Kim Jong Il Congratulates Hu Jintao

   Pyongyang, October 22 (KCNA) -- General Secretary Kim Jong Il sent a congratulatory message to Hu Jintao, General Secretary of the Central Committee and chairman of the Central Military Commission of the Communist Party of China, on Monday.

    I send warm congratulations to you on the successful holding of the 17th congress of the CPC and on your reelection as general secretary of the Central Committee and chairman of the Central Military Commission of the CPC.

Kim Jong Il Sends Wreath to Bier of Ju Min

   Pyongyang, October 22 (KCNA) -- General Secretary Kim Jong Il sent a wreath to the bier of Ju Min, a writer of the Radio and TV Broadcasting Committee of the DPRK who is a winner of Kim Il Sung Prize, on Monday, expressing deep condolences over his death.


DPRK Will Make All Efforts for Korean and Regional Peace and Security

   Pyongyang, October 22 (KCNA) -- The DPRK will make persevering efforts for peace and security on the Korean Peninsula and the region in the future, too, declared the DPRK delegate at a meeting of the First Committee of the 62nd Session of the UN General Assembly on Oct. 15.
    The key to ensuring global peace and security is to totally remove nuclear weapons on the globe by realizing nuclear disarmament, he said, and continued:
    If the argument is allowed that only the big countries can possess nuclear weapons and attack and threaten small countries with them, the desire of humankind to build a peaceful and prosperous world can never be achieved any time.
    If the states possessing nuclear weapons truly want global peace and security and are interested in non-proliferation, they should set forth a nuclear disarmament timetable aimed at the complete removal of nuclear weapons and the 4th special meeting of the UN General Assembly on disarmament must be convened at an early date.
    The situation of the Asian region around the Korean Peninsula still remains strained.
    The U.S. missile defense system now under serious discussion in Europe has already been deployed unhindered in Asia and a move to form a new military alliance is getting undisguised.
    Everyone knows that the establishment of the missile defense system and strengthened military alliance are targeted at the DPRK and its surrounding countries.
    The deep-rooted hostile policy toward the DPRK pursued by the U.S. for over half a century is the very source of the instability on the Korean Peninsula and the rest of Asia.
    The denuclearization of the peninsula is the behest of President Kim Il Sung and it is the consistent stand of the DPRK to solve the nuclear issue through dialogue and negotiation.
    The full implementation of the September 19 joint statement depends on how the other five parties fulfil their duties on the principle of "action for action" and, especially, what practical measures the U.S. and Japan take to drop their hostile policy toward the DPRK.
    The U.S. should remove the legal and institutional mechanisms hostile to the DPRK by erasing the DPRK from the list of sponsors of terrorism and lifting sanctions under the Trading with the Enemy Act, as agreed upon by the six parties.


Different Delegations Leave for China

   Pyongyang, October 22 (KCNA) -- A delegation of the History Institute of the Central Committee of the Workers' Party of Korea headed by Vice-Director Song Yong Su left here on Monday to visit China to attend a memorial service for commemorating the 70th death anniversary of Zhang Weihua, an anti-Japanese revolutionary martyr.
    Also, a friendship delegation of the Korean General Federation of Science and Technology led by Vice-Chairman Choe Sang Gon left here on the same day to visit China.


16th Reunion of Separated Families and Their Relatives Closes

   Mt. Kumgang resort, October 22 (KCNA) -- The program of the 16th reunion of separated families and their relatives from the north and the south of Korea, which began at Mt. Kumgang resort on October 17, continued.
    The families and their relatives from the north had a collective reunion with their kin from the south on Oct. 20.
    That day, the Central Committee of the DPRK Red Cross Society arranged a reception for the separated families and their relatives from the north and the south.
    On October 21, those from the north met again their kin from the south with a family as a unit, sharing long pent-up inmost thoughts. They toured the area of picturesque Lagoon Samil.
    The families and their relatives from the north bade farewell to their kin from the south on Oct. 22.


All Koreans Called upon to Attach Importance to Nation

   Pyongyang, October 22 (KCNA) -- The stand of giving importance to the Korean nation should be firmly adhered to by all Koreans in the present grand march for the reunification of the country.
    Rodong Sinmun Monday says this in a signed article.
    It goes on:
    To attach importance to the nation is a basic stand for independently carving out its destiny, and it is an important task reflecting the law-governed requirements for national development and the common thoughts and sentiments and mental state of the members of the nation.
    Attaching importance to the nation guarantees peace and reunification of the three thousand ri land of Korea and the prosperity of the nation. Reunification is for the prosperity of the nation and both peace on this land and inter-Korean cooperation are aimed at achieving national prosperity.
    Whoever opts for cooperating with foreign forces, depending on them while turning his back on his compatriots and disregarding the driving force of the nation, is bound to be forsaken by it and fated to face a stern judgement of history.
    Nothing is more foolish act than trying to settle the issue of the destiny of the nation by depending on the aggressive and hegemonic foreign forces, which brought sufferings resulting from division and disasters of war to the Korean nation and are still keen to impose disasters of a nuclear war upon it, and putting them above the nation.
    In order to firmly maintain the stand of giving importance to the nation it is necessary to decisively reject outside forces' domination and interference and abide by the principle of national independence. It is essential to protect the security and interests of the nation and strictly abide by the principles of giving priority to the nation and defending it, not caving in to the unreasonable pressure and threat and blackmail of the foreign forces who have blatantly interfered in the issues of inter-Korean relations and reunification.
    The Koreans in the north and the south and abroad should invariably remain true to the spirit of "By our nation itself", the idea of independence common to the nation and the banner of the June 15 era of reunification, and fully embody it, concludes the article.

Cosmos in full Bloom in Pyongyang

   Pyongyang, October 22 (KCNA) -- Cosmos of good species is coming into full bloom in residential quarters and streets of Pyongyang including Chilsongmun, September Nine and Inhung Streets to the delight of the people.
     The new species of cosmos is short and its flowers are large and beautiful. It opens flowers for 60-65 days between August and October and each plant blooms many flowers. The flower has one-fold petals and the petal is tongue-shaped. And its colors are dark pink, pink, white and so on.
     It grows well irrespective of soil conditions and is resistant to drought and other natural phenomena.
     The Pyongyang Flowering Plant Research Institute has completed the method of cultivating the new species of cosmos in line with its features, thus making a condition for its wide propagation.


Hamhung University of Chemical Engineering

   Pyongyang, October 22 (KCNA) -- Hamhung University of Chemical Engineering is a centre for raising scientific and technical personnel who go a long way in the development of the chemical industry of the country and the betterment of the people's well-being.
    The university (then Hungnam University of Industry) was instituted in September Juche36 (1947) under the wise leadership and warm care of President Kim Il Sung.
    It, which had only a few courses at the initial stage, has developed into a reliable educational institution with various faculties, doctoral institute, research institute, information centre, library with a collection of hundreds of thousands of volumes, modern laboratories and practice work-shops.
    Rector Son Yong Mun told KCNA that the university is being strengthened and developed at a higher stage under the leadership of Kim Jong Il.
    It has produced a Kim Il Sung Prize winner, over 20 Heroes of the DPRK and Labour Heroes and hundreds of academicians, professors, doctors and merited scientists over the past years, he added, and went on:

GNP's Stand against Reunification Assailed

   Pyongyang, October 22 (KCNA) -- Youth organizations of south Korea including the Youth and Students Solidarity for Implementing the June 15 Joint Declaration, the south Korean Council of Youth Organizations and the Meeting of Young Activists of Civic and Social Organizations reportedly called a joint press conference in front of the "election office" of Ri Myong Bak, "presidential" candidate from the Grand National Party (GNP), on Oct. 13 and denounced his stand against reunification.
    They accused Ri Myong Bak of letting loose an ugly torrent of words against the development of the inter-Korean relations, while refusing to implement the June 15 joint declaration nowadays when a new phase was opening up for peace on the Korean Peninsula, common prosperity of the nation and the reunification of the country.
    If such man who has no correct view on reunification took power, the inter-Korean relations would be brought back to those of confrontation of the past Cold War era, they warned.


Stop to S. Korea-U.S. "Meeting on Security Policy Initiative" Demanded

   Pyongyang, October 22 (KCNA) -- Civic and social organizations of south Korea including the Solidarity for Progress, the People for Achieving Peace and Reunification and the south Korean Confederation of Trade Unions reportedly called a joint press conference in front of the Defence Ministry on Oct. 19 to denounce the 15th south Korea-U.S. "meeting on security policy initiative."
    Speakers at the conference said that the meeting is aimed to bolster the alliance between the U.S. and the south Korean authorities for aggression going against peace on the Korean Peninsula as the meeting would discuss the relocation of the U.S. forces including the expansion of their military base in Phyongthaek, "return of the right to command the wartime operations", the reinforcement of the "UN Command" and other issues.
    A press release read out at the conference demanded an immediate halt to the meeting designed to chill the Koreans' desire for reunification, noting that it has been used for realizing the U.S. military domination.
    It also demanded a stop to the expansion of the U.S. military base in Phyongthaek and the cancellation of the decision to extend the presence of troops in Iraq, the dissolution of the "UN Command" and the abrogation of the south Korea-U.S. "alliance", etc.
    At the end of the conference members of the civic and social organizations staged a sit-in strike.


Repeal of NSL Demanded in S. Korea

   Pyongyang, October 22 (KCNA) -- Teachers and media persons of south Korea reportedly held a rally on the "day of action of intellectuals for the repeal of the 'National Security Law' (NSL)" in front of Kwanghwamun on Oct. 16.
    The participants of the rally termed the NSL the biggest obstacle standing in the way of the reunification movement as it is an evil law, an exact copy of the "Maintenance of the Public Order Act" in the period of Japanese imperialism.
    Noting that laws and mechanisms existing on this land which date back to the era of the Cold War should be scrapped in order to achieve the reunification of the country, they asserted that the NSL is the primary target of this action.
    The participants in a statement strongly demanded that the authorities immediately repeal the NSL standing in the way of reconciliation and cooperation between the south and the north, infringing upon the freedom of learning and going against peace on the Korean Peninsula.


Anniversary of WPK Marked in Different Countries

   Pyongyang, October 22 (KCNA) -- Lectures, photo exhibitions and film shows were held in Equatorial Guinea, Malaysia, Singapore, Indonesia, Democratic Congo and the Czech Republic from September 27 to October 9 on the occasion of the 62nd founding anniversary of the Workers' Party of Korea.
    Displayed in the venues of the photo exhibitions were pictures showing the immortal exploits of President Kim Il Sung and Kim Jong Il and introducing the proud path covered by the WPK.
    Korean films including "For the Liberation of the Country" and "Landscape of the Country Taking on More Beautiful Looks under the Leadership of the Great General" were screened at the film shows.
    Speeches were made at the functions by figures.
    The director of a Malaysian company highly praised Kim Jong Il as the greatest man who, true to the cause of the President, has turned the DPRK into a powerful country which no force dare provoke.
    The director of a Singaporean company lauded the WPK led by Kim Jong Il as the most dignified party in the world.
    The director of an Indonesian company said he clearly saw through the film the astonishing miracles wrought by the Korean people in the building of a great prosperous powerful nation, closely rallied around Kim Jong Il, adding that the DPRK where all the people are firmly rallied as one around the leader is a great country.


7th Meeting of Council of African Regional Committee for Study of Juche Idea Held

   Pyongyang, October 22 (KCNA) -- The 7th meeting of the Council of the African Regional Committee for the Study of the Juche Idea was held in Dar Es Salaam, Tanzania, on Oct. 13.
    Present there were the members of the council and chiefs of the Juche idea study organizations in Uganda, Democratic Congo, Nigeria, Ethiopia, Guinea, Egypt and Tanzania.
    Present on invitation were the secretary general of the International Institute of the Juche Idea and the delegation of the Korean Social Scientists Society.
    The meeting reviewed the work of the council after its 6th meeting and discussed and decided on the future action program.
    Baguma Isoke, chairman of the Ugandan National Committee for the Study of the Juche Idea, was elected director general of the African Regional Committee for the Study of the Juche Idea and Kamwiziku Octave, chairman of the National Committee for the Study of the Juche Idea of Democratic Congo, secretary general of the African regional committee. And vice director generals and directors were summoned and by-elected.


African Regional Seminar on Juche Idea Held

   Pyongyang, October 22 (KCNA) -- An African regional seminar on the Juche idea on the theme "The Juche idea and new era, independence, unity, cooperation and self-reliance in Africa" was held in Dar Es Salaam, Tanzania, on Oct. 13.
    Present there were the director general and members of the African Regional Committee for the Study of the Juche Idea and chiefs and members of Juche idea study organizations of Uganda, Democratic Congo, Nigeria, Ethiopia, Guinea, Egypt and Tanzania.
    Present on invitation were the secretary general of the International Institute of the Juche Idea and a delegation of the Korean Social Scientists Society.
    At the seminar the deputy director general of the African regional committee made a report, which was followed by speeches of delegates of different countries.
    The reporter and speakers called on the African regional countries aspiring after independence to introduce the Juche idea and the Songun idea in conformity with their actual conditions, while tightening unity, developing south-south cooperation and holding aloft the banner of self-reliance.
    They appealed to all the followers of the Juche idea to energetically conduct activities for deeply studying and disseminating the Juche idea and the Songun idea in various forms and ways, well aware of their importance.
    A letter to Kim Jong Il was adopted at the seminar.
    The letter says that the immortal Juche idea has won a brilliant victory in socialist Korea and is now fully demonstrating its great vitality, gripping the hearts of an ever increasing number of people in different countries and regions as the days go by.
    The Juche idea serves as a bright beacon lighting the path of the African people and it is becoming more immovable faith among them that they can achieve a true national development only when they advance along the road indicated by the Juche idea, notes the letter.


Japanese Authorities' Moves to Extend Sanctions against DPRK Assailed

   Pyongyang, October 22 (KCNA) -- Choe Song Yong, chairman of the Central Standing Committee of the Korean Youth League in Japan, and Pak Tong Ho, chairman of the Central Standing Committee of the Korean Students Union in Japan, issued statements on Oct. 18 in denunciation of the measure taken by the Japanese authorities to extend the unreasonable "sanctions" against the DPRK.
    The Japanese government's measure to extend "sanctions" against the DPRK has touched off towering national indignation among Koreans in Japan, the statements said, and continued:
    The Japanese authorities have not yet redeemed Japan's past crimes, although more than 60 years have passed since the defeat of Japan. They prevented Mangyongbong-92 from entering the Japanese ports and applied "sanctions" against the DPRK. For these crimes the Japanese authorities will never be able to escape censure of the world conscientious people but will face a judgment of history, the statements warned.
    The statements strongly urged the Japanese government to immediately lift the "sanctions" which stand in the way of improving the DPRK-Japan relations and violate the rights of Koreans in Japan, persistently pursuant to the hostile policy toward the DPRK.
    They declared that all the officials of the General Association of Korean Residents in Japan and Koreans in Japan would struggle in defence of the national rights and interests till the Japanese authorities have completely lifted their unreasonable "sanctions."

RPDC se esforzara por paz y seguridad de la region

   Pyongyang, 22 de octubre (ATCC) -- En el futuro tambien la Republica Popular Democratica de Corea se esforzara con paciencia por la paz y la seguridad de la Peninsula Coreana y la region.
     Afirmo asi el delegado coreano en su discurso pronunciado en la reunion del primer comite del 62o periodo de sesiones de la Asamblea General de la ONU y prosiguio:
     El problema clave para el aseguramiento de la paz y la seguridad del mundo es eliminar todas las armas nucleares en el globo terraqueo mediante el desarme nuclear.
     Si se permite la logica segun la cual solo los grandes paises pueden atacar y amenazar con armas nucleares a los pequenos, nunca podra ser realizado el deseo de la humanidad de construir un mundo pacifico y prospero.
     Si los paises con armas nucleares trabajan de verdad por la paz y la seguridad internacionales y estan interesados en la no proliferacion nuclear, deben presentar el horario del desarme nuclear para la cancelacion total de esos artefactos.
     Para ese fin, hay que convocar lo mas pronto posible la cuarta reunion especial de la Asamblea General de la ONU sobre el desarme.
     Sigue siendo tensa la situacion de la region asiatica cuyo centro es la Peninsula Coreana.
     En esa area se instala ya en publico el Sistema Antimisiles de EE.UU., cuestionado seriamente en Europa, y se tornan mas abiertos los movimientos para formar un nuevo bloque militar.
     Es un hecho confirmado que esas maniobras se impulsan contra Corea y los paises vecinos.
     La arraigada politica hostil de EE.UU. hacia Corea, que perdura durante mas de medio siglo, deviene el factor de la inestabilidad de la Peninsula Coreana y el resto de la region asiatica.
     La desnuclearizacion de la Peninsula Coreana es el legado del Presidente Kim Il Sung y es invariable la posicion de la RPDC de solucionar el problema nuclear mediante el dialogo y negociaciones.
     La ejecucion completa de la Declaracion Conjunta del 19 de septiembre depende de como cumplen sus obligaciones las otras cinco partes (participantes en las conversaciones a 6 bandas) segun el principio de "accion vs. accion" y, en particular, de como EE.UU. y Japon toman medidas realistas para invalidar sus politicas hostiles a Corea.
     Como lo acordado por las seis partes, EE.UU. debe tachar a la RPDC de la lista de los paises que apoyan al terrorismo y levantar la sancion aplicada segun la ley de comercio exterior con paises hostiles para eliminar asi los aparatos juridicos e institucionales hostiles a la segunda.


Comandancia de Fuerzas Navales de EPC advierte a belicistas surcoreanos

   Pyongyang, 22 de octubre (ATCC) -- En relacion con que los belicistas militares surcoreanos hicieron infiltrar los buques de guerra en las aguas jurisdiccionales de la parte Norte en el Mar Oeste de Corea fue publicada el dia 21 una informacion de la Comandancia de las Fuerzas Navales del Ejercito Popular de Corea que senala:
    Segun informaciones, los belicistas de la capa militar surcoreana perpetran sucesivamente los graves y peligrosos actos de provocacion militar infiltrando los buques de guerra en las aguas jurisdiccionales de la parte Norte en el Mar Oeste de Corea.
    A eso de las 6:50 del dia 18 ellos infiltraron los 4 buques de guerra en lo profundo de nuestras aguas territoriales al sureste de la comuna de Sanggyo del distrito de Kangryong de la provincia de Hwanghae del Sur. Solo ese dia infiltraron 30 buques patrulleros, lanchas rapidas y botes de goma en total.
    Con anterioridad, hicieron penetrar el dia 14 7 naves de guerra y el dia 17 13 para "mantener" la "linea de limite Norte".
    Para colmo, cuando nuestra parte demando por el radioaparato de onda ultracorta maritima internacional que las naves de guerra se retiran de inmediato, la parte surcoreana respondio de manera provocativa diciendo que "son nuestras aguas jurisdiccionales, la parte Norte deje de insistir obstinadamente".
    Recurren a las imbeciles maniobras las autoridades militares surcoreanas al pensar que con tal manera podrian "mantener" la ilegal "linea de limite norte" hasta hoy cuando el Norte y el Sur acordaron establecer la "Zona especial de cooperacion pacifica del Mar Oeste" y fijar la zona de pesca conjunta y la zona maritima pacifica.
    Tal comportamiento deviene un imperdonable y abierto desafio a la "Declaracion para el Desarrollo de las Relaciones Norte-Sur, la Paz y la Prosperidad" y un producto del intento politico de volver a llevar a la fase de enfrentamiento las relaciones Norte-Sur.
    Las Fuerzas Navales del Ejercito Popular de Corea no estaran con brazos cruzados ante los temerarios actos de provocacion militar de los buques de guerra del Sur de Corea que actuan arbitrariamente en sagradas aguas territoriales de la parte Norte.
     Las autoridades militares surcoreanas deben actuar con prudencia.
