21st Inter-Korean Ministerial Talks Close

   Seoul, June 1 (KCNA Correspondent) -- The 21st North-South Ministerial Talks closed Friday.
    At the talks both sides exchanged views after advancing proposals for definitely placing the inter-Korean relations on the orbit of sound development.
    They once again confirmed the fact that it is impossible to settle any issue nor is it possible to expect any progress in the inter-Korean relations unless the outdated viewpoint and practice are discarded in the June 15 era when the nation is heading for reconciliation, cooperation and reunification.
    A joint press release of the talks was issued at the talks.
    According to it, both sides reviewed the successes made as a result of the inter-Korean ministerial talks held 20 times and the lesson drawn from them, shared the understanding that it is necessary to put the inter-Korean relations on a higher stage in the spirit of "By our nation itself" and had an earnest discussion after manifesting each other's stand on the principled and practical matters arising in the development of those relations.
    They also agreed to make a further study of the issues related to promoting peace on the Korean Peninsula and the inter-Korean reconciliation and cooperation in the basic spirit of the June 15 joint declaration.


Kim Jong Il Sends Congratulatory Message to Syrian President

   Pyongyang, June 1 (KCNA) -- General Secretary Kim Jong Il Friday sent a congratulatory message to Bashar al|Assad, regional secretary of Syria's Baath Arab Socialist Party, on his reelection as president of the Syrian Arab Republic.
    Kim Jong Il in his message noted that the reelection of Bashar al-Assad as president of the Syrian Arab Republic this time is an expression of the Syrian people's firm will to build an independent and prosperous country by carrying forward the cause of Hafez al|Assad and their deep trust in the president.
    Expressing the belief that the excellent friendly and cooperative relations between the two countries would continue to develop on good terms in the future, too, Kim Jong Il wished him good health and happiness and bigger success in his responsible work to build modern and developed Syria.


50th Anniversary of Pyongyang Sinmun Marked

   Pyongyang, June 1 (KCNA) -- A meeting took place on May 31 to mark the 50th anniversary of Pyongyang Sinmun.
    At the meeting Choe Thae Bok, secretary of the Central Committee of the Workers' Party of Korea, conveyed a congratulatory message sent by the WPK Central Committee to the journalists, editors and employees of the Pyongyang Sinmun Office.
    The congratulatory message recalled that President Kim Il Sung founded Pyongyang Sinmun on June 1, Juche 46 (1957) and Kim Jong Il clearly indicated the orientation to be followed by the Pyongyang Sinmun Office and ways to do so in each period of the revolutionary development, leading it to successfully perform its honorable mission and duty.
    The office has conducted energetic press activities, true to the Juche-oriented idea of media activities, contributing to reliably defending the Party and the leader, thoroughly implementing the WPK's line and policies and educating the Party members and other working people in the city politically and ideologically, culturally and emotionally.
    Song Rak Gyun, editor-in-chief of the newspaper, made a report which was followed by speeches.
    The reporter and speakers called for vigorously conducting the political and ideological information service with main emphasis on the education of the citizens in the greatness of the three generals of Mt. Paektu and writing and editing more unique and appealing articles and other stories encouraging the working people in their dynamic drive to implement the Party's policies and thus firmly preserving the characteristics of Pyongyang Sinmun as a good educator and helper for the citizens of the capital city.


Halt to Moves to Conclude "FTA" Demanded in S. Korea

   Pyongyang, June 1 (KCNA) -- Internet newspaper "Minjok Thongsin" of Koreans in the U.S. posted an article written by its editor on May 28 demanding a halt to the moves to conclude the south Korea-U.S. "Free Trade Agreement."
    Deploring that the conclusion of the south Korea-U.S. "FTA" would allow the outsiders to completely deprive south Korea of its economic sovereignty, the article went on:
    It is the present reality of south Korea that the unreasonable "south Korea-U.S. status of forces agreement" still remains in force, the "right to control wartime operations" is in the hands of the U.S. troops and the south Korean "government" is not in a position to handle any diplomatic issue independently. Concluding "FTA" under this situation means reducing south Korea to a complete colony of the U.S.
    South Korea will have a gloomy future, indeed, if it is deprived of its economic sovereignty by the U.S.
    The conclusion of "FTA" should be checked under any circumstances.


All Koreans Called upon to Adhere to Three Principles of National Reunification

   Pyongyang, June 1 (KCNA) -- The three principles of national reunification--independence, peaceful reunification and great national unity-- laid down by President Kim Il Sung serve as an immortal banner for independent reunification as they firmly guarantee the advance of the June 15 era of reunification. Rodong Sinmun today says this in a signed article.

    The justice and vitality of the three principles of national reunification are clearly proved by the reality in the June 15 era of reunification.
    The historic June 15 joint declaration, a banner in the era of independent reunification, could be published because the three principles of national reunification clearly indicated the way for the Korean nation to follow in order to achieve reunification. The idea of the era "By our nation itself" is inspiring the fellow countrymen replete with the patriotic desire to a dynamic movement for independent reunification and national cooperation as it is an embodiment of the above-said three principles, a great programme for national reunification. Without remaining true to the three principles the Koreans can hardly think of inter-Korean relations in the June 15 era of reunification in which they get reconciled and cooperate with each other and of the nationwide patriotic movement for reunification aimed at carving out a rosy future of peace and independent reunification by their concerted efforts, while rejecting flunkeyism and dependence on outsiders.
    The three principles of national reunification ushered in the stirring June 15 era of reunification.
    The three principles represent the most just and realistic programme for independent reunification common to the nation as they propel the advance of the June 15 era of reunification. The fundamental principles for national reunification can never change in the struggle for national reunification, though its specific methods may alter according to the changing situation.
    The above-mentioned three principles serve as an immortal great programme for national reunification which should be consistently maintained and thoroughly implemented by the Korean nation, as they reflect Kim Il Sung's noble idea of achieving independent reunification and his patriotic will and indicate the most correct principles and ways for the reunification movement.
    Independent national reunification can be achieved only when all Koreans invariably adhere to the three principles of national reunification as immutable principles for reunification.


U.S. Moves to Reinforce "UN Command" under Fire

   Pyongyang, June 1 (KCNA) -- The South Headquarters of the National Alliance for the Country's Reunification and the People for Achieving Peace and Reunification reportedly held a press conference in front of the building of the Ministry of National Defence in Seoul on May 28, denouncing the U.S. for holding everyday "high-ranking working-level talks on adjusting the role and mission of the 'UN Command'" with the south Korean authorities.
    Noting that the U.S. calls for reinforcing the "UN Command" despite its talk about the "transfer of the right to control wartime operations", the organizations at the conference asserted that this betrays its intention not to give up its military domination and control over the south Korean army.
    It is clearly proved by the remarks made by the commander of the U.S. forces in south Korea that the U.S. would develop the "UN Command" into an substantial and permanent multi-national coalition mechanism and it is its target to keep the "UN Command" as an important mechanism backing the performance of combat operations in case of a war on the Korean Peninsula, they noted, and continued:
    The "UN Command," a mere military mechanism of the U.S., can never go together with the establishment of a peace-keeping mechanism on the Korean Peninsula as it is, obviously, nothing but a mechanism hostile to the north.
    They urged the south Korean authorities to disclose the plot of the U.S. and demand the dismantlement of the command.


Regulations of Passenger Insurance Adopted

   Pyongyang, June 1 (KCNA) -- Minju Joson Friday carries news that the DPRK Cabinet released a decision on adopting the regulations of passenger insurance.
    According to the decision, the regulations of passenger insurance call for thoroughly implementing the policies of the Party and the state related to the insurance, establishing a system and order in passenger insurance and guaranteeing the passengers a stable life.
    The regulations stipulate in detail the principled issues related to passenger insurance including the definition of passenger insurance, kinds of accident insurance, the object to be insured and term of insurance, the object to which the regulations are applicable, insurance contract and claim for indemnity and the payment of insurance indemnity.

Blessed Children under Advanced Nursing System

   Pyongyang, June 1 (KCNA) -- A nation-wide general check-up of the children has been conducted on the occasion of the International Children's Day (June 1).
    The regular check-up is aimed at raising the responsibility and role of nurses by deciding the order of the nursery units and children according to the body weight and stature of children and their bodily and intellectual developments.
    The DPRK Law on the Nursing and Upbringing of Children was adopted at the Sixth Session of the Fifth Supreme People's Assembly held in April Juche 65 (1976), thus establishing the advanced system for nursing and upbringing children in the country. Thanks to the system, all the children are healthily growing at state expense from birth till the school age.
    The government which takes it as the principle of the state activity to direct the best things to the children above all does not stint investment in rearing the rising generation.
    Though the country was in difficulties during the "Arduous March", it kept supplying food, bean milk and fruits only to the children.
    The vaccination and other medical treatment of children have been done in a systematic way to promote their health.
    Preference has been given to the production of various kinds of playthings and teaching tools helpful toward their intellectual development.
    The government allots a huge amount of fund to supplying new clothes and daily necessities to the orphanage children.
    An Wol Sun, a department director in the Ministry of Public Health, told in an interview with KCNA on the occasion of the International Children's Day that many foreigners said in unison the Korean children leading a happy life at state expense under the advanced nursing and upbringing system are the blessed ones.


Ryongaksan Spring Water Factory Commissioned

   Pyongyang, June 1 (KCNA) -- The Ryongaksan Spring Water Factory was commissioned on May 31 in the Democratic People's Republic of Korea.
    The factory is situated in the suburb west of Pyongyang.
    The production condition and sanitary environment are on a high level at the well-furnished factory.
    The spring water produced by the factory is of good quality.
    According to the water experts at home and abroad, this water is completely germ-free and contains much medicinal element.
    Its pH is 7.9 and it contains Ca and Mg per liter 28.3mg and 13.2mg each.
    The name of Wonro-ri where the factory is located was derived from the story that a county magistrate stayed overnight near the spring and cured his chronic stomach trouble by drinking the spring water.
    The spring water which is called "panacea" is efficacious for chronic colitis, chronic gastritis, duodenal ulcer, chronic hepatitis, anemia, skin disorders and light diabetes. And it has anti-oxidation function.
    According to the officials in the factory, the source of the spring water is inexhaustible. The spring water is to be supplied to Pyongyang citizens.


Competent Local Art Troupe

   Pyongyang, June 1 (KCNA) -- The North Hamgyong Provincial Art Troupe has become famous in the Democratic People's Republic of Korea.
    Since its formation, the art troupe has grown to be a competent and powerful one amid the warm care of the great men of Mt. Paektu.
    Its creators and artistes have created and represented many art pieces including operas, songs, story-telling works and light operas which are of great ideological and thematic significance in the periods of building a new country, the Fatherland Liberation War (June 1950-July 1953), the postwar rehabilitation and construction and the socialist construction, thus vigorously inspiring the Party members and working people of the province to carry through the Party policies.
    In particular, tens of literary and artistic works including the revolutionary opera "Morning Glow over the Shores of the Tuman River", one-act music play "Auspicious Event of Our Family", two-act dance play "Clean Water of Lake Samji", operas "A Story of Iron" and "To Be Embraced in the Bosom of the General" were highly appreciated by President Kim Il Sung and Kim Jong Il.
    Since its foundation, the troupe has given more than 15,000 stage performances and over 7,000 agitation performances for increased production and produced many competent stars honored with state orders and honorary titles.
    The creators and artistes of the troupe distinguished themselves in the "February16 Art Prize" individual contest, and other national magic festival, narration contest and dancing festival.


International Children's Day Observed

   Pyongyang, June 1 (KCNA) -- Minju Joson Friday observes International Children's Day.
    Saying that the government of the DPRK has always channeled big efforts into raising children under state and public care, the article goes on:
    In the DPRK huge funds have been disbursed for building and operating nurseries and kindergartens in cities, factories, enterprises and co-op farms to bring into shape a system of raising and educating children under public care. Kim Yong Nam Meets German Delegation

   Pyongyang, June 1 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, met and had a friendly talk with the delegation of the Bundestag of Germany led by its member Hartmut Koschyk who is chairman of the German-DPRK Parliamentary Friendship Group at the Mansudae Assembly Hall on Friday.

   Pyongyang, June 1 (KCNA) -- General Secretary Kim Jong Il was presented with a gift by the head of the delegation of the Bundestag of Germany now on a visit to the DPRK.

Friendly Joint Gathering Marks Int'l Children's Day

   Pyongyang, June 1 (KCNA) -- A friendly joint gathering of Korean and foreign children and women in Pyongyang was held at the Mangyongdae Funfair on Friday on the occasion of the 57th International Children's Day.
    Present at the gathering were Secretary of the Central Committee of the Workers' Party of Korea Kim Jung Rin, Minister of Education Kim Yong Jin, Chairman of the Pyongyang City People's Committee Pak Kwan O, former unconverted long-term prisoners, officials concerned and children and women in the city.
    Foreign children and women including wives of diplomatic envoys and other women of different embassies here, foreign guests and overseas compatriots staying in the motherland were present on invitation.
    Pak Sun Hui, chairwoman of the Central Committee of the Korean Democratic Women's Union, made a congratulatory speech at the gathering.
    Then followed an art performance by children.
    There took place such colorful sports and amusement games as flower-strewn rope skipping, reassembling of pieces to make pictures, running in a ring and a tug of war.
    At the end of the games Korean and foreign children and the participants danced together, deepening the friendship.


North Side's Delegation to Inter-Korean Ministerial Talks Back Home

Kim Jong Il Provides On-Site Guidance to Industrial Establishments in Kanggye

   Pyongyang, June 1 (KCNA)-- General Secretary Kim Jong Il provided on-the-spot guidance to industrial establishments in Kanggye City.
    The first leg of his guidance was the newly constructed Hungju Youth Power Station No. 2.
    He acquainted himself in detail with the construction of the power station and the production of electricity there, looking round the interior and exterior of the power station built as a gigantic structure in the era of Songun.
    Looking over the dam and the reservoir that has turned into a vast man-made lake and making the rounds of generator and power distribution rooms, he expressed great satisfaction over the fact that the builders have successfully constructed the structure of eternal value.
    It is a signal success that the members of the youth shock brigade and other builders in the city have constructed the power station by bravely pulling through all sorts of trials with the faith in sure victory and the revolutionary optimism that one should live not for today but for tomorrow, he said, highly praising their feats.
    Noting that the completion of the construction of Hungju Youth Power Station No. 3 would make it possible to creditably fulfill the behest of President Kim Il Sung on producing a lot of electricity by making an effective use of water resources rich in the River Jangja, he set forth tasks to be fulfilled to wind up as early as possible the power station now under construction and steadily raise the efficiency of the power stations already built.
    The next leg of his guidance was the Kanggye Wine Factory.
    He learnt about the equipment and production at the factory, going round the technologically updated production processes.
    Noting that the factory has strictly abided by the principle of profitability in industrial management by waging a widespread mass technical innovation movement and establishing a production system depending on locally available raw materials, he said the experience gained by this factory has proved in practice that science and technology precisely mean production and vice versa.
    Then he went to the newly built Kanggye Duck Farm.
    After being briefed on the farm before a huge painting showing a panoramic view of the farm, he went round the interior and the exterior of the farm to acquaint himself in detail with its construction and management and operation.
    He set forth tasks to be implemented to manage and operate the farm, saying that in order to rapidly boost the production on the farm it is necessary to establish a scientific breeding system with a view to obtaining many ducks of superior breed suited to the climatic conditions of the country, take thorough measures for feed supply and put the breeding on a scientific basis.
    During his on-the-spot guidance, Kim Jong Il enjoyed a bird's-eye-view of night scenery of Kanggye City, one of the eight sceneries in the era of Songun.
    Expressing his great satisfaction over the conversion of Kanggye City, a mountainous city in the northern part of the country, into a city of bliss, he stressed that this astonishing reality is a brilliant fruition of the great Kanggye spirit and a manifestation of the inexhaustible mental power of the Korean people who have inherited the soul of Paektu.

Rodong Sinmun se refiere a los tres principios de la reunificacion

   Pyongyang, 1 de junio (ATCC) -- Los tres principios de la reunificacion de la patria: la independencia, la reunificacion pacifica y la gran unidad nacional, presentados por el Presidente Kim Il Sung, devienen la inmortal bandera de la reunificacion independiente que garantiza con firmeza el victorioso avance de la epoca de reintegracion nacional iniciada el 15 de Junio.
    Asi senala el periodico Rodong Sinmun en un articulo individual de este viernes y continua:
    Su justeza y vitalidad se confirman fehacientemente en la realidad de hoy.
    Los tres principios arriba mencionados iluminan claramente el camino de reunificacion a seguir por nuestra nacion, con lo cual nacio la historica Declaracion Conjunta del 15 de Junio, bandera de la epoca de la reunificacion independiente.
    Por haber materializado ese gran programa, el ideal de la epoca "Entre nosotros, los connacionales" estimula con vigor a los coreanos patrioticos a realizar la reunificacion independiente y la cooperacion nacional.
    Al margen de esos principios no pueden pensar en las relaciones Norte-Sur de Corea de la epoca de reunificacion iniciada el 15 de Junio en que ambas partes logran la reconciliacion y la cooperacion ni en el movimiento patriotico pannacional por la reunificacion que rechaza el servicio a grandes potencias y la dependencia de las fuerzas foraneas y abre un radiante porvenir a la paz y la reintegracion nacional con las fuerzas unidas de la nacion.
    En fin de cuentas, los tres principios trajeron la epoca de reunificacion del 15 de Junio de hoy e impulsan el victorioso avance de esta epoca.
    En la lucha por la reunificacion de la patria pueden cambiarse los metodos concretos conforme a la situacion. Pero, son inmutables los principios fundamentales de la reunificacion de la patria.
    Los tres principios mencionados constituyen un gran programa que la nacion coreana debe materializar hasta el fin para esa gran causa nacional.
    La reunificacion independiente de la nacion coreana se lograra sin falta solo cuando todos los coreanos mantengan invariablemente esos tres principios.


Ninos dichosos de Corea

   Pyongyang, 1 de junio (ATCC) -- Con motivo del Dia Internacional de la Infancia (1 de junio) se realizo a escala nacional el examen medico general de los ninos.
    El chequeo, que se realiza regularmente, sirve de buen motivo para elevar la responsabilidad y el papel de las educadoras correspondientes al definir el orden por unidad de centros de crianza y de cada nino segun el desarrollo fisico a base del peso, la estatura y la facultad intelectual.
    La sexta sesion de la quinta legislatura de la Asamblea Popular Suprema de la Republica Popular Democratica de Corea efectuada en abril del 65 (1976) de la Era Juche aprobo la ley de crianza y educacion de los ninos, gracias a lo cual se preparo en Corea el mas ventajoso regimen de crianza y educacion de los ninos.
    Por eso, los ninos coreanos crecen sin ninguna preocupacion a expensas del Estado y la sociedad desde el nacimiento hasta la edad preescolar.
    El gobierno de la RPDC presenta como principio de las actividades estatales dar lo mejor a los ninos y no escatima las inversiones a la labor para criar a las generaciones venideras.
    Aun en el periodo de la "marcha penosa" el pais no interrumpio el suministro de alimentos a los ninos, ni "leche de soya" ni frutas a las casas cunas y jardines de la infancia.
    Tambien, la sistematica vacuna profilactica y otros tratamientos medicos hicieron un gran aporte al fomento de la salud de los ninos.
    Ademas, el Estado produce y suministra preferentemente los aparatos de entretenimiento y los articulos pedagogicos de toda clase que son eficaces al desarrollo de inteligencia de los ninos e invierte cada ano gran cantidad de fondos para ofrecer nuevas ropas y articulos de uso diario a los huerfanos.
    La jefa de departamento del Ministerio de Salud Publica, An Wol Sun, quien se reunio con un reportero en ocasion de esa efemeride, dijo que numerosos extranjeros de visita en Corea, al ver aspectos de los ninos coreanos que viven a dispensas del Estado y la sociedad, subrayaron que son dichosos los ninos coreanos que viven bajo el excelente regimen de crianza y educacion.


Inaugurada fabrica de agua manantial Ryongaksan

   Pyongyang, 1 de junio (ATCC) -- Quedo inaugurada el 31 de mayo la fabrica de agua manantial Ryongaksan en las afueras al oeste de la ciudad de Pyongyang.
    La planta dispone de excelentes instalaciones y tiene buenas condiciones productoras y ambiente higienico de alto nivel.
    Segun el analisis del agua por parte de los especialistas internos y externos, esta es aseptica y contiene muchos elementos medicinales.
    PH es de 7.9; Ca y Mg por cada litro es de 28.3 mg y 13.2, respectivamente.
    El agua es especialmente eficaz a la cura de la inflamacion cronica del intestino grueso, la gastritis cronica, la ulcera duodenal, la hepatitis cronica, la anemia, la enfermedad de la piel y diabetes y es positiva a la actividad anti-acido.
    Segun las palabras de los funcionarios de dicha fabrica, la fuente del agua es inagotable.
    El agua se suministrara ordinariamente a los ciudadanos capitalinos.


Conjunto artistico provincial de Hamgyong del Norte

   Pyongyang, 1 de junio (ATCC) -- Entre las competentes organizaciones artisticas de Corea hay el Conjunto Artistico de la Provincia de Hamgyong del Norte.
    Esta entidad vino desarrollandose desde su fundacion hasta hoy como un colectivo artistico influyente en virtud de gran atencion de los grandes hombres del monte Paektu.
    En los periodos de la construccion de nueva patria, la Guerra de Liberacion de la patria (1950-1953), la restauracion y construccion de postguerra y la edificacion del socialismo, los creadores y artistas de dicho conjunto crearon y representaron muchas operas, canciones, narrativas y operetas, que estimularon con vigor a los militantes del partido y otros trabajadores de la provincia a ejecutar la politica del partido.
    En particular, decenas de obras literario-artisticas, entre otras, la opera revolucionaria "Arrebol matinal de las riberas del rio Tuman", la pieza teatral de musica de un solo acto "Acaece un hecho feliz en nuestra familia", el drama coreografico en dos actos "Agua manantial del lago Samji", las operas "Cuento sobre el hierro" y "Al regazo del General", fueron apreciados por el Presidente Kim Il Sung y el Dirigente Kim Jong Il.
    Hasta la fecha esta organizacion artistica ofrecio funciones escenicas en mas de 15 mil ocasiones y agitaciones economicas en mas de 7 mil, y formo muchos actores de renombre que poseen la condecoracion del Estado y titulos honorarios altos y estan estimados por el pueblo.
    Ademas, muchos creadores y artistas fueron evaluados en los festivales de magia, concursos de narrativas y festivales de danza efectuados en escala nacional inclusive el concurso individual por "Premio Artistico del 16 de Febrero".
