Kim Jong Il Sends Wreath to Bier of Kang Tok Su

   Pyongyang, October 26 (KCNA) -- General Secretary Kim Jong Il sent a wreath to the bier of KPA Col. General Kang Tok Su Friday, expressing deep condolences over his death.


Inter-Korean Contact Made

   Kaesong, October 26 (KCNA) -- A contact was made in Kaesong on Friday to make arrangements for the talks between the premiers of the north and the south.
    At the contact both sides agreed to hold inter-Korean premiers talks in Seoul from Nov. 14 to 16 for the purpose of implementing the Declaration for the Development of North-South Relations and Peace and Prosperity.
    They agreed to further the discussions on the issues concerning the talks in the future.


DPRK Premier Leaves for Foreign Countries

   Pyongyang, October 26 (KCNA) -- Kim Yong Il, premier of the DPRK Cabinet, Friday left Pyongyang by special plane to pay an official goodwill visit to Vietnam, Malaysia, Cambodia and Laos.
    His entourage included Rim Kyong Man, minister of Foreign Trade, Ri Kyong Sik, minister of Agriculture, Mun Jae Chol, acting chairman of the Korean Committee for Cultural Relations with Foreign Countries, and Kim Yong Il, vice-minister of Foreign Affairs.
    The premier and his entourage were seen off at the airport by Vice-Premier Ro Tu Chol, Minister of Culture Kang Nung Su, Vice-Minister of Foreign Affairs Choe Su Hon, Vice-Minister of Foreign Trade Ku Pon Thae, and diplomatic envoys of Vietnam, Malaysia, Cambodia and Laos here.


National Meeting of Secretaries of Cells of WPK Opens

   Pyongyang, October 26 (KCNA) -- A national meeting of secretaries of the cells of the Workers' Party of Korea opened at the April 25 House of Culture here Friday.
    Present there were Kim Yong Nam, member of the Political Bureau of the Central Committee of the WPK, Choe Thae Bok, Choe Yong Rim, Hong Song Nam and Hong Sok Hyong who are alternate members of the Political Bureau of the WPK Central Committee, Kim Kuk Thae, Kim Jung Rin and Kim Ki Nam, secretaries of the WPK Central Committee, leading officials of party organizations in Pyongyang and provinces, exemplary secretaries of party cells and party officials.
    The meeting will review the successes and experience gained by the party cells in strengthening and developing them over the last more than decade and discuss tasks facing all of them to creditably discharge their mission and duty as vanguard organizations carrying out the cause of the party with loyalty and ways to do so.
    Kim Yong Nam conveyed a congratulatory message of the Central Committee of the WPK to the participants in the meeting.
    The message noted that the meeting is a significant one as it will offer an important occasion in demonstrating the invincible might of the party that has victoriously led the cause of Juche-oriented party building and the cause of socialism under the great banner of Songun and in enhancing the function and role of the party cells, bringing about a signal turn in the overall party work and thus dynamically speeding up the general advance of the Songun revolution as required by the party and the developing revolution that have entered a new historical stage.
    It said that the WPK Central Committee highly praises the participants in the meeting and all the secretaries of the cells of the WPK from across the country for the great services they have rendered to consolidate the WPK and revolutionary ranks, firmly defend Korean-style socialism and achieve the prosperity of the country.

    Choe Yong Rim in a report made at the meeting recalled that President Kim Il Sung set forth a unique theory on party building guided by the Juche idea in the early period of the anti-Japanese revolutionary struggle and set a shining example in building a revolutionary party by forming primary party organizations first and expanding and strengthening them.
    The President's idea and theory on strengthening the party cells and the leadership exploits performed by him in this course have been successfully carried forward by Kim Jong Il, the reporter said, adding:
    Kim Jong Il systematized in an integral whole the Juche idea and the theory of building Juche-oriented party guided by the Juche idea in the early period of leading the WPK and the Korean revolution, clearly indicated the orientation of strengthening the party cells, the lowest organizations of the party, and ways to do so. He also set a shining example in the work of party cells while providing field guidance to a number of party cells.
    He wisely led the work to make all the party cells loyal cells and thus put the historic struggle to develop the party into an eternal party of the President on a new stage of development. The historic letter "Let Us Strengthen Party Cells" he sent to the participants in the national lecture given to secretaries of the cells of the WPK on May 10, Juche 80 (1991) serves as an immortal programme to be always held fast to by all the party cells.
    Over the past more than decade since the last national meeting of secretaries of the cells of the WPK they have grown to be ideologically pure bodies which share the idea and intention with the headquarters of the revolution and glorified their honor of being a reliable groundwork for defending socialism and a death-defying corps in implementing the party policies.

Greetings to Austrian President

   Pyongyang, October 26 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, sent a message of greetings to Austrian President Heinz Fischer on Oct. 26 on the occasion of its national day.
    In the message, Kim expressed the belief that the friendly and cooperative relations between the two countries would continue to develop on good terms in the future, too, wishing the Austrian people welfare.


Greetings to Prime Minister of Saint Vincent and Grenadines

   Pyongyang, October 26 (KCNA) -- Kim Yong Il, premier of the DPRK Cabinet, sent a message of greetings to Ralf Gonsalves, Prime Minister of Saint Vincent and Grenadines, on the occasion of the 28th anniversary of its independence.
    The message expressed belief that the friendly and cooperative relations between the peoples of the two countries would favorably develop in the future.


Indonesian Diplomats Help Korean Farmers

   Pyongyang, October 26 (KCNA) -- Daulat Hotma Audison Passaribu, Indonesian ambassador to the DPRK, and embassy officials gave a helping hand to the members of the DPRK-Indonesia Friendship Yaksu Co-op Farm in Kangso County in rice threshing on Oct. 25.
    They looked round the kindergarten of the farm and watched an art performance given by kindergarteners. They had a friendly volleyball game with farmers.
    That day the guests handed farm materials to the farm.


Mushroom Cultivation Scientific and Technological Presentation and Exhibition Held

   Pyongyang, October 26 (KCNA) -- A national mushroom cultivation scientific and technological presentation and exhibition took place in Pyongyang under the sponsorship of the Central Committee of the Korean General Federation of Science and Technology on Oct. 24 and 25.
    It was attended by scientists and technicians and cultivators who proved successful in the researches into mushroom and its cultivation in the last period.
    Presented there were at least 100 papers on successes and experience gained in the researches into increasing the production of mushroom.
    On display at the exhibition were a variety of produced mushroom and spores and culture media newly developed to suit the actual conditions of localities and dozens of instruments and equipment and vessels needed for cultivation and materials for packing mushroom.

Palhae Literature, National Treasure

   Pyongyang, October 26 (KCNA) -- Palhae ("Haedongsongguk") existed for over 200 years after it was founded in 698 by the ruined people of Koguryo. And its history records the brilliant culture and tradition created by its people.
    Palhae literature opened a high plane in the development of Korean literature in the middle ages.
    The literary works of Palhae are characteristic of high patriotic spirit and exquisite description in thematic and ideological contents and opulent lyricism and narration in artistry.
    Typical of them is the poem "Cloth-pounding Sound at Night". It truthfully depicts the mental state of the hero who is homesick and missing badly his parents, wife and children far away from home.
    The poem of 12 verses was written by Yang Thae Sa, a Palhae envoy, in Japan in the mid-eighth century.
    Other literary works including the poem "One feels homesick, looking up to the moon" by Wang Hyo Ryom reflect vividly the noble patriotic minds of the forefathers.
    Famous foreign men of literature and talents in those days were unstinting in their praise of literary works of Palhae.
    The then well-known writers of Japan appraised Pae Jong, a Palhae poet, as "a talent of seven steps" meaning a brilliant poet who wrote an excellent poem while taking seven steps. They said his poems were so virile and acute that they reminded one of a sharp-edged sword in the hand of a warrior dashing into an enemy camp and he wrote a poem with the speed of flashing lightning.


Wall on Mt. Runghan

   Pyongyang, October 26 (KCNA) -- The Korean Cultural Preservation Agency has of late supplemented new data to historic remains.
     The wall on Mt. Runghan is one of them. Belonging to the Koguryo period (B.C. 277-A.D. 668), it is registered as a national treasure.
     The wall is located in the area of Kwaksan, North Phyongan Province. It is a fortified stone wall adapted to the topographical features of Mt. Runghan with stiff cliffs.
     The wall stands mainly on precipitous cliffs on the northern and eastern sides and stretches along sloping mountain ridges on the western and southern sides.
     Thus, the wall is unfavorable for an attack by the enemy and favorable for defense.
     It is nearly 2.8 kilometers in circumference, five to six meters in height and six meters in base width. Gates are found on all sides. And the South Gate is of arch style.
     The traces of the battlements still remain on the wall and there are retaining walls at the gates.
     There were commanding posts, lakes, beacon lighthouses, storehouse and barracks in the old days but the sites of the barracks, ordnance store and houses to keep hundreds of soy sauce pots can be seen now.
     Dr. Ri Ki Ung, a room chief of the agency, said the wall was repaired and improved in the periods of Koryo and Ri Dynasty and was used as one of the important walls for defending the northwestern region even after the days of Koguryo.


U.S. Madcap Aerial War Exercises Assailed

   Pyongyang, October 26 (KCNA) -- The U.S. imperialist warlike forces are staging madcap aerial war exercises targeted against the DPRK these days, according to a military source.
    On Oct. 23 and 25, F-16 and A-10s belonging to the U.S. 7th air force in south Korea were busy staging drills to get proficient in navigation, terrain familiarization, close air support and striking targets on the ground in the sky over Kyonggi, South and North Chungchong and Kangwon provinces of south Korea.
    Massively involved in those exercises were F-15, F-16, F/A-18, EA-6B, E-2C and KC-135s that flew into the air force bases of the U.S. imperialist aggression forces in south Korea from overseas bases.
    On Oct. 21 and 24, formations of F-15s and F-16s and F/A-18s went mad with drills for intensive strike, flying in the air over the areas of Phyongchang, Nyongwol and Thaebaek of south Korean Kangwon Province while being refueled by a KC-135 in the air.
    These frantic aerial war exercises are adventurous saber-rattling designed to make surprise preemptive strikes at major targets of the DPRK and a grave challenge to the people of the DPRK and other peace-loving people of the world who unanimously aspire after the development of the inter-Korean relations and peace and prosperity.


Punishment of Human Rights Abusers Demanded in S. Korea

   Pyongyang, October 26 (KCNA) -- Three civic and social organizations of south Korea including the People's Solidarity for Abolition of the "National Security Law" (NSL) reportedly called a press conference in front of the building of the "National Assembly" in Seoul on Oct. 16 and demanded the enactment of a special law for the punishment of human rights abusers.
    Introduced at the conference was "Report on Human Rights Crimes by Security Organs" (Part 1: "Security Investigation Corps") which had been jointly published by the organizations.
    The report laid bare the fact that a police force thousands strong was posted in 35 "security investigation corps" across south Korea and they squandered a large amount of taxes collected from the people every year.
    Recalling the recent disclosure of the truth about false cases fabricated by the fascist dictators in the past, it cited concrete facts about crimes committed against human rights in the "anti-communist section."
    The speakers at the press conference including Ri Tok U, executive chairman of the Solidarity for Instituting Special Law against Statute of Limitation for Public Action, demanded the authorities immediately repeal the NSL, dissolve the "security investigation corps" and enact a special law for punishing human rights abusers at the present "regular National Assembly session".


Extension of Presence of S. Korean Troops in Iraq Protested

   Pyongyang, October 26 (KCNA) -- The People's Action against Troop Dispatch of south Korea reportedly called a press conference near Chongwadae in Seoul on Oct. 23 and released an appeal.
    Recalling that the "government" had officially announced the intended extension of the presence of the "Jaitun" unit in Iraq, the appeal expressed indignation at the deceptive behavior of the authorities who failed to keep their promise to withdraw the unit from Iraq within this year.
    It accused the authorities of attaching greater importance to the war promise to the United States which has pushed Iraq into disasters than to their promise to the people and loudly talking about something like "benefit" from troop dispatch.
    The extension of the presence of troops in Iraq cannot be justified with any ground, it said, calling on the people of all social strata to turn out in a powerful struggle demanding the pullback of the unit from Iraq.


Kim Jong Il's Work Off Press in Guinea

   Pyongyang, October 26 (KCNA) -- Kim Jong Il's famous work "On Preserving the Juche Character and National Character of the Revolution and Construction" was brought out in booklet by the Akhbar Publishing House of Guinea.
    The work, published on June 19, Juche 86 (1997), clarifies the idea that adhering to the Juche character and national character in the revolution and construction is a basic principle that should be maintained to accomplish the cause of socialism and tasks and ways to materialize the idea.
    A book releasing ceremony took place at the publishing house on Oct. 16.
    The director of the publishing house in a speech made at the ceremony said that he deemed it an honor to publish the work, adding that the work would powerfully encourage the progressive people in their vigorous struggle for global independence.


DPRK's Important Days Marked in Different Countries

   Pyongyang, October 26 (KCNA) -- Seminars were held in Peru, Bangladesh and Belarus from Oct. 9 to 12 on the occasion of the 62nd anniversary of the Workers' Party of Korea and the 81st anniversary of the Down-with-Imperialism Union.
    On display in the venues of the seminars were photos showing the immortal exploits of President Kim Il Sung and Kim Jong Il.
    Present at the seminars were figures from the New Left Movement and the Revolutionary Socialist Party of Peru, the Peruvian Committee for Supporting the Independent and Peaceful Reunification of Korea, the Peruvian-Korean Institute of Culture and Friendship, workers' union and peasants union and a college of Bangladesh, the Barisal Society for the Study of Songun Politics of Bangladesh, the Belorussian Youth Society for the Study of the Juche Idea and Songun Politics Named After February 16 and other people.
    The participants of the seminar held in Peru said that the outstanding idea and guidance of Kim Il Sung and Kim Jong Il are the source of all victories of the WPK, adding that the immortal history of struggle and precious feats of the WPK recorded in the annals of the Korean revolution serve as a great model and banner of victory for the progressive political parties and revolutionaries of the world.
    The participants of the seminar held in Bangladesh called on Bangladesh and other developing countries to deeply study the Songun politics of the DPRK and apply it to practice.
    A message of greetings to Kim Jong Il was adopted at the seminar held in Belarus.


DPRK's Proposal for Establishing DFRK Supported in Switzerland

   Pyongyang, October 26 (KCNA) -- The Switzerland-DPRK Committee issued a statement on Oct. 19 on the occasion of the 27th anniversary of the advancement of the proposal for establishing the Democratic Federal Republic of Koryo (DFRK).
    The statement introduced the detailed contents of the proposal set forth by President Kim Il Sung on Oct. 10, 1980, adding that the proposal indicates the only just and realistic way of achieving the independent and peaceful reunification of Korea.
    Kim Jong Il ushered in a new era in which all Koreans are heading for the independent reunification, united in the idea of "By our nation itself" true to the last instructions of the President on national reunification, it noted.
    Thanks to the Songun policy enforced by Kim Jong Il, the independent and peaceful reunification of Korea is sure to be achieved in the near future according to the proposal.
    The U.S. should immediately withdraw its forces and nukes from south Korea.
    The proposal for the establishment of the DFRK provides a sure guarantee for the peace in Asia and the rest of the world, it declared.


31st National Meeting for Japan-DPRK Fraternity and Friendship Held

   Tokyo, October 24 (KNS-KCNA) -- The 31st national meeting of interchange for boosting Japan-DPRK fraternity and friendship was held in Tokyo on Oct. 19.
    Present there were Kiyoo Nakakoji, chairman of the Japan-Korea Society for Scientific and Educational Interchange, Kazuhiko Seino, president of the Liaison Council of the Society for the Study of the Juche Idea of Japanese Teachers, Ku Tae Sok, chairman of the Central Standing Committee of the Union of Korean Teachers and School Clerks in Japan, and other teachers of Japan and educationists of the General Association of Korean Residents in Japan (Chongryon).
    Tatao Oishi, secretary general of the liaison council, in a keynote report at the meeting said that the end of the Abe regime was a self-destruction that resulted from the deteriorating Japan-DPRK relations, adding that important tasks facing the present regime are to help the six-party talks make progress and promote the dialogue for normalizing the diplomatic relations, pursuant to the Japan-DPRK Pyongyang Declaration and, at the same time, stop the suppression of Koreans in Japan and lift the sanctions against the DPRK.
    The Korean schools are now in very difficult conditions due to the Japanese authorities' moves against the DPRK, he noted, calling for a nationwide action to support the schools.
    He underscored the need to conduct a more dynamic movement to support and protect the democratic national rights of the Koreans in Japan and hold Japan accountable for its colonial rule over Korea in the past including the issue of forcible drafting and "comfort women" for the Imperial Japanese Army in order to ensure that concrete measures are taken for redressing its past wrongs, compensation included.
    He called on the teachers of Japan and the DPRK to wage more brisk solidarity activities to contribute to the cause of independent and peaceful reunification of Korea and normalize the diplomatic relations between Japan and the DPRK.
