Spokesman for DPRK Foreign Ministry on Issue of Implementation of February 13 Agreement

Pyongyang, July 6 (KCNA) -- A spokesman for the DPRK Foreign Ministry gave the following answer to the question put by KCNA Friday as regards the issue of the implementation of the February 13 Agreement:
After the settlement of the issue of the remittance of the funds frozen in the Banco Delta Asia in Macao, the DPRK is implementing its commitments under the agreement much earlier than the promised time and order.
It was agreed at the six-party talks that the DPRK would suspend the operation of its nuclear facilities within 30 days after the lifting of the financial sanction against it.
The delayed remittance of the funds procrastinated on the start of implementation of the February 13 agreement but the DPRK allowed a delegation of the International Atomic Energy Agency to visit the DPRK just one day after the completion of the fund remittance proceeding from a goodwill stand to make up for the loss of time, substantially kicking off the process to suspend the operation of its nuclear facilities.
The above-said agreement calls for providing 50,000 tons of heavy oil to the DPRK in the same period, but it was reported that the shipment of the total quantity is expected to be completed early in August.
Prompted by the desire to facilitate the process of the six-party talks, the DPRK is now earnestly examining even the issue of suspending the operation of its nuclear facilities earlier than expected, that is from the moment the first shipment of heavy oil equivalent to one-tenth of the total quantity is made, without waiting for the total quantity of heavy oil to reach its port and making preparations for the job.
The parties concerned have already been informed of this.
Nevertheless, some elements are now spreading misinformation that the DPRK is raising a new demand as regards the implementation of the agreement. This indicates that the forces displeased with the smooth implementation of the agreement are still at work.
The agreement should be honored not only by the DPRK but by all the countries participating in the six-party talks on the principle "action for action".
Other participating countries are also obliged to hasten the preparations for honoring their commitments including energy aid amounting to 950,000 tons of heavy oil, the remaining quantity to be provided.
It is a stark fact already known to the world through the agreement that the DPRK cannot unilaterally suspend the operation of its nuclear facilities unless other participating countries fulfil their commitments.
The DPRK may not trust them if steps are not taken to make political and economic compensation as promised, even after it has taken to suspend the operation of its nuclear facilities. In that case, the resumption of its nuclear activity will assume legitimate nature.

Feats of Kim Il Sung Highly Praised

Pyongyang, July 6 (KCNA) -- A remembrance meeting was held in the Czech Republic and a seminar on feats of President Kim Il Sung took place in South Africa on June 30 on the occasion of the 13th anniversary of his demise.
Miroslav Stepan, general secretary of the Central Committee of the Czechoslovak Communist Party, said at the meeting that its party members recollect in humble reverence the exploits performed by Kim Il Sung for the Korean and the world revolution on the occasion of the 13th anniversary of his demise.
He referred to the fact that the President made an undying contribution to the development of the friendly and cooperative relations between the Workers' Party of Korea and the Czechoslovak Communist Party, the Korean people and the Czech and Slovak peoples.
Bonakele Majuba, secretary of the Mfumalanga Provincial Committee of the South African Communist Party who is chairman of the South African Association of Friendship and Solidarity with the Korean People, noted at the seminar that Kim Il Sung is the genuine father of the world progressives as he made an immortal contribution to the human cause of independence.

A message to Kim Jong Il was adopted at the meeting in the Czech Republic.

Dismantlement of "UN Command" Urged

Pyongyang, July 6 (KCNA) -- The south Korean Youth and Students Solidarity for Implementing the June 15 Joint Declaration reportedly issued a statement on June 29 in demand of the dismantlement of the "UN Command".
The statement clarified that the "UN Command" brought into south Korea by the United States is nothing but a U.S.-controlled military mechanism for aggression set up by the name of the UN to all intents and purposes.
The continued existence of the "UN Command" despite the resolution calling for its disbandment adopted at the 30th Session of the UN General Assembly in 1975 is a challenge to and mockery of the public opinion at home and abroad desirous of peace on the Korean Peninsula, the statement said, and continued:
The U.S. is now working hard to preserve the "right to command wartime operations" of the south Korean forces shamelessly talking about a strong "multi-national coalition body".
Saying that there is no justification for the U.S. troops to stay in south Korea any longer, the statement declared that the solidarity would take the lead in the actions for the dismantlement of the "UN Command" and withdrawal of the U.S. troops from south Korea.

Repeal of NSL Demanded in S. Korea

Pyongyang, July 6 (KCNA) -- The South Headquarters of the National Alliance for the Country's Reunification in its statement on July 2 accused the south Korean security authorities of walking away Jang Song Hoe, former chairman of the south Korean Federation of University Student Councils, according to a news report.
Noting that lurking behind the ceaseless suppression of pro-reunification activists on charges of violation of the "National Security Law (NSL)" is the plot of the security authorities to revive the anachronistic political coloring offensive in a bid to eliminate the forces for the progressive movement with the "presidential elections" at hand.
Meanwhile, the south Korean Youth and Students Solidarity for Implementing the June 15 Joint Declaration in its statement on June 30 declared that the youth and students would conduct strong united actions for the repeal of NSL, the dismantlement of the anti-reunification security body and the release of those arrested by the security authorities.

Rodong Sinmun on Three Principles of National Reunification

Pyongyang, July 6 (KCNA) -- President Kim Il Sung had the three principles of independence, peaceful reunification and great national unity enshrined in the July 4 North-South Joint Statement, providing a programme for national reunification common to the whole Korean nation. This was an immortal exploit as it brought about a landmark turn in the history of the movement for national reunification. Rodong Sinmun today says this in a signed article.
    It goes on:
The above-said three principles laid down by the President are the most fair and scientific programme for reunification as they indicate the fundamental stand and basic ways to be consistently maintained by the Koreans to accomplish the cause of national reunification.
National independence is the main principle and fundamental stand for accomplishing the cause of reunification.
The cause of national reunification is, in essence, the cause of national independence. The issue of national reunification is the issue pertaining to the national sovereignty as it calls for rejecting foreign domination and interference in south Korea and establishing national sovereignty throughout Korea.
It is necessary to advance the movement for national reunification strictly on the principle of national independence in order to put an end to the outsiders' domination and interference and the history of national division.
To achieve national reunification peacefully is the most reasonable and realistic principle of achieving reunification which reflects the unanimous desire of the Korean nation.
There are differing ideologies and systems in the north and the south of Korea but they can never be an obstacle in the way of achieving peaceful reunification. No matter how big the disparity between the north and the south is, they can certainly overcome it if they put the common interests of the homogenous nation above anything else.
Reunifying the country peacefully is the most reasonable and realistic way of national reunification in view of the requirements of the reunification movement and the unanimous desire of the whole nation.
The great national unity provides a sure guarantee for achieving the independent and peaceful reunification of the country.
All Koreans in the north and the south and overseas are responsible for accomplishing the cause of national reunification.
No outside forces can be more interested in the issue of national reunification than the Koreans or replace them in accomplishing its cause. In order to achieve national reunification the Koreans should never allow foreign domination and interference but settle the issue of national reunification by their own efforts.
To this end it is necessary for all Koreans in the north and the south and overseas to achieve great national unity, transcending the class and partisan interests.

New Stamp Issued

It prints the words "100th anniversary of the death of Ri Jun" and his portrait against the picture showing his suicide by disembowelment at the place of the Second International Peace Conference.
Ri Jun, born in Pukchong, South Hamgyong Province in 1858, was a patriotic cultural activist who formed an anti-Japanese organization and waged a positive struggle against the Japanese imperialists' occupation of Korea.
He went to The Hague of Netherlands, the venue of the Second International Peace Conference, in June 1907 for the purpose of arousing international opinion against the occupation, carrying with him a secret message of King Kojong.
He, along with two other emissaries, demanded they participate in the conference as formal representatives of Korea. But their demand was rejected by the chairman of the conference in compliance with the plots of the imperialists.
His struggle against the plots of the U.S. and other powers which worked hand in glove with Japan ended with his suicide by disembowelment at the meeting place.
His death left a historical lesson that the national sovereignty and independence should be attained by the efforts of the nation through the struggle against the aggressors, not through a petition or a diplomatic method.
The face-value of the stamp is 110 won.

Brilliant Life Dedicated to Country and Nation

Pyongyang, July 6 (KCNA) -- The Korean people are recollecting with deep emotion the immortal exploits performed by President Kim Il Sung for the country and nation, with the approach of his death anniversary.
His whole life was dedicated to the country and nation.
He has devoted his all to the country and nation since he left his home town in his teens.
The world knows no other leaders than the President who led the revolution, making a long journey of bloody format.
He fathered the Juche idea in his early years and, basing himself on the idea, victoriously led a nearly a century-long struggle unprecedented in history ranging from the national liberation revolution to socialist construction.
He founded the revolutionary armed forces in the early 1930s and defeated the formidable Japanese and U.S. imperialists. He led the social revolutions of two stages and socialist construction of several phases to a victory, thus making undying exploits.
He founded the Workers' Party of Korea on October 10, 1945. He developed it into a revolutionary party which strives to realize the desire of the popular masses for independence and has close ties with the people of broad sections. He founded the DPRK on September 9, 1948 and built it into a genuine state power which serves the people, guided by the idea "The people are the God."
Today the man-centered Korean-style socialism, the life and soul of the Korean people, is vigorously moving forward without vacillation under the complex situation. The world people laud the foresight of the President who laid down the line of building a country, independent in politics, self-supporting in economy and self-reliant in national defence so as to build a socialist power.
A foreigner said that he has no faith in God and he believed in President Kim Il Sung like God, though.
The President visited every part of the country all his life to take warm care of the people.
Indeed, his revolutionary life will remain long in the hearts of all people.

Treasured Sword for National Sovereignty and Destiny

Pyongyang, July 6 (KCNA) -- The dignity and sovereignty of a nation can be defended only when its army is strong. It is the truth of history that the Korean people have experienced in the protracted revolutionary struggle.
The history of army building is associated with the sacred life of President Kim Il Sung.
He started his revolutionary activities in his early years and realized keenly that it was necessary to found a national army in order to save the destiny of the fellow countrymen from the harsh rule of the Japanese imperialists. He, thus, embarked upon the road of accomplishing the sacred cause of building the army with the two pistols handed down by his father Kim Hyong Jik as the wherewithal.
In the course of struggling to implement his Juche-oriented line and policies advanced at the Kalun meeting, he founded the Korean Revolutionary Army (KRA) on July 6, Juche 19 (1930).
He stated at the inauguration ceremony that the KRA was a political and paramilitary organization of the Korean revolutionaries to make preparations for the anti-Japanese armed struggle, and that regular revolutionary armed forces would be organized in future on the basis of the KRA.
For nearly two years since then, the pivotal force had been trained, the mass foundation laid and full military preparations made for the formation of the anti-Japanese armed ranks under his outstanding and tested leadership. As a result, the Anti-Japanese People's Guerrilla Army was founded in Antu on April 25, 1932.
Thanks to such revolutionary armed forces, the anti-Japanese national liberation struggle of the Korean people could be crowned with victory through many arduous and complicated ordeals unprecedented in history.
The President had attached the greatest importance to the arms even after the war, to say nothing of the liberation of the country (August 1945) and the Fatherland Liberation War (June 1950 - July 1953), and thus frustrated the armed aggression and provocations of the U.S. imperialists.
The policy of attaching importance to arms has emerged victorious over the last 77 years since the formation of the KRA. This proud history has been brilliantly carried forward by Kim Jong Il.
He has won victory after victory and glorified the destiny of the nation with the policy of attaching importance to arms. His original Songun leadership firmly protects the Korean-style socialism.

The film impressively deals with the immortal exploits the President performed by realizing the centuries-old desire of the peasants to till their own land by carrying out the historic agrarian reform after liberation and wisely leading the officials and farmers to overcome the rigorous ordeal during the Fatherland Liberation War and complete the socialist agricultural cooperativization in a brief span of time.
The film also tells touching stories about the noble virtues and rare popular trait of the President who provided guidelines for solving the socialist rural question and sat knee to knee with farmers to discuss with them farming and their living.
The film was appreciated by officials of the party and the state, the chairman of a friendly party, officials of ministries and national institutions and working people in the city.
