Spokesman for DPRK Foreign Ministry Assails Projected S. Korea-U.S. Joint Military Maneuvers

Pyongyang, March 22 (KCNA) -- A spokesman for the DPRK Foreign Ministry gave the following answer to the question put by KCNA on March 22 as regards the projected U.S.-south Korea RSOI and Foal Eagle joint military exercises:
As already reported, the U.S. and south Korea are going to stage RSOI and Foal Eagle joint military exercises across south Korea from March 25.
These are very dangerous provocations casting shadow over the implementation of an agreement adopted with much effort at the six-party talks on February 13 and the progress of the talks.
The DPRK cannot but suspect an ulterior aim sought by the U.S. and the south Korean authorities in talking about the "reconciliation and improved relations," "peace and stability" while planning to stage the large-scale military exercises targeted against the dialogue partner.
Dialogue and saber-rattling cannot go together.
The U.S. and south Korean war-like forces will be wholly responsible for all the adverse consequences to be entailed by their provocative military actions.

Kim Il Sung Remembered by WFDY

Pyongyang, March 22 (KCNA) -- A meeting to remember President Kim Il Sung was held by the leadership of the World Federation of Democratic Youth (WFDY) in Vietnam on Mar. 10 on the occasion of the Day of the Sun.
Present there were the chairman, the secretary general and other leading members of the WFDY, representatives of its regional coordinating organizations and its former chairman and secretary general.
All the participants in the meeting highly praised the President for having set forth the idea of attaching importance to youth in his early years and wisely leading the Korean youth movement.
Speaking highly of the brilliant course of the Korean youth movement, which has developed under the meticulous care of Kim Jong Il creditably carrying forward the cause of the President, they said that the past, present and future of the WFDY are unthinkable apart from the core role of the Kim Il Sung Socialist Youth League.
The Day of the Sun is a significant holiday of not only the progressive people but also the youths the world over, they said.

Korean People's Cause of Justice Supported by WFDY

Pyongyang, March 22 (KCNA) -- Full support and solidarity with the Korean people's cause of justice were expressed at the 17th Congress of the World Federation of Democratic Youth (WFDY) in Vietnam.
A political declaration, a resolution on international solidarity and other documents, adopted at the congress, fully supported the struggle of the Korean people and youths to build a great prosperous powerful nation, smashing the aggression moves of the imperialist allied forces, and reunify the country by the united efforts of the nation under the banner of the June 15 North-South Joint Declaration. And they strongly urged the U.S. administration to immediately pull its forces out of south Korea and withdraw its hostile policy towards the DPRK.
The documents termed Japanese authorities' suppression of the General Association of Korean Residents in Japan and Koreans in Japan an unpardonable violation of sovereignty of the DPRK and an unprecedented crime against humanity, and called upon the world progressive organizations to conduct activities of assailing the Japanese reactionaries' suppression.
The WFDY resolution on the peace and reunification of the Korean Peninsula, adopted at the congress, strongly demanded that the U.S. immediately stop its moves to provoke another war on the peninsula, withdraw its forces and military hardware from south Korea without delay and abandon its hostile policy toward the DPRK at once.
It expressed support and solidarity with the Korean people and youths in the struggle to implement the June 15 joint declaration.

Projected War Exercises of U.S. and S. Korea under Fire in Switzerland

Pyongyang, March 22 (KCNA) -- We should never allow the U.S. and south Korean war maniacs to stage provocative war exercises.
The Swiss Committee for Supporting the Independent and Peaceful Reunification of Korea declared this in a statement on Mar. 16 condemning the U.S. and south Korean war-like forces for their planned RSOI and field mobile drills in south Korea.
The statement said that the projected war maneuvers are very dangerous military provocations to launch a surprise attack on the DPRK.
This indicates that the "talks" and "normalization of relations" much touted by the U.S. are nothing but sophism intended to mislead the public opinion at home and abroad, the statement noted, adding that it is the invariable intention of the U.S. to stifle socialist Korea and dominate the whole of Korea.
The U.S. imperialists are persistently blocking the processes of detente between the north and the south of Korea and Korea's reunification that have made rapid progress since the publication of the historic June 15 joint declaration, it pointed out, and continued:
If the U.S. truly wants the improved relations with the DPRK, it should give up all the projected war exercises against the dialogue partner.

Youths and Students Called upon to Take Lead in Struggle for Withdrawal of U.S. Forces

Pyongyang, March 22 (KCNA) -- The south headquarters of the National Alliance of Youth and Students for the Country's Reunification reportedly issued a statement on March 18, 25 years since south Korean youth and students set fire to the American Cultural Service in Pusan.
On March 18, 1982 patriotic youth and students of south Korea set fire to the service in protest against the U.S. which brutally suppressed the Kwangju popular uprising, thus sparking off an anti-American movement in south Korea, the statement said, adding that the subsequent period witnessed widespread actions in various parts of south Korea to disclose the U.S. true colors and drive its forces from south Korea.
It accused the U.S. of persistently pursuing its hostile policy toward the DPRK although it signed the February 13 agreement and going to stage RSOI and Foal Eagle joint military exercises on this land.
Noting that the present situation requires the youths and students to take the lead in the actions against the U.S. and war and for the pullback of the U.S. forces, the statement called on them to bear the brunt of the actions, carrying forward the spirit displayed by those who carried out the arson on the service.

Kim Jong Il's Work Off Press in Mongolia

Pyongyang, March 22 (KCNA) -- Kim Jong Il's famous work "On Correctly Understanding the Originality of Kimilsungism" was brought out in booklet by a publishing house in Mongolia on Mar. 19.
The work, published on October 2, Juche 65 (1976), comprehensively clarifies that the revolutionary idea of President Kim Il Sung has a unique system of the idea, theory and method of Juche and rich contents.

GNP's Humbug Flayed

Pyongyang, March 22 (KCNA) -- The floor leader of the Grand National Party of south Korea described his party as a "force for peace and security" against war and the gentries of the GNP are working hard to create the impression that there is a real switchover in their "policy toward the north" in a bid to mislead public opinion. All this is nothing but an artifice to get rid of their predicament.
Minju Joson today observes this in a signed commentary. It goes on:
With no glossy words can the GNP ever conceal its true colors as a bellicose and anti-reunification force.
It is quite nonsensical for the GNP to claim that it can make any contribution to the development of the inter-Korean relations as a "peace force" despite the fact that it negated even the June 15 joint declaration.
The GNP gentries are known to be a group of traitors who dared debase June 15, the day the joint declaration was published, as a "day of national humiliation".
It was none other than the GNP group that had made desperate efforts to hamstring the inter-Korean cooperation, displeased with its progress, while grumbling that "the south is giving help in the north-spearheaded reunification" and "assistance to the north is little short of draining on the resources in the south."
It was again the GNP group that had spread "concern about security," taking issue with the DPRK over its self-defensive nuclear deterrence which has actually saved the Korean nation from the U.S. threat of a nuclear war. And the GNP even went the lengths of blustering that it would not rule out a war against the DPRK.
The GNP has persistently cried out for confrontation and war though it is no more than an opposition party. It is, therefore, not hard to guess how the GNP will rampage should it come to power.

Deployment of U.S. Forces Protested in S. Korea

Pyongyang, March 22 (KCNA) -- The United States transferred the "Striker" unit from Hawaii to its air-force base in Taegu of south Korea on March 18, according to news reports.
It was reported that the unit would be swiftly deployed in northern Kyonggi Province to participate in the U.S.-south Korea RSOI and Foal Eagle joint military exercises.
Members of civic and public organizations of south Korea, including the Taegu and North Kyongsang Provincial Reunification Solidarity and the People for Achieving Peace and Reunification, called a press conference in front of the U.S. air-force base in Taegu, protesting the deployment of the unit.
They said it is unpardonable provocation that the U.S. and south Korean war hawks are planning to stage the joint military exercises when the six-way talks for the denuclearization of the Korean Peninsula are under way.
They said that the introduction of the unit more clearly reveals the aggressive nature of the projected joint military drills.
They declared that organizations of different circles would hold one-man demonstrations and press conferences and issue statements in denunciation of the joint military exercises.

Intensified Actions against Imperialists' Ideological and Cultural Poisoning Called for

Pyongyang, March 22 (KCNA) -- The imperialists are now becoming evermore undisguised in their moves to destroy socialism. The bourgeois ideological and cultural poisoning is one of their stereotyped methods to stamp out socialism.
Rodong Sinmun today says this in a signed article.
The imperialists' ideological and cultural poisoning is aimed at spreading reactionary and corrupt bourgeois ideology and culture, way and mode of life to other countries in a bid to benumb the sound thinking and consciousness of people, the article notes, and goes on:
The imperialists are working hard to spread the bourgeois ideology and culture and life style in an effort to realize their wild ambition to dominate other countries under the signboard of "globalization".
They are misusing the "exchange of books", "book exhibitions" and so on now brisk worldwide as a lever to create an illusion about capitalism. U.S. cultural services and information centers operating in at least 100 countries are functioning as bases for ceaseless reactionary ideological and cultural offensives.
The U.S. has massively produced literary and art pieces beautifying the reality of capitalism. It is busy infiltrating lots of undesirable video cassettes and CDs and other e-media dealing with salacious and abnormal matters into socialist and developing countries in a bid to induce viewers to seek depraved and animal life. All this is designed to benumb people's spirit of national independence and revolutionary and working-class awareness and obliterate the Juche character and national character.
The younger generation, in particular, are apt to fall victim to the imperialists' ideological and cultural offensive as they have not undergone revolutionary training and are sensitive to things.
The spearhead of this offensive is directed to the DPRK.
The U.S. has persistently conducted offensives for bourgeois ideological and cultural poisoning and psychological warfare through "Radio of Free Asia" to break the single-minded unity of the DPRK more powerful than any nuclear bomb and bring about an ideological and mental destabilization and degeneration in its society. It has become more frantic than ever before in its moves to massively infiltrate into the DPRK undesirable video cassettes, CDs and other e-media dealing with corrupt and alien matters and printed matters propagandizing superstition and others.
The progressive people should intensify their actions against the imperialists' ideological and cultural poisoning in order to defend their Juche character and national character and sovereignty of their countries and thus speed up the victorious advance of the human cause of independence.

Water Environmental Protection in DPRK

Pyongyang, March 22 (KCNA) -- The Democratic People's Republic of Korea has directed much effort to the work for protecting the water environment. The protection of water environment is very important in solving the water issue, which is raised as a serious socio-economic one in the world today.
In recent years, the DPRK has instituted the Law on Preventing the Pollution of the River Taedong (provisional), Law on Barrages, Law on Appraising Environmental Influence and Law on Land Program to intensify the legal control over water environment and augmented the state investment in the field.
It is concretizing and constantly renewing the already instituted water environmental standards and is pushing ahead with the work for introducing the authentication system in the protection and management of water environment.
Besides, it deepens the research for the prevention of pollution along with the work for grasping the pollution resources and restricting the permissible discharge of contaminated materials in order to improve the water quality of rivers and streams.
A river is divided into three parts, upper, middle and lower, where water quality observation posts have been set up to examine water quality. Meanwhile, the contaminated water of the lower-stream is displaced with the fresh water of the upper-stream in spring.
A work for preventing the pollution by the rapidly increased water plant is consolidated in the lower part of the rivers where lock gates were built.
In order to improve the quality of the contaminated water of the border rivers, activities for joint observation and for taking prevention measures are being conducted with the neighboring countries.
Along with this, the country also deepens the research into the prevention of oil outflow, the main contamination material in the sea, and the disposal of ballast water of foreign-flagged ships and regularly conducts the examination of underground water quality.
The country is further intensifying the supervision over water environment for consolidating the success already made in the efforts for improving the water quality.

National Meeting Commemorates 90th Anniversary of KNA

Pyongyang, March 22 (KCNA) -- A national meeting took place at the April 25 House of Culture on Thursday to mark the 90th anniversary of the Korean National Association (KNA) organized by Kim Hyong Jik, an indomitable revolutionary fighter who was an outstanding leader of the anti-Japanese national liberation movement in Korea.
Present at the meeting were leading officials of the Party, the army and the state.
Kim Hyong Jik called a historic meeting to inaugurate the KNA in Hakdanggol, Pyongyang on Mar. 23, Juche 6 (1917), while exploring the untrodden path of history in the idea of "Aim High".
Yang Hyong Sop, alternate member of the Political Bureau of the Central Committee of the Workers' Party of Korea who is vice-president of the Presidium of the DPRK Supreme People's Assembly, made a report at the meeting.
The purpose of struggle and tasks of the KNA served as a great militant programme and a guiding principle for the anti-Japanese national liberation movement in Korea as they clearly reflected the anti-imperialist independent stand that the struggle for the independence of the country and liberation of the Korean nation could emerge victorious only when it depended on the strength of the Korean people, not on the outside forces, the reporter said, and continued:
The KNA was a secret organization fundamentally different from the anti-Japanese organizations that existed up to the period before it emerged, transparent in its anti-imperialist independent stand and in terms of its size. It was the biggest anti-Japanese underground revolutionary organization that covered the whole of Korea and areas outside it before and after the March 1 Popular Uprising and led the anti-Japanese national liberation movement in Korea as a whole.
Under the energetic guidance of Kim Hyong Jik the KNA rallied broad strata of anti-Japanese patriotic forces at home and abroad and ensured a coordinated leadership over them under the uplifted banner of national independence despite the Japanese imperialists' colonial oppression. It was a precious exploit which recorded a new chapter of history in putting the anti-Japanese national liberation movement in Korea on the orbit of independent development.
It was one of the distinguished historic exploits performed by the KNA that it successfully played a vanguard role in putting into practice Kim Hyong Jik's plan to make a switchover in the anti-Japanese national liberation movement in Korea to the proletarian revolution from the nationalist movement.
Thanks to the positive activities of the KNA to implement the policy of proletarian revolution set forth by Kim Hyong Jik, the anti-Japanese national liberation movement in Korea came to make dynamic advance towards the proletarian revolution aimed at realizing the ideal of the working people by conducting armed activities in reliance upon the strength of the popular masses, guided by a progressive idea. This was a precious exploit of weighty significance in developing the anti-Japanese national liberation movement in Korea.
The idea of the KNA was translated into a brilliant reality by President Kim Il Sung.
It is the brilliant fruition of the wise leadership of Kim Jong Il, who has successfully carried forward the revolutionary cause generation after generation that the army and people of the DPRK have won one victory after another in the acute stand-off with the U.S. and the battle for defending socialism under the uplifted banner of Songun, the reporter said.
He called for enshrining Kim Hyong Jik's noble idea of "Aim High" and the KNA's idea of independence against imperialism, the idea of national unity, as a precious ideological heritage of the Korean revolution, building a great prosperous powerful socialist nation on this land as early as possible full of revolutionary faith and optimism and thereby bringing earlier the day of accomplishing the revolutionary cause of Juche.
