   Pyongyang, August 8 (KCNA) -- The following north-south agreement on the visit of President Roh Moo Hyun to Pyongyang was released:

    President Roh Moo Hyun will visit Pyongyang from August 28 to 30 under an agreement between Kim Jong Il, chairman of the National Defence Commission of the Democratic People's Republic of Korea, and Roh Moo Hyun, president of the Republic of Korea.
    The meeting between the top leaders of the north and the south will be of weighty significance in opening a new phase of peace on the Korean Peninsula, co-prosperity of the nation and national reunification by expanding and developing the inter-Korean relations onto a higher stage in accordance with the historic June 15 North-South Joint Declaration and in the spirit of "By our nation itself".
    Both sides agreed to hold a contact for making arrangements for the summit meeting in Kaesong as early as possible.

Victory of Korean People in War Observed in India and Peru

   Pyongyang, August 7 (KCNA) -- A meeting was held in India and a Korean photo and handicraft exhibition in Peru from July 26 to 31 on the occasion of the 54th anniversary of the victory of the Korean people in the Fatherland Liberation War.
    On display in the venues of the functions were works and photos showing exploits of President Kim Il Sung and Kim Jong Il, books and photos introducing the heroic exploits of the army and people of the DPRK and their socialist construction and handicrafts reflecting the resourcefulness and skills of Koreans.
    Speakers at the functions noted that the DPRK, though small in its territory and population, successfully beat back the armed invasion of the U.S. imperialists who had boasted of being "the strongest" in the world and firmly defended the sovereignty of the country, adding that this was possible entirely thanks to the wise leadership of Kim Il Sung, ever-victorious iron-willed brilliant commander.
    The Songun idea based on the Juche idea has been developed and enriched by Kim Jong Il, they noted, stressing that the DPRK has won one victory after another in the confrontation with the U.S. thanks to his outstanding Songun politics, exalting its dignity.


Projected U.S.-S. Korea War Exercises Assailed

   Pyongyang, August 7 (KCNA) -- The "Ulji Focus Lens" joint military exercises, large-scale DPRK-targeted war exercises the U.S. and the south Korean authorities are going to stage in south Korea from August 20 to 31, are serious military provocations as they will increase the danger of a war and harass peace on the Korean Peninsula, says Rodong Sinmun today in a signed commentary.
    It says:
    The U.S. warlike forces are planning to stage the above-said military exercises at a time when they are bolstering the combat capacity of its imperialist aggressor forces in south Korea and stepping up the reorganization of their operational system in anticipation of "emergency" on the Korean Peninsula while massively beefing up modern combat forces including nuclear strike means in and around south Korea. This brings into bolder relief the aggressive and dangerous nature of the exercises.
    The U.S. claim that the projected exercises are "annual events" and "commanding post exercises" is no more than sophism intended to cover up their criminal and dangerous nature.
    Now is the time for both dialogue partners to respect each other and build the relations of confidence. The reality today when the six-party talks for the denuclearization of the Korean Peninsula are under way and the September 19 statement and the February 13 agreement are in the process of implementation requires one to refrain from any acts that may becloud the atmosphere of dialogue and peace and strain the situation. The above-said exercises diametrically run counter to this requirement and may create a complicated situation.
    The U.S. double-dealing behavior of whetting the sword to invade the DPRK and leveling guns at the dialogue partner behind the scene while talking about "dialogue", "peace" and "stability in the region" will not be of any help to the denuclearization of the Korean Peninsula and detente on it.


Release of Prisoners of Conscience Demanded in S. Korea

   Pyongyang, August 7 (KCNA) -- The People's Solidarity for Abolition of the "National Security Law," the Family Movement for Realizing Democracy and the "Joint Action for Release of Detained Workers and Amnesty and Reinstatement for Them" in south Korea reportedly called a joint press conference in Seoul on August 2 demanding the release of all the prisoners of conscience.
    Speakers at the press conference accused the "government" authorities of blustering that "there would be no special amnesty this year." They charged that the present "government" has so far persistently shunned the prisoners of conscience while granting amnesty to those politicians and businessmen who caused all sorts of social evils.
    The number of prisoners of conscience is on the steady increase under the present regime as the "National Security Law" and other evil laws of the times are still in force, they deplored, demanding that all the prisoners of conscience who struggled for social democracy be set free.
    A declaration signed by 1,943 different personages was read out at the conference. It declared that they would launch an all-people struggle for the release of the prisoners of conscience and the delisting of those wanted for political reasons.
    At the end of the press conference representatives of the organizations conveyed the declaration to "Chongwadae."


Anti-U.S. Struggle Intensified in S. Korea

   Pyongyang, August 7 (KCNA) -- People of different social strata staged protests against the United States one after another around the U.S. embassy in Seoul on August 3 with regard to the detention of south Korean civilians in Afghanistan, according to a news report.
    The Solidarity for Implementing the South-North Joint Declaration held the 162nd Friday rally against the U.S. and war and for the withdrawal of the U.S. forces and declared that the U.S. should know that the demand of the Korean people for its sincere efforts for the solution of the issue is the last warning.
    The people of this land would not forgive the U.S. if more sacrifices of detained south Korean civilians are reported, it said.
    Members of the Democratic Labour Party also called a press conference and assailed the U.S. for averting its eyes from the resolution of the problem.
    For a safe return of the south Korean civilians, they said, the U.S. should come out promptly to a direct negotiation for the release of the civilians and the "government" should immediately withdraw the unit dispatched to Afghanistan.
    Earlier, Christians held a "prayer meeting for a safe return of the detained civilians" and released a statement.
    Noting that it was the United States which dragged south Korea into the Afghan war and which has faced innocent civilians to undeserved death, the statement demanded the U.S. stop the war of aggression for its own interests and actively strive for the release of the south Korean civilians.


"Complete Collection of Kim Il Sung's Works" off Press

   Pyongyang, August 7 (KCNA) -- The Workers' Party of Korea Publishing House brought out Vol. 70 of "Complete Collection of Kim Il Sung's Works", a library of the immortal Juche idea which systematically and comprehensively deals with his famous works according to a chronological order.
    The book contains 48 works including speeches, conclusions and talks made by President Kim Il Sung from September to December, Juche 68 (1979).
    Clarified in the works are the outstanding ideas and theories and policies of the President who aroused the entire party and army and all the people to the gigantic struggle for adorning the 1970s as a brilliant decade in the history of the country and indicated the way to be followed by them in their advance in the 1980s and tasks and ways to materialize them.
    "Let Us Strengthen the People's Army to Defend the Socialist Fatherland Firmly", "On the Position and Duties of the Sergeant Major" and other works clearly indicate the tasks and ways for bolstering the revolutionary armed forces of the country.
    Also contained in the book is the immortal masterpiece "On an Autumn Day in Mt. Myohyang" created by the President on Oct. 15, Juche 68 (1979) when he visited the International Friendship Exhibition.
    In several works such as "On Strengthening Discipline in Implementing National Economic Plans and On Effecting a New Upsurge in Socialist Economic Construction" and "On Some Immediate Issues to Be Held Fast to in Economic Work" the President set forth revolutionary policies for fulfilling national economy plans for the last year of the 1970s ahead of schedule and effecting a surge in socialist economic construction in the 1980s and ways for carrying them out.
    In "Let's Direct Big Efforts to Developing the Industry and Further Improve the Standard of People's Living", "On the Development of Light Industry and the Improvement of Public Welfare Services" and several other works the President underlines the necessity to sufficiently supply the people with quality light industry goods, satisfactorily solve the problem of cooking oil and effect a radical turn in the public welfare services and thus help the people lead a more affluent and cultured life as required by the advantageous socialist system in our country.
    The most fair and aboveboard principle and reasonable proposals for Korea's reunification and the cause of global independence are elucidated in such works as "Talk to Yun I Sang, Korean Resident in West Germany" and "Talk to the Chairman of the Association for Training and Using Human Resources of Panama".
    The book also contains works calling for building the Grand People's Study House in a Korean style and appealing to the young people to take the lead in building socialist countryside.


Friendly Gathering with Cuban Embassy Officials Held

   Pyongyang, August 7 (KCNA) -- The Korean Committee for Cultural Relations with Foreign Countries and the DPRK-Cuba Solidarity Committee co-hosted a friendly gathering with officials of the Cuban embassy here on Tuesday on the occasion of the 81st birthday of Fidel Castro Ruz.
    The participants in the gathering talked to one another about the need to boost the friendly and cooperative relations between the DPRK and Cuba provided by President Kim Il Sung and Fidel Castro Ruz and had amusement games, deepening the friendship.
    Present there on invitation were Enrique Montoto Cruz, charge d' affaires ad interim of the Cuban embassy here, and other embassy officials.
    On hand were Jon Hyon Chan, vice-chairman of the Korean Committee for Cultural Relations with Foreign Countries who is also vice-chairman of the DPRK-Cuba Solidarity Committee, and other members of the solidarity committee.


Visits

   Pyongyang, August 7 (KCNA) -- A friendship delegation of the Workers' Party of Korea led by Kim Kyu Bin, secretary of the South Hamgyong Provincial Committee of the Workers' Party of Korea, left Pyongyang today to visit China.
    Arriving in Pyongyang on the same day were Hans Dalgren, special envoy of the government of Sweden, and his party, a friendship visiting group of the Chinese People's Liberation Army led by Vice Admiral Tong Shiping and a delegation of the Lao People's Revolutionary Youth Union led by Deputy Secretary of its Central Committee Vanhna Douangphachanh.


More Folk Dishes Discovered

   Pyongyang, August 7 (KCNA) -- Jang Chol Gu Pyongyang University of Commerce has discovered over 1,300 kinds of new folk dishes in recent years to enrich dietary life of the people.
    The cooking institute under the university has conducted the work of finding out folk dishes the historical evidence of which had not been ascertained and of putting them on a scientific basis.
    Researchers traveled cities and counties and met aged people to acquaint themselves with local special food. In this course, they found out nearly 1,000 kinds of folk dishes. They made the new dishes by themselves and ascertained their raw materials and cooking methods. They have reflected their successes in the books "Korean Folk Dishes, Pride of Nation" and "Special Local Dishes" and in a multimedia program.
    Teachers and researchers of the university have exerted many efforts to develop new kinds of national dishes with a viewpoint that if they make and generalize new kinds of dishes, they will become national food in the days to come.
    They have made new kinds of dishes with raw materials including potato the people often use in their dietary life and with the traditional bean-paste. These newly made dishes have new flavor while keeping national traditions alive.
    More than 300 kinds of dishes with bean-paste, potato and hare meat as their raw materials were perfected through mass examinations.
    The university is now striving to discover national dishes with medicinal value and to put them on a scientific basis.


New Relics Belonging to Koguryo Unearthed

   Pyongyang, August 7 (KCNA) -- Historians in Kim Il Sung University have discovered more relics of the outer castle and installations of the walled city of Pyongyang.
    They were discovered in Jongphyong-dong of Phyongchon District, Pyongyang.
    The diggers found out one more wall below the wall of the outer castle.
    The academic world of Korea has guessed that the outer castle was erected in the period of Koguryo (the middle of the 6th century).
    It has been known that as Pyongyang was the second capital of Koryo, no big walls were built there. But the recent discovery shows that the walls of Pyongyang which had been constructed in the period of Koguryo were reinforced firmly during Koryo.
    The historians also found out stone installations erected with trimmed quadrangular pyramid-shaped stones on the foundation of the wall. They thrust out 30 centimeters than the wall.
    The three-storied stone installation consists of four quadrangular pyramid-shaped stones, two being laid abreast at the bottom and one laid on each floor. Its height is about 60 centimeters.
    The installation on the castle wall foundation is the first of its kind in the history of castle discovery.
    The newly unearthed relics are of great academic significance in clarifying the historical position of Pyongyang, a holy land of the Korean nation in a scientific way, solving the issue of the inheritance of Koguryo by Koryo and studying the castle construction technology of Koryo.


Stop to Suppression of Chongryon and Koreans in Japan Demanded in U.S.

   Pyongyang, August 7 (KCNA) --The Abe team should stop at once its suppression of the General Association of Korean Residents in Japan (Chongryon) and Koreans in Japan.
    The U.S. Group for the Study of Songun Politics and the U.S. Solidarity Committee to Support the Anti-Imperialist National Democratic Front and the South Korean People’s Struggle demanded this in a joint statement released on July 28 denouncing the Japanese authorities for clamping down upon Chongryon.
    The statement noted that the Japanese reactionaries' campaign of suppression such as search operations against officials of Chongryon and its facilities, assaults and arrests of them is part of their deliberate and systematic moves to deprive the Koreans in Japan of their patriotic soul and anti-imperialist consciousness.
    The Abe team is working hard to destroy Chongryon by mobilizing the security authorities and right-wing gangsters, but they can never quell the desire and will of Koreans in Japan to be always with the Democratic People's Republic of Korea, their homeland, the statement noted, calling on the revolutionary and progressive organizations and figures in the world to voice unequivocal support and solidarity for Chongryon.


Japan's Suppression of Chongryon under Fire

   Pyongyang, August 7 (KCNA) -- The Japanese reactionaries recently cancelled the tax reduction and exemption which had been applied to the facilities under the General Association of Korean Residents in Japan (Chongryon).
    Commenting on this, a Minju Joson analyst Tuesday says:
    This cannot be construed otherwise than Japan's hostile policy to destroy Chongryon and put pressure upon the DPRK.
    Chongryon has played the role of the DPRK mission in Japan, there being no diplomatic ties between the two countries. Recognizing this, the local autonomous bodies of Japan took measures for reducing the fixed property tax on Chongryon-related facilities or exempting them from it.
    It is only natural that Chongryon is placed under the protection of the Japanese government and local autonomous bodies. The Koreans in Japan represented by Chongryon are those who were forcibly taken away by the Japanese imperialists in the past to be subjected to all manner of national humiliation and physical pains and their descendents.
    In the sense of repenting of the past crimes, the Japanese government is under obligation to protect Chongryon and take preferential measures for it and Chongryon is entitled to be provided with preferential and protective measures. Nevertheless, the Japanese authorities are getting hysteric in suppressing and destroying Chongryon. This is a total perfidy to their historical and moral obligations. Moreover, the group of Abe saddled with more moral debts to Chongryon and the DPRK for the ignominious past of his family is rolling up sleeves in the anti-Chongryon and anti-DPRK campaign. This is an anti-human and a gangster-like act which can never be pardoned.
    In getting overheated in suppressing and attempting to destroy Chongryon, the Japanese authorities seek to divert elsewhere the criticism of the Japanese people focused on them in the current crisis of office.
    The Abe group would be well advised to give up such suicidal act as sparking off the hatred of the army and people of the DPRK against Japan. Abe himself must be well aware what formidable consequences would be entailed in case the hatred pent up among them against Japan down through history bursts forth. His group must not behave rashly.


Kim Jong Il Gives On-Site Guidance to Songjin Steel Complex

   Pyongyang, August 7 (KCNA) -- General Secretary Kim Jong Il gave on-site guidance to the Songjin Steel Complex.
    He looked round Crude Steel Shop No. 1, the High Pressure Tube Shop, Steel Shop No. 3 and other production processes to learn in detail about the technological updating and production there.
    He highly appreciated the successes made by the workers of the complex, greatly pleased with the fact that they have done a lot of work including huge construction projects and technological updating and the establishment of a scientific production guiding system by their own efforts and with their own technology in recent years.
    He said that the complex has successfully solved many scientific and technological problems and dynamically pushed ahead with the work to place the production processes on a scientific and modern basis by paying primary attention to the technical revolution, and thus brought about a fresh innovation in the production of iron and steel, adding that the experience gained by the complex proved that the master key to boosting production lies in making technological progress.
    The officials, workers and technicians of the complex have waged a high-pitched drive to put production on a normal footing and attain a higher goal by displaying revolutionary enthusiasm and creative ingenuity even under the difficult situation where they were hard pressed for everything, he said, stressing that this opened a bright prospect of turning the complex into one that meets the need of the new century in a brief span of time.
    He went on to say that if all the factories and enterprises make tenacious efforts to implement the WPK's economic policy the same way they did, they can remarkably increase the production and thus give full play to the potential of the independent national economy.

    Then he went round the duck farm which has been built as well as a farm specializing in raising ducks.
    He praised the farm for having put the production on a normal footing by establishing a solid system for the supply of feed and regularly provided the workers with duck.
    He expressed great satisfaction over the fact that the complex has provided its workers with good living conditions, saying that an abundant life is noticeable not only at their dormitory but at all other places one goes.
    Pointing out that the complex has brought about a signal turn in a few years by meticulously providing supply service for the workers responsible for production and making tenacious efforts to improve it, he called on all units to earnestly learn from this good example.
    The production and all other work are going on well at the complex because the supply service is successfully provided, he said, adding that the slogan "Supply service precisely means a political work" suggestive of the idea "Believing in people as in Heaven" clearly proves the truth of this profound philosophical aphorism of President Kim Il Sung.

Kim Jong Il dirige el Complejo Siderurgico Kim Chaek

   Pyongyang, 7 de agosto (ATCC) -- El Dirigente Kim Jong Il, Secretario General del Partido del Trabajo de Corea y Presidente del Comite de Defensa Nacional de la Republica Popular Democratica de Corea, dirigio sobre el terreno el Complejo Siderurgico Kim Chaek.
    Ante todo, el Dirigente recorrio la sala de educacion con materiales y objetos historicos de la revolucion y la de presentacion del historial.
    Evoco con gran emocion la trayectoria del desarrollo del complejo y dijo que gracias a la sabia orientacion del Presidente Kim Il Sung, esta empresa se ha convertido en una de las potentes y autoctonas bases metalurgicas de gran dimension.

Rodong Sinmun se pronuncia contra maniobras "Ulji Focus Lens"

   Pyongyang, 7 de agosto (ATCC) -- El diario Rodong Sinmun divulgo este martes un comentario individual calificando el macro-ejercicio belico contra el Norte de Corea, "Ulji Focus Lens", que pretenden desarrollar en conjunto en suelo surcoreano Estados Unidos y las autoridades surcoreanas a partir del dia 20 hasta el 31, de una grave provocacion militar que acrecienta el peligro de guerra y perturba la paz en la Peninsula Coreana.
    El intento de desplegar "Ulji Focus Lens" coincide con que los belicistas norteamericanos incrementan en gran medida en el Sur de Corea y sus periferias las modernas fuerzas belicas, inclusive los medios de ataque nuclear, e impulsan el crecimiento de la combatividad y la reorganizacion del sistema operacional de sus tropas ocupantes del suelo surcoreano suponiendo el "tiempo de emergencia" en la Peninsula Coreana, revela el comentarista y prosigue:
    Este hecho resalta el caracter agresivo y peligroso de ese simulacro conjunto.
    Sin embargo, en su intento de disimular tal caracter, el imperio pinta esos ejercicios militares de "anuales" y de "simple entrenamiento en los puestos de mando".
    Ahora es cuando ambas partes del dialogo deben respetar a su contraparte y promover las relaciones de confianza reciproca.
    Pues, la realidad de hoy, en que estan en marcha las conversaciones a 6 bandas para la desnuclearizacion de la Peninsula Coreana y se implementan la declaracion del 19 de septiembre y el acuerdo del 13 de febrero, exige abstenerse de las acciones que envenenen el clima de dialogo y paz y agraven la situacion.
    En tal sentido, el desarrollo de "Ulji Focus Lens" resulta contraproducente con esa demanda y puede complicar la situacion.
    El procedimiento de dos caras de EE.UU., que de frente a frente, habla del "dialogo", la "paz" y la "estabilidad regional" y a espaldas, afila el sable de agresion al Norte de Corea y dirige la punta de fusil a su contraparte del dialogo, solo perjudicara el proceso de desnuclearizacion de la Peninsula Coreana y el relajamiento de la situacion de esta area.


Minju Joson denuncia represion de la reaccion japonesa a la Chongryon

   Pyongyang, 7 de agosto (ATCC) -- Los reaccionarios japoneses revocan la medida de exencion tributaria para con las instalaciones relativas a la Chongryon (Asociacion General de Coreanos Residentes en Japon). Esto no pasa de ser un producto de su politica de hostilidad a la Chongryon y la Republica Popular Democratica de Corea.
     Senala asi el periodico Minju Joson en un comentario individual de este martes y continua:
     Dado que no existen las relaciones diplomaticas entre la RPDC y Japon, la Chongryon ha jugado el papel de la representacion de la RPDC en Japon. El pais isleno lo reconocio. Por eso las autonomias locales de este han tomado la medida de exencion tributaria para con las instalaciones relativas a la Chongryon.
     Es natural que la Chongryon deba estar amparada por el gobierno y las autoridades de autonomias locales de Japon.
     Los coreanos residentes en Japon representados por la Chongryon son aquellos que luego de ser llevados por coercion a Japon sufrieron toda clase de vejamenes nacionales y penalidades y sus descendientes.
    En el sentido de reflexionar de sus crimenes del pasado, el gobierno japones tiene obligacion de tomar las medidas de proteccion y preferencia para la Chongryon, y, a su vez, esta tiene el derecho de disfrutar de ellas.
    Sin embargo, las autoridades japonesas actuan con frenesi para suprimir la Chongryon. Esto es una traicion a su obligacion historica y moral. Sobre todo, la banda de Abe, que tiene obligacion de pagar deuda moral a la Chongryon y la RPDC por el pasado criminal de su linaje, esta al frente de la campana anti-Chongryon y anti-RPDC. Es un comportamiento antietico y gansteril nunca perdonable.
    Las autoridades japonesas desatan esta campana para apartar la atencion de su pueblo enfocada a su gobierno en crisis.
    La banda de Abe debe poner de inmediato fin a sus actos que duplican el odio del ejercito y el pueblo de Corea a Japon. Abe debe reflexionar de las graves consecuencias que emanen del caso en que estalle el historicamente acumulado odio del ejercito y el pueblo de Corea hacia Japon
    La banda de Abe debe actuar con prudencia.
