Inter-Korean General-level Military Talks Close

   Pyongyang, May 19 (KCNA) -- The 4th North-South General-level Military Talks which opened in the portion of the south side in Panmunjom closed Thursday. For the successful talks the north side made an analysis and review of the differences manifested in both sides' stands at the 3rd talks and in the subsequent period and on this basis advanced more specific proposals related to the agenda item.
    The proposal for removing the very cause of military clashes in the waters of the West Sea of Korea and realizing joint fishing there and all other proposals put forward by the north side's delegation are fair and aboveboard offers which fully meet the requirements of the June 15 era of reunification and they indicate practical ways of defusing the tension as an urgent issue, the north side noted.
    The south side, while recognizing that these proposals serve as ways of settling issues, arbitrarily asserted that the "northern boundary" was defined as "non-aggression sea boundary" in the North-South Basic Agreement and its Annex on Non-Aggression which were adopted and effectuated in the 1990s. It went the lengths of insisting that the more than 50 years old boundary is the one that should be observed by the north and the south in the light of the requirements of either "principle on the recognition of the mandate once granted" or the "principle on the prescription."
    By the "principle on the recognition of the right once granted," which cannot be considered to be a principle, the south side meant having a mandate once granted recognized by other party due to "complex factors such as results of discussion, approval, connivance, etc., the north side noted, asking the south side with whom it reached an agreement on the "northern boundary" and with whose approval and at whose connivance it got such a mandate. The south side was not in a position to reply to this. In face of such strong censure from the north side, the south side brought forward what it called "measures for improving the situation" this time, throwing deliberate obstacles to the talks and, at the same time, resorting to delaying tactics by raising issues irrelevant to the agenda item.
    Strongly criticizing such behavior of the south side as a disturbing behavior to sidestep the issue of removing the root cause of clashes in the waters of the West Sea and a hypocritical move to take secondary steps for confidence building while shelving the fundamental issues, the head of the north side stated that "detente" and "building of peace mechanism" oft-repeated by the south side are nothing but empty words.
    The issue of fixing the Military Demarcation Line in the waters of the West Sea is, among other things, a touchstone showing whether the south side stands for detente and peace on the Korean Peninsula or not, he said, noting that a top priority task of defusing the military tension at present is an issue of removing the root cause of clashes in the sensitive waters of the West Sea, above all, and solution to the issue may have a good or bad impact on the process to improve the inter-Korean relations.
    In conclusion, he called on both sides to make sincere efforts to bring the discussion of the agenda item to the earliest possible successful conclusion, prompted by the wishes to make up for the precious half a century wasted due to antagonism and confrontation and achieve a good consensus, thus giving joy to all the fellow countrymen.
    He declared that if the south side comes out for the talks, truly ready to discuss the issue of fixing the MDL in the waters of the West Sea, then it will be possible to resume the inter-Korean general-level talks.


Pyongyang Declaration Signed by Egyptian Party

   Pyongyang, May 19 (KCNA) -- The historic Pyongyang Declaration "Let Us Defend and Advance the Cause of Socialism" which was published in April Juche 81 (1992) was signed by the Misr Arab Socialist Party of Egypt on May 11. The chairman of the party, inking the declaration, said that it serves as the banner of struggle to further strengthen the world socialist movement. His party will make every possible effort to advance socialism, defend its principles and continue to struggle against imperialism, he noted.
    The Pyongyang Declaration called upon all the progressive political parties to fight it out to hew out the future of mankind with steadfast confidence in the socialist cause, he said, stressing the need to eradicate poverty and oppose the moves of the imperialists for "globalization".


GI in S. Korea Commits Robbery

   Pyongyang, May 19 (KCNA) -- A GI of the U.S. military base in Phyongthaek, south Korea, was caught while committing robbery in broad daylight, south Korean KBS reported. He threatened a taxi driver in Yoksam-dong, Seoul, on May 14 and robbed him of money and then attempted to wrest cash and other possessions from another taxi driver.
    Earlier, on May 6, he entered a service center in Sinjang-dong, Phyongthaek City, Kyonggi Province, beat a civilian and snatched away a cell-phone from him.
    However, the police handed this criminal to the MP of the 8th U.S. Army.


Iranian Embassy Officials Help Farmers

   Sinchon, May 18 (KCNA) -- Ambassador Jalaleddin Namini Mianji and officials of the Iranian embassy in Pyongyang gave a helping hand to the Korea-Iran Friendship Saenal Farm in Sinchon County, South Hwanghae Province, in farm work in the current week of Korea-Iran friendship on May 18. They helped farmers in maize field weeding, feeling it a great honor to work on the farm honored with the on-the-spot guidance given by President Kim Il Sung and leader Kim Jong Il.
    Then they enjoyed an art performance given by kindergarteners of the farm and talked with farmers, deepening the friendship.
    The ambassador said Iran and the DPRK have struggled for the common goal on the anti-imperialist, anti-U.S. front.
    Noting that the friendly relations between the two countries have developed day by day under the deep care of their leaders, he wished the farm greater success in this year's agricultural production.

Reception Given by Malaysian Foreign Minister

   Pyongyang, May 19 (KCNA) -- Malaysian Foreign Minister Datuk Seri Syed Hamid Albar gave a reception on May 18 in connection with the conclusion of his visit to the DPRK. Present on invitation were Foreign Minister Paek Nam Sun, Vice-Minister of Foreign Affairs Kim Yong Il, officials concerned and foreign diplomatic envoys.
    On hand were the entourage of the Malaysian foreign minister and Malaysian Charge d'Affaires ad interim Jamal Sharifuddin Bin Johan and embassy officials.
    Speeches were made at the reception.


Russian Chorus Gives Premiere

   Pyongyang, May 19 (KCNA) -- The visiting Russian State Academic People's Chorus Named after M. E. Pyatnichki gave its premiere at the Ponghwa Art Theatre on May 18. The chorus consisting of tens of people's and merited actors and actresses and international concours winners put on the stage colorful numbers such as choruses, instrumental music and dances which reflect the traditional customs and national sentiments of the Russian people.
    The performance began with chorus and dance "In the Glass City". The Russian artistes successfully represented choruses "Far away" and "Canary Bird" and other numbers with rich volume and beautiful rhythms.
    Instrumental music "Little Goose" and trio "Russian Masque" adorned the stage with peculiar and tested skills and gentle and elegant tone.
    The performance ended with chorus and dance "Dance of Russia".
    Appreciating the performance were Kim Jin Song, minister of Culture, officials of ministries and national institutions and working people in the city.
    Among the audience were Ambassador to the DPRK Andrei Karlov and staff members of the Russian embassy.

South Koreans Urged to Drive GNP to Debacle

   Pyongyang, May 19 (KCNA) -- The Committee for the Peaceful Reunification of the Fatherland published a lengthy manifesto "To all south Koreans" on May 18 with regard to the fierce confrontation between the progressive forces for peace and the conservative forces seeking a war with "elections to local autonomous bodies" in the offing in south Korea. The United States, considering it its urgent task to frame up a war servant regime in south Korea for the invasion of the north, is straining every nerve to cook it up at any cost by manipulating the forthcoming "elections to local autonomous bodies" and "presidential election" due next year, failing to draw a lesson from its dismal defeat in the last two presidential elections in south Korea, the manifesto says, and goes on:
    It is for this sinister purpose that the United States recently invited the GNP representative and a few other hopefuls to Washington one after another.
    The GNP is now running about like a headless chicken to beg for votes in an effort to gratify its ambition for a return to power with the backing of its U.S. master. Its scurvy election campaign reminds one of the disgraceful acts of the Yusin fascist fanatics who tried to entice south Korean voters with crude liquor and rubber shoes while crying for the "destruction of communism".
    The Korean nation can never remain a passive onlooker to the current situation in south Korea. The south Koreans should resolutely check and frustrate the fabrication of a pro-U.S. war servant regime which would bring a war and destruction to the nation.
    The GNP's act of pulling a foreign war chariot as a party serving a foreign country like the U.S. must be decisively frustrated and the war servants should not be given even a slim chance to return to power.
    All the fellow countrymen opposing war and valuing peace should properly distinguish between the peace ballot and the war ballot and make a correct use of it.
    Everyone, be a politician, a businessman, an intellectual, a young man and woman, a student, a religious man, a housewife and even one who has so far raised hand for the GNP, should make a correct judgment and choice so that he or she may not feel regretful at this responsible moment on the threshold of the elections. The most correct judgment and choice are to give vote to the most promising candidates from the June 15 peace force.
    The manifesto calls on all south Koreans desiring peace and reunification and opposing confrontation and war to vote for the candidates from the peace force with the same zeal with which they supported and welcomed the June 15 joint declaration.
    All the patriotic-minded people should convert the whole of south Korea into the sea of candlelight against the U.S. and an active volcano against war and bring a shameful defeat to the U.S. and the GNP in the upcoming elections as they did in the past presidential elections, it concludes.


Successes in Water Conservancy

   Pyongyang, May 19 (KCNA) -- Sixty years have passed since the ground-breaking ceremony of the River Pothong improvement project. President Kim Il Sung initiated the project after national liberation and turned the first sod for it with a spade on May 21, Juche 35 (1946).
    The project, which could not be done for one decade during the Japanese imperialists' colonial rule, was completed within only 55 days, 15 days ahead of schedule, by the patriotic zeal of people under the wise leadership of the President.
    The Pothong River had been flooded in rainy season every year, taking a heavy toll of lives before the liberation. But the river improvement project served as a first torch for nature-remaking projects and marked the start in water conservancy.
    Since then the Korean people have energetically conducted gigantic projects for controlling water.
    They carried on the water conservancy work in full earnest in response to the call for putting a million hectares of arable land under irrigation, which was put forward at the Plenary Meeting of the Central Committee of the Workers' Party of Korea held in September 1958.
    Large-scale Kiyang, Ojidon and other irrigation projects were carried out at a colossal sum of government expense.
    The first stage of the Kiyang irrigation project was successfully completed in April 1959, more than two years ahead of the set-time thanks to the revolutionary spirit of working hard displayed by the constructors.
    Tens of large-scale water conservancy works--irrigation projects in the western coastal areas including the River Aprok area and embankment projects in the eastern coastal areas--had been pushed ahead with success.
    Within six months following the September Plenary Meeting of the Central Committee of the WPK, more than 9,900 irrigation reservoirs, pumping stations and other irrigation setups made their appearance, bringing 377,000 hectares of farm land under irrigation, three times that in the pre-liberation days.
    The gigantic West Sea Barrage was built and myriads of hectares of tideland were reclaimed in the western coastal areas including Kangryong, Kumsong and Taegye Islet.
    In one or two years from the end of the 1980s an 800 km-long waterway project was finished to form a large-scale circular irrigation system in the western region with the River Taedong as an axis.
    In particular, the one decade from the middle of the 1990s had witnessed the construction of the 4,000-km-long gravity-fed waterways including the Kaechon-Lake Thaesong Waterway and Paekma-Cholsan Waterway, the first of its kind in the irrigation history of the country.
    The Kwangmyongsong Saltern, the Wonsan Bay Saltern and other saltworks were built in the eastern coastal areas.


Proposal for Restoring Tradition of "Seoul-Pyongyang Football Matches" Favored

   Pyongyang, May 19 (KCNA) -- Kang Kum Sil, Seoul mayoral candidate from the Uri Party of south Korea, formally proposed the issue of restoring the tradition of "Seoul-Pyongyang Football Matches" shortly ago. Sim Kyong Ok, vice-chairperson of the Pyongyang City People's Committee, answered the question put by KCNA on May 14 in this regard. Hailing the proposal as a good offer suited to the June 15 era of reunification, she noted:
    The "Seoul-Pyongyang Football Matches" began in 1929. It had been a long tradition for the Korean people to hold such matches demonstrating the spirit and dignity of the Korean nation in token of their resistance against the Japanese imperialists' colonial rule. Much upset by this, the Japanese imperialists suspended the football games in 1933 in a bid to tone down the anti-Japanese sentiment.
    The Korean people, however, did not abandon this national tradition despite the Japanese imperialists' suppression. In 1946, the year after the liberation of the country, they restored their national tradition and held a football match with splendor in Seoul in March.
    However, the U.S. troops occupied south Korea, dividing Korea into the north and the south and blocking free visits between them. This has prevented the "Seoul-Pyongyang Football Matches" from taking place for 60 years since 1946 and, accordingly, this tradition is recorded in history as a mere thing of the past.
    Restoring the tradition of Seoul-Pyongyang football matches despite the tragic division of the country and the nation would mark an event of great significance in the history of the nation, help further glorify the June 15 era of reunification and give strong impetus to the movement for the unity between fellow countrymen and the reunification of the country.
    The Pyongyang City People's Committee positively appreciates the proposal put forward by Kang Kum Sil reflecting the desire of the forces supporting the June 15 declaration and peace and will join the football association in the north in making positive efforts to put it into practice.


Kim Yong Nam Meets Malaysian FM and Nigerian Government Delegation

   Pyongyang, May 19 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, met with Malaysian Foreign Minister Datuk Seri Syed Hamid Albar and his entourage and had a friendly talk with them at the Mansudae Assembly Hall Friday. The Malaysian foreign minister said the Malaysian government respects the sovereignty of the DPRK and sends full support and solidarity to the struggle of the Korean people. The visit to the DPRK will mark an occasion of boosting the friendly and cooperative relations between the two countries, he added.
    Present there were Kim Yong Il, vice-minister of Foreign Affairs, and Jamal Sharifuddin Bin Johan, Malaysian charge d'affaires ad interim in Pyongyang.
    Meanwhile, Kim Yong Nam met and had a friendly conversation with the Nigerian government delegation headed by Minister of State for Water Resources Bashr I. Awotorebo at the Mansudae Assembly Hall.
    On the occasion the head of the delegation said the Nigerian government fully supports the Korean people in the efforts to reunify the country in accordance with the June 15 North-South Joint Declaration and in the idea of "By our nation itself".

Malaysian FM Winds Up His Korea Visit

   Pyongyang, May 19 (KCNA) -- Malaysian Foreign Minister Datuk Seri Syed Hamid Albar and his party Friday flew back after winding up their three-day visit to the DPRK. They were seen off at the airport by Kim Yong Il, vice-minister of Foreign Affairs, and officials of the DPRK Foreign Ministry and Jamal Sharifuddin Bin Johan, Malaysian charge d'affaires ad interim and officials of the Malaysian embassy here.
    During their stay here the guests visited the Kumsusan Memorial Palace to pay homage to President Kim Il Sung.
    They also visited the E-library of Kim Chaek University of Technology, the Mangyongdae Schoolchildren's Palace and the Pyongyang Metro.

Terminada cuarta ronda de conversaciones a nivel de general N-S

   Pyongyang, 19 de mayo (ATCC) -- Quedo terminada el dia 18 la cuarta ronda de conversaciones militares a nivel de general entre el Norte y el Sur de Corea efectuada en la zona surena de Phanmunjom.  Para la celebracion exitosa de la cuarta ronda la parte nortena presento los proyectos mas detallados relativos a la agenda luego de hacer analisis a grandes rasgos las divergencias de posicion de ambas partes manifestadas durante la tercera ronda y el periodo posterior.
     La parte Norte senalo que todas las proposiciones concretas de la delegacion nortena, en particular la de prevenir radicalmente los conflictos militares y realizar la pesca conjunta en el mar Oeste de Corea devienen equitativas medidas practicas imperiosas para la distension, que convienen enteramente a la demanda de la epoca del 15 de junio.
     Pero, la parte surena, aun reconociendo que las proposiciones de la parte nortena constituyen medios para la solucion de los problemas, interpreto a su albedrio que el acuerdo basico Norte-Sur y el acuerdo anexo de la no agresion aprobados y entrados en vigor en la decada de 1990 definen la "linea de limite Norte" como "linea de demarcacion maritima para no agresion" e insistio en que esta linea existente durante mas de 50 anos anteriores es la de demarcacion maritima que deben conservar el Norte y el Sur en vista de la demanda de la "ley vigente" y la "ley de prescripcion".
     La parte nortena lo replico al decir que la "ley vigente" significa recibir el reconocimiento para la adquisicion de autoridad por los factores tales como la consultacion, aprobacion, tolerancia, etc. de la contraparte y le pregunto a la parte surena con quien logro el acuerdo, la aprobacion y tolerancia sobre la "linea de limite Norte" y de quien recibio tal autoridad. Entonces la parte surena no pudo encontrar palabras de respuesta.
     Pese a la fuerte fustigacion de la parte nortena, la parte Sur salio con la "medida de renovacion" interponiendo obstaculo artificial en la marcha de las conversaciones y se aferro a la tactica de dilatacion con el problema ajeno de la agenda.
     El jefe de la delegacion de la parte Norte fustigo duramente tal actitud de la parte Sur calificandola de malsano intento de evitar el problema de eliminar de raiz los choques en el mar Oeste y de acto enganoso para posponer la solucion del problema fundamental y tomar medidas de creacion de confianza secundaria y puso al desnudo que la "distension" y "creacion del sistema de paz" de que habla la parte nortena no pasan de ser una palabra vana.
     Subrayo que el problema de la fijacion de la linea de demarcacion militar maritima del mar Oeste constituye una pauta para determinar la posicion de la parte surena sobre el problema del alivio de la tension y la paz en la Peninsula Coreana y anadio que en la actualidad la tarea apremiante para el relajamiento de la tension militar es eliminar primero la fuente del choque en el mar Oeste, lo que ejercera influencia a la mejora de relaciones entre el Norte y el Sur de Corea.
     Asevero que ambas partes deben lograr un bueno acuerdo a traves de los sinceros esfuerzos por resolver, cuanto antes, los puntos de la agenda abordados con el sentimiento de rescatar el medio siglo perdido por la antipatia y confrontacion para dar alegria a todos los coreanos y anadio que se podran reanudar las conversaciones militares a nivel de general N-S, si la parte surena las aborde con los preparativos para el debate de fijacion de la linea de demarcacion militar maritima del mar Oeste.


CRPP llama a surcoreanos a votar en contra del "Partido Hannara"

   Pyongyang, 19 de mayo (ATCC) -- En visperas de las "elecciones de autonomia local", en el Sur de Corea se entabla una renida pelea entre las fuerzas progresistas pacifistas y las conservadoras belicistas. Al respecto, el Comite por la Reunificacion Pacifica de la Patria (CRPP) emitio el dia 18 una larga proclama intitulada "Llamamiento a los compatriotas hermanos surcoreanos".
    Pese a dos derrotas consecutivas en las anteriores "elecciones presidenciales" en el suelo surcoreano, EE.UU. trata de manipular las "elecciones" arriba mencionadas y las "presidenciales" del ano que viene para fraguar a toda costa el "gobierno" titere surcoreano que sirva de mercenario en la eventual guerra contra la Republica Popular Democratica de Corea.
    En ese contexto, invito sucesivamente a Washington a unos candidatos fuertes, inclusive el representante del "Partido Hannara", entidad que anda atareado en recabar "votos" para retomar el poder con el apoyo de su amo gringo.
    Esta campana "electoral" hace recordar de aquellos fascistas de la "dictadura de renovacion" que en el pasado seducian a los electores con chichas y zapatillas baratas pregonando su premisa: "exterminio del comunismo".
    La nacion coreana no debe quedarse con brazos cruzados ante la situacion dada hoy en el Sur de Corea.
    Todos los compatriotas hermanos surcoreanos deben impedir con la decision de vida o muerte la aparicion del "gobierno" proyanqui capaz de arruinar a la nacion coreana con la guerra.
    Para este fin, no deben dar ninguna posibilidad de la conquista del "poder" a esa banda de mercenarios de EE.UU., conocida como "Partido Extranjero".
    Todos los coterraneos surcoreanos, que se oponen a la guerra y aman la paz, deben votar con prudencia al diferenciar el voto pacifista del a favor de la guerra.
    En estos momentos tan importantes, cuando faltan pocos dias para las elecciones en cuestion, los politicos, economistas, intelectuales, jovenes, estudiantes, religiosos, amas de casa y hasta las personas, que hasta ahora apoyaban al "Partido Hannara", deben tomar una opcion que no de lugar a ningun arrepentimiento.
    Pues la opcion mas correcta radica en votar a favor del candidato mas fuerte de las fuerzas pacifistas partidarias del 15 de Junio (fecha de publicacion de la Declaracion Conjunta Norte-Sur) con aquel entusiasmo con que apoyaban este documento.
    Todos los coterraneos patrioticos han de infligir una vergonzosa derrota a EE.UU. y al "Partido Hannara" en las venideras "elecciones" locales al convertir todo el territorio surcoreano en el escenario de mega-marcha con velas encendidas en repudio a EE.UU. y a la guerra como lo hicieron en el anterior periodo del "sufragio presidencial".


Estrenase coro folclorico ruso

   Pyongyang, 19 de mayo (ATCC) -- El Coro Folclorico Academico Nacional M. E. Pyatnichki de Rusia, de visita en Corea, ofrecio el dia 18 su primera funcion en el Teatro de Arte Ponghwa.  El conjunto, compuesto por decenas de actores del pueblo y benemeritos y premiados de concursos internacionales, puso en escena coros, corales, musicas instrumentales, danzas y otras piezas que reflejan las costumbres tradicionales y el sentimiento nacional del pueblo ruso.
     Los ejecutantes interpretaron excelentemente el coro y danza "En la ciudad de cristal", los coros "Lejania" y "Pajaro de Canaria", la musica instrumental "Gansito", el trio instrumental "Payaso de Rusia", la "Danza de Rusia", etc.
     Presenciaron la funcion el ministro de Cultura Kim Jin Song, funcionarios de los ministerios y organos centrales, trabajadores capitalinos, el embajador extraordinario y plenipotenciario de la Federacion Rusa en Corea, Andrei Karlov, y otros miembros de la embajada rusa.

Acto por 40 aniversario de la FIT

   Pyongyang, 19 de mayo (ATCC) -- Tuvo lugar el dia 18 en el capitalino Palacio de Taekwon-Do el acto por el cuadragesimo aniversario de la fundacion de la Federacion Internacional de Taekwon-Do (FIT).  Fue fundada el 22 de marzo de 1966 por Choe Hong Hui, quien fungio como su primer presidente, a fin de divulgar a todo el mundo este arte marcial ortodoxo de la nacion coreana.
     Hoy dia, crecio como una organizacion internacional con mas de 120 filiales nacionales en diferentes latitudes del mundo y decenas de millones de practicantes.
     En la ocasion estuvieron presentes Hwang Pong Yong, presidente de la Federacion de Taekwon-Do de Asia y del Comite de Taekwon-Do de Corea, los vicepresidentes de esta entidad, Ri Ki Ha, vicepresidente-jefe de la FIT, la delegacion de la Asociacion Surcoreana de Taekwon-Do adscrita a la FIT presidida por su vicepresidente Choe Kye Ho, la delegacion de Taekwon-Do de Coreanos residentes en EE.UU. encabezada por Woo Jin Jung quien es director del "Taekwon-Do Times" de EE.UU., la misma de Coreanos residentes en Canada dirigida por el Won Phyong Il, los taekwondoistas coreanos residentes en Australia y Brasil, la delegacion de la Asociacion de Taekwon-Do de EE.UU. conducida por su presidente Andy Mencia y la delegacion homonima de Gran Bretana.
     Tambien, participaron los taekwondoistas, maestros y aficionados de Corea.
     El informe de ocasion estuvo a cargo de Ri Ki Ha quien dijo que gracias a la fundacion de la FIT, los taekwondocas pudieron divulgar mas activamente este arte marcial a escala mundial teniendola como base central.
     El Presidente Kim Il Sung y el Dirigente Kim Jong Il prestaron profunda atencion al desarrollo de la FIT, recordo Ri y expreso su confianza en que tambien en el futuro los practicantes y los vinculados a Taekwon-Do uniran sus fuerzas e inteligencias para desarrollarlo mas.
     Acto seguido, se dio lectura al mensaje congratulatorio de Jang Ung, presidente de la FIT, dirigido a los participantes en el conclave y hubo discursos de felicitacion.
     Al acceder al microfono, Woo Jin Jung y Choe Kye Ho senalaron que Taekwon-do contribuye a la construccion de un mundo pacifico y amistoso al promover el bienestar y la estabilidad sociales en todos los paises y regiones del orbe.
     Como gesto de felicitacion, se desarrollaron una actuacion modelo de un grupo del CTC y un entrenamiento conjunto entre los jugadores y los instructores anfitriones y los practicantes participes en la ocasion.
