Inter-Korean General-Level Military Talks Open
Pyongyang, July 24 (KCNA) -- The 6th north-south general-level military talks opened in the portion of the south side in Panmunjom Tuesday.
At the talks both sides continued the discussion on the main agenda item of the talks "On military measures to prevent clashes in the waters of the West Sea of Korea and realize joint fishing there."
Lieut. General of the Korean People's Army Kim Yong Chol, head of the north side's delegation, made a contrastive analysis of the differing stances and attitudes of both sides that have so far been manifested in the discussion and accused the south side of its wrong approach towards the issue of the peace of the country and military detente.
He said:
The south side is persistently evading the fundamental solution to the issue of preventing clashes in the waters of the West Sea of Korea, talking about the "settlement of peace" and "building of a peace-keeping mechanism." It is also keen to misuse the issue of joint fishing for meeting its political and strategic purposes.
The south side does not show any earnest efforts for the settlement of the issues related to the West Sea including the prevention of clashes. This goes to prove that it does not have any stand of thinking of the destiny of the country and nation before anything else.
The south side is categorically rejecting the principled proposals for preventing clashes in the waters of the West Sea and realizing joint fishing there, not away from the hackneyed Cold War-minded way of thinking. It does not hesitate to shamelessly assert that the "northern limit line" is the only marine boundary line in the West Sea of Korea.
Even at this time when the talks between the north and south militaries are underway the south side is resorting to such mean psychological warfare against the north as scattering handbills in violation of the north-south agreement while escalating its intrusion into the territorial waters of the north side, asserting that they are the waters under its control. This furnishes a clear testimony that the south side is keen on the confrontation of ideology and ism and military showdown, swimming against the trend of the times.
Then he proposed a series of ways of advancing the talks in conformity with the expectation and wishes of the nation.
He said:
The military authorities of both sides should have firm will and determination to be a main player in preventing clashes in the waters of the West Sea and realizing joint fishing without fail.
And the south side should be bold enough to drop its wrong assertions and views based on the Cold War-minded way of thinking. The south side should not interpret and distort as it pleases the inter-Korean agreements already adopted thanks to the concerted efforts of the nation and the provisions of the internationally recognized law.
Underscoring the need to refrain from any acts to vitiate the atmosphere of the talks in order to advance the talks between the north and south militaries, the head of the north side's delegation demanded the south side halt various forms of psychological warfare against the dialogue partner, the reckless intrusion into the other's territorial waters and all the war maneuvers being staged together with foreign forces as an immediate task.

Kim Il Sung Remembered
Pyongyang, July 24 (KCNA) -- An opening ceremony of Korean book, photo and handicraft exhibition, photo exhibitions and film shows took place in Brazil, Equatorial Guinea, Syria and Russia from July 4 to 14 on the occasion of the 13th anniversary of demise of President Kim Il Sung.
Displayed in the venues of the functions were famous works of Kim Il Sung and Kim Jong Il, photos showing their revolutionary exploits, books and photos, art works and handicrafts introducing Songun Korea.
The participants of the film shows watched Korean films including "The Great Life in 1994," "President Kim Il Sung Will Always Be with Humankind" and "To Hold President Kim Il Sung in Higher Esteem."
Present at the functions were figures from various circles and people of the countries concerned.
Japan, Sworn Enemy of Korean Nation
Pyongyang, July 24 (KCNA) -- History and reality clearly prove once again that Japan is, indeed, the sworn, hereditary enemy of the Korean nation, declares a spokesman for the DPRK Committee for Investigation into the Damage Done by the Japanese Imperialists during Their Occupation of Korea, in a statement on Monday on the lapse of a centenary since the Japanese imperialists fabricated the "Jongmi Seven-Point Treaty" and "Security Law".
The statement reads in part:
The Japanese imperialists faked up the "Ulsa Five-Point Treaty," depriving Korea of its diplomatic rights. And on July 24, 1907, they forged and proclaimed the illegal "Korea-Japan Convention" ("Jongmi Seven-Point Treaty") without the permission, signature and royal seal of the king, robbing the feudal government of the Ri Dynasty of all its rights to administer internal affairs, which had remained in name only, including the legislative, juridical and administrative rights, root and all.
Three days later, on July 27, they promulgated as "Law" No. 2 the "Security Law" which stipulated the harsh suppression anytime of all actions including assembly, association and demonstration of the Korean people as well as patriotic people and organizations not to their liking under the pretext of "maintenance of safety and order", thus legalizing their fascist suppression and obliteration of the anti-Japanese sentiments and struggle of the Korean people.
Still today, the 21st century, the Japanese reactionaries are avoiding admission, apology and compensation for their past bloody crimes. On the contrary, they are distorting and justifying them and working overtime to revive militarism and stage a comeback to Korea.
These days the Japanese reactionaries, persistently clinging to the hostile maneuvers against the DPRK, are escalating their crackdown upon on the General Association of Korean Residents in Japan (Chongryon) to destroy it. And they openly marked Tok Islet as one belonging to Japan in the "white paper on national defense for 2007". These facts clearly indicate that the anti-DPRK confrontation moves of the descendants of Japanese militarism and their reinvasion scheme have reached an intolerable stage.
Minju Joson Refutes Japan's Silly Talk about "Jongmi Seven-Point Treaty"
Pyongyang, July 24 (KCNA) -- A century has passed since the Japanese imperialists fabricated the aggressive "Jongmi Seven-Point Treaty." But the Japanese reactionaries are still talking about its "legitimacy" and "legality." This is an unethical act of insulting and mocking the Korean nation whose sovereign right and vital rights were wantonly violated under the Japanese imperialists' past colonial rule over Korea.
Minju Joson Tuesday says this in a signed commentary.
The "treaty" was nothing but a dead fraudulent document as it lacked any legal binding force, the commentary notes, and goes on:
It is the requirement and principle of international law that all treaties to be concluded between countries can take effect only when they are approved by the supreme rulers of the respective countries.
It is needless to say that if the "Jongmi Seven-Point Treaty" was to be recognized as an international treaty, it required the royal permission and signature and seal of Kojong, king of the then feudal government of Ri Dynasty. But the "treaty" lacked all those elements like the "Ulsa Five-Point Treaty."
The Japanese imperialists declared to the world that the "treaty" was concluded after being sealed only by Ri Wan Yong, head of the pro-Japanese puppet Cabinet, under such spurious signboards as "promotion of prosperity" and "guarantee of happiness."
They used this false treaty as a "legal ground" for enforcing a harsh colonial rule over Korea.
Nevertheless, the Japanese reactionaries have still refused to admit, apologize and compensate for their crime-woven past. To make the matters worse, they are distorting and justifying it.
The Korean nation will certainly force the Japanese imperialists to pay for the crimes committed by them in the past and resolutely frustrate their moves against the DPRK and their moves to stage a comeback to Korea.
U.S. Arms Buildup in Waters of Persian Gulf Assailed
Pyongyang, July 24 (KCNA) -- The U.S. recent arms buildup in the waters of the Persian Gulf indicates that it is set to settle the Middle East issue by force of arms.
Minju Joson Tuesday observes this in a signed commentary.
It goes on:
Two carrier flotillas have already been deployed in the Persian Gulf region. If they are joined by carrier Enterprise task force, it will mean that this region will be higher than any other regions of the world in the density of the deployment of the striking forces.
Moreover, there is a rumor that the U.S. will deploy carrier Truman in the region in the days ahead.
The U.S. is now trumpeting that its measure to bolster its military muscle in the Persian Gulf region is aimed to "contribute to the stability of the Middle East."
The U.S. has always used a preemptive military attack by huge armed forces as a basic method for carrying out its strategy for world domination. It has always used military strength against the anti-imperialist countries and strongholds of strategic importance, thereby attaining its military strategic purposes.

Rodong Sinmun Blasts Japanese Defence Minister's Militarist Tendency
Pyongyang, July 24 (KCNA) -- No sooner had Koike been appointed first woman defence minister in Japan's history thanks to the good graces of Abe than busied herself putting spurs to the moves to turn Japan into a military giant.
When meeting with the U.S. ambassador to Japan recently, she asked him to provide information on the prototype fighter FX of the next generation, which Japan would like to choose till next year. She, addressing a press conference with Japanese mediapersons, expressed the will to revise the "law on special measures against terrorism" in a bid to extend by one year the presence of the "Maritime Self-Defence Forces (MSDF)" in the Indian Ocean active to refuel warships of the U.S. and other forces.
Rodong Sinmun today observes in this regard in a by-lined commentary:
Her intention to keep warships of the MSDF involved in the U.S. forces' "operations against terrorism" betrays her militarist tendency and disposition.
She was a main player in working out Japan's security strategy. After being appointed adviser to the prime minister on national security of the Abe regime formed in September last year, she played a big role in mapping out the security strategy as intended by her master.
She is known to have close relationship with Abe.
This relationship grew stronger between the two big wigs when the former was minister of Environment and concurrently minister in charge of Okinawa and Northern issues and the latter was Chief Cabinet Secretary.
She is a political careerist as greedy as Abe and a right-wing conservative figure keen on militarism.
In other word, she is a militarist philistine steeped in bitterness toward Korea and the ambition to reinvade it to the marrow of her bone.
Japan is bound to go to ruin as those blinded with militarism are enforcing right-wing conservative politics, holding important posts.
Rodong Sinmun on Fatherland Liberation War
Pyongyang, July 24 (KCNA) -- The victory in the Fatherland Liberation War was a brilliant victory of the Songun idea, leadership and exploits and tradition provided by President Kim Il Sung, states Rodong Sinmun Tuesday.

The DPRK army and people could work world-startling military miracles in the war. This was possible because they had firm political and military foundations laid by Kim Il Sung under the banner of Songun.
Kim Il Sung was a rare statesman versed in military affairs and invincible and iron-willed commander who laid down the principle of the revolution advancing with the might of arms and paved the unique way of the Songun revolution. In the first days of pioneering the Korean revolution, the President put forward the unique idea of attaching importance to the arms and to military affairs and put forth enormous efforts to reinforcing the driving force of the revolution with the armed units as a core.
He firmly adhered to the principle of Songun in building a new country after the liberation.
The victory in the Fatherland Liberation War demonstrated the matchless might of the Korean People's Army which had grown in strength and developed in the storm of the Songun revolution under the leadership of the President.
The DPRK, less than two years after the proclamation of its foundation, could decisively drive back the large-scale military invasion of the U.S. imperialists. It owed this to the invincible revolutionary army fostered by the President.

It was also a brilliant victory of the great army-people unity which traces its origin to the anti-Japanese revolution.
The Fatherland Liberation War of the people of the DPRK who firmly defended the destiny of the country and the nation and worked military miracles which would shine long in the history of the anti-imperialist struggle with the might of Songun left behind really a valuable philosophical principle of the revolution.
If victory is to be won in a showdown with imperialism, it is necessary, first, second and third, to have great strategist and a brilliant commander of Songun as supreme commander. This is the most precious truth drawn from the Fatherland Liberation War.

International Scientific Symposium on Potato Held
Pyongyang, July 24 (KCNA) -- An international scientific symposium on potato was held here on Monday and Tuesday.
Present at the symposium were Kim Hyok Jin, vice-minister of Agriculture, officials concerned, and scientists, technicians and experts in the field of agriculture and representatives of the International Potato Center and different countries.
The symposium discussed the theoretical and practical problems arising in putting the potato farming on a scientific and modern basis, increasing the potato production and widening its use.
Ko Kum Hak, vice-president of the Academy of Agricultural Science, made an opening address which was followed by congratulatory speeches by Kim Hyok Jin and Regional Leader of the East and Southeast Asia and the Pacific of the International Potato Center Fernando N. Ezeta.
The speakers expressed belief that the symposium would provide an opportunity to widely exchange advanced scientific and technological successes and good experience gained in different countries and thus make a great contribution to prosperity and development of each country and each nation and development of human civilization.
The participants heard papers entitled "Potato farming and its prospect in the DPRK" and "Potato Research and Development Strategy for East, Southeast Asia and the Pacific." National ICM Training Center Brisk in DPRK
Pyongyang, July 24 (KCNA) -- The National Integrated Coastal Management (ICM) Training Center is in full operation in the Democratic People's Republic of Korea.
It is an education and research center to train the talents needed in implementing the national ICM projects in the DPRK and the East Asian region.
The center, which was opened in July 2004, has made a positive contribution to improving the sea environment by deepening the training of talents needed in integrated coastal and territorial water management and the research work.
For the purpose of bringing up ICM experts, it installed the ICM subject in the educational teaching schedule of the Faculty of Earth Environmental Science under Kim Il Sung University and included the ICM part in the environmental protection subject in the curriculum for higher education throughout the country.
It makes it possible to enable the students to have a correct knowledge on sea environment and to increase the ranks of competent experts in this field.
The center has made successes in research activities for the sustainable development and utilization of marine resources including the introduction of ICM in the east and west coasts.
In particular, it has intensified the research into "standard sea database and ICM information system" in recent years, thus contributing to putting the "estimation of the coastal water quality environment," "red tide forecasting system," "selection of the right place for exchanging ballast water" on a scientific basis.
The center also regularly organizes two short training courses for officials in the field of the ICM including the Ministry of Land and Environment Conservation and the State Maritime Supervision Bureau every year.

Measure for Protecting Human Rights of Koreans in Japan Demanded
Pyongyang, July 24 (KCNA) -- The Swiss Committee for Supporting the Independent and Peaceful Reunification of Korea sent a letter to the Office of the United Nations High Commissioner for Human Rights on July 17 in protest against the Japanese authorities' evermore undisguised suppression of the General Association of Korean Residents in Japan (Chongryon).
The letter branded the Japanese authorities' suppression of Chongryon and Koreans in Japan as a wanton human rights abuse.
It requested the above-said office to fulfil its moral obligation to pressure the Japanese government and openly denounce the Japanese authorities' violation of human rights.
It strongly urged the office to take a decisive measure for protecting the rights of Koreans in Japan.
Regular Meetings of Chongryon Headquarters Held
Tokyo, July 22 (KNS-KCNA) -- Regular meetings of the headquarters of the General Association of Korean Residents in Japan (Chongryon) across Japan were held to implement the decisions of the 21st Congress of Chongryon.
At the meetings reporters and speakers said that in the past period Chongryon officials have increased their responsibility and role, helping the compatriots to be aware of the national identity and actively encouraging them to turn out in the patriotic movement in the new century.
They vowed to build up Chongryon into a patriotic organization deeply rooted among broad strata of Koreans in Japan and develop the "movement for inviting compatriots to come to the fold of Chongryon" into a mass movement for expanding the harmonious and dynamic community of Koreans and thus implement the decisions of the 21st Congress of Chongryon.

Pyongyang, 24 de julio (ATCC) -- La historia y la realidad vuelven a demostrar claramente que Japon es el historico enemigo jurado de la nacion coreana.
Asi senala el portavoz del Comite Coreano de Investigacion de los Danos a causa de la Ocupacion de Corea por los Imperialistas Japoneses en una declaracion publicada la vispera con motivo del centenario de la invencion del "Tratado de 7 Puntos de Jongmi (1907)" y la "Ley de Seguridad" y continua:
Los imperialistas japoneses, que privaron a Corea de los derechos diplomaticos en virtud del fraudulento "Tratado de 5 Puntos de Ulsa (1905)", inventaron y promulgaron ilegalmente el 24 de julio de 1907 el "Convenio Corea-Japon" ("Tratado de 7 Puntos de Jongmi") sin la autorizacion, la firma ni la selladura del emperador coreano arrancando todos los poderes gubernamentales al Estado feudal de la dinastia de los Ri, inclusive el legislativo, el judicial y el ejecutivo, que quedaban ya por mera formalidad.

Hasta en el siglo XXI, los reaccionarios japoneses eluden reconocer, pedir la disculpa e indemnizar sus crimenes del pasado manchados de sangre y, al contrario, los tergiversan y justifican.
Para colmo, se enfrascan en sus maniobras para el resurgimiento del militarismo y nueva agresion.
En los ultimos dias, ellos recurren obstinadamente a las maniobras hostiles a la Republica Popular Democratica de Corea y recrudecen la represion a la Chongryon (Asociacion General de Coreanos Residentes en Japon) con el proposito de exterminarla. Rodong Sinmun critica a la ministra de Defensa de Japon
Pyongyang, 24 de julio (ATCC) -- Tan pronto como fuera designada, gracias al favoritismo de Abe, como la primera mujer ministra de Defensa en la historia de Japon, Koike, anda atareada para dar acicate a la conversion de su pais en una potencia militar.
En un reciente encuentro con el embajador norteamericano en Japon, ella le pidio las informaciones sobre los principales cazas de la proxima generacion (FX), que seran escogidos hasta el ano que viene por el pais isleno.
Ademas, en una conferencia con la prensa nacional, expreso su voluntad de enmendar la "ley de medidas especiales frente al terrorismo" para dar una prorroga de un ano al estacionamiento de las "fuerzas navales de autodefensa" en el Mar Indico que se encargan de proveer del combustible a los buques de guerra norteamericanos y de otros paises.
Al respecto, el diario Rodong Sinmun publico este martes un comentario individual que va como sigue:
La intencion de Koike de mantener involucrados a los buques de las "fuerzas de autodefensa" en la "operacion antiterrorista" de EE.UU permite conocer su inclinacion y temperamento militaristas.
Despues de nombrada en septiembre del ano pasado como asesora del premier para la seguridad nacional en el recien constituido gobierno de Abe, ella desempeno un papel importante en elaborar la estrategia de seguridad de Japon segun la intencion de su amo (Abe).
Cuando trabajaba de ministra de Medioambiente y titular concurrente encargada de Okinawa y asuntos del Norte, ella ensancho los nexos personales con el entonces director del secretariado del gabinete, Abe.
Al igual que Abe, Koike es una politica ambiciosa y una mujerzuela conservadora derechista que aspira al militarismo.
Ademas, esta politiquera se nutrio hasta en sus tuetanos de la conciencia hostil a Corea y la idea agresiva.
Japon no podra evadir su futuro de mal aguero ya que esos tipejos enloquecidos por el militarismo practican una politica conservadora derechista ocupando cargos importantes.
Minju Joson condena aumento armamentista en Golfo Persico
Pyongyang, 24 de julio (ATCC) -- El actual aumento armamentista de Estados Unidos en el Golfo Persico demuestra que este trata de solucionar por via militar el problema del Medio Oriente.
Asi senala el periodico Minju Joson en un comentario individual del dia 24 y continua:
En la region arriba mencionada ya estan desplegados dos colectivos de portaaviones, a los cuales se sumara el otro encabezado por el "Enterprise". Este hecho demuestra que esta area adquiere mayor densidad de las fuerzas armadas ofensivas en comparacion con otras partes del mundo.
Para colmo, circulan rumores de que EE.UU. emplazara alli hasta el portaaviones "Truman".
Ahora, el imperio habla como si esas medidas se orientaran a "contribuir a la estabilidad de la region del Medio Oriente".
Pero, el ataque preventivo con las enormes fuerzas armadas ha sido siempre el modo principal de EE.UU. para realizar su estrategia de dominio mundial.
Los yanquis usaron siempre las fuerzas armadas contra los paises antiimperialistas e independientes para tomar los nidos estrategicos y alcanzaron con ellas sus objetivos militares y estrategicos.
Esta vez tambien tratan de ganar sus intereses politicos, militares y economicos al concentrar en esa region convulsa los colectivos de ataque al mando de portaaviones.
La realidad demuestra que EE.UU. es el autor de la destruccion de la paz y la seguridad del mundo.
Minju Joson revela criminalidad del imperialismo japones
Pyongyang, 24 de julio (ATCC) -- Ya pasaron los 100 anos desde la invencion del "Tratado de 7 puntos de Jongmi (1907)" de caracter agresivo por los reaccionarios japoneses. Pero, estos lo "justifican" y "legalizan" hasta la fecha. Esto es una burla antietica a la nacion coreana que habia privado de los derechos independientes y del derecho a vivir bajo la dominacion colonial de los imperialistas japoneses.
Senala asi el rotativo Minju Joson en un comentario individual de este martes y continua:
El "Tratado de 7 Puntos de Jongmi" es un documento fraudulento sin ninguna restriccion legitima.
En general, los tratados interestatales pueden entrar en vigencia con la aprobacion del maximo gobernador de los respectivos paises. Esto es una demanda y principio de la ley internacional.
Pues, el citado "Tratado" tambien debia llevar la aprobacion, la firma y el sello de Kojong, emperador del entonces gobierno feudal de la dinastia de los Ri. Pero, al igual que el "tratado de 5 puntos de Ulsa (1905)", el "tratado de 7 puntos de Jongmi" no dispone de la aprobacion, la firma ni el sello de Kojong.
Sin embargo, bajo el vistoso rotulo de la "promocion de la prosperidad" y el "fomento de la felicidad", los imperialistas japoneses anunciaron a todo el mundo la aprobacion del "tratado" sellado por Ri Wan Yong, cabecilla del gabinete pro-japones.
Tomandolo por un "documento legal", los imperialistas japoneses practicaron una cruenta dominacion colonial a Corea.
Sin embargo, hasta la fecha los reaccionarios japoneses no hacen reconocimiento, disculpa e indemnizacion por sus horrorosos crimenes del pasado, sino los tergiversan y justifican.
