KCNA Demands Thorough Probe into Case of Missing Korean Linguist

Pyongyang, December 16 (KCNA) -- On May 2 the DPRK Red Cross Society asked the Japan Red Cross to render cooperation in finding the whereabouts of Kim Thae Yong who was reported missing in December of 1991 while working as a Korean lecturer at a reeducation college in Yuzhno Sakhalinsk, Sakhalin Province of the Russian Federation, at the request of his family. On Dec. 7 seven months since the request was made by Kim's family an insincere reply came from the Japan Red Cross which simply said it failed to find out his whereabouts. In the message the Japanese side gave no explanation about the letter written by him and a number of questions raised as to the case.
We express great disappointment and deep regret at this behavior. Kim sent the following letter to the DPRK Education Commission on April 30, 1992 right after he was reported missing:
"I am Kim Thae Yong, room chief of Kim Hyong Jik University of Education who had been teaching Korean language in Sakhalin. I was taken here while making arrangements for my trip to my country after I was told late in December of last year to celebrate the New Year's Day there. I was instructed to write a program for teaching Japanese Russian and Korean languages and methods of teaching them. Those who instructed me to do so are well informed of me. They say they will let me go back only after Korea is reunified. I have written to the best of my ability despite high blood pressure that torments me. I fell unconscious due to serious attack of brain hemorrhage early in the morning of last Feb. 16. Though my trouble has passed a critical point I remain completely paralyzed on the left half of my body. I am under treatment at a Japanese family at present. They say it is Sapporo in Hokkaido but it is a place far from human habitation. (It's my assumption I am in a place farther away from it.) They seem to do their best to cure me so that I may finish my writings. I tried to let you know about me as quickly as possible but there was no way. I am under strict control to bar me from getting in touch with outside. I am writing this letter, unobserved by anyone. An old person who cooks for me is sympathetic with me in the grip of anxiety, denying meal. The old person is kind-hearted. It's hard to believe that this letter would reach the country. It may be my last risk. I long to see the country where I was born and grew up and miss very much the trustworthy disciples and comrades and the beloved members of my family who eagerly wait for me. I swear I will remain true to the beloved country and the comradely sense of obligation to the last moments of my life. Best regard. April 30, 1992."
Stamped on the envelop of the letter was 6.V.92 12-18 Japan HOKKAIDO WAATSU, part of the designation of a Japanese post office.
The members of Kim's family have made painstaking efforts to find out his whereabouts through various channels in the meantime. They repeatedly asked the Japanese side to settle the points raised, as early as possible, extremely worried about their father far beyond 70.
The insincere approach taken by Japan towards the issue of probing the case is intolerable both from the elementary humanitarian point of view and the standpoint on improving the DPRK-Japan relations.
We vehemently condemn this case as a serious infringement upon the sovereignty of the DPRK as Kim, able linguist of the DPRK is presumed to be lured and abducted by Japan.
We once again strongly urge Japan to exert sincere efforts to ensure that the truth behind the case is thoroughly probed and clarified to help the members of his family realize their desire for reunion with him as early as possible.

Victims of Sexual Slavery for Imperial Japanese Army Send Open Letter to U.S. Congress

Pyongyang, December 17 (KCNA) -- The south Korean victims of the sexual slavery for the imperial Japanese army reportedly sent an open letter to the U.S. House of Representatives on Dec. 13 after participating in the 739th Wednesday meeting for the settlement of their issue. In the letter they accused the U.S. of nullifying the resolution on the issue of "comfort women" for the imperial Japanese army, which had been adopted at the House of Representatives in September, under the pretext that its term expired. The letter demanded the house take up the issue again and adopt another resolution.
Noting that the Japanese government has lavished money on its operation to prevent the issue of "comfort women" from being discussed at the U.S. Congress, the letter said this means Japan recognized itself that the sexual slavery for the imperial Japanese army is a hideous crime.
The victims denounced the Japanese government for becoming evermore undisguised in beautifying and playing down Japan's war crimes as evidenced by its moves to revise the "Pacifist Constitution," etc. far from drawing a lesson from its past crime-woven history.
The survivors are dying one after another without having their grudge settled, the letter noted, adding that though all of them are no longer alive, the issue of 'comfort women' for the imperial Japanese army should be properly settled and their rights be restored.

Repeal of Draconic Law Demanded in S. Korea

Pyongyang, December 17 (KCNA) -- The south Korean "Church Human Rights Centre" reportedly had a meeting at the "Christians Hall" in Seoul on Dec. 12 to demand the repeal of the "law on surveillance for public peace." At the meeting Son Jun Hyok, director of the department for cooperation with foreign countries of the Democratic Labor Party, accused the prosecution of still treating him as a violator of the above-said law, unreasonably branding the Pyongyang visit he paid last year with the permission of the "Ministry of Unification" as an "illegal visit made according to the north's instruction."
Lawyer Song Ho Chang said that "the law has long been controversial as it calls for double punishment of its violator, depriving him of not only freedom of thinking but restricting even freedom to reside and move after the release but it still remains in force."
The gravity of the issue lies in that the truth behind the severe human rights abuses by the law has not been brought to light and that the security authorities interpret and apply this law as they please to meet their political purpose.
Pak Song Hui, executive secretary of the Family Movement for Realizing Democracy, said that the information about the law, which had not been made public for belonging to the category of "the third-class secret," has been partly brought to light some days ago after the arrest of Kang Sun Jong, adviser to the Reunification Solidarity. Pak demanded the law be abolished under any circumstances.
The "Church Human Rights Centre" in a joint written prayer said that it would strive hard for the repeal of the above-said law suppressing conscience and freedom of thinking and, furthermore, for the repeal of the "National Security Law."

False Report of Conservative Media Dismissed in S. Korea

Pyongyang, December 17 (KCNA) -- The Youth and Students Solidarity of south Korea to Implement the June 15 Joint Declaration, the "South Korean Institute for Civil Rights Studies", the "National Federation of University Gazette Journalists" and the General Students Council of Sungsil University that co-sponsored a grand seminar on the Songun policy reportedly made public a statement on December 13 dismissing the sheer false reports released by conservative media. Recalling that conservative media malignantly slandered the above-said seminar held on December 8, the statement termed this an act intended to hurt the unblemished prestige of the scholars desirous of the freedom of scientific inquiry and distort the movement for reunification.
It said: Whoever attended the seminar could agree and understand the speeches made by scholars providing a scientific proof of the Songun policy. Representatives of conservative media, however, paid no heed to them but labeled their speeches "undisguised appraisal of the policy." One can hardly repress anger at this behavior.
What "Chosun Ilbo" and others reported suffices to clearly prove the sheer falsification of facts, the statement deplored, pointing out that the misinformation spread by conservative media about the seminar is a criminal act of trampling down upon the conscience of the scholars.
This fact made it clear that the conservative media belong to the forces that do not stand for reunification, the statement declared, calling for launching a dynamic legal action against the conservative media's false propaganda.

U.S. "War on Terrorism" Bound to Fail

Pyongyang, December 17 (KCNA) -- The "war on terrorism" launched by the U.S. imperialist aggressors is bound to fail, observes Rodong Sinmun Sunday in a signed article. It goes on:
The U.S. has channeled everything into the "war on terrorism" for several years.
The Bush administration issued "government bonds for patriots," the first of their kind since the end of the Second World War, in a bid to cover its war expenses. The U.S. has so far spent more than 500 billion dollars for the "war on terrorism."
What matters is that the U.S. stands no chance of winning this war despite this huge military spending. This war is engulfing the whole world, making all countries holding aloft the banner of independence against imperialism targets of the U.S. military operations. The U.S. has practically made many countries of the world its enemy.
The U.S. imperialists are too weak to fight this kind of war. The military strength of the U.S. is by no means "matchless" and its forces are no longer "strong ones" which no army dare attack. The U.S. forces which boast of being "most elite forces" equipped with latest weapons and equipment, are suffering an increasing number of casualties in face of attacks by the Iraqi resistance forces.
The reality goes to prove that now is the time to put an end to the bloody "war on terrorism" to conquer the world, a protracted war.
Bush, tight-cornered at home and abroad, was compelled to admit that the Iraqi war was a wrong war launched by mistake on an absurd ground.
The U.S. imperialists have made desperate efforts to escalate the "war on terrorism," but after the lapse of five years they are caught in the trap dug by themselves. The Bush warlike forces are in the grip of the worst political crisis and isolation this year since they came to power. This clearly testifies to the total bankruptcy of the U.S. imperialists' "strategy against terrorism" and its inevitable failure.
No hegemonic forces can ever block the advance of the just cause of the people and the times. Only self-destruction awaits the warmongers, who have committed so hideous crimes by frantically waging the "war on terrorism," the war of genocide and destruction.

DPRK Players Feted Back from Asian Games

Pyongyang, December 17 (KCNA) -- The DPRK Cabinet hosted a banquet at Chongryu Restaurant Saturday for the DPRK players who participated in the 15th Asian Games. Present there were Ro Tu Chol, vice-premier of the Cabinet, Mun Jae Dok, chairman of the Physical Culture and Sports Guidance Commission, Choe Nam Gyun, minister of Food Procurement and Administration who is also chairman of the DPRK Football Association, Pang Chol Gap, chairman of the Pyongyang City People's Committee, and officials in the sports field.
Ro Tu Chol warmly congratulated the woman football players and other sportspersons for proving successful in the games and called on all the sportspersons to set a higher goal and intensify their training so as to glorify the honor of the country in all the matches to be played in the future.
Merited Sportsperson Kong Hye Ok in her reply said that they would demonstrate the invincible spirit of Songun Korea in all international games in the future.

Greetings to President of Niger

Pyongyang, December 17 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, sent a message of greetings to Mamadou Tandja, President of the Republic of Niger, on Dec. 14 on the occasion of the 48th anniversary of its proclamation. Kim in the message sincerely wished the president greater success in his work for national unity and economic prosperity.

"Sun's Great Medal" and Certificate Awarded to "Arirang"

Pyongyang, December 16 (KCNA) -- The National Association of Writers and Artists of Peru awarded the "Sun's Great Medal" and certificate of the association to Grand Gymnastic and Artistic Performance "Arirang" on Dec. 6. The "Sun's Great Medal" and the certificate were handed to the DPRK ambassador to Peru by Chairman of the association Jose Antonio Gamara Puertas on Dec.9.
Conveying them to the ambassador, the chairman said that one can hardly watch the above said "Arirang" in any other parts of the world, adding that this extravaganza can be produced only in the DPRK under the leadership of Kim Jong Il who is a great master of idea, leadership and arts.

Important Days of DPRK Observed in Foreign Countries

Pyongyang, December 16 (KCNA) -- A seminar, photo exhibition and film show were held by the Egyptian Committee for the Study of the Juche Idea on Dec. 11 and a lecture was given by the Ethiopian Youth Study Group of the Juche Idea on the same day on the occasions of the 15th anniversary of Kim Jong Il's assumption of office as supreme commander of the Korean People's Army and the 89th birth anniversary of anti-Japanese war hero Kim Jong Suk. On display in the venue of the photo exhibition were photos showing the personalities of the three generals of Mt. Paektu as great persons and the Songun leadership exploits of Kim Jong Il.
Yehia Zakaria Khairullah, chairman of the Egyptian committee, said in a report made at the seminar that the army and people of the DPRK have demonstrated their national dignity and made successes in the efforts to build a great prosperous powerful nation, invariably adhering to the socialist principle even under so difficult conditions, as they hold Kim Jong Il as Supreme Commander of the KPA.
Nigatu Dagnachew, chairman of the Ethiopian group, said in the lecture that the life of Kim Jong Suk was a brilliant one as it was totally dedicated to safeguarding President Kim Il Sung, adding that the feat she performed by giving birth to Kim Jong Il and bringing him up as Songun commander will last forever.
The participants of the film show watched the Korean film "Korean People's Army, Steel-Strong Ranks."

87th Anti-U.S. Rally Held in S. Korea

Pyongyang, December 16 (KCNA) -- The 87th anti-U.S. rally for solidarity reportedly took place in the Citizens' Park in Kwanghwamun in Seoul on Dec. 12. Speakers at the rally accused the "National Defence Committee of the National Assembly" of passing through its meeting "a motion on extending the term of troops' deployment in Iraq," charging that the presentation of the motion decided on by the "government" to the NA is aimed at keeping the troops there for an indefinite period.
Recalling that the "government" consented to the U.S. "proposal" for increasing the fund for the upkeep of its forces in south Korea for 2007, they dismissed this as absolutely unacceptable.
Noting that many countries are in the process of pulling back their troops from Iraq, but it is only south Korea that has not yet specified a timetable for the pullback of its troops from there, they warned that if south Korea lets things go on like this, it will be branded as a puppet of the U.S.

Halt to Suppression of Members of KCTU Demanded in S. Korea

Pyongyang, December 16 (KCNA) -- The south Korean public security authorities have reportedly intensified their crackdown upon members of the south Korean Confederation of Trade Unions (KCTU). On Dec. 13 they arrested Ho Yong Gu, vice-chairman of the KCTU, and Pak Min, director of its organizational department, on the charge of violation of the "law on assembly and demonstration" and brought charges against 25 other members including Kim Jang Ho, director of its department for cooperation with other countries, without detention.
The authorities committed such outrage for the mere reason that the above-said unionists staged a rally and demonstration in front of the building of the "National Assembly" in Youido, Seoul on Dec. 8 in protest against the passage of the "bill on the progressive relations between labor and management" through the "environmental and labor committee" of the NA.
In this regard, the KCTU clarified that it staged the rally and demonstration that day in protest against the "committee's" railroading of the bill on the retrogressive revision of the labor law and the "law on part-time jobs." The KCTU stated that it would struggle to the last to have them retracted.
The organization strongly demanded the public security authorities stop at once their suppression of members of the KCTU.

S. Korean Authorities Rapped for Yielding to U.S. Pressure for Increasing Fund for Upkeep of Its Forces

Pyongyang, December 16 (KCNA) -- The south Korean authorities some time ago agreed to increase the fund for the upkeep of the U.S. aggressor forces in south Korea at the "negotiations" held with the U.S. This is absolutely intolerable as it is nothing but submission to the U.S. which can be committed only by the traitors who are utterly indifferent to the dignity and interests of the nation and feel no shame.
Rodong Sinmun today observes this in a signed commentary.
    It goes on:
The south Korean authorities have paid money amounting to astronomical figures for the upkeep of the U.S. imperialist occupation forces every year, offering the land of south Korea to them as their military bases for aggression for more than six decades.
They are no more than dirty colonial stooges who prolong their remaining days by serving their American master and a group of traitors zealously backing the outside forces in their war moves to do harm to compatriots.
It is the unanimous desire of the Korean nation to fight against the U.S. and achieve independence. The Koreans who live in the era of independent reunification in which the banner of "By our nation itself" flies high throughout the Korean Peninsula no longer want the presence of the U.S. aggressor forces in south Korea.
The U.S. and south Korean authorities should face up to this trend of the times and the history of the nation and stop the moves to increase the fund for the upkeep of the U.S. forces and opt for the total withdrawal of the U.S. imperialist aggression forces from south Korea.
It is shame and tragedy for south Korea that it is still subject to all sorts of humiliation as it is under the U.S. military occupation and domination even in the June 15 era in which all Koreans aspire after independence and reunification.
The south Korean people can never escape such shame and misfortune as long as the U.S. imperialist aggressor forces, the chief architect of the Korean division, the source of the danger of a new war and a stumbling block in the way of independent reunification, remain in south Korea.

All South Koreans Called upon to Throw Overboard GNP

Pyongyang, December 16 (KCNA) -- The Grand National Party of south Korea is a group of vicious pro-U.S. flunkeyists and traitors hell bent on confrontation with the DPRK and moves for a war of aggression against it in conspiracy with the outsiders, going against the trend of the times and the desire of the nation, says Rodong Sinmun Saturday in a signed article. The GNP, seized by flunkeyism and dependence on outsiders, is zealously supporting the U.S. imperialists' system of domination over south Korea and seriously hamstringing the efforts of the Korean nation to achieve the cause of independent reunification, while helping the U.S. implement its policy of aggression against the DPRK, the article says, and goes on:
Whenever the GNP group heard the word of "independence" in south Korea, it described this as "a serious development that might shake very foundation of the alliance with the U.S." The gentry are begging its American master not to pull back the U.S. forces from south Korea, not hiding its uneasiness that the mounting actions of people in various parts of it for independence against the U.S. may upset it.
The GNP clan has gone so crazy, preoccupied by dependence on outsiders that it is vociferating about cooperation with outsiders under such absurd pretext as "security crisis." It is rushing headlong into confrontation and war of aggression against the north.
When the U.S. called for sanctions against the DPRK it zealously supported it by crying out for "doing the north serious disservice" and the like. This party blustered that south Korea should take part in all operations for applying sanctions against the DPRK such as PSI. And when the U.S. pressurized south Korea to stop the tour of Mt. Kumgang and the construction of the Kaesong Industrial Zone, groundlessly complaining that those undertakings are little short of funding "the development of weapons" in the north, the GNP kicked off unprecedented racket of confrontation, crying out for the drop of "the engagement policy" and "total stop" to the north-south cooperation and exchange. It has gone the lengths of asserting that even a war with fellow countrymen should not be ruled out.
The Korean nation's cause of independent reunification that started under the banner of the June 15 joint declaration is facing great difficulties due to the traitorous moves of the GNP conspiring with the outsiders and the danger of a war is growing on the Korean Peninsula. The reality goes to clearly prove that all the precious achievements the Korean nation has made with much effort in the June 15 era may be spoiled unless such pro-U.S. traitorous party as the GNP is thrown overboard as early as possible.
The nation should not let the traitors of the GNP go scot-free under any circumstances.

DPRK Team Back from 15th Asiad

Pyongyang, December 16 (KCNA) -- The DPRK sports team came back home today after participating in the 15th Asian Games. The DPRK team bagged 31 medals (six golds, nine silvers and 16 bronzes) in various events of the games including gymnastics, Judo and shooting.

Unique Theory on People's Guerrilla War in World History of War

Pyongyang, December 16 (KCNA) --The theory on people's guerrilla war, the unique theory of Juche on armed struggle adds a brilliant page to the world history of war. At the Mingyuegou Meeting on December 16, Juche 20 (1931), President Kim Il Sung advanced a proposition that the people are the state, the people are the home front and the people are the regular army.
At that time when the meeting was convened, the Korean people resisted by violence the Japanese imperialists' fascist suppression and plunder unprecedentedly intensified since the outbreak of the September 18 incident.
The President, basing himself on a scientific analysis of the situation, called the meeting to discuss concrete way of armed struggle and its strategic and tactical issues. What was mainly discussed at the meeting was the form of the armed struggle, regular warfare or guerrilla warfare.
Most of the participants did not rid themselves from the bondage of existing formula that the guerrilla warfare was an auxiliary form supporting the regular army.
The President said to the following effect: We are empty-handed young people who have been deprived of all state power, territory and resources. However, we have decided to start an anti-Japanese war by relying on the people. When the war starts, the people will become soldiers and rise up. Therefore, the guerrilla warfare which we shall wage can be called a people's war.
And he put a period to the existing theory that the guerrilla warfare can be waged only under the backing of state rear or the regular army and decided the guerrilla warfare as the basic form of the anti-Japanese armed struggle.
The theory on the people's guerrilla warfare reflected the unswerving will of the President to defeat the Japanese imperialists with the united strength of the Korean people and achieve the liberation of the country at any cost. The validity and vitality of the theory was glaringly proved in the battles.
The President, in his reminiscences "With the Century", writes that if we had dogmatically copied the experience of other countries in a guerrilla war, we would have met with irrevocable failure.
The theory on the people's guerrilla warfare was, indeed, a unique theory on armed struggle advanced only by the President who had wisely led the Korean revolution from the independent stand.
