KPA Proposes Talks between DPRK and U.S. Militaries

Pyongyang, July 13 (KCNA) -- The chief of the Panmunjom Mission of the Korean People's Army issued the following statement on July 13:
The anti-DPRK fanatics of the U.S. are now raising more brigandish assertions as they have found themselves in a tight corner, left with no pretext to justify their moves to stifle the DPRK they have so far persistently pursued over the nuclear issue.
They are letting loose brazen-faced sophism that it is necessary to increase pressure upon the DPRK in order to force it completely dismantle its nuclear program, absurdly asserting that a series of undertakings related to the nuclear issue on the Korean Peninsula is now underway as a result of the U.S. policy to pressurize it.
This discloses, after all, the intention of the U.S. to invariably pursue the policy to pressurize and stifle the DPRK till it has achieved its strategic goal to perpetuate its forces' presence in south Korea and the Korean division and bring down the socialist system in the DPRK.
In this context, the KPA is compelled to clarify its stand on the vicious moves of the anti-DPRK fanatics of the U.S.
The aim sought by the U.S. in maintaining the armistice for more than half a century since the realization of truce was to bring down the DPRK by way of strangulating it.
As the U.S. found it hard to conquer DPRK by force of arms 54 years ago, it resorted to the act of deceiving the Korean and other peace-loving people of the world to achieve its aim though it put its signature to the Armistice Agreement (AA).
Just 12 days after the AA took effect the U.S. concluded the "Mutual Defense Pact" with south Korea, diametrically running counter to Paragraph 60 of the AA which calls for the withdrawal of all foreign forces from south Korea and a peaceful settlement of the Korean question. It thus justified the U.S. forces' presence in south Korea and made toothless the above-said paragraph of the AA which was the ultimate object of the conclusion of the AA.
By doing so, the U.S. removed the obstacles lying in the way of achieving its strategic design on Korea and paved the way for turning south Korea into a nuclear base in the shortest possible time.
The nuclear issue of the DPRK about which the U.S. has so far trumpeted like a thief crying "Stop the thief!" is, in essence, the nuclear issue of the U.S.
The U.S. has systematically introduced huge quantities of modern combat equipment as well as various types of nuclear weapons exceeding a thousand into south Korea after unilaterally declaring the abrogation of Paragraph 13 d of the AA on June 21, 1957, turning south Korea into the world's biggest nuclear base.
The Korean people have since been exposed to the incessant nuclear threat of the U.S. and have consistently demanded the pullback of U.S. nuclear weapons from south Korea and the denuclearization of the Korean Peninsula.
History goes to prove that the DPRK is the very advocator of the denuclearization of the peninsula.
It is ridiculous, indeed, for the U.S. to talk about the DPRK's nuclear threat and the denuclearization of the peninsula despite those hard facts.
The U.S. has recently worked out and pushed forward a new nuclear plan to annually produce 125 smaller nukes with tremendous explosive power which can be used in any area and any time, in Korea to be more specific. This fact offers a clear testimony showing where is the root cause of the nuclear issue on the Korean Peninsula and why is it so difficult to settle the issue.
The U.S. is a belligerent party hostile to the DPRK and the two countries are still technically at war.
Under this situation nobody can deny that the confrontation between the DPRK and the U.S means a life and death one.
It is the undeniable and legitimate right of the DPRK to have in place all the necessary self-defensive means to cope with the threat and blackmail of the U.S. in order to protect its right to existence. This is a fair and clear reason which even a mere child can easily understand.
If the U.S. keeps pressurizing the DPRK under the pretext of the nuclear issue and refuses to discontinue the large-scale war maneuvers it stages as an annual event in south Korea and the massive arms buildup as preparations for a preemptive strike at the DPRK, its army and people will have no option but to exert utmost efforts for further rounding off the means for retaliatory strike strong enough to cope with the U.S. nuclear attack and preemptive strike in order to protect its dignity, sovereignty and right to existence.
This is the unshakable will and firm determination of the army and the people of the DPRK.
In that case, it is as clear as noonday that neither the implementation of the February 13 agreement nor success of the six-party talks will be possible.
Such a complicated and grave situation is now prevailing on the Korean Peninsula and it is getting tenser not only because of the U.S persistent hostile policy towards the DPRK but because of the servile attitude of the UNSC which zealously patronizes and supports it.
It is a hard fact well known to the world that the UNSC has historically conspired with the U.S. in pursuing the hostile policy of perpetuating the division of Korea against its reunification.
As early as in the 1950s the UNSC allowed the U.S. to abuse the UN flag, so that it could cover up its armed invasion of the DPRK and its illegal occupation of south Korea. And the U.S. is still committing all sorts of crimes against the Korean people under the same flag.
For this reason, the Korean people have long pent-up grudge against the UNSC.
The UNSC is obliged to observe the principle and strictly disallow the double standards in discharging its commitment to ensure global peace and security. It, however, actively joined the U.S. in dastardly racket of putting pressure upon the DPRK which had been compelled to take self-defensive measures to cope with the U.S. nuclear threat, while applying sanctions against it. This lashed the Korean people into extreme fury.
It is shocking and deplorable, indeed, for the UNSC to protect the interests of big countries at the sacrifice of small countries on the basis of jungle law though it is obliged to adhere to the principle of impartiality.
It is by no means fortuitous that many people are skeptical about the reason for the continued existence of the UNSC.
It is the sincere hope of the DPRK that the UNSC will take a principled and objective and impartial approach in its activities to firmly ensure the global peace and security at a time when the world is facing such complicated and difficult problems as now.
The KPA side urges both the U.S. and the UN, a signatory to the AA, to remain true to their commitments under the AA till a new peace-keeping mechanism is built on the Korean Peninsula. Though many core paragraphs of the AA have been played down and have lost their validity, the KPA side proposes having talks between the DPRK and U.S. militaries to be attended by a UN representative, too, in any place and at any time to be agreed upon between both sides for the purpose of discussing the issues related to ensuring the peace and security on the Korean Peninsula, including Paragraph 60 of the AA as required by Paragraph 17 of the AA which calls on the DPRK and the U.S. to respect the letter and the spirit of all of the provisions of the AA.
It is easy to miss a chance, but difficult to get it.

Halt to Suppression of Participants in Actions against FTA Demanded

Pyongyang, July 13 (KCNA) -- The All-People Movement Headquarters for Checking the south Korea-U.S. "Free Trade Agreement" reportedly had a news conference in Seoul in connection with the kick-off of a sit-in strike to cope with the emergency situation on July 9.
Charging that the authorities have gone beyond the tolerance limit in repressive actions when they arrested the headquarters and decided to take legal actions against at least 300 participants of the actions against the conclusion of FTA, speakers at the news conference declared that they would wage an indefinite sit-in strike in protest against their suppression.
A press release was read out at the conference.
Noting that the moves of the "government" authorities to conclude the sycophantic and treacherous FTA with the U.S. would be recorded as an indelible criminal mistake in history, it demanded the "National Assembly" refuse to ratify the wrong "agreement."
The press release called on the people of various strata to turn out in the struggle to deter the authorities from concluding the "agreement" and release the co-representatives.
At the end of the conference the members of the above-said headquarters entered into an indefinite sit-in strike in the tent site in a park.
The participants of the sit-in strike noted that they would wage diverse actions in demand of the release of the co-representatives including a protest visit to the Seoul prison in the future.

Pyongyang, July 13 (KCNA) -- The arboretum of the Kumsusan Memorial Palace, the supreme sacred temple of Juche, is thriving further as the days go by thanks to the warm sincerity of the Korean people and world progressive people.
In recent months national and local institutions of all levels, industrial establishments, co-op farms, schools and working people and school youth and children transplanted a lot of trees and flower shrubs including magnolia, the national flower which President Kim Il Sung had been fond of, pine-nut, larch, lame donkey, royal azalea and azalea and released hundreds of pheasants in the arboretum.
Scientists and technicians in the bioengineering field succeeded in breeding red oak tree suitable to the climate and soil conditions of the country and planted them in the arboretum. The trees will contribute to increasing forest resources and greening cities.
Agricultural working people in the Tuhung Co-op Farm in Kanggye City, Jagang Province and pupils in Songphyong Middle School in Taegwan County, North Phyongan Province planted nearly 600,000 white broad bellflower roots.
Growing healthily there are thousands of trees and flower shrubs sent by various countries including China, India, Canada, New Zealand, Australia, former Yugoslavia and Netherlands and overseas Koreans.
This year, too, many figures from different countries transplanted pine-nut trees on the occasion of the Day of Sun with deep reverence for President Kim Il Sung.
The arboretum thickly wooded with hundreds of thousands of trees and flower shrubs of several hundred species adds beauty to the Kumsusan Memorial Palace.

War Exercises Escalated

Pyongyang, July 13 (KCNA) -- The U.S. imperialist warmongers are nowadays deploying warplanes to U.S. air bases in south Korea one after another, aggravating the situation on the Korean Peninsula, according to military sources.
They brought a wing of F-16s from Europe to south Korea on June 19. On July 9 and 10 they introduced at least ten F-16s, F/A-18s and KC-135 into U.S. air bases in south Korea from their overseas ones.
The fighter bombers and pursuit-assault planes were involved in DPRK-targeted close air support, surprise strike at ground objects, air battle and air refueling for a real war in cooperation with the south Korea-based U.S. 7th Air Force with the sky of south Korea as operational theatre almost every day. Formations of F/A-18s from overseas bases flied to south Korea, being refueled along the long-distance air route to take part in frantic air war exercises such as making surprise strike at the designated objects and going back to their bases.

More Rally Held to Denounce Japan's Outrage

Pyongyang, July 13 (KCNA) -- If the Japanese reactionaries persist in their hostile stand toward the DPRK, the General Association of Korean Residents in Japan (Chongryon) and Koreans in Japan, the Korean workers will relentlessly crush the Jap islanders with a head-on hammer, warned Manager Kim Tong Jom and other speakers at a rally of the employees of the Kim Jong Thae Electronic Locomotive Plant on July 12 condemning the Japanese reactionaries' anti-DPRK and anti-Chongryon acts.
Noting that the mad-dog campaign in Japan to throttle Chongryon today minds us of the Kanto quake of 1923 when the Japanese imperialists went on the rampage to "exterminate the Koreans" by setting in motion the army, the police and even civilians, the speakers said: This is a prelude to the total destruction of Chongryon and the Koreans in Japan and a wanton infringement on the sovereignty of the DPRK.
Throwing off even the veil of "a law-governed state" and "human rights," the Abe group is now resorting to nefarious state crimes against Chongryon and Koreans in Japan, they noted, and went on: This hysteric act once again strips Japan naked under the eyes of the world as a barren land of democracy and humanitarianism and a state of shocking terrorism against human rights.
The speakers bitterly condemned the despicable and robber-like acts of the Japanese reactionaries who are dead set on the suppression of Chongryon, far from repenting of their past crimes.

Koreans in U.S. Denounce Suppression of Chongryon

Pyongyang, July 13 (KCNA) -- The Federation of Koreans in the U.S. reportedly released a statement on July 7 in denunciation of the Japanese authorities' frantic crackdown upon the General Association of Korean Residents in Japan (Chongryon) and Koreans in Japan.
The statement noted that the conscientious Japanese people are demanding Abe step down as early as possible in the ultimate interests of Japan, asserting that the suppression of Chongryon means a challenge to the DPRK and is little short of declaring confrontation with it and that Abe would be wholly to blame for the misfortune resulting from the suppression.
The Abe regime should lend its ear to such voices and clearly understand that the suppression of Chongryon is as foolish an act as inviting self-destruction, the statement urged, and warned:
If the Japanese authorities fail to immediately discontinue their crackdown upon Chongryon, it will meet a stern judgment of the Korean nation.
The Abe regime should apologize for its crimes, though belatedly.
The Federation of Koreans in the U.S. will carry on its struggle till the Abe regime's reckless suppression of Chongryon comes to an end.
