Nuclear Issue on Korean Peninsula, Product of U.S. Policy of Nuclear Threat

Pyongyang, October 18 (KCNA) -- No progress can be expected in the discussion of overall arms reduction, let alone nuclear disarmament, unless a stop is put to the attempts at the monopoly of nuclear weapons and to nuclear threat based on it, stated the DPRK delegate, addressing a meeting of the First Committee of the 61st Session of the UN General Assembly on Oct. 9. If global peace and security are to be guaranteed, nuclear disarmament must be carried out before anything else so that nuclear weapons could be totally swept off the face of the earth, he said, and went on:
Nuclear disarmament and non-proliferation are inseparably linked with each other and the former is the key point. Non-proliferation is unthinkable apart from nuclear disarmament.
If the robber-like theory that only big countries can possess nuclear weapons and threaten and attack small countries with them is connived at or permitted any longer, the international order will undergo a major change essentially and this will drive the non-nuclear states to the possession of a nuclear deterrent.
The nuclear issue on the Korean Peninsula, a focal point of the international community, is an offspring of the U.S. policy of nuclear threat based on its deep-rooted hostile policy toward the DPRK for over half a century.
It is the reality today that missile launching and nuclear tests are connived at and they are not laid before the United Nations, given U.S. permission.
Some countries unilaterally urged the DPRK to scrap its nuclear program, disregarding the cause of the occurrence of the nuclear issue on the Korean Peninsula. In this they spoke for the U.S. hostile policy toward the DPRK. This is flattery to the strength of the United States and is not intended for a true and fair solution to the nuclear issue.
The denuclearization of the Korean Peninsula is the final goal of the DPRK and there is not the slightest change in its will to realize it in a peaceful way through dialogue and negotiation, as it is committed in the September 19 joint statement.
The DPRK will as ever make persevering efforts to remove threat from outside forces and ensure a durable peace on the Korean Peninsula.

DPRK Red Cross Society, Sixty Years Old

Pyongyang, October 18 (KCNA) --The Red Cross Society of the DPRK greets its 60th birthday. President Kim Il Sung, with a deep penetration into public health conditions of the country and the importance of the public health and hygienic affairs, instructed officials that a red cross organization in charge of public health, hygiene and relief should be formed as early as possible along with a public health federation after national liberation, and proclaimed the formation of the Red Cross Society of North Korea on October 18, Juche35 (1946). And after the foundation of the DPRK, he saw to it to rename it as the Red Cross Society of the Democratic People's Republic of Korea and clarified its character, mission and basic duty.
Over the last six decades, the Red Cross Society of the DPRK has made great achievements in expanding its organizations steadily, improving health and welfare of the people, alleviating misfortunes and sufferings of the Korean people caused by the national division, promoting the friendship, solidarity and cooperation with international communities and defending the world peace in accordance with the fundamental principle and ideal of the Red Cross and Red Crescent movement.
It has developed into a mass organization with a well-arranged organizational system down to every province, city, county (ri) and industrial establishment, and a million and hundreds of thousands of membership. Since its foundation, the society with a lot of curative institutions and health and cultural facilities under it has conducted brisk hygienic propaganda activities among the people to prevent infectious diseases and anti-epidemic work, thus making a great contribution to the work for improving the urgent public health service of the country and promoting health and welfare of the people.
During the Fatherland Liberation War (1950.6-1953.7), the society carried out with credit the cure of wounded soldiers and patients, the relief activities of war displaced persons and prevention and treatment activities to cope with the bacteriological warfare of the U.S. imperialist invaders. In the post-war period, it fulfilled its duty and mission satisfactorily in various humanitarian activities such as healing war wounds and rendering first-aid service to people.
It realized the repatriation of Koreans, who were forcibly taken to Japan before the liberation, on more than 100 batches from 1959 and sent relief goods to the flood victims in south Korea in 1984.
In particular, it has conducted activities to realize the spirit of the historic June 15 North-South Joint Declaration made public in the year of 2000 and creditably solved humanitarian issues on the principle of impartiality. As a result, 63 unconverted long-term prisoners returned to the DPRK in September 2000 and arranged reunion of families and relatives separated into the north and the south on over 10 occasions.
The Red Cross Society of the DPRK has also made every effort to develop friendly and cooperative relations with international and national Red Cross organizations and help towards the world peace.

Struggle against U.S. and War and for Peace Urged in S. Korea

Pyongyang, October 18 (KCNA) -- The Solidarity for Implementing the South-North Joint Declaration on October 11 reportedly made public slogans calling for a general turnout in the struggle against the U.S. and war and for peace. Urging the U.S. to abandon its war policy toward the north and opt for dialogue and negotiation, the slogans demanded that it immediately drop its reckless war policy and halt nuclear threat to the north at once.
The U.S. is the world's biggest possessor of weapons of mass destruction and a criminal state that used nuclear weapons, the slogans said, urging the international community to impose sanctions upon the U.S., the nuclear war criminal state which is chiefly to blame for the development of the WMD, and the United Nations to reflect on its connivance at the U.S. nukes for aggression.

The U.S. should promptly retract the hostile policy toward the north involving financial sanctions and human rights offensive and approach the six-party talks with sincerity.
All the people should turn out in the struggle against the U.S. and war and for peace. They should rise up in the fight to achieve peace and force the U.S. troops out of south Korea through an all-people anti-U.S. and anti-war struggle.

AINDF Calls for Materializing Idea of DIU

Pyongyang, October 18 (KCNA) -- The vice-chairman of the Central Committee of the Anti-Imperialist National Democratic Front issued a statement on Oct. 17 on the occasion of the 80th anniversary of the Down-with-Imperialism Union (DIU), according to Internet site Kuguk Jonson. The statement said:
The formation of the DIU by President Kim Il Sung on Oct. 17, Juche 15 (1926) was the appearance of a genuine vanguard organization of Juche type and a noteworthy event which opened the origin of the revolutionary cause of Juche, Songun revolution.
The formation of the DIU made it possible for the Korean nation who sustained many bitter setbacks and underwent turns and twists to greet a new era of history dynamically advancing along the road of independence under the wise leadership of an outstanding leader.
The revolutionary cause of Juche based on the DIU is being creditably carried forward and accomplished generation after generation by Kim Jong Il, a great man born of Mt. Paektu.
Kim Jong Il has developed the Workers' Party of Korea into the ever-victorious powerful party inheriting the tradition of the DIU with his far-sightedness and rare leadership and extraordinarily boosted the leadership ability and militant might of the Party to lead the revolutionary cause of Juche to victory.
It is the great fortune and glory of the Korean nation to have held in high esteem Kim Jong Il who is creditably materializing the idea of the DIU with his matchless courage and pluck and distinguished political caliber.
The people are now faced with the important tasks to put an end to the colonial rule of the U.S. imperialists and accomplish the historic cause of national reunification in the idea of the DIU.
The AINDF will wage a more vigorous struggle for independence against outsiders and concentrate all efforts on the struggle against the undisguised U.S. moves to stifle the DPRK and for checking and foiling the schemes of the pro-U.S. ultra-right conservative forces to come to power again.

Rodong Sinmun on Dignity and Interests of Nation

Pyongyang, October 18 (KCNA) -- The Korean nation should deal with the national issue, the issue of reunification on the principles of giving priority to national sovereignty and dignity and the will and interests of the nation if it is to carve out its destiny successfully, beating back the aggressive challenges of outsiders. Rodong Sinmun today says this in a signed article.
The Korean nation should accomplish its historic cause of reunification of the country at an early date, and the absolute norm of its reunification movement is naturally the sovereignty and dignity of the nation, the article points out, and goes on:
Now south Korea witnesses a tragic reality bereft of sovereignty and dignity.
The pro-U.S. conservative forces of south Korea have persistently blocked the trend of the times toward national independence, turning away from the unfortunate reality of south Korea which is under the occupation and domination of the outside forces.
In order to lead an independent life and achieve its development, any nation should reject foreign interference and pressure and solve all the problems in conformity with its will and interests according to its own decision and judgment.
A small country, a divided country, should take a serious view of its national interests. But, unfortunately, priority is given not to the interests of the nation but to the interests of outside forces in south Korea.
The Korean nation demands the south Korean authorities put national interests ahead of the interests of the outsiders and thoroughly implement the June 15 North-South Joint Declaration under the present grave situation. But the south Korean authorities are actually following the U.S. will and demand for sanctions and pressure upon the DPRK, while paying lip-service to peace. This is, in fact, a treacherous act of leading inter-Korean relations to showdown and war.
The Korean nation, strong in the spirit of independence and the sense of justice, can never allow its dignity and interests to be infringed upon and the settlement of the national issue to be delayed. To defend the national dignity and interests precisely means a way to peace and reunification.
