Spokesman for DPRK Foreign Ministry on Japan's Attitude toward Resumption of Six-Party Talks

Pyongyang, November 4 (KCNA) -- A spokesman for the DPRK Foreign Ministry gave the following answer to a question put by KCNA on Nov. 4 as regards Japan's senseless behavior regarding the resumption of the six-party talks: As already reported, bilateral and multi-lateral contacts with main emphasis on the contact between the DPRK and the U.S. took place in Beijing on Oct. 31. The DPRK, accordingly, decided to return to the six-party talks on the premise that the issue of lifting the financial sanctions would be discussed and settled at an early date between the DPRK and the U.S. within the framework of the six-party talks.
The international community is now unanimous in hailing the agreement on the resumption of the six-party talks, while highly praising the DPRK's invariable stand and sincere efforts for the denuclearization of the Korean Peninsula.
But it is only Japan that expressed its wicked intention, letting loose with a spate of balderdashes.
No sooner had the agreement on the resumption of the six-party talks been made public than the Japanese prime minister, foreign minister, chief cabinet secretary and others are behaving impudently, asserting "Japan has no idea of accepting north Korea's return to the six-party talks on the premise that it is a nuclear weapons state."
The Japanese authorities have thus clearly proved themselves that they are political imbeciles incapable of judging the trend of the situation and their deplorable position.
The DPRK has never asked Japan to participate in the six-party talks.
In fact, it was displeased with Japan's participation in the six-party talks, but has properly treated it, taking the relations with other participating countries into consideration.
It is the view of the DPRK that since the U.S. attends the six-party talks, there is no need for Japan to participate in them as a local delegate because it is no more than a state of the U.S. and it is enough for Tokyo just to be informed of the results of the talks by Washington.
The Japanese government, quite new as it is, must have a lot to do internally. It had better, therefore, mind its own business instead of poking its nose into the work of the talks to its inconvenience.
It would be much better for Japan to refrain from participating in the six-party talks and less attendants would be not bad for making the talks fruitful.

Friday Meeting for Peace against U.S. and War Held in S. Korea

Pyongyang, November 5 (KCNA) -- A Friday meeting for peace against the U.S. and war was reportedly sponsored by the People's Solidarity in Pusan of south Korea on Oct. 27. Speakers at the meeting recalled that the peace of the Korean Peninsula is exposed to a grave threat due to the U.S. hostile policy toward the north and the moves of the pro-U.S. conservative forces including the "Grand National Party".
They called upon all fellow countrymen to go united and judge the U.S. and the pro-U.S. conservative forces that are sparking a war crisis on the Korean Peninsula and turn out in the struggle to safeguard the peace.
Noting that the people are lifting their voices opposing the U.S. and war, they called for protecting the peace on the peninsula by the concerted efforts of the Koreans.

Diamond Jubilee of Kum Song University of Politics Marked

Pyongyang, November 5 (KCNA) -- A meeting took place on Nov. 4 to mark the 60th anniversary of Kum Song University of Politics. Conveyed at the meeting was a congratulatory message sent by the Central Committee of the Workers' Party of Korea to the teachers, employees and students of the university.
Basing himself on the brilliant tradition gained in training revolutionary cadres during the period of the anti-Japanese revolutionary struggle, President Kim Il Sung founded the university on Nov. 5, Juche 35 (1946), the message said, adding:
Kim Jong Il set forth a revolutionary policy to improve and strengthen the educational work at the university as required by the process of modeling the whole society on the Juche idea and has wisely led the work of the university to successfully train young political workers and officials of working people's organizations.
Kum Song University of Politics has trained many officials of working people's organizations including those of the Kim Il Sung Socialist Youth League loyal to the Party and the leader and fully prepared politically and practically in the annals of the revolution and construction, regarding the Party's leadership as its lifeline. It has thus made a contribution to increasing the militant function and role of the organizations and educating and remolding broad masses to rally them close around the Party, the message noted, and continued:
The university has developed into the WPK's reliable centre of training cadres of working people's organizations as it is staffed with educational and scientific forces loyal to the Party and the revolution and having high qualifications and equipped with modern educational facilities and the graduates from the university have played an important role in the work of working people's organizations and socialist construction.
Han Yun Jong, rector of the university, made a report, which was followed by speeches.
Present at the meeting were Kim Jung Rin, secretary of the Central Committee of the WPK, officials concerned and teachers, employees, students and graduates of the university.

Congratulatory Message to Brazilian President

Pyongyang, November 5 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, Saturday sent a congratulatory message to Luiz Inacio Lula Da Silva on his reelection as President of Brazil. The message expressed belief that the friendly and cooperative relations between the two countries and two peoples would grow stronger in different fields in the future and wished the President greater success in his responsible work for the prosperity of the country.

S. Korean Authorities' Treachery under Fire

Pyongyang, November 5 (KCNA) -- Shortly ago, the south Korean authorities sent an "observers' group" to the U.S.-led PSI exercises in the waters off Bahrain. This is a serious provocation against the DPRK and a belligerent act inciting confrontation between the fellow countrymen and inviting a war of aggression, going against the desire of the Koreans for peace and security, as it is an intolerable act of treachery. Rodong Sinmun Sunday says this in a signed commentary. The exercises are of very grave nature as they constitute part of the sanctions, blockade and military pressure upon the DPRK escalated by the U.S. under the signboard of the UN Security Council "resolution", the commentary notes, and goes on:
The south Korean authorities are actually involved in the military exercises for aggression aimed to lay an international siege to the DPRK pursuant to the U.S. hostile policy toward the DPRK. This is an outright perfidy to the north. It is clear to everyone that the exercises will foster distrust and confrontation between the fellow countrymen, bedevil unstable north-south relations and finally bring a war of aggression to this land.
The south Korean authorities would be well advised to behave themselves, pondering over the serious consequences to be entailed by their reckless saber rattling. Their behavior of blindly toeing the U.S. policy to ignite a war on this land at any cost would only bring catastrophic consequences.

All Koreans Called upon to Deepen National Self-Respect

Pyongyang, November 5 (KCNA) -- Strong national self-respect serves as a source of the might of the army and people in the DPRK advancing full of great ambition and unshakable faith, undeterred by manifold trials and difficulties. Rodong Sinmun Sunday says this in a signed article. It goes on:
The army and people in the DPRK have the pluck and grit to deal a merciless blow at those who dare invade it, the persevering will to build a more prosperous and powerful country despite any vicious moves of the imperialists and the ardent patriotic determination to glorify any thing Korean. This is their lifestyle and fighting spirit.
National self-respect serves as an ideological and mental source of strength to firmly protect the independent stand in all fields of the revolution and construction.
Every country should build up a driving force to bring about a bright prospect of its national development and achieve prosperity. All countries should solve any problem by themselves and their own way in conformity with the specific conditions of their revolution as they differ from each other in the nature and duties of the revolution, their circumstances and level of their development. This is the spirit for national independence the Korean people have cherished in the practice of the arduous revolution.
There is no other way for the Korean people but to go in for independence no matter what others may say. This strong faith powerfully encouraged them to firmly establish independence in the revolution and construction, resolutely meeting the war threat of the imperialists, brushing aside the honeyed words of the flunkeyists and standing up against the pressure of great power chauvinists. This has been clearly proved by the history of the socialist construction in the DPRK, the history in which it has firmly adhered to the principle of Juche in ideology, independence in politics, self-support in economy and self-reliance in national defense. National self-respect serves as a mental asset for giving fuller play to the advantages of its nation.
The Korean people dislike following foreign style, dancing to others' tune and lagging behind them. They prefer Korean dances when they dance and love Korean songs when they sing. They create and develop history and culture in the direction of giving fuller play to the advantages of the Korean nation.
Songun culture is being created under the great banner of Songun to inject fresh energy into the whole society and the national lifestyle and beautiful manners and customs peculiar to the Koreans have been developed and enriched to meet the need of the present reality. All this helps deepen the Koreans' love for the country and the nation and their will to glorify them.

U.S. Desperate Efforts Ridiculed

Pyongyang, November 5 (KCNA) -- It is an immutable law governing the development of history for humankind to advance along the road of independence. However, reactionaries of all hues including imperialists keep challenging it and get more desperate in their efforts to stem the trend of history till their last moments. Rodong Sinmun Sunday observes this in a signed article.
    It goes on:
The U.S. imperialists are getting more frantic than ever before in their moves to realize their ambition for world domination, defying the demand of the times and the people's independent will.
After launching wars against Afghanistan and Iraq in the wake of the Sep. 11 incident, they are keen to stage the second-phase operation of the anti-terrorism war against the anti-imperialist independent countries. Precisely for this reason they are defying international conventions and agreements which they deem unfavorable to their hegemonic foreign policy and interests and making last-ditch efforts to handle all the issues arising in the international arena through their arbitrary and high-handed acts, while working hard to expand the sphere of their military influence worldwide including the Korean Peninsula, Central Asia and the Middle East and Africa. The above-said frenzy does not show their mightiness but proves that they are tight-cornered.
At present the U.S. finds itself in a serious crisis at home and abroad.
The U.S. reactionary ruling quarters are getting further isolated and rejected by Americans.
The ever-worsening economic crisis is increasing the toiling masses' discontent.
The U.S. is in the grip of a serious crisis externally. The Bush administration's policy of strength and anti-terror strategy for implementing it are fated to go bankrupt.
The world is growing stronger in its voice branding the U.S. as a chieftain of modern international terrorism.
The differences and conflict between the U.S. and its allies are growing more serious.
The U.S. bluff is nothing but its last-ditch effort to get rid of the abyss of ruin.

GNP's Anti-North Smear Campaign under Fire

Pyongyang, November 5 (KCNA) -- The GNP gentry are vying with each other to cry out for "modifying north Korea policy", "demanding an immediate halt to the tour of Mt. Kumgang and Kaesong Industrial Zone development" and "wielding a whip at the north in a determined manner" as part of their smear campaign launched against the DPRK which recently took a measure for self-defence by bolstering war deterrent to cope with the U.S. moves to provoke a nuclear war. A signed commentary of Minju Joson Sunday dismisses this as an act of treachery challenging the desire and demand of the nation. It is beyond any doubt that but for the DPRK's strong capacity for self-defence the U.S. would have launched a new war, a nuclear war on the Korean Peninsula scores of times, the commentary notes, and goes on:
The GNP group should have thanked the DPRK for having protected them from the danger of nuclear disaster with war deterrent if they had an iota of reason and sense. If they had not been in a position to do so, they should not have taken issue with it at least.
However, they have gone so ingrateful as to vociferate about "terrible disadvantage", "need not to rule out even a war" and "local war". What do they seek through this ruckus? Their intention is to bring the inter-Korean relations back to the era of confrontation and war, divert the daily mounting anti-U.S. and pro-north spirit in south Korea to pro-U.S. and anti-north one and create an atmosphere favorable for coming to power again with the U.S. backing. That is why they are joining the U.S. in its moves to provoke a war of aggression against the DPRK while describing its war deterrent that protects the destiny of the nation as a "threat".

Anniversary of Federal Formula Observed Abroad

Pyongyang, November 4 (KCNA) -- Round-table talks, a lecture, a reading session and film shows were held in the Czech Republic and Nigeria from October 16 to 28 on the occasion of the 26th anniversary of the proposal for founding the Democratic Federal Republic of Koryo (DFRK). The chairman of the 6th District Committee of Prague of the Communist Party of Czech and Moravia, addressing round table talks, highly praised the immortal feats performed by President Kim Il Sung and Kim Jong Il in the cause of Korea's reunification.
He referred in detail to the proposal for founding the DFRK, adding the proposal was the most fair and reasonable one.
The U.S. military presence in south Korea is the root cause of the escalating tension and instability on the Korean Peninsula and the biggest hurdle lying in the way of Korea's reunification, he noted, strongly demanding the U.S. pull back its troops from south Korea as early as possible and drop at once its hostile policy towards the DPRK.
The vice-director of the Nigerian International Journalists School in a lecture titled "President Kim Il Sung laid a solid groundwork for Korea's reunification" said that the three principles for national reunification, the proposal for founding the DFRK and the 10-point programme for the great unity of the whole nation advanced by the President indicate basic principles and ways for achieving the reunification.
Recalling that Kim Jong Il provided the historic Pyongyang north-south summit which culminated in the adoption and publication of the June 15 North-South Joint Declaration, he emphasized that the last instruction for national reunification given by the President is being successfully materialized under the leadership of Kim Jong Il.
Participants of the film shows watched Korean films including "With Desire for National Reunification".

Action to Block Activities of Visiting Group of Youths and Students for Reunification under Fire in S. Korea

Pyongyang, November 4 (KCNA) -- The Headquarters of Youths and Students of the South Side's Committee for Implementing the June 15 Joint Declaration reportedly called a press conference in front of the back gate of the building of the south Korean "government" on Oct. 30 to denounce the authorities for blocking the activities of the "Visiting Group of Youths and Students for Reunification" to achieve national independence and peace against war. A press release read out there said that the measure taken by the "Ministry of Unification" on Oct. 27 to disallow the group's visit to Pyongyang is the one quite contrary to the intention of the majority of the people hoping to peacefully tide over the present crisis prevailing over the Korean Peninsula through reconciliation, cooperation and dialogue.
It urged the south Korean authorities to continue pursuing reconciliation and cooperation with the north without vacillation under any circumstances.
Speakers at the press conference said that it is the work to be done by the south Korean authorities to intensify the work for inter-Korean reconciliation and cooperation, noting that the danger of war is increasing on the peninsula due to the U.S. hostile policy toward the north.
They urged the south Korean authorities to reject the U.S. pressure upon them to apply sanctions against the north and stop blocking inter-Korean reconciliation, cooperation and non-governmental exchange.

Schoolchildren's Individual Art Contests Held

Pyongyang, November 4 (KCNA) -- The 10th national schoolchildren's individual art contests were held at the Concert Hall of the Pyongyang Kim Won Gyun Conservatory from October 30 to November 3. This provided a good occasion of finding out promising reserves for artistes among youngsters with a view to developing the Juche-oriented art.
The contests brought together at least 200 students who had been selected at the first and second phases of the provincial contests.
The participants competed in singing and playing national musical instruments and Western musical instruments. They fully displayed their talents they have cultivated, while bringing their hopes into full bloom under the care of the Workers' Party of Korea.
Ri Sol, student of Haeju College of Arts, Kim Chol Jin, student of Chongjin College of Arts, and Sin Yun Hui, student of Pyongyang Tongan Middle School, proved successful in singing, Kim Se Hyok, student of Sariwon College of Arts, and Mun Kwang Min, student of Hyesan College of Arts, in playing national music instruments and Sim Ji Yun, student of Phyongsong College of Arts, and Kim Myong Hyok, student of Sinuiju College of Arts, in playing Western musical instruments.

U.S. Imperialists' Saber Rattling Blasted

Pyongyang, November 4 (KCNA) -- The psychological warfare and horror strategy pursued by the U.S. through saber rattling do not work on the DPRK. The U.S. should follow the situation with a cool head and stop its reckless saber rattling against the DPRK. Rodong Sinmun Saturday says this in a signed commentary. It goes on:
The U.S. is asserting that it has no intention to invade the DPRK but behaving quite contrary to this.
This is proved by its evermore undisguised moves to ignite a nuclear war against the DPRK. The U.S. together with the south Korean bellicose forces is busy modifying and supplementing war scenarios against the north in all aspects and introducing latest nuclear war hardware into south Korea.
There are very disturbing military moves taken by them under the simulated conditions of "a contingency" in south Korea. The U.S. forces in south Korea staged a drill of evacuating their families and other noncombatants to Japan to cope with the "contingency." This presupposed the start of a war. Timed to coincide with this, DPRK-targeted madcap war exercises including the U.S. forces-led marine landing operation are now under way in south Korea. The U.S. imperialists' military hysteria against the DPRK is an extremely reckless provocation as it is causing the nuclear issue on the Korean Peninsula to fester and pushing the situation to the worst pitch of tension. The PSI maneuvers staged by the U.S. together with its followers pursued no other aim than the start of a war on the peninsula at any cost.

Rodong Sinmun on Independent Policy

Pyongyang, November 4 (KCNA) --An independent policy serves as a powerful weapon guaranteeing the dignity of the country and the nation and the key to all victories, says Rodong Sinmun today in a signed article. It goes on:
It is essential for protecting the dignity of the country and the nation to observe the principle of independence in politics.
Only when a country abides by the principle of independence in politics can it settle all the problems arising in the revolution and construction in conformity with the interests of its people and its specific conditions according to its faith and make successful progress in the revolution and construction by enlisting the maximum creative ingenuity of its people.
The importance and the vitality of the independent politics have been clearly proved in the revolutionary practice of the DPRK.
The Workers' Party of Korea has firmly adhered to the independent line set forth by President Kim Il Sung and implemented it to the letter.
It has settled its own way all the problems arising in the revolution and construction from the independent viewpoint in a responsible manner in conformity with the specific conditions of the country and the interests of the Korean revolution.
The Party has categorically opposed flunkeyism and dogmatism and all sorts of ideas of depending on outsiders and decisively rejected the pressure and interference by any foreign forces. It analyzed and judged everything in the interests of the Korean revolution, not wedded to the ready-made theories and existing formulas, and pushed ahead with the complicated and arduous Korean revolution by its own efforts according to its faith and determination. The WPK and the Korean people have firmly adhered to the stand of Juche and the line of independence, remaining undeterred by all sorts of the opportunist trends such as modern revisionism. They could firmly defend and glorify Korean-style socialism centered on the masses even under the grave situation where socialism collapsed in various countries.
The Party and people have remained true to the independent revolutionary line under the wise leadership of Kim Jong Il, consolidating the socialist position as firm as a rock.
This political might has served as a sure guarantee for defending the sovereignty of the country and the gains of the revolution, successfully advancing the revolution and construction and frustrating the imperialists' moves for aggression and interference.
A strong army is symbolic of the sovereignty and the dignity of the country and the nation and serves as a sure guarantee for ensuring independent politics. Without a powerful army is it impossible to independently settle the issue of the destiny of the country now that the imperialists impose the order based on the jungle law on it.
It is reality today that a country with a weak army is bound to yield to the demand of the imperialists. A powerful army alone makes it possible to steadfastly enforce independent politics and protect the dignity of the country and the nation.

Stop to Moves to Fabricate "Spy Ring" Case Demanded in S. Korea

Pyongyang, November 4 (KCNA) -- The Solidarity for Implementing the South-North Joint Declaration reportedly made public a statement titled "The government authorities and security forces, stop cooking up a spy ring case" on Oct 28. Accusing the security authorities of arresting members of the Democratic Workers' Party and other figures one after another and intensifying the suppression of progressive organizations while widening the scope of investigation into them, the statement said that "spy ring case", "case of an organization", etc. were faked up according to carefully prearranged scenarios whenever a crisis of war brewed and "election" was approaching during the past dictatorial regimes.
This time, too, the security authorities are working hard to eliminate the progressive forces opposed to a war and helping the pro-U.S. conservative forces grab "power," it said, demanding the "government" and security authorities stop at once the brutal suppression of the progressive forces.
If the current crackdown develops into a large-scale "witch-hunting" operation against the progressive forces, we will never remain a passive onlooker to this, the statement warned, demanding the "government" authorities stop at once the bankrupt plot to cook up the "spy ring case" and immediately set free the detainees.

Reckless Remarks of S. Korean Military Authorities Assailed

Pyongyang, November 4 (KCNA) -- Some time ago the minister of "National Defense" of south Korea at "the National Assembly inspection of the administration" cried out that "it was necessary to readjust the defense policy including the issue of the principal enemy," taking issue with the DPRK. The Secretariat of the Committee for the Peaceful Reunification of the Fatherland issued information bulletin No. 925 Saturday blasting his outcries. It said:
His reckless remarks are a blatant challenge to the desire of the nation for national reconciliation and unity, the country's peace and reunification and the June 15 joint declaration and an intolerable provocation against the DPRK as they brought into bold relief the sinister attempt to bring the north-south relations back to the past era of confrontation.
The U.S. is the principal enemy of the Korean nation as it is wrecking peace and stability on the Korean Peninsula and working hard to spark a war.
Improved inter-Korean relations and Korea's peace and reunification are unthinkable as long as the south Korean authorities are whetting their swords for confrontation and war, while contemplating defining the DPRK, part of the same nation and a dialogue partner, as "their principal enemy." To define the DPRK as the "principal enemy" precisely means a declaration on scrapping the June 15 joint declaration and standing in confrontation with it.
The south Korean military authorities are now driving the inter-Korean relations to the phase of confrontation and war by swimming against the trend of the June 15 era to support the U.S. in its moves to stifle the DPRK. They will be held wholly responsible for the grave consequences to be entailed by these acts of treachery.
They should immediately stop the criminal farce of defining the DPRK as "the principal enemy" and all other moves for confrontation with the DPRK.

Delegation of Radio and TV Broadcasting Committee Leaves

Pyongyang, November 4 (KCNA) -- A delegation of the Radio and TV Broadcasting Committee of the Democratic People's Republic of Korea led by its Vice-Chairman Hwang Yong Bo left here Saturday by air to participate in the 43rd General Assembly of the Asia-Pacific Broadcasting Union.

Kim Jong Il Inspects Women's Coastal Battery of KPA

Pyongyang, November 5 (KCNA) -- General Secretary Kim Jong Il inspected the Kamnamu Battery honored with the title of the Thrice Three-Revolution Red Flag of KPA Unit 595. He met Son Kyong Sil, political instructor of the battery who is the eldest daughter of Om Pok Sun's soldiers' family, and Kim Yong Bok, battery commander who is granddaughter by a daughter of a coastal artilleryman on Wolmi Island to praise their patriotic deeds of standing guard over the country with arms following in the footsteps of their parents.
Going round the firing positions, he was informed of how the battery was performing its guard duty and acquainted himself with its training.
He set forth tasks which would serve as guidelines for increasing the combat capability of the battery.
Then he made the rounds of an educational room, a bedroom, a mess hall, a wash-cum-bath house, a subsidiary food store of the battery and a saltern built by the battery on its own, the compound of barracks and other places. He took deep care of the soldiers' service and living, appreciating their art performance full of optimism.
He highly appreciated the achievements made by the battery in the past, noting that the women's coastal battery associated with immortal revolutionary activities of President Kim Il Sung is a model for the whole army in all aspects including the training to bolster the combat capability, the management of the unit and mass cultural and art activities.
Several generations have been replaced by new ones at the battery since the President visited it but it has creditably fulfilled the oath taken by it before the President generation after generation, he said, adding that this ideological and moral power of the army serves as a source of the strength to win one victory after another.
He posed for a photograph with the servicepersons of the battery, expressing the belief that they would creditably play a vanguard role in carrying out the Songun revolution in the future, too.
He was accompanied by Ri Jae Il, first vice department director of the C.C., WPK, and Hwang Pyong So, vice department director of the same.
