U.S. Decision to Finance Anti-DPRK Broadcasting Services Assailed

Pyongyang, October 12 (KCNA) -- A spokesman for the National Reconciliation Council gave the following answer to a question raised by KCNA Thursday blasting the U.S. decision to finance the anti-DPRK broadcasting services in the hands of the anti-communist conservative organizations in south Korea: The U.S. State Department was reported to have decided to make a financial allocation in the fiscal 2007 to start on Oct. 1 for three anti-DPRK broadcasting services including one operated by a group of defectors.
The U.S. does not conceal its intention to continue such financial assistance in the next fiscal year, too.
The decision is one more intolerable provocation against the DPRK and a vicious act of inciting confrontation between Koreans in breach of the June 15 joint declaration and the north-south agreement on stopping each other's smear propaganda.
As already known, the U.S. worked out "North Korean Human Rights Act" in October of 2004 and decided to finance the anti-DPRK plot-breeding organizations from its government budget every year.
As the U.S. is now under fire for being the world's biggest human rights abuser, its policy for stifling the DPRK is rejected in different parts of the world and its human rights rackets kicked up by undesirable plot-breeding organizations prove futile, it is now left with no option but to use such criminals as human scum for its smear campaign against the DPRK.
This once again betrays the deplorable position of the U.S. and its brigandish ambition to stifle the DPRK come what may.
The U.S. is sadly mistaken if it calculates that such mean smear campaign will help bring down Korean-style socialism whereby all the servicepersons and people are single-mindedly united.
The U.S. had better stop such clumsy farce and the south Korean authorities should not permit the operation of such anti-national and anti-reunification broadcasting services in breach of the spirit of the June 15 joint declaration.
The south Korean authorities should take a resolute measure to stop the broadcasting at once, pondering over the serious impact it will have on the inter-Korean relations.

Dangerous U.S. Moves to Force "Preemptive Strike Strategy" Debunked

Pyongyang, October 12 (KCNA) -- The U.S. war-thirsty forces are these days stooping to a plan to establish what they call Korean Peninsula air battle command which would perform a U.S. air force strike mission under the U.S. Pacific Command when they provoke a Korean war. Synchronizing with this, the U.S. Defense Department announced that the U.S. would sell a "patriot" missile system worth 1.5 billion U.S. dollars to south Korea. Commenting on this, a Rodong Sinmun analyst Thursday says:
This is a highly dangerous scheme on the part of the United States to gain "upper hand in strength" and force its "preemptive strike strategy" at whatever cost. This testifies that they have made the provocation of the second Korean war a fait accompli.
Pentagon has already reorganized the U.S. 8th army in south Korea and the 3rd army in the U.S. mainland into a field army and rounded off an integrated operational command system over the large forces of the U.S., Japan and south Korea. The establishment of the new Korean Peninsula air battle command of the U.S. means, in the final analysis, that not only the U.S. air force in the Asia-Pacific region but also its air force in the mainland will take part in the operations of this command.
The projected establishment of the command is intended to boost the preemptive strike capacity of the U.S. air forces in preparation for a war of aggression against the DPRK. Linked with it is the decision to sell a vast "patriot" missile system to south Korea.
The establishment of the afore-said command is, immediately that of an air commanding body for a "preemptive attack" on the DPRK. This scheme is a patent proof that the Korean war scenario of the U.S. imperialists has entered a practical stage.
If the dangerous military strategy of the U.S. is pushed ahead, it will destroy the military strategic balance and stability in the Korean Peninsula and the Asia-Pacific region and add fuel to the arms race and military confrontation among the countries interested in this area strategically.

Important Days of DPRK Observed

Pyongyang, October 12 (KCNA) -- Lectures and reading sessions took place in Mongolia, India, South Africa, Democratic Congo, Ethiopia and Uganda from Sept. 25 to Oct. 4 on the occasion of the 61st anniversary of the Workers' Party of Korea and the 80th anniversary of the Down-with-Imperialism Union (DIU). On display in the venues of the events were the photographs showing the feats President Kim Il Sung and General Secretary Kim Jong Il performed in party building.
The chairman of the Center for the Study of the Juche Idea of Mongolian Chinggis Khan College noted in a lecture that the DIU formed by the President became the historical roots of the WPK, referring in detail to the glorious history of struggle of the WPK which inherited the tradition of the DIU.
The chairman of the Indian Youth Group for the Study of Works of Comrade Kim Il Sung said in a lecture that the WPK has grown stronger to be an experienced party which formed an integral whole of the leader, the party and the masses under the wise leadership of Kim Jong Il, adding that the Korean people advancing true to his Songun policy would reach the high eminence of a great prosperous powerful socialist nation despite all sorts of difficulties and ordeals.
The secretary of the Mfumalanga Provincial Committee of the South African Communist Party and the deputy general secretary of the People's Rally for Socialism of Democratic Congo at a lecture and reading session praised Kim Jong Il for having developed the WPK into a guiding force for the revolutionary cause of Songun.

National Symposium Held

Pyongyang, October 12 (KCNA) -- A national symposium was held at the People's Palace of Culture on October 11 to mark the 80th anniversary of the formation of the Down-with-Imperialism Union. Thae Hyong Chol, president of the Academy of Social Sciences, and other speakers said the formation of the union, the first vanguard organization of the Korean revolution, was a historical event which declared a new start of the Korean revolution under the outstanding leadership of President Kim Il Sung.
The formation of the union, they stressed, opened a new era of the Juche revolution in which the Korean revolution is advancing with a correct goal and strategy and tactics based on the principle of independence, breaking with all hues of outdated ideas such as flunkeyism and dogmatism.
With the formation of the union, a great origin was given to the unity and solidarity around the leader in the Korean revolution and a new path of revolution was hewn so that it could be pushed ahead in reliance upon the internal revolutionary forces. It was led to the creation of a unique way of revolution to win victories by Songun with belief in the might of the people, they noted.
The principle of independence put forward by the union, they added, became the starting point of the struggle for founding in Korea a revolutionary party of Juche type, a party of new type different from the parties of bygone days, and, it has been kept in the whole course of the party building and activities.
The idea of anti-imperialism, independence and sovereignty, and socialism held aloft by the President in the union is wholly embodied in the Songun policy pursued by Kim Jong Il to display ever-victorious might in the military confrontation with the U.S. imperialists without gun reports and open a new era of the building of a great prosperous powerful socialist nation of Juche, they said.
The Workers' Party of Korea, they stressed, has fully inherited the ideology and fighting spirit of the union whose justice and unbreakable might have been fully verified on the prolonged and arduous road of revolution spanning 80 years and its cause of Songun revolution will be all triumphant in the future, too.
Present at the symposium were officials of the central and Pyongyang city party and administrative organs and working people's organizations, men of science, education, party official training institutions, the press, literature and arts and officials preserving revolutionary historical sites.

Papers on Danger of "Reorganization" of U.S. Forces in S. Korea.

Pyongyang, October 12 (KCNA) -- Newspapers here today term the U.S. moves to "reorganize" its forces in south Korea a dangerous adventure as it disturbs peace and security on the Korean Peninsula and drives the situation to catastrophe. What the U.S. seeks through this is to increase the capability of its armed forces to carry out war actions against the DPRK and arm the south Korean army with heavy and advanced weapons by stepping up their "reorganization" under the signboard of "transfer of the right to command wartime operations" and thus use it as a shock force in a second Korean war.
Rodong Sinmun observes this in a commentary.
The "reorganization" of the U.S. forces in south Korea is escalating the tension on the Korean Peninsula while increasing the danger of another war, the commentary says, and goes on:
Despite this grave situation, the south Korean war-like forces are busy with arms buildup and north-targeted war exercises, joining the U.S. in its moves to invade the DPRK. Such actions can never be pardoned as they are acts of treachery going against the June 15 joint declaration and bringing the inter-Korean relations to the brink of war.
They are bound to be sternly punished by history and the nation for such wrongdoings.
If the U.S. ignites a war against the DPRK, it will suffer a bitter defeat. The U.S. should make a radical switchover in its anachronistic Korea policy and pull all its aggression forces out of south Korea and its vicinity, urges Minju Joson in a commentary.

U.S. Act on "Suspects in Terrorism" Blasted

Pyongyang, October 12 (KCNA) -- U.S. Congress recently adopted an act on dealing with "suspects in terrorism" on the initiative of the Bush administration. This act legalizes military trials and torture of "suspects in terrorism" in the U.S., making it virtually impossible for the captives to make any appeal against harsh torture and other abuses.
A signed commentary of Minju Joson Thursday terms this a wanton violation of international law and an outright challenge to the international community calling for respect for human rights.
    The commentary goes on:
The adoption of the act revealed before the international community the true colors of the U.S. as a rogue state made up of hooligans who do not bother to commit the whole gamut of crimes to serve their own interests in defiance of international law.
If the U.S. high-handed and arbitrary practices are allowed in the field of human rights, it will adversely affect the sound progress of the international community.
This proves that the U.S. is not only abusing human rights but taking the lead in inciting these crimes in the international community.
The reality clearly indicates that the U.S. is the world's biggest human rights abuser.
Such being a stark fact, the U.S. is finding fault with other countries over human rights abuses. Nothing is more hypocritical than this practice.
Its high-handed and arbitrary practices will get it nowhere. This will only invite thorough isolation and destruction.
The U.S. had better bear this in mind and behave itself.

Halt to Move to Fake up Case against Hanchongryon Demanded

Pyongyang, October 12 (KCNA) -- The Student Committee of the Democratic Workers' Party in south Korea in a statement on Oct. 5 reportedly denounced the public security authorities for orchestrating the "case of an organization behind the south Korean Federation of University Student Councils (Hanchongryon)". The statement disclosed the fact that the Intelligence Service and the Security Investigation Corps resorted to all sorts of appeasement and blackmail to pressurize Choe Hui Jong, permanent researcher of the south Korean Institute for Civil Rights Studies, to yield to them after preparing even what they called "organizational line-up."
It seems that the same cases as what was faked up during the period of the past dictatorial "regimes" for the maintenance of power are now being done to crack down upon Hanchongryon, the statement said.
If the security authorities cook up such case to suppress Hanchongryon, the Student Committee of the Democratic Workers' Party will fight it out together with all the people opposed to the "National Security Law" and desirous of national reunification.

More Rare Animals in Central Zoo

Pyongyang, October 12 (KCNA) -- Rare animals are growing in number in the Central Zoo in Pyongyang. Kim Jong Il, who always pays a deep attention to the cultural and emotional life of the people, has sent some 1,000 rare animals of tens of species including pigeons, parrots, wild ducks and white bears to the Central Zoo in recent years.
Researchers and keepers of the zoo are trying to acclimatize the animals to the local climate in a scientific and technological way, thus increasing them in number.
Lemur catta native to the southern part of Madagascar brought forth nine kitties, following Equus przewalskii of Mongolia, a reserve animal, and Grus japonensis.
Kim Jong Il was presented with a pair of Jindo dogs by Kim Dae Jung of south Korea in the days of their historic Pyongyang Meeting at the end of which the June 15 North-South Joint Declaration was made public. The dogs begot four puppies in early June this year, which total 40 over the last six years.
Lama Guanicoe sheep sent to the zoo by south Korea also gave a birth to a lamb at the end of the last year.
The Central Zoo is always congested with visitors.

Tondollari, Korean Folk Dance

Pyongyang, October 12 (KCNA) -- Tondollari is a Korean folk dance, that the people of Hamgyong provinces on the east coast were fond of in the past. "Tondollari" has its etymology in the ardent wish for the daybreak over the country they had kept in their minds during the dark period of the Japanese imperialist colonial rule.
They reflected their life feeling in light music and dance movement.
It, however, suffered an eclipse owing to the national culture obliteration acts of the Japanese imperialists at that time.
Kim Jong Il, who has directed deep attention to properly carrying forward the nation's cultural legacies, instructed officials that Tondollari and the other folk dances should be discovered, collected and reproduced to suit the modern aesthetic sense.
Now the folk dance Tondollari has been reproduced by national and local art troupes including the Mansudae Art Troupe and the Art Troupe of South Hamgyong Province as quadripartite and dodeca-people dances, enjoying popularity among the people.

S. Korean Security Authorities' Plot to Suppress Hanchongryon Assailed

Pyongyang, October 12 (KCNA) -- It has been disclosed that the public security authorities of south Korea pressurized a permanent researcher of the Institute for Civil Rights Studies, who had been detained for posting an article supporting the Songun policy in the DPRK on an Internet homepage, to make a false statement admitting to a faked-up paper related to "an organization behind the south Korean Federation of University Student Councils" (Hanchongryon). This comes under fire by a statement issued Thursday by a spokesman for the Korean Student Committee. Branding the false case of "an organization behind Hanchongryon" as a premeditated plot hatched by the ultra-right conservative forces to eliminate progressive reformists and pro-reunification patriots in south Korea including Hanchongryon and install a pro-U.S. "government" through the "presidential election" next year, the statement said:
This is also part of the anti-north smear campaign aimed to poison the atmosphere of supporting the great Songun politics daily mounting among south Koreans from all walks of life.
This is a shocking development reminiscent of the brutal crackdown in the period of the fascist dictatorial regimes in the past when many innocent people including pro-reunification patriotic figures were arrested and punished on "espionage" charges.
The south Korean public security authorities must stop at once the suppression of progressive reformist and pro-reunification patriotic forces including Hanchongryon and immediately set free the unreasonably detained pro-reunification and democratic figures.
