DPRK Foreign Ministry Spokesman on U.S. Moves Concerning Its Nuclear Test

   Pyongyang, October 11 (KCNA) -- A spokesman for the DPRK Foreign Ministry issued the following statement Wednesday as regards the U.S. ill-boding moves in the wake of the nuclear test in the DPRK: As we have already declared the field of scientific research of the DPRK successfully conducted an underground nuclear test under secure conditions on Oct. 9 as a new measure for bolstering its war deterrent for self-defence.
    The DPRK's nuclear test was entirely attributable to the U.S. nuclear threat, sanctions and pressure.
    The DPRK has exerted every possible effort to settle the nuclear issue through dialogue and negotiations, prompted by its sincere desire to realize the denuclearization of the Korean Peninsula.
    The Bush administration, however, responded to our patient and sincere efforts and magnanimity with the policy of sanctions and blockade.
    The DPRK was compelled to substantially prove its possession of nukes to protect its sovereignty and right to existence from the daily increasing danger of war from the U.S.
    Although the DPRK conducted the nuclear test due to the U.S., it still remains unchanged in its will to denuclearize the peninsula through dialogue and negotiations.
    The denuclearization of the entire peninsula was President Kim Il Sung's last instruction and an ultimate goal of the DPRK.
    The DPRK's nuclear test does not contradict the September 19 joint statement under which it committed itself to dismantle nuclear weapons and abandon the existing nuclear program. On the contrary, it constitutes a positive measure for its implementation.
    The DPRK clarified more than once that it would feel no need to possess even a single nuke when it is no longer exposed to the U.S. threat after it has dropped its hostile policy toward the DPRK and confidence has been built between the two countries.
    No sooner had the DPRK, which had already pulled out of the NPT and, accordingly, is no longer bound to international law, declared that it conducted a nuclear test than the U.S. manipulated the UN Security Council to issue a resolution pressurizing Pyongyang, an indication of the disturbing moves to impose collective sanctions upon it.
    The DPRK is ready for both dialogue and confrontation.
    If the U.S. increases pressure upon the DPRK, persistently doing harm to it, it will continue to take physical countermeasures, considering it as a declaration of a war.


Kim Jong Il Sends Wreath to Bier of Late Kim Ha Gyu

   Pyongyang, October 11 (KCNA) -- General Secretary Kim Jong Il Wednesday sent a wreath to the bier of the late KPA General Kim Ha Gyu, member of the Central Committee of the Workers' Party of Korea, to express deep condolences over his death.


KPA General Kim Ha Gyu Dies

   Pyongyang, October 11 (KCNA) -- General of the Korean People's Army Kim Ha Gyu, member of the Central Committee of the Workers' Party of Korea, died of an incurable disease to our sorrow at the age of 68 at 3 PM on Oct. 9, Juche 95 (2006). His obituary was issued by the Central Committee of the WPK and its Central Military Commission on Oct. 9.
    The obituary said:
    Kim Ha Gyu was a revolutionary soldier loyal to the Party who devoted his all to the struggle for the victory in the Songun revolutionary cause. He glorified his life serving in the army after joining it at his young age.
    Born into a poor peasant's family, he was subjected to poverty and contempt when Korea was under the Japanese colonial rule. It was not until the liberation of the country that he could lead a worthwhile life. He devotedly worked for the development of the People's Army and the building of a rich and powerful country as an able military commander under the care of the Party.
    Holding an important post in the KPA for years, he rendered distinguished services for devotedly defending the headquarters of the revolution, fully demonstrating the invincible might of the KPA and firmly defending the socialist country true to the Party's Songun policy and leadership.
    He was awarded the title of Hero of Labor and "Kim Il Sung Order", the highest order in the DPRK, and many other state citations for the merits he performed for the country and the revolution.
    Though Kim Ha Gyu is no longer with us, the feats he performed for the party, the revolution, the country and the people will always be remembered.


61st Anniversary of WPK Celebrated

   Pyongyang, October 11 (KCNA) -- The National Symphony Orchestra on Tuesday gave a concert at the Moranbong Theater in celebration of the 61st anniversary of the founding of the Workers' Party of Korea. It was appreciated by senior officials of the party, the army and the state and officials of the ministries and national institutions.
    The audience also included overseas compatriots staying in the socialist homeland, diplomatic envoys and embassy officials of different countries and representatives of international organizations in Pyongyang and foreigners.
    Put on the stage were "Glory to the General," the 4th movement of the symphonic suite "Long Journey for Songun Leadership," orchestras "Thunder on Jong Il Peak" and "The Sound of a Horse's Hooves in Mt. Paektu" and other numbers.
    The performers presented in stirring melodies the immortal feats of Kim Jong Il in strengthening and developing the WPK founded by President Kim Il Sung to be eternally the glorious party of the President and the guide of the Songun revolution.
    Orchestras "We Started from Scratch", "Rich Harvest Comes to the Chongsan Plain" and "Arirang" touched the right chord in the hearts of the audience for their vivid representation of the breath of the Songun era pulsating with the revolutionary mettle and optimism of the army and people of the DPRK eager to race ahead higher and faster toward the dawn of a great prosperous powerful nation and their national sentiment.
    Dancing parties of youths and students were held in various places of the country on the anniversary.
    The plazas of the Monument to Party Founding, the Tower of the Juche Idea, the Pyongyang Indoor Stadium and other edifices were crowded with young men and women who gathered to greet the holiday.
    The youths and students danced to the tunes of the song "Glory to the General," which was followed by "Our General Is Best," "Korea, Let's Sing of This Pride" and "May the Era of the Workers' Party of Korea Flourish!"
    Youths and students in the provincial and county seats and cities including Sinuiju, Kanggye, Hamhung and Wonsan also celebrated the day with songs and dances overflowing with revolutionary mettle and optimism.


Kim Jong Il's Work Off Press in Peru

   Pyongyang, October 11 (KCNA) -- General Secretary Kim Jong Il's famous work "On the Fundamentals of Revolutionary Party Building" was brought out in booklet by the Grafica Ah Hermanos Publishing House of Peru on Oct. 3. He in the work published on Oct. 10, Juche 81 (1992) noted that it is of great significance to make a correct review of the historical experience and lesson drawn from the party building at a time when the revolutionary parties are turning out in a new struggle to build socialism, taking the Pyongyang Declaration as their common programme of action, and lucidly clarified all the principled issues arising in the construction of revolutionary parties.


Mexican Preparatory Committee Formed

   Pyongyang, October 11 (KCNA) -- The Mexican preparatory committee was inaugurated at the building of the Central Committee of the People's Socialist Party of Mexico on Oct. 4 to commemorate the Day of the Sun and February 16 in 2007. Jesus Antonio Carlos Hernandez, general secretary of the Central Committee of the party, was elected chairman of the preparatory committee and Alejandro Rosales Sanchez, chairman of the Mexican Committee for Supporting Korea's Reunification, secretary of the preparatory committee.
    Stressing that the above-said holidays are to be significantly celebrated not only in Korea but on a global scale, the preparatory committee decided to arrange a wide range of political and cultural events by drawing many political parties and organizations into them in Mexico.


Important Days of DPRK Celebrated

   Pyongyang, October 11 (KCNA) -- Meetings were held by the Left United Party of Romania, the People's Socialist Party of Mexico and the Poland-Korea Association on Oct. 4 and 5 in celebration of the 61st anniversary of the Workers' Party of Korea and the 80th anniversary of the Down-with-Imperialism Union. On display at the venues were famous works of the peerlessly great persons and photographs showing the 60-odd-year history of the WPK shinning with victory and glory.
    Niculae Pavelescu, executive chairman of the Romanian party, in his speech said that the WPK is wisely leading the Korean people to advance invariably along the road of socialism chosen by themselves under Songun policy surely guaranteeing the sovereignty and dignity of the country despite the present complicated situation. Victory and glory are always in store for the WPK rooted deep among the masses, he stressed.
    Jesus Antonio Carlos Hernandez, general secretary of the C.C., the Mexican party, in a speech referred to the facts that President Kim Il Sung founded the immortal Juche idea and pioneered the unique road of revolutionary party building of the working class to greatly contribute to the Korean revolution and the world revolution and that Kim Jong Il strengthened the WPK into the party of the President.
    Tadeusz Bialkowski, first vice-chairman of the Central Committee of the association, in a speech highly spoke of the immortal feats of the peerlessly great persons in developing the WPK into the dignified revolutionary party of Juche, a powerful vanguard in the accomplishment of socialist cause. The might of Korea is just that of Songun and Songun means justice and truth, he added.


Japanese Reactionaries' Ill-boding Military Moves under Fire

   Pyongyang, October 11 (KCNA) -- The Japanese reactionaries are getting themselves busy with the arrangements to upgrade the Defence Agency into a ministry and set up a "strategic planning office" inside the agency. This is nothing but moves to convert Japan into a military power and round off the preparations for a war of aggression overseas. Minju Joson Wednesday observes this in a signed commentary. It goes on:
    Japan is taking issue with the DPRK and China over what it called "military threats." But this is no more than a subterfuge to cover up its sinister political and military purpose. Japan is keen to realize its old militarist ambition for overseas expansion by zealously backing the U.S. in its efforts to use Japan as a shock brigade in executing its strategy to dominate the Asia-Pacific.
    Japan is now working hard to put strategic offensive weapons on a higher level. It is set to give the green light to reinvasion as its armed forces have been bolstered up qualitatively and fully ready to go into war action. Such development can never be tolerated but must be checked beforehand.
    The world is following Japan with watchful eyes as it is rushing headlong into militarist overseas aggression for hegemony, preoccupied by the outdated concept of confrontation and the ambition to conquer other nations.
    Militarism and overseas expansion will push Japan to a final ruin.
    The Japanese reactionaries had better drop their militarist ambition for overseas aggression, a threat to regional peace and stability, at once.


Philosophy on Arms

   Pyongyang, October 11 (KCNA) -- The successful advance of the Korean revolution is firmly guaranteed by the great Songun politics, the philosophy on arms. The arms philosophy is a unique one advanced by Kim Jong Il, Songun commander of Mt. Paektu, with the viewpoint on the arms that the arms are the permanent companion and comrade of the revolutionaries.
    The philosophy is based on the principle that the revolution for the independence of the popular masses is initiated, advanced and accomplished by force of arms.
    If they want to make a revolution, the popular masses should not only be awakened to rise up but also firmly take rifles in their hands.
    This is because the reactionary exploiting classes, counter-revolutionary forces, violate and restrict the independence of the people in reliance upon the counter-revolutionary violence.
    The path for the revolution is explored by the people only when they make a breach in the counter-revolutionary violence by force of arms.
    The arms also play an important role in the whole period of progressing and carrying out the revolution.
    It is a serious lesson of the history left by the former socialist countries. A party, with millions of party members, ceased to exist as it failed to seize the army and some countries had socialism collapsed as they weakened military strength.
    The arms philosophy also includes the principle that the army is precisely the party, state and people.
    The party, the general staff of the revolution and the guiding force, can ensure its leading position under the protection of the army and demonstrate its invincible might.
    A party with a long history and tradition met its tragic end in the consequence of "depoliticizing" the army and neglecting ideological work within it. But the Workers' Party of Korea has made a victorious advance of the revolution by seizing the army under difficult conditions. These instances contrastingly show that the party with powerful revolutionary armed forces is invincible.
    The revolutionary army and the people's government share the destiny with each other proceeding from the commonness of their characters and basic mission. The independent and creative life of the people is unthinkable apart from a strong army.
    The unique philosophy on arms of Korea testifies to its correctness and vitality in the revolution thanks to the Songun politics based on the philosophy.


Home-stay Facilities Built in Mt. Chilbo

   Pyongyang, October 11 (KCNA) -- Mt. Chilbo, one of the celebrated mountains in Korea, has turned into a tourist resort with the Inner Chilbo and Outer Chilbo Hotels and the home-stay facilities built in the Sea Chilbo. What attracts the eyes of tourists is the home-stay facilities. They are private dwelling houses where tourists can board and lodge along with the owners.
    Twenty blocks have been constructed. They consist of one or two storied Korean style houses and two-storied European style houses, which can accommodate 40-100 tourists.
    Each house has a bedroom, kitchen, bathroom and sanitary room for the owner, a bedroom, bathroom and sanitary room for guests, and a reception room where the owner and guests can enjoy meals and tea and cake.
    There is in the center of the houses a restaurant for those who want only to lodge in the houses.
    The buildings have been constructed near the sea swimming beach for the convenience of the tourists.
    The buildings have Korean-style and European-style inner structures in accordance with their outer forms.
    In the DPRK, foreign tourists lodged in private houses for the first time during the 13th World Festival of Youth and Students held in Pyongyang in Juche 78 (1989).


Kim Yong Nam Receives Credentials

   Pyongyang, October 11 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, was presented with credentials by Wayne McCook, Jamaican ambassador to the DPRK, at the Mansudae Assembly Hall on Wednesday. On hand was Kim Hyong Jun, vice-minister of Foreign Affairs.
    After receiving credentials, Kim Yong Nam had a conversation with the ambassador.

Congratulations to Zambian President

   Pyongyang, October 11 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, on October 5 sent a congratulatory message to Levy Patrick Mwanawasa on his reelection as President of Zambia. The message said that his reelection was an expression of the Zambian people's trust and expectation for him.
    Expressing belief that the traditional relations of friendship and cooperation between the two countries would grow stronger in future, he sincerely wished the Zambian President new success in his responsible work for the national unity and the country's prosperity.


DPRK-Cuba Inter-Governmental Economic, Scientific and Technological Consultative Committee Meets

   Pyongyang, October 11 (KCNA) -- The 25th meeting of the DPRK-Cuba inter-governmental economic, scientific and technological consultative committee was held here Wednesday. It discussed issues of boosting economic, scientific and technological cooperation and trade relations between the two countries.
    Present there were Rim Kyong Man, minister of Foreign Trade, officials concerned, members of the Cuban government economic delegation headed by Ramon Ripoll Diaz, first vice-minister of Foreign Investment and Economic Cooperation, and Ruben Perez Valdes, Cuban ambassador to the DPRK.

Minju Joson revela insolito movimiento militar de Japon

   Pyongyang, 11 de octubre (ATCC) -- Ultimamente los reaccionarios japoneses arman escandalo de ascender la Agencia de Defensa al grado de ministerio y de crear la "seccion de planificacion estrategica" subordinada a esta para realizar la conversion en potencia militar y dar toque final a los preparativos de guerra de agresion a ultramar. Asi senala el periodico Minju Joson en un comentario individual de este miercoles y continua:
    Japon cuestiona la "amenaza militar" de la Republica Popular Democratica de Corea y China para procurar un pretexto con que ocultar su malsano proposito politico-militar. Japon intenta realizar a toda costa su antigua ambicion militarista de expansion ultramarina valiendose de la estrategia de EE.UU. de tomar al pais isleno por brigada de choque en la realizacion de la estrategia de dominio a la region de Asia-Pacifico.
    En estos momentos Japon maniobra para lograr un salto en el armamento de ataque estrategico. El pais isla puede desatar la guerra de la nueva agresion porque no cesa de perfeccionar en lo cualitativo su armamento y esta en la perfecta postura de preparacion belica.
    Tal evolucion de la situacion intolerable debe ser frenada de antemano.
    El mundo vigila con agudeza el movimiento de Japon que preso del concepto de confrontacion de la epoca caduca y de dominio a otras naciones se precipita por el camino de agresion a ultramar.
    El militarismo y la expansion ultramarina solo llevaran a Japon a la ruina.
    Los reaccionarios japoneses deben abandonar inmediatamente su ambicion militarista de agresion ultramarina que perturba la paz y estabilidad de la region.

   Pyongyang, 11 de octubre (ATCC) -- La Editora Grafica Aj Hermanos del Peru dio a luz el dia 3 en folleto la obra clasica del Dirigente Kim Jong Il "Problemas esenciales de la construccion del partido revolucionario", publicada el 10 de octubre del 81 (1992) de la Era Juche. En ella el Dirigente destaco que cuando los partidos revolucionarios despliegan una nueva lucha por el socialismo tomando la Declaracion de Pyongyang por su plataforma comun, tiene capital importancia el balance exacto de las experiencias y lecciones historicas de la construccion del partido y aclaro todos los problemas de principio para la construccion de un partido revolucionario.


Comite preparatorio de Mexico para efemerides coreanas de 2007

   Pyongyang, 11 de octubre (ATCC) -- Tuvo lugar el dia 4 la ceremonia constitutiva del Comite Preparatorio de Mexico para el Dia del Sol (15 de abril, cumpleanos del Presidente Kim Il Sung) y el 16 de febrero (cumpleanos del Dirigente Kim Jong Il) de 2007 en la sede del Comite Central del Partido Socialista del Pueblo de Mexico (PSPM). Como presidente y secretario general del comite naciente fueron elegidos el secretario general del CC del PSPM, Jesus Antonio Carlos Hernandez, y el presidente del Comite Mexicano de Apoyo a la Reunificacion de Corea, Alejandro Rosales Sanchez, respectivamente.
    El comite subrayo que el Dia del Sol y el 16 de febrero de 2007 seran acogidos significativamente no solo en Corea sino en el ambito mundial y decidio organizar tambien en Mexico variados actos politico-culturales con la participacion de mayor numero de partidos politicos y otras entidades.


Festividades por el 61o aniversario de la fundacion del PTC

   Pyongyang, 11 de octubre (ATCC) -- Con motivo del 61o aniversario de la fundacion del Partido del Trabajo de Corea, los artistas de la Orquesta Sinfonica Nacional ofrecieron el dia 10 el concierto festivo en el Teatro Morambong.  Lo disfrutaron los cuadros del Partido, ejercito y Estado y los funcionarios de ministerios y organos centrales.
     Tambien lo vieron los coreanos residentes en ultramar quienes permanecen ahora en la patria socialista, los representantes diplomaticos y miembros de las embajadas de varios paises acreditados en Corea, los representantes de organizaciones internacionales y otros huespedes extranjeros.
     Los artistas pusieron en la escena "Gloria al General", cuarto movimiento de la suite sinfonica "Largisimo camino del Songun" (priorizacion militar), y las musicas orquestales como "El trueno del pico Jongil" y "Trotes en el Paektu", entre otras.
     Los ejecutantes cantaron en melodias emocionantes las inmortales hazanas del Dirigente Kim Jong Il quien fortalece el PTC, fundado por el Presidente Kim Il Sung, como el glorioso y eterno partido de este y como orientador de la revolucion del Songun.
     Las musicas orquestales "Empezamos sobre las ruinas", "Abundante cosecha en la llanura Chongsan" y "Arirang" reflejaron el aspecto de la epoca del Songun en que predominan el impetu revolucionario, el optimismo y el sentimiento nacional del pueblo y el ejercito de Corea quienes quieren avanzar mas rapido y mas alto para acoger pronto la aurora de la gran potencia prospera.
     Este dia, tuvo lugar en distintas localidades del pais el baile de los jovenes y estudiantes por esa efemeride.
     En las plazas frente al Monumento a la Fundacion del Partido, el Monumento a la Idea Juche, el Palacio de Deporte de Pyongyang y otras partes capitalinas los jovenes y estudiantes bailaron al son de las canciones "Gloria al General", "Es mejor nuestro General", "Corea, canta este orgullo", "Prosperidad a la epoca del Partido del Trabajo" y otras.
     Festividades similares tuvieron lugar en Sinuiju, Kanggye, Hamhung, Wonsan y otras ciudades y cabezas de provincias y distritos.
