Japan Not Qualified to Participate in Six-party Talks: KCNA
Pyongyang, March 26 (KCNA) -- Japan has persistently misbehaved in the international arena only to see its poor image sagging. At international meetings now, Japan is behaving rashly, hammering repeatedly away at its chosen theme of "abduction issue", ignorant of their main theme and purport.
It insisted that "sanctions should not be eased", "north Korea can not sidestep the 'abduction issue' within the framework of the six-party talks" and "Japan is concerned over the U.S. 'perfidy'." This misbehavior on the part of Japan has left a disgusting and unpleasant impression on the international community and media.
Japan took such approaches at the previous talks, adversely affecting the progress of the talks and becoming a target of accusing fingers. Still today it refuses to abandon this misbehavior.
Japan is stooping to any infamy in hindering and barring the settlement of a problem in the international political arena to gratify its ambition of ultra-nationalism. This extremely shrewd selfishness is a natural result of the nature of the state of Japan.
For Abe to make any concession over the "abduction issue" means his political death, considering that he succeeded in assuming the premiership by lifting his approval rating through his hard-line policy toward the DPRK in reliance upon the political foothold of the ultra-right conservative forces.
Now he finds himself in an embarrassing situation as he is compelled to go against the general trend of the international community in order to pay what he owes to them.
Japan has entered the new century without settling its crime-woven past in which it brought misfortunes and pains to a countless number of people in the Asia-Pacific region. Now it is vociferating about a "threat" from the DPRK in a bid to cover up its moral vulgarity and create an atmosphere favorable for reviving militarism.
The settlement of the nuclear issue on the Korean Peninsula at the six-party talks would leave Japan stripped of one of its major pretexts for realizing its militarist ambition to become the leader of Asia. For this reason Japan is resorting to every conceivable means to scuttle the talks.
The misbehavior of Japan to drive the six-party talks to a collapse by throwing an artificial snag in the way of their progress is inviting criticism and derision.
It was against this backdrop that Japan made it its state view that "there should be no aid to north Korea unless the abduction issue is solved." In order to get rid of the situation where it stands isolated in the trend of the times, Japan is playing sleight of hand, crying that "if the U.S. pays no heed to the shared understanding, it will inflict a deep wound on the matchless bilateral relations" and "Japan-U.S. alliance will face a crisis if there is any difference in the recognition of threat."
It is illogical for a country which does not wish to see any success of the talks to involve itself in the talks.
Japan is not qualified to attend a political dialogue for peace and stability as it is swimming against the trend of the times.
Kim Il Sung and Kim Jong Il Praised in Czech Republic
Pyongyang, March 26 (KCNA) -- The Paektusan Czech-Korean Friendship Association released a special issue of bulletin "Mt. Paektu" on Mar. 20 with the approach of the Day of the Sun and the 14th anniversary of Kim Jong Il's election as chairman of the National Defence Commission of the DPRK.
In an article titled "The sun of Juche" the bulletin noted that President Kim Il Sung fathered the Juche idea and built Korean-style socialism centered on the popular masses by applying the idea.
It also carried another article titled "Whole life for the country and the people", which highly praised the President for always placing the people's interests above anything else and wisely leading all the work.
In an article titled "Kim Jong Il, new stage of Songun revolution" the bulletin said that over the last 14 years the DPRK have won one victory after another in the battle of defending socialism and made a breakthrough in building a great prosperous powerful nation. All its achievements are a precious fruition of Kim Jong Il's Songun policy and Korean socialism will always emerge victorious under his guidance, it stressed.
Malawian President Praises Songun Policy
Pyongyang, March 26 (KCNA) -- It is entirely thanks to the Songun policy that the Korean people have created everything by their own efforts securely despite the persistent threat of the outside forces.
Malawian President Bingu Wa Mutarika said this when receiving credentials from DPRK Ambassador to Malawi An Hui Jong on Mar. 16.
Expressing sympathy with the fact that the Korean People's Army has not only defended the country reliably but also carried out difficult and tough projects in the economic construction as a driving force of the revolution, he said that Malawi would follow this example.
He also expressed the will to develop bilateral cooperation in different domains.
U.S.-S. Korea Joint Military Maneuvers Denounced
Pyongyang, March 26 (KCNA) -- The U.S. bellicose forces in collusion with the south Korean warmongers on Mar. 25 started the RSOI and Foal Eagle joint military exercises, going against the trend of the times. These joint drills involve massive war forces including the U.S. forces from the mainland and the Pacific region and its troops in south Korea and south Korean troops.
Commenting on this, a Rodong Sinmun analyst Monday says:
The United States has hurled into these war games Stealth fighter-bombers which earned ill-fame in armed invasions and wars of aggression against other countries in the past, and the task force of an ultra-modern super large nuclear-powered carrier. This is a highly dangerous act of a nuclear war to mount a nuclear attack on the DPRK at any moment.
The military hysterics of the U.S. and south Korean bellicose forces is bringing a touch-and-go crisis of war to the Korean Peninsula.
It is an open secret that the U.S. has rounded off detailed war scenarios against the DPRK such as "OPLAN-5027".
The carrot-and-stick policy is the trite stratagem of aggression of the U.S.
Now is the time when each side should be more prudent than any other time in all its behavior and, especially, be most circumspect in military actions, and make special efforts to boost the atmosphere of dialogue and promote mutual trust.
The massive war games launched by the U.S. bellicose forces against the DPRK cannot be construed otherwise than a criminal artifice to spoil the atmosphere of dialogue, check the progress of the six-party talks and the implementation of the agreed articles, push the DPRK out of the conference room by getting on its nerves and find a pretext for a war against it.
It is the invariable stand and principle of the DPRK to answer good faith with good faith and strength and with strength.
Joint Military Exercises Denounced in S. Korea
Pyongyang, March 26 (KCNA) -- The South Headquarters of the National Alliance for the Country's Reunification, the Committee of Issue of U.S. Forces of the Bar Association for a Democratic Society and the People for Achieving Peace and Reunification in south Korea reportedly called a press conference jointly on Mar. 22 in denunciation of the joint military exercises projected by the United States and the south Korean authorities.
The press release read out at the conference noted that the U.S.-south Korea joint military exercises RSOI and Foal Eagle are military rehearsals for a war against the DPRK according to the "OPLAN 5027" aimed at a preemptive attack on the north. The war games are very dangerous drills which may go over to an actual war any time, it said, and went on:
The joint military exercises will lay a stumbling block in the way of implementing the February 13 agreement and raise an obstacle to the development of the dialogue and negotiations for the denuclearization of the Korean Peninsula and establishment of peace mechanism.
Meanwhile, the Youth Society Loving Fellow Countrymen of south Korea made public a statement on Mar. 21 and the Women's Society for Achieving Peace, the Women's Committee of the Reunification Solidarity and eight other women's organizations in south Korea published a joint statement on Mar. 22.
The statements warned that the United States would face a powerful anti-U.S. struggle, if it stages the joint military exercises, turning a deaf ear to the demand of the Korean nation.
The statements denounced the south Korean authorities for pouring a colossal amount of fund into the war exercises for aggression with the U.S.
Japan Accused of Denying Past Crimes
Pyongyang, March 26 (KCNA) -- Victims to the drafting of "comfort women" for the imperial Japanese army and members of civic and public organizations of south Korea reportedly held a meeting in Seoul on Mar. 21 to denounce the Japanese authorities for evading the "comfort women" issue.
The meeting was addressed by Ri Yong Su, a victim to the drafting of "comfort women," Han Sang Ryol, permanent chairman of the Reunification Solidarity, Pak Yong Mi, co-representative of the south Korean Federation of Women's Organizations, and others. They exposed the slavery to which Korean women were forced after being taken away as "comfort women" for the imperial Japanese army and demanded the Japanese government apologize for the past crimes at an early date.
Saying that Japan must be punished for its shameless act, they declared they would fight to the bitter end to unveil the past crimes of Japan before the world and force Japan at any cost to apologize and compensate for them.
A statement read out at the meeting said Japan's refusal to admit the past crimes is an impudent behavior oblivious of its historical responsibility.
At the end of the meeting the participants launched an information activity demanding Japan's apology and compensation.
GNP Obliged to Pay for Its Crimes
Pyongyang, March 26 (KCNA) -- With nothing can the Grand National Party of south Korea (GNP) conceal its crime-woven history stained with blood shed by the people. It should be forced to pay for its crimes under any circumstances.
Rodong Sinmun Monday observes this in a signed article.
The GNP has long pursued confrontation with the DPRK and national division, lording it over the south Korean people with the backing of the outsiders, the article notes, and goes on:
All the predecessors of the GNP from the Liberal Party of traitor Syngman Rhee to the Democratic Republican Party of the "Yusin" dictator, the Democratic Justice Party, the Democratic Liberal Party and the New Korea Party of the dictators of the "fifth and sixth republics" and the "civilian"-veiled dictator earned an ill-fame for their sycophantic acts of treachery, confrontation with fellow countrymen and fascist repression. But the GNP, successor to these fascist political parties, is still making desperate efforts to repeat such crime-woven past. This is a challenge to the era and history and an unpardonable mockery of the south Korean people.
What the GNP has perpetrated so far is an inevitable product of the treacherous policy of depending on foreign forces and anti-reunification policy followed by all its predecessors.
They ignited a war of aggression against the fellow countrymen in league with the foreign forces, indifferent to the destiny of the country and the nation, and built a high wall dividing Korea, pursuant to the foreign forces' policy of "two Koreas." The GNP with such crime-woven past has persistently blocked the advance of the June 15 era of reunification, desperately throwing obstacles in the way of the cause of independent national reunification.
Whenever their power base shook, the predecessors of the GNP maintained their power at the point of bayonet, changing their signboards. The history of the GNP is, therefore, stained with the blood shed by the people.
It is quite natural that the people from all walks of life in south Korea are strongly demanding a thorough probe into the truth about the human rights abuses committed by the GNP in the past and the reexamination of the faked-up cases, punishment of the assailants, apology and compensation to the victims and their reinstatement.
U.S. and S. Korean Warhawks Kick off RSOI and Foal Eagle Joint Military Exercises
Pyongyang, March 26 (KCNA) -- The U.S. imperialists and the south Korean warhawks started RSOI and Foal Eagle joint military exercises Monday, according to military sources.
No sooner had an emergency order been issued that day than at least 29,000 U.S. imperialist aggressors and three services of the south Korean troops including U.S. imperialist aggressors present in south Korea and overseas-based Striker unit, a rapid deployment force, and the 25th Infantry Division of the First Army Corps got combat ready all at once and an airborne special warfare brigade belonging to the "Special Warfare Command" and "commandoes" of a commando brigade were infiltrated into the imaginary theatres of combat actions to perform their missions to strike different provinces, cities and counties of the DPRK.
Earlier the U.S. imperialist aggressors deployed three guided missile destroyers and a mixed landing helicopter carrier, dock landing craft, dock landing transport ships in the East Sea of Korea, "Blue Ridge", the flagship of the Seventh Fleet, two guided missile destroyers in the West Seat of Korea, and at least ten combat ships including the task force of "Ronald Reagan", nuclear-powered super-large carrier, in the South Sea of Korea. With the start of the war exercises, they deployed the task force of the carrier in the waters off Uljin on the East coast and launched a joint marine operation in coordinated operation with Fleets Nos. 1, 2 and 3 of the south Korean navy and marine corps.
Meanwhile, overseas-based F-117 Stealth fighter bombers, F-15 fighter bombers, F/A-18 pursuit and assault planes and flying corps of the U.S. Seventh Air Force in south Korea staged madcap exercises of intensive air strike in coordinated operation with flying corps of the south Korean forces, inciting a war atmosphere.
U.S. naval and air forces based around the Korean Peninsula are ready to take part in these war maneuvers, formations of pursuit and assault planes have been busy with the drills under the simulated conditions of flying into the air above the areas of Nyongwol and Thaebaek of south Korea from Japan and striking ground targets before flying back to their bases.
Having been deployed to be ready to go into action, the U.S. imperialist aggressors are set to launch exercises of making air strikes to neutralize the war capacity of the DPRK before going over to ground attack operation in coordinated operation with the south Korean forces and, at the same time, stage drills of landing on the East and West coasts to invade the DPRK.
Due to this reckless play with fire the situation on the peninsula remains so tense that a war may break out there any moment.
Folk Songs Represented in DPRK
Pyongyang, March 26 (KCNA) -- Several folk songs including "Song of Phyongbuk Nyongbyon," "Broad Bellflower," "Moran Hill" and "Song of Scenic Beauty" have been recently represented to suit the aesthetic sense of the times and are widely sung by the people.
The folk song "Song of Phyongbuk Nyongbyon" sings the Yaksandongdae, one of the eight scenic spots in Pyongyang, North and South Phyongan Provinces and Jagang Province, in Nyongbyon County, North Phyongan Province.
There are in Nyongbyon the Chonju and Soun Temples of national treasure and other historical relics and many scenic spots including Tongdae (Eastern Hill) and Hakgwi Rock in Yaksan (Medicine Mountain). Yaksan has been famous from the olden times for its rich medicinal herbs and mineral spring resorts.
Spectacular is the scenery of Yaksandongdae all the year round -- azalea flowers of light pink color covering the mountain in spring, green foliage where all sorts of birds chirp in summer, the mountain dressed up with red and yellow leaves in autumn and snow-capped peaks in winter.
The "Song of Phyongbuk Nyongbyon" reflects well the beautiful scenery of Yaksandongdae, scenic spots and historical relics.
The light and soft melody of the folk song is highly interesting and lyric.
The folk song "Moran Hill" sings the beautiful Moran Hill in Pyongyang. It vividly describes the happy life of the people full of joy and optimism with lyric and soft melody.
The folk song "Broad Bellflower" reflects the working life of the industrious Korean women through their gathering of broad bellflower roots. The song is also loved by the people for its melody suitable to the national emotion.
Spring Tree-Planting Campaign at Full Swing
Pyongyang, March 26 (KCNA) -- A nation-wide campaign for planting trees in the spring season is at its zenith in the Democratic People's Republic of Korea.
Good species of trees have been planted in the revolutionary sites, recreation grounds, parks and streets in Pyongyang, to add beauty.
Working people from all walks of life and school youth and children have transplanted rare trees and flower roots in the arboretum of the Kumsusan Memorial Palace to make the sacred temple of the sun more sublime.
On March 2, the Tree Planting Day, over 10,000 trees of more than ten species were transplanted there.
They have also planted Evodia Daniellii Benn, maple, gingko and other species of trees in such revolutionary sites as the Mangyongdae Revolutionary Site, April 15 Children's Flower Garden and Munsu Hill and in recreation grounds and areas along streets.
This year trees of good species are being planted to suit the climate and soil conditions and features of plots in the relevant areas and to create mixed forests in proper combination of evergreen trees with deciduous trees and needle-leaf trees with broad-leaf trees.
South Hamgyong, Ryanggang and Kangwon Provinces organized technological courses on tree-planting and model lectures and dispatched forest officials to different parts to give technical guidance to the tree-planting.
Munchon City, Kangwon Province has created paulownia nurseries in fertile areas with favorable irrigation conditions and made the paulownia forests at foots of mountains and in valleys. Anbyon County has planted tens of thousands of persimmon trees for about ten days.
North and South Hwanghae Provinces are creating forest resources under a long-term design according to the features of granary and planting various kinds of fruit-bearing trees around villages and houses to turn their town into a socialist fairyland.

CNDPC denuncia inicio de maniobras conjuntas EE.UU.-Sur de Corea
Pyongyang, 26 de marzo (ATCC) -- El portavoz del Comite Nacional de Defensa de la Paz de Corea (CNDPC) hizo publica el dia 25 una declaracion en relacion con que Estados Unidos y los belicistas surcoreanos iniciaron por fin el "ejercicio combinado de refuerzo para el tiempo de guerra" y las maniobras de campana contra la Republica Popular Democratica de Corea.
El desarrollo de tales ejercicios militares es un producto del complot premeditado de EE.UU. y las fuerzas belicistas surcoreanas de agravar la tension envenenando el creciente clima de paz y reconciliacion dado en la Peninsula Coreana, interrumpir el proceso de dialogo y pacificador y provocar luego una guerra.
Por lo tanto, los simulacros controvertidos significan una guerra preliminar, especificamente, un ensayo de guerra nuclear contra el Norte de Corea, que se convertira en una de verdad en cualquier momento. Al comenzarlos detras de la cortina del "dialogo" y la "paz", EE.UU. y las autoridades surcoreanas traicionaron a su contraparte del dialogo dando espaldas a la fidelidad y cortesia.
Este suceso demuestra a las claras que si bien ellos hablan mucho del "dialogo", la "mejora de las relaciones" y la "paz", siguen aferrandose a la politica de hostilidad a Corea y a las maniobras de confrontacion con esta.
El ejercito y el pueblo de Corea consolidaran mas sus fuerzas disuasivas de autodefensa para defender la dignidad y la soberania de la nacion frente a las maniobras belicistas de aquellos y daran un golpe demoledor a los agresores que invadan el territorio patrio.
EE.UU. debe parar ahora mismo esos imprudentes simulacros contra el Norte de Corea que resultan inutiles para la solucion del problema nuclear de la Peninsula Coreana y la paz y que llevan la situacion a la confrontacion y al borde de guerra.
Igualmente, las autoridades surcoreanas deben sacar la mano de tales acciones criminales en contra de la nacion coreana y la paz tras comprender que los ejercicios belicos contra los coterraneos, en adhesion a las fuerzas foraneas, invalidan la Declaracion Conjunta del 15 de Junio y llevan a la ruptura las relaciones intercoreanas.
CNR condena acto enganoso del "GPN"
Pyongyang, 26 de marzo (ATCC) -- El Consejo Nacional por la Reconciliacion (CNR) hizo publico el dia 24 un cuestionario condenando al "Gran Partido Nacional" (GPN) del Sur de Corea que en los ultimos dias hace desesperados esfuerzos por alanzar su ambicion de la usurpacion del "poder" enganando la opinion publica.
El CNR pregunta acaso puede hablar de la mejora de las relaciones con el Norte el "GPN" al negar la Declaracion Conjunta del 15 de Junio y calificar a esta fecha de "dia de la verguenza nacional". Al senalar que la actitud sobre esta declaracion deviene una pauta que distingue la posicion fundamental para las relaciones Norte-Sur y su reunificacion, enfatizo que el "GPN" debe responder ante todo al problema fundamental respecto al 15 de Junio, es decir en pro o en contra.
Tras hacer mencion de que en los ultimos dias, el "GPN", al adherirse activamente a los alborotos nucleares de las fuerzas foraneas contra la Republica Popular Democratica de Corea, habla abiertamente de "estar dispuesto a cumplir la guerra" y la "guerra local" el cuestionario insiste en que el "GPN" no debe hablar de la "paz" sino pedir perdon ante la nacion por tal peroracion belicosa y dar garantia de no volver a proferir tal charlataneria.
?Puede hablar del "contacto" o "colaboracion" con el Norte el "GPN", al oponerse a la abolicion de la "ley de seguridad" que define a este como "enemigo"?, fustiga el cuestionario y anade que debe patentizar su posicion sobre el particular.
En cuanto al "problema interno" de que habla el "GPN", el cuestionario senala que las maniobras criminales del "GPN" y la conspiracion de la usurpacion del "poder" no son un mero problema interno del Sur de Corea, sino un asunto relacionado con el futuro de la nacion y subraya que esa agrupacion de traidores debe conocer correctamente el sentido de tal palabra y fustigar a las fuerzas foraneas que son verdaderas intervencionistas en el territorio surcoreano.
Revela que el "cambio de la politica hacia el Norte" no pasa de ser una artimana para liberarse de la crisis y el aislamiento y senala que a juzgar por su genealogia y composicion es incambiable la naturaleza del "GPN" como agrupacion de traidores proyanquis y de confrontacion con el Norte.
Enfatiza que el "GPN" no debe recurrir a tal farsa grosera que no puede surtir efecto para nadie, sino debe ir a la tumba segun lo indica su destino.
Rodong Sinmun denuncia ejercicios militares EE.UU. - Sur de Corea
Pyongyang, 26 de marzo (ATCC) -- Nadando en contra de la corriente actual, las fuerzas belicistas de Estados Unidos y el Sur de Corea iniciaron en comun el dia 25 el "ejercicio combinado de refuerzo para el tiempo de guerra" y el simulacro "Aguilucho".
En estas maniobras participan las colosales fuerzas armadas de EE.UU., provenientes del propio territorio estadounidense y la region del Pacifico y estacionadas en el Sur de Corea, ademas del ejercito surcoreano.
A traves de un comentario individual difundido este lunes, el diario Rodong Sinmun revelo que la presencia en tales ejercicios conjuntos de los cazabombarderos Stealth y de las fuerzas de ataque movil al mando del portaaviones de propulsion nuclear supergrande y de ultima generacion, que anteriormente se hicieron tristemente celebres en la invasion armada y las guerras de agresion contra otros paises, representa para la RPDC una seria amenaza de guerra nuclear.
El extremado belicismo de EE.UU. y las fuerzas militares de Sur de Corea produce en la Peninsula Coreana una situacion muy tirante que en cualquier momento puede dar paso a una guerra, senala Rodong Sinmun y prosigue:
Es un secreto ya descifrado que EE.UU. elaboro detalladamente el "plan operacional 5027" y otros guiones para agredir al Norte de Corea.
La zanahoria y el garrote forman el metodo rutinario de EE.UU utilizado en la agresion.
Ahora es cuando las bandas participes en el dialogo deben actuar mas cautelosamente que nunca, en particular, restringir a lo mas minimo sus acciones militares y redoblar sus esfuerzos por acentuar el clima de conversaciones y promover la confianza reciproca.
El despliegue de esos macro-ejercicios militares no tiene otro calificativo que un complot criminal para romper el ambiente del dialogo, frenar el avance de las conversaciones a 6 partes y la ejecucion de los articulos del acuerdo ya logrado e irritar mucho a la RPDC a fin de obligarla a retirarse de esta cita y procurar de esta manera un pretexto de guerra contra esta.
Reciprocar la buena fe o el garrotazo deviene la posicion inmutable y uno de los principios de la RPDC.
