Notice Issued on Convocation of SPA Session

    Pyongyang, March 22 (KCNA) -- The Presidium of the DPRK Supreme People's Assembly issued a notice on Mar. 21 informing the deputies of its decision to call the fourth session of the 11th SPA on April 11, Juche 95 (2006), in Pyongyang.
    Deputies to the SPA are requested to register their names at the Mansudae Assembly Hall on April 9 and 10, Juche 95 (2006), it said.


Korean People's Struggle Supported

    Havana, March 20 (KCNA) -- Juan Jose Leon Vega, chairman of the Cuban Committee for Supporting Korea's Reunification, at an annual meeting of the committee held in Havana on March 17, said that last year the committee held functions on a high level to strengthen friendship and solidarity with the Korean people on such important occasions as the birth anniversary of President Kim Il Sung, the birthday of leader Kim Jong Il and the June 25-July 27 month of the anti-U.S. joint struggle.
    He raised the tasks to positively support the Korean people's struggle this year marking the 80th anniversary of the formation of the Down-with-Imperialism Union by Kim Il Sung.


U.S. and S. Korean Bellicose Elements' Moves for War against DPRK Flailed

    Pyongyang, March 22 (KCNA) -- The Paektusan Czech-Korean Friendship Association issued a statement on March 17 to denounce the United States and the south Korean bellicose forces for scheming to stage large-scale joint military exercises against the DPRK. The large-scale RSOI and "Foal Eagle" joint military exercises to be staged across south Korea from March 25 to 31 are further straining the situation of the Korean Peninsula and threatening peace in the region, the statement said. Stressing that the military exercises cannot go together with dialogue for the peaceful settlement of the nuclear issue of the Korean Peninsula, it said:
    All the facts clearly show that the U.S. is indifferent to the peace and stability of the Korean Peninsula and has not given up its ambition to stamp out the DPRK at any cost. We demand the U.S. stop its aggressive hostile policy toward the DPRK and immediately withdraw all its armed forces including weapons of mass destruction from south Korea.


Annual Meeting of Korea-Cuba Solidarity Committee Held

    Pyongyang, March 22 (KCNA) -- An annual meeting of the Korea-Cuba Solidarity Committee was held at the Taedonggang Club for the Diplomatic Corps on Tuesday. Present there were Minister of Education Kim Yong Jin who is chairman of the Korea-Cuba Solidarity Committee, Vice-Chairman of the Korean Committee for Cultural Relations with Foreign Countries Jon Hyon Chan and members of the solidarity committee.
    Also on hand were Ruben Perez Valdes, Cuban ambassador to the DPRK, and embassy officials.
    The meeting reviewed the last one-year-long work of the committee for friendship and solidarity with the Cuban people who are defending the sovereignty of the country and the gains of revolution under the leadership of the Communist Party of Cuba headed by Fidel Castro Ruz, supreme leader of the Cuban revolution, and discussed an action program for this year.


Film Show on Anniversary of Conclusion of DPRK-Russia Agreement

    Pyongyang, March 22 (KCNA) -- The Korean Committee for Cultural Relations with Foreign Countries and the Korea-Russia Friendship Association hosted a film show at the Chollima House of Culture on Tuesday on the occasion of the 57th anniversary of the conclusion of the Agreement on Economic and Cultural Cooperation between the DPRK and the Russian Federation. Present on invitation were Alexander Matsegora, Russian charge d'affaires ad interim in Pyongyang, and embassy officials.
    On hand were Vice-Chairperson of the Korean Committee for Cultural Relations with Foreign Countries Hong Son Ok who is chairperson of the Korea-Russia Friendship Association, officials concerned and working people in the city. The participants saw a Russian feature film "What happened in Moscow".


Pullback of U.S. Forces from S. Korea Urged

    Pyongyang, March 22 (KCNA) -- The Solidarity for Implementing the South-North Joint Declaration in south Korea issued an appeal titled "Let's rise up in the struggle to defend Phyongthaek and force the U.S. troops out of south Korea" on March 17, calling for driving the U.S. troops out of this land with the efforts of all the people. Pointing out that residents and public activists are waging a struggle to defend peace and the cradle of life in Phyongthaek area, the appeal said that if Phyongthaek is not defended, the second and the third Phyongthaek will appear tomorrow and if the U.S. forces in south Korea are allowed to be realigned, the crisis of a nuclear war in the Korean Peninsula will be further aggravated.
    It called upon all the people to join the residents in Phyongthaek in the just struggle to block the moves for the expansion of the U.S. military base and defend vital rights and peace.


GNP's Pro-U.S. Sycophantic Acts Flayed

    Pyongyang, March 22 (KCNA) -- The Solidarity for Implementing the South-North Joint Declaration in south Korea reportedly issued a commentary titled "Grand National Party steeped in pro-U.S. flunkeyism to the marrow of its bone" on March 16 to denounce Ri Kye Jin, a spokesman for the GNP, for his outcries made on March 15 describing the south Korean baseball team's defeat of the U.S. and Japanese teams as a serious matter that "caused a grave situation." Not content with asserting that to get on the nerves of important trade counterparts would bring a trade barrier and to get on the nerves of the allied countries would make a hole in security, the spokesman blustered that the reason why the south Korean baseball team defeated the teams of these countries only should be probed, the commentary said.
    The out-and-out flunkeyism of the GNP that it should read the faces of the U.S. and Japan went so far as to say that sports games, too, should be held to curry favor with them, the commentary noted, adding that the GNP is beset with pro-U.S. flunkeyism to the marrow of its bone.


Spokesman for Foreign Ministry Assails U.S. Cry for Preemptive Attack

    Pyongyang, March 22 (KCNA) -- A preemptive attack is not the monopoly of the United States, warns a spokesman for the DPRK Foreign Ministry in an answer given to a question put by KCNA Tuesday in connection with the fact that the U.S. in a recent "report on national security strategy" designated the DPRK as an "outpost of tyranny " and a "target of preemptive attack" once again. The Bush administration singled out those countries which are not meekly following it from an independent stand, including the DPRK, as "outposts of tyranny," revealing its undisguised attempt to realize its wild ambition to realize "regime change" through a "preemptive attack", he said, and went on:
    The above-said "report" reveals the U.S. intention to start a war to prevent nuclear proliferation, "combat terrorism" and "spread democracy." It is, therefore, nothing but a brigandish document declaring a war as it is an indication that the Bush regime will not rule out even a war to bring down those countries which refuse to follow its ideology and view on value by branding them as enemies without exception. Today the Bush regime is to blame for unhesitatingly committing war and military intervention, stepping up the modernization of nuclear weapons and encouraging the spread of weapons of mass destruction, defying all the principles of international law and unbiased public opinion to meet its narrow-minded partisan purpose. It is the root cause of aggression, war and arms race.
    Such aggressive nature of the Bush administration finds a more striking manifestation in its policy towards the Korean Peninsula.
    The Bush administration again cried out for a "preemptive attack" at a time when it let loose a string of balderdash against the DPRK after labeling it part of an "axis of evil" and an "outpost of tyranny" and is increasing such physical pressure as financial sanctions and joint military exercises against it. This brings to light the Bush administration's intention to invariably pursue its hostile policy toward the DPRK. The Bush administration is talking about the "six-party talks" and the like but, in actuality, is not interested in them at all. It is the calculation of the U.S. that it will evade the fulfillment of such commitment as the provision of light water reactors it made in the September 19 joint statement even if the talks are resumed. We made nuclear weapons to cope with the U.S. nuclear threat. The Bush administration is sadly mistaken if it thinks the DPRK will yield to the outside pressure and surrender to it when Pyongyang is steadily driven to a tight corner. It is our traditional fighting method to react to the increasing pressure head-on, without making any detour. The same method will be applied to countering the U.S. A preemptive attack is not the monopoly of the U.S.


U.S. Urged to Drop Its Arbitrary and High-handed Diplomacy

    Pyongyang, March 22 (KCNA) -- The results of the votes for the resolution on the establishment of the new Human Rights Council clearly prove that the U.S. arbitrary and high-handed diplomacy is going bankrupt and the UN is no longer a plaything of the U.S. unilateral high-handed diplomacy, says Rodong Sinmun Wednesday in a signed commentary. Recalling that the U.S. could not achieve its objective when voting was done on the resolution on the creation of the above-said council at the plenary session of the UN General Assembly, the commentary goes on:
    The U.S. worked craftily to convert the new body into a platform where politicization, the application of double standards and high-handed and arbitrary practices prevail in handling human rights issues from the very day the issue of creating the body was put high on the agenda. One may draw a conclusion from the voting outcome that gone are the days when the U.S. could lord it over the international arena, dictating this or that, and it is finding itself in the mire of international isolation. Today things are not going on as the U.S. wishes and desires and its high-handed and arbitrary practices get it nowhere.
    It is the human rights situation in the world today that any crime committed by the strong is considered as a good deed while a good deed made by the weak is regarded as an evil doing.
    Therefore, it is hard to vouch that the creation of a new Human Rights Council to replace the UN Commission on Human Rights would put an end to the politicization of human rights issues, the application of double standards and high-handed and arbitrary practices as regards those issues.
    Now that the reform of the human rights body has entered the phase of implementation, it is necessary to bring about a fundamental change in the UN's activities to protect human rights and improve their performance. The new council should impartially handle human rights issues on the universally accepted principle of respect for one's sovereignty and thus make a substantial contribution to improving the human rights performance.


Japanese Reactionaries Urged to Behave Themselves

    Pyongyang, March 22 (KCNA) -- The Japanese reactionaries are escalating their frantic racket of confrontation with the DPRK, while letting a spate of malignant vituperation at it. They would be well advised to behave themselves with reason. This warning is served again by Minju Joson Wednesday in a signed commentary. They are persistently raising the "abduction issue" which had already been settled and citing it as a good pretext for stepping up their hostile policy toward the DPRK, the commentary observes, and goes on:
    It is as clear as noonday that Japan will kick off a confrontation racket against the DPRK over this issue in the future, too when necessary.
    No wonder, the world public notes with concern that it will be hard to expect any improvement in the relations between the DPRK and Japan in case such candidate from the conservative forces in Japan as Chief Cabinet Secretary Abe comes to power in September.
    The Japanese ultra-right conservative politicians calculate that confrontation and pressure will work on the DPRK. However, this is as foolish a calculation as betraying their political ignorance.
    The noisy anti-DPRK racket of the Japanese reactionaries will only lead the situation to catastrophe.
    The above-said hysteria of the Japanese reactionaries is only triggering off bitterer hatred for Japan among the servicepersons and people in the DPRK. No one can vouch that this will not reach the point of explosion.
    In this case, Japan will be held wholly accountable for this.


World Water Day Observed

    Pyongyang, March 22 (KCNA) -- Minju Joson today dedicates an article to World Water Day. Reviewing the energetic drive to preserve water resources in various fields in the DPRK, the author of the article says:
    The preservation of water resources is legally guaranteed. Noteworthy in this connection is the adoption of the "Law on water resources in the DPRK" in 1997. Work for a rational use and protection of water resources has gone on full blast under the concern of the state, typical of which is the building of reservoirs for the supply of drinking water and the already completed Kaechon-Lake Thaesong waterway and Paekma-Cholsan waterway.
    In the meantime, projects to improve the control of swamp resources and river basins are being energetically pushed on in close contact with international organizations including the UNDP, the Global Environment Facility and the World Conservation Union.
    We will satisfactorily solve the water problem by steadily improving the preservation and control of the water resources in the future in keeping with the intrinsic demand of the Korean-style socialist system under which man is most valued in the world.


Water Resources Protected in DPRK

    Pyongyang, March 22 (KCNA) -- Water resources have been well protected and managed in the Democratic People's Republic of Korea. Today the water problem has been raised as a serious social, economic and political issue on a world-wide scale owing to the rapid growth of population, environmental pollution, global warming, ever-increasing demand for water arising from socio-economic development and so on.
    An international body made an announcement that the per capita yearly volume of water resources should amount to 5,00 10,000 cubic meters. The DPRK in which the yearly water volume per capita is 2,900 cubic meters has also directed due efforts to solve the problem of insufficient water.
    The government is conducting in a perspective way the work for the protection and sustainable development of water resources on the basis of the water resources law, environmental protection law, land law and the principle of payment by contaminator while increasing state investment in this field every year.
    Steps have been taken for making an effective use of water resources. They include construction of reservoirs on upper reaches of rivers and streams with a large amount of rainfall and rich water resources and large and minor hydro-power stations in different parts of the country including the Anbyon Youth Power Station and the establishment of a unified water commanding system and proper water control and management system.
    Gravity-fed waterways including Kaechon-Lake Thaesong Waterway and Paekma-Cholsan Waterway have come into being, making water resources distributed rationally in various places of the country.
    Meanwhile, an early warning system was established for the purpose of correctly forecasting in time the water volume flowing into rivers and reservoirs in each season, month and ten-days and flood during the rainy season and preventing damage. Afforestation, river improvement and other land management campaigns have been launched every spring and autumn. And efforts are being concentrated on putting water resources management on a computerized and scientific basis. On the World Water Day (March 22), colorful activities calling for protecting and managing well water resources and saving water are being conducted among people.


Promising Female Footballer

    Pyongyang, March 22 (KCNA) -- FIFA (International Football Federation) made public the lists of ten best football players (men and women) of the year 2005 in October last year. Among the women players is Ho Sun Hui of the DPRK.
    She, hailing from Kilju County, North Hamgyong Province, started to learn basic soccer technique at the age of 12 with a special interest in football. She acquired the basic soccer technique and prepared herself physically in a short span of time with her assiduous and energetic efforts. Already at the age of 15, she distinguished herself in the female football world, drawing the attention of experts. She, active as a member of the state selected football team from 6 years ago, did her bit to making the DPRK women's football team win championships in the 13th and 14th Asian Female Football Championships in succession and take the first place in the women's football tournaments of the 14th Asian Games.
    Her specialty is skilful game organization and powerful medium and long distance kick.
    She was awarded the title of Merited Athlete in Juche 92(2003). Ho told KCNA that she would further intensify training and thus do her duty as an athlete of Songun Korea to the expectation of the fatherland and people.


Brisk Physical Culture and Sports

    Pyongyang, March 22 (KCNA) -- Physical culture and sports activities are getting brisk in the Democratic People's Republic of Korea as spring comes. Seen everywhere in the country are people, young and old, who are doing morning exercises including running, walking and Taekwon-Do.
    Physical culture and sports events were held in Pyongyang and other parts of the country on the Day of Sports for March with the attendance of working people of various strata and school children and youth.
    In the DPRK, the second Sunday of every month has been instituted as the Day of Sports.
    On the day, physical culture and sports events are held at institutions, enterprises, co-op farms and schools. Among the events are health-promoting Taekwon-Do, mass rhythmic gymnastics, collective running and tug of war.
    Mass sports activities are held. Typical of them are the traditional sports contests of officials of the national institutions for Paektusan Cup, national Korean wrestling matches for Grand Bull Prize, national folk sports games of agricultural working people. The physical culture and sports games held in different areas of the country are introduced through mass media.
    All the working people's organizations including the youth league and trade unions are inducing working people, youth and children to take part in the mass physical culture activities on their own accord so that they can build their bodies and firmly prepare themselves for national defence and labor.

    Pyongyang, March 22 (KCNA) -- The 24th April Spring Friendship Art Festival will be held in Pyongyang on the occasion of the Day of the Sun.

Reunion of Separated Families and Relatives Held

    Mt. Kumgang Resort, March 22 (KCNA) -- The 13th reunion of separated families and relatives was held at Mt. Kumgang resort under the agreement reached at the 17th inter-Korean ministerial talks and the meeting that took place between the Red Cross organizations of the north and the south of Korea.
    Separated families and relatives of the north had a group reunion with their kinsmen from the south on March 20.
    They, greatly rejoiced at meeting with their kinsmen whom they have longed to see even in dreams, talked to each other about the course of their life, inquired after the health of those who were not able to join them and exchanged tidings of their relatives. Families and relatives of the north told kinsmen from the south that they have fully enjoyed a worthwhile life and devoted themselves to the prosperity of the country, helping and leading each other forward like members of a big family in the grateful socialist system under the warm care of leader Kim Jong Il.
    Families and relatives of the north and the south ardently called for pooling efforts in their efforts to hand down without fail the reunified country to the generations to come. Kim Jong Il Inspects Sub-Units of KPA Unit

    Pyongyang, March 22 (KCNA) -- Supreme Commander of the Korean People's Army Kim Jong Il, general secretary of the Workers' Party of Korea and chairman of the National Defence Commission of the DPRK, inspected sub-units of KPA Unit 604.
    He acquainted himself with the unit's performance of duty before watching its servicepersons' firepower training.
    After watching the training replete with the spirit of winning a sure victory, he expressed great satisfaction over the fact that all the soldiers of the unit have been fully prepared as indomitable fighters capable of reliably defending the security of the country and the people.
    He highly appreciated the shining achievements made by the servicepersons of the sub-units in the past, noting that they have grown to be matchless combat ranks fully prepared politically and ideologically and in military technique through the strenuous efforts to carry through the military line of the WPK.
    Then he took warm care of the living of their servicepersons, going round an education room, a bedroom, a mess hall, a kitchen, a wash-cum-bath house, a non-staple food store, an outdoor resting place and other places.
    No details escaped him, ranging from entertainment and educational means and bedroom conditions to the processing of non-staple food and its variety and the quality of water in the wash-cum-bath house.
    Saying that TV sets and VCRs which the soldiers like to watch serve as good fellow travelers, he underscored the need to make a regular use of these important educational means so that they may watch films and keep abreast of news from the rear. He called on all the commanding officers to take care of the living of the soldiers with paternal love just as the commanding officers of the anti-Japanese guerrilla army did and thus provide better living conditions to the servicepersons whom the WPK values and loves so much.

   @Pyongyang, 22 de marzo (ATCC) -- El Dirigente Kim Jong Il, Secretario General del Partido del Trabajo de Corea, Presidente del Comite de Defensa Nacional de la Republica Popular Democratica de Corea y Comandante Supremo del Ejercito Popular de Corea inspecciono una subunidad femenina de la Unidad no. 824 del EPC. Tras enterarse del estado de cumplimiento del deber de la unidad recorrio la sala de educacion, el dormitorio, el comedor, el deposito de alimentos subsidiarios, el bano y otras instalaciones de educacion, cultura e intendencia para prodigar profunda atencion a la labor y vida de las militares.
    El Comandante Supremo dijo que las oficiales y soldados de la subunidad, al seguir el estilo de lucha y vida de las heroinas de lucha antijaponesa, mantuvieron bien la unidad y aprecio de altos los exitos logrados por ellas.
    Se mostro regocijado de que las militares de la subunidad se destacan en el cumplimiento del deber militar y organizan hacendosamente la vida economica y senalo que son magnificas revolucionarias y patriotas todas que sirven con abnegacion en los puestos de defensa de la patria.

Es loable el que la subunidad, con la extraordinaria decision de volver a lograr abundante cosecha este ano en el cultivo para autoconsumo, acelera los preparativos para este fin, dijo el Comandante Supremo y subrayo que hay que encauzar gran fuerza a la labor de suministro y preparar excelentes condiciones de vida para las militares. MINREX denuncia reciente "informe de estrategia" de EE.UU.

   @Pyongyang, 22 de marzo (ATCC) -- En el recien publicado "reporte de la estrategia para la seguridad nacional" Estados Unidos volvio a definir a la Republica Popular Democratica de Corea como pais de la "tirania" y "blanco del golpe preventivo". Al respecto un reportero de la Agencia Telegrafica Central de Corea hizo una pregunta al portavoz de la cancilleria de la RPDC, quien le respondio el dia 21 como lo siguiente:
    En ese documento, la administracion Bush califico erroneamente de "tiranos" a los paises, inclusive la RPDC, que no le obedecen docilmente manteniendose en su posicion independiente, y manifesto explicitamente su intento de "derrocar el regimen" de estos con el "golpe preventivo". En resumidas palabras, el nuevo reporte refleja la intencion del gobierno de Bush de desatar la guerra para prevenir la proliferacion nuclear y el "terrorismo" y "difundir la democracia".
    Por lo tanto, resulta un documento de la declaracion de guerra que califica de enemigos, sin excepcion alguna, a los paises que no consienten el ideal y la concepcion de valor de EE.UU. y que no descarta la posibilidad de una guerra para derrocarlos. Hoy dia, el gobierno de Bush deviene la causa principal de la agresion, la guerra y la carrera armamentista y el peor promotor de proliferacion de armas de exterminio masivo que para sus mezquinos fines fraccionalistas, no vacila en lanzar la guerra y la intervencion armada sin tomar en consideracion los principios generales del derecho internacional y la imparcial opinion publica y acicatea la modernizacion de armas nucleares.
    Esta naturaleza agresiva del ejecutivo de Bush es mas palpable en la Peninsula Coreana. Si se toma en cuenta que la insistencia de la administracion Bush en el "golpe preventivo" contra nuestro pais floto en coincidencia con los sucesivos improperios como "eje del mal" y "tirania" y con la ofensiva de impactos fisicos como la sancion financiera y las maniobras militares conjuntas, resulta evidente su intencion de practicar invariablemente y hasta el final su politica hostil a la RPDC.
    Aunque verbalmente aboga por las "conversaciones a 6 bandas", de hecho la administracion Bush no se interesa ni un comino por esta cita y si bien se reanudara esta, trata de eludir el cumplimiento de sus deberes como el suministro a nuestro pais de reactores de agua ligera, estipulados en la Declaracion Conjunta del 19 de septiembre.
    Nuestro pais fabrico las armas nucleares justamente para hacer frente a la amenaza nuclear de EE.UU.
    Solo se le puede ocurrir a la administracion Bush esa idea tan necia de empujarnos al extremo calculando que nos rendiriamos ante la presion exterior. Pues, tenemos nuestro metodo tradicional de combate consistente en no dar rodeos a la creciente presion sino enfrentarla frontalmente, y trataremos con EE.UU. solo de esta manera.
    El ataque preventivo no es cosa monopolizada por EE.UU.


Fracaso de la diplomacia arbitraria y coercitiva de EE.UU.

   @Pyongyang, 22 de marzo (ATCC) -- El resultado de la votacion sobre el proyecto de resolucion para el establecimiento del nuevo Consejo de DDHH evidencia el fracaso de la diplomacia despotica y arbitraria de Estados Unidos y que la ONU deja de ser juguete de esta diplomacia. Asi senala el diario Rodong Sinmun comentando en su edicion del dia 22 el hecho de que en la sesion plenaria de la Asamblea General de la ONU no se aprobo segun la insistencia de EE.UU. el citado proyecto de resolucion y prosigue: Desde principios de la discusion sobre el establecimiento del nuevo Consejo de DDHH, Estados Unidos intento malignamente convertir ese aparato en una escena de la politizacion, la pauta de doble rasero, el despotismo y la arbitrariedad en el problema de DDHH. El resultado de la votacion sobre el proyecto de resolucion demuestra que ya ha pasado la epoca en que el imperio norteamericano mandaba y senoreaba en la escena internacional, y el Tio Sam esta aislado internacionalmente.
    Hoy en dia, todos los asuntos no van segun la voluntad y demanda de Estados Unidos y el despotismo y arbitrariedad de este no surte efecto en ninguna parte del globo. Para el fuerte el crimen es la "buena conducta" y para el debil esta es la "mala conducta". Esta es la realidad de la escena de DDHH de hoy.
    Por lo tanto no podemos afirmar que es posible eliminar la politizacion, la pauta de doble rasero, el despotismo y la arbitrariedad en el problema de DDHH al crear el consejo de DDHH luego de disolver el actual Comite de DDHH. Hoy en que ha entrado en la etapa de practica la reforma de la organizacion de DDHH, se debe operar cambio radical en las actividades para la proteccion y el fomento de los derechos humanos de la ONU. El Consejo de DDHH de esta entidad internacional a crearse debera tratar equitativamente el problema de DDHH a base del principio universal de respeto a la soberania para contribuir realmente a la proteccion y fomento de DDHH.
