliance for the Country's Reunification (Pomminryon) reportedly issued a statement on November 4 on the lapse of 78 years since the Kwangju student incident.
The incident on November 3, 1929, shook the Japanese imperialist colonial ruling system to its very foundation, the statement said, adding: Today the youth and students should shatter the outsiders' persistent domination over south Korea and interference in its affairs by inheriting the fighting spirit displayed by the righteous students in Kwangju 78 years ago.
It is an urgent task for the youth and students to take the lead in the sacred struggle to remove the pro-U.S. flunkeyist forces and drive out the U.S. forces from this land under the uplifted banner of "By our nation itself" in the June 15 era, the statement stressed.
It declared that the South Headquarters of Pomminryon would certainly put an end to pro-American sycophantic policy in south Korea and expel the U.S. forces from there, together with all the youth and students advocating justice.

S. Korea-U.S. "Annual Security Consultative Meeting" Flailed

Pyongyang, November 7 (KCNA) -- A rally for denouncing the 39th south Korea-U.S. "annual security consultative meeting" was reportedly held in Seoul on Nov. 3 under the sponsorship of the Solidarity for Progress of south Korea, the south Korean Confederation of Trade Unions, the People for Achieving Peace and Reunification and other civic and public organizations of south Korea.
At the rally speakers noted that the meeting is expected to discuss the issues of expanding the U.S. military base in Phyongthaek, "transferring the right to control wartime operations" and coordinating the role of the "UN Command" and decide on such matters as scenarios of war against the DPRK, command of operations, maneuvers of forces and forced purchase of arms.
It is said that even after "transfer of the right to control wartime operations" the south Korean air force will be put under the control of the U.S. air force commander, they pointed out, adding this means that in actuality the U.S. forces would maintain their right to control all operations of the south Korean forces.
The belligerent forces at home and abroad are scheming to make the south Korea-U.S. "Combined Forces Command" function as the "UN Command", they said, charging that the U.S. and the Defence Ministry of south Korea are committing crimes, going against the development of history.
