S. Korean Conservatives Hit for Scheming to Seize Power

Pyongyang, March 12 (KCNA) -- The Swiss Committee for Supporting Korea's Independent and Peaceful Reunification made public a statement on March 2, denouncing the south Korean ultra right-wing conservatives for intensifying their conspiracy and moves to seize power under the patronage and manipulation of the U.S. imperialists. Branding the merger of the Grand National Party and the United Liberal Democrats, remnants of the "Yusin" dictatorship of south Korea, as a dangerous plot to seize power, the statement said:
The GNP, the ULD and other pro-American ultra right-wing conservatives in south Korea are working hard to nullify the June 15 North-South Joint Declaration, ignite a war against the DPRK and stamp out social democratization. And they seek to establish a fascist regime to suppress the struggle of the south Korean people for the withdrawal of the U.S. troops and the country's reunification.
There are the U.S. imperialists behind the south Korean pro-American ultra right-wing conservatives opposed to independence, reunification and democracy. The U.S. imperialists and the south Korean pro-American ultra right-wing conservatives are scheming to turn the June 15 era of reunification back to the era of confrontation.
Even though the GNP and the ULD are merged and they are patronized by the U.S. imperialists, the moves of the south Korean pro-American ultra right-wing conservatives will surely be shattered.

U.S. Smear Campaign against DPRK Assailed

Pyongyang, March 12 (KCNA) -- A spokesman for the Reunification Solidarity of south Korea released a commentary on March 2 in denunciation of the U.S. smear campaign against the DPRK. The commentary recalled that the U.S. State Department asserted in an "international narcotics control and strategy report" on March 1 that there exist the substantial evidences showing the involvement of the DPRK in drug and other illegal dealings. The U.S. labeled the north of Korea as a "criminal state" and has exerted sanctions upon it, the commentary noted, charging that all those acts are prompted by its intention to isolate and stifle the north.
The whole world recognizes that the U.S. is the biggest producer and market of drugs and a country where a largest number of counterfeit notes overflow, the commentary said.
The commentary urged the U.S. not to resort to its far-fetched allegation in a bid to conquer other countries but to be aware of its crimes and strive to redress them. It demanded the U.S. repeal all the base reports pursuant to the hostile policy towards the north.

DPRK Stamp Exhibition Opens

Pyongyang, March 12 (KCNA) -- A Korean stamp exhibition is now going on to commemorate the 60th anniversary of the publication of the first stamp of the DPRK. Displayed at the exhibition opened on March 9 are over 4,500 kinds of stamps issued reflecting the proud annals of the Korean revolution after the first DPRK stamp "Samson Rock" was released on March 12, Juche 35 (1946) under the meticulous care of President Kim Il Sung.
Looking round the stamps carrying portraits of President Kim Il Sung, leader Kim Jong Il and anti-Japanese war hero Kim Jong Suk, the visitors are retrospecting on the brilliant revolutionary life and undying feats of the peerlessly great persons. Attracting the eyes of the visitors are the Korean stamps collected and displayed at the exhibition in chronological and thematic order by philatelists across the country.

Joint Military Exercises Announced in S. Korea

Pyongyang, March 12 (KCNA) -- The U.S. imperialists and the south Korean military warlike forces announced that they would launch large-scale joint military exercises RSOI and Foal Eagle from March 25 to 31, according to the south Korean KBS. They have planned to involve 20,000 U.S. troops including those stationed overseas and huge forces of the south Korean army in the military exercises aimed at rapid mobility of U.S. reinforcements into south Korea and commitment and deployment of the aggression forces in case of "emergency" in the Korean Peninsula. It was said that a powerful task force consisting of U.S. aircraft carrier Kitty Hawk, a cruiser, destroyer, nuclear-powered submarine and supply ship would be committed to the exercises. Moreover, they have schemed to hurl Striker armored cars into the exercises as they did last year.
Their announcement of adventurous nuclear war exercises against the north is evoking deep concern and indignation at home and abroad as it is a vicious challenge to the desire of all the Korean people for peace and reunification.

Korean Youth and Students Meet to Implement June 15 Joint Declaration

Pyongyang, March 12 (KCNA) -- The 4th meeting of representatives of the youth and student organizations in the north and the south of Korea and overseas for the implementation of the June 15 joint declaration was held in Shenyang, China, on March 10 and 11. Present at the meeting were Ri Kwang Hak, secretary of the Central Committee of the Kim Il Sung Socialist Youth League, and representatives of the Youth and Student Subcommittee of the North Side Committee for the Implementation of the June 15 Joint Declaration, Kim Ik Sok, permanent representative of the Youth and Student Headquarters of the South Side Committee for the Implementation of the June 15 joint declaration, and representatives of youth and student organizations of the south side and representatives of overseas youth and student organizations from China, Japan and the United States.
The meeting discussed "On the orientation of the reunification movement of the youth and students for this year."
There were speeches at the meeting.
The speakers said that the orientation of the movement for national reunification this year is to take the lead in the patriotic movement for independent reunification, peace against war and great national unity under the uplifted banner of "By our nation itself." They referred to the tasks and ways of further strengthening the unity of the youth and students in the north and the south and overseas and defending and advancing the June 15 era against the anti-reunification forces.
A resolution pledged by the representatives of the youth and student organizations in the north and the south and overseas before the nation was adopted at the meeting. It noted that the youth and students would invariably hold high the June 15 joint declaration as the banner of their reunification movement and thoroughly apply the spirit of "By our nation itself" to the reunification movement this year, too.

Rodong Sinmun on "Strategic Flexibility" of U.S. Troops

Pyongyang, March 12 (KCNA) -- The "strategic flexibility" of the U.S. troops stationed in south Korea is a means of aggression and military interference for the U.S. imperialists to realize their Asia strategy and wild ambition for world domination by making crafty use of the changed international situation. Rodong Sinmun says this in a signed article on Sunday.
    It goes on:
The U.S. imperialists' theory of "strategic flexibility" is a new Korean war doctrine intended to achieve their hegemonic purpose under the signboard of "peace" and "stability" and a theory of domination over Northeast Asia. Their persistent move to materialize the "strategy flexibility" of the U.S. troops in south Korea pursues a sinister aim to perpetuate their military occupation of south Korea and update the U.S. armed forces in south Korea and around the Korean Peninsula and upgrade their mobility so as to ignite a war against the DPRK with ease. It is a criminal act of harassing peace and stability in the region as it is a fresh military strategy designed to invade the DPRK and Asia.
If the "strategic flexibility" of the U.S. troops in south Korea comes true the U.S. imperialists would have feasibility to ignite a war not only in the Korean Peninsula but also in any area of Asia any moment.
That is why the withdrawal of the U.S. troops from south Korea is an urgent issue related to peace and security in the Korean Peninsula and Northeast Asia and, furthermore, the rest of the world.
The Asian countries should turn out as one in the dynamic struggle to check and frustrate the U.S. moves, mindful of the aggressive nature and danger of the "strategic flexibility" of the U.S. troops in south Korea.

Negotiations for "Free Trade Agreement" Assailed in S. Korea

Pyongyang, March 12 (KCNA) -- Public organizations in south Korea on March 6 protested against the decision to push ahead with the negotiations for the signing of the "Free Trade Agreement", which was made at the first preliminary meeting for the negotiations between the United States and the south Korean authorities, according to south Korean KBS. The emergency measure committee of agricultural, stockbreeding and fishing industries called a press conference in front of the building of the Ministry of Foreign Affairs and Trade and charged that the "government" and conservative media are misleading the public opinion, asserting the FTA would serve as a "motive force for economic growth", though agriculture will sustain greatest damage from the FTA if it is signed.
The preparatory committee for the All-People Measure Committee to Defend Screen Quota and Check the U.S.-south Korea Free Trade Agreement, too, held a press conference at which it denounced the "government" for its humiliating moves to persistently push forward the negotiations without public consensus. The Measure Committee of Moviemen to Check the Cultural Aggression and Defend Screen Quota declared that it would stage an all-night sit-in strike at the Citizens Park in Kwanghwamun, Seoul, from March 6 in order to maintain the screen quota without fail.

Gift to Kim Jong Il

Pyongyang, March 11 (KCNA) -- Leader Kim Jong Il was presented with a gift by Somawansa Amarasinghe, leader of the People's Liberation Front of Sri Lanka. It was conveyed to DPRK Ambassador to Sri Lanka Han Chang On by the leader of the PLFSL on Mar. 2. He said that the PLFSL unequivocally supports the Workers' Party of Korea and the Korean people in their struggle to achieve the reunification of Korea.

GIs' Crimes under Fire in UK

Pyongyang, March 11 (KCNA) -- The British Association for the Study of the Songun Policy and the British Group for the Study of the Juche Idea released a joint statement on Mar. 4 in support of the indictment of the Law Institute of the DPRK Academy of Social Sciences which branded the U.S. as the world's worst human rights abuser and a typical criminal country. The statement accused the U.S. of being the most anti-human and fascist country leaving the poor in the mire of destitution.
It said that the U.S. imperialists committed horrible abuses of human rights in the prison of the U.S. naval base in Guantanamo and the Abu Ghraib prison in Iraq, adding that it was disclosed recently that a worse prison of the U.S. forces exists in Bagram of Afghanistan.
The statement vehemently assailed the U.S. imperialists as the world's most savage abusers of human rights and international invaders as they wantonly infringed upon the sovereignty of many countries in the world.
It supported the call of the Law Institute of the DPRK Academy of Social Sciences for bringing the Bush administration to the human rights court.

U.S. Presses S. Korea to Increase Fund for Upkeep of U.S. Troops in S. Korea

Pyongyang, March 11 (KCNA) -- The commander of the U.S. forces in south Korea at a "hearing on the defense budget" held at the U.S. Senate Armed Services Committee cried out for pressurizing south Korea to increase the fund for the upkeep of the U.S. troops present there, sparking public furor, according to the south Korean MBC on March 7. He blustered that how the south Korean side approaches the issue of the share of the fund for the upkeep of the U.S. troops there is a clear barometer showing whether it wants and respects their presence in south Korea or not. Explaining the plan to bolster up the south Korean forces, he disclosed that the construction project of a wharf capable of hosting a nuclear-powered carrier is also included in the plan for the construction project of a base for the 3rd fleet of the south Korean navy expected to be completed by the end of June this year.
The south Korean MBC commented that what the commander of the U.S. forces in south Korea uttered was nothing but a strong pressure upon the south Korean authorities to increase the fund for the upkeep of the U.S. troops.

DPRK's Stance on Nuclear Disarmament Clarified

Pyongyang, March 11 (KCNA) -- A DPRK delegate, addressing the plenary meeting of the Geneva disarmament conference on March 2, clarified the view of the DPRK that the nuclear disarmament is the most crucial and primary task before the conference and the international community. Noting that the negative nuclear policy and nuclear doctrine affecting the international relations and the nuclear threat and blackmail are causing serious misgiving to the international community and creating instability, mistrust and adverse consequences, he went on: Now the principle of equal sovereignty laid down in the UN Charter is not being respected and inequality and imbalance persist in the international relations. This is chiefly attributable to the unjust nuclear policy and nuclear doctrine. Such practices as preserving and bolstering one's own nukes, while hamstringing the nuclear activities of other countries are little short of rejecting the establishment of fair and equal international relations.
It is impossible to eradicate the hotbed of the nuclear proliferation as long as such nuclear doctrine and nuclear threat persist.
It is necessary to do away with the viewpoint that the existing inequality and imbalance caused by dint of force in the international relations are "useful". Nuclear disarmament is a key point in disarmament.
The DPRK can not agree with the view that it is "unrealistic" to demand the modification of the negative nuclear doctrine right now.
It is essential and urgent to put into practice such matters as the withdrawal of the doctrine on nuclear upper hand, the removal of nuclear threat, a halt to the research into the qualitative improvement of nukes, the pullback of nuclear forces from other countries, the withdrawal of nuclear umbrella provided to other countries and the guarantee for the non-use of nukes for the total elimination of nukes as immediate tasks. The DPRK is of the view that it is possible to start the negotiations for nuclear disarmament in this direction.
It supports the proposal to set up a special committee on nuclear disarmament and start the negotiations for it.

Cuban Ambassador Hosts Reception

Pyongyang, March 11 (KCNA) -- Ruben Perez Valdes, Cuban ambassador to the DPRK, gave a reception at his embassy on March 10 on the occasion of the 20th anniversary of President Fidel Castro Ruz's visit to the DPRK. Present there on invitation were Yang Hyong Sop, vice-president of the Presidium of the Supreme People's Assembly, Mun Jae Chol, acting chairman of the Korean Committee for Cultural Relations with Foreign Countries, Kim Tang Su, director of the Bureau of Diplomatic Corps Affairs, and officials concerned.
The ambassador in his speech said that Fidel Castro Ruz's visit to the DPRK in March of 1986 marked an important occasion in boosting the relations between Cuba and the DPRK.
During his visit he met President Kim Il Sung and the relations between Cuba and the DPRK have been further consolidated with the meeting as a momentum, he said. He noted that Cuba and the DPRK are now filled with firm will to smash the imperialists' moves for aggression under the banner of independence against imperialism and defend and accomplish the socialist cause to the last, while deepening the bilateral relations.
Saying that the frequent exchange of delegations of the two countries is the clear manifestation of the development of the friendly relations, he declared that Cuba and the DPRK will always stand together on the road to socialism to the end. Yang Hyong Sop in his speech said that the meeting between Kim Il Sung and Fidel Castro Ruz in Pyongyang was a historic event which expanded and developed the traditional friendly and cooperative relations between the DPRK and Cuba onto a new higher stage. It served as an important occasion in powerfully displaying the unshakable will of the parties and peoples of the two countries to fight together for the victory of the socialist cause under the uplifted banner of independence against imperialism, he added.
He noted that leader Kim Jong Il has attached importance to the relations with socialist Cuba and paid particular attention to their development. He stressed that the Korean people will fully support the just struggle of the Cuban people to smash the blockade of the U.S. and safeguard the sovereignty and dignity of the country and the gains of socialism and strive to expand and develop the friendly and cooperative relations between the two countries in the future, too.

S. Korean Women's Gathering for Settlement of Issue of "Comfort Women"

Pyongyang, March 11 (KCNA) -- Women of south Korean civic and public organizations including victims of the "comfort women" for the Japanese army reportedly held the 699th Wednesday meeting in front of the Japanese embassy in Seoul on March 8. At the meeting speakers said that the issue of the "comfort women" for the Japanese army has not yet been resolved owing to the Japanese authorities' evasion of their responsibility though generations have changed. They accused the south Korean "government" of taking no measure for its settlement.
They said that the reality in which a lawmaker remains unpunished even after his sexual abuse convinces them that they have nothing to expect from the authorities and should settle the issue by themselves. They called upon the women to take the lead in the struggle to settle the issue of the "comfort women" for the Japanese army.

Rodong Sinmun on Informationalization of National Economy

Pyongyang, March 11 (KCNA) -- Rodong Sinmun today dedicates a signed article to the 5th anniversary of leader Kim Jong Il's historic work "The 21st Century, the New Century, Is the IT Age." The work, published on March 11, Juche 90 (2001), clarifies the nature and characteristics of the present times, the era of IT, the role of IT in making social and economic progress and the tasks and ways of developing the information industry of the country.
The work is the most right guidelines that help correctly assess the present times when IT is rapidly developing and raising many diversified and complicated problems and a monumental work which has remarkably developed and enriched the theory on the revolutionary struggle of the popular masses for independence, the article says, and goes on:
The ideological and theoretical significance of the work lies in the fact that it clearly indicates the characteristics of the social and economic development of the present times and the law governing it. And its theoretical and practical significance lies in that it provides the methodological guidelines proving the nature of exploitation by capital at present, the inevitability of the ruin of capitalism and the advantages of Korean-style socialism in the development of science and technology and clearly indicates the shortcut to developing the information industry of the country rapidly. We should direct big efforts to developing the program industry extensively and building up our own producers of IT equipment, modernize telecommunications and strengthen information service so as to step up the informationalization of the national economy as required by the developing reality.
The DPRK has long laid the solid foundations for the development of IT according to the correct policy of the Workers' Party of Korea on science and technology. It has pushed ahead with the education work to train the reserves of scientists and technicians.
A new leap forward will be made in the production, management, social life and all other spheres when all the officials, bearing in mind their heavy responsibility in the informationalization and modernization of the national economy, firmly arm themselves with the knowledge of up-to-date science and technology and assiduously strive to actively introduce IT.

Rodong Sinmun Calls for Defending Peace against War

Pyongyang, March 11 (KCNA) -- It is a very urgent and important task of the Korean nation to prevent a war and defend peace, says Rodong Sinmun Saturday in a signed article. For the past decades the Korean Peninsula has witnessed constant military tension and a dangerous situation under which a war may break out any moment. The U.S. is to blame for this, the article says, and goes on:
The U.S. has divided Korea and escalated military tensions in the peninsula with its reckless moves for a war of aggression, thus harassing peace and peaceful reunification of Korea.
The U.S. imperialists are more frantically scheming to provoke a nuclear war than ever before in a bid to realize their criminal ambition to preempt a nuclear attack on the DPRK and dominate the whole of Korea at any cost.
The U.S. is constantly maneuvering in and around south Korea to provoke a new war against the DPRK while kicking up a smear campaign to pressurize it in the international arena.
It is clear to everyone that the danger of war is looming in the peninsula due to the U.S. imperialist aggressors.
Reconciliation, cooperation, reunification and prosperity are unthinkable without nation and territory.
All the fellow countrymen should turn out as one in the movement for peace against the U.S. and war to defend the destiny of the nation under the uplifted banner of "By our nation itself".
Fire should be returned for fire and a sledge-hammer blow should be dealt at aggressors.
The great Songun politics serves as a treasured sword for sure victory as it prevents aggression and war of outside forces, defends sovereignty and peace of the country and the nation and paves the way for national reunification and prosperity. All the Koreans should positively support and uphold in one patriotic mind the patriotic Songun politics which protects the whole nation.

True Colors of Nuclear Criminal Cannot be Covered

Pyongyang, March 11 (KCNA) -- The nuclear issue of the Korean Peninsula has cropped up since the U.S. imperialists stockpiled huge amount of nuclear weapons in and around south Korea and persistently posed the threat of a preemptive nuclear attack upon the DPRK. The U.S. imperialists can never cover up their true colors as the arch criminal who gave rise to the nuclear issue of the Korean Peninsula. Rodong Sinmun Saturday says this in a signed article. It goes on:
Some time ago, south Korean KBS, quoting a confidential document of the Command of the U.S. Armed Forces in the Pacific, disclosed that the U.S. was about to use nuclear weapons against the DPRK in 1975.
Prior to this, it was disclosed that the U.S. forces in south Korea kept 280mm atomic guns for firing small-sized nuclear shells at the end of the 1950s. The recently revealed data clearly show who is chiefly to blame for the nuclear issue of the Korean Peninsula. Right after the Korean war, the U.S. imperialists declared south Korea as a "theatre of vital operations" for the materialization of the strategy of domination over Asia and the rest of the world and politicized the conversion of south Korea into a nuclear base. The nuclear weapons of the U.S. forces in south Korea are not "deterrent means" but weapons for an attack upon the DPRK.
The reckless U.S. nuclear war exercises every year are worsening the crisis of war in the Korean Peninsula.
The U.S. imperialists should open to the public overall the nuclear weapons they have shipped into south Korea and put them under international inspection, not raising a hue and cry over someone's "nuclear issue". They should withdraw all the nuclear weapons and their forces from south Korea. This is a fair solution to the nuclear issue of the Korean Peninsula and the best way for ensuring peace and security in Northeast Asia and the rest of the world.

Korean Stamps Reflecting Emotional Life of People

Pyongyang, March 11 (KCNA) -- Sixty years have passed since two kinds of stamps including "Samson Rock", the first of its kind in the DPRK, were issued on March 12, Juche 35 (1946) according to the instruction of President Kim Il Sung on publishing stamps reflecting the reality of the new country and the life sentiment of the people after national liberation. A commemorative stamp carrying the image of the President was published for the first time on the occasion of the first anniversary of national liberation. It was followed by the publication of stamps showing the greatness and the immortal leadership exploits of the three generals of Mt. Paektu. And it has been made a tradition to issue sheetlets and stamps every year on the occasion of April 15 and February 16, the most auspicious holidays of the nation.
A lot of stamps reflecting the economy, culture, history, folk customs, nature, animals and plants of the country and international events have been brought out. Among them are those on various themes dealing with successes gained by the Korean people in socialist construction including "Chollima" tractor and "Sungri-58" truck manufactured by the Korean working class.
International joint stamps were also brought out. Typical of them are the Korea-China joint stamp dealing with Mt. Kumgang in Korea and Lushan in China and the Korea-Russia joint stamp with Korean tiger and sable.
Korean stamps earned fame at international stamp fairs and exhibitions held in over ten countries.
The stamp "Folk Holiday" was awarded a top prize at the third contest for selecting best foreign stamps held in China.

KCNA Urges U.S. to Drop Its Biased Nuclear Policy

Pyongyang, March 11 (KCNA) -- The U.S. biased nuclear policy is upsetting the general view of the international community on the energy issue. The U.S. is still working hard to completely block the DPRK's nuclear activities for a peaceful purpose although it talks about the provision of nuclear technology and fuel for a civilian purpose and the like to those countries outside the NPT. The public opinion is focused on the question as to why the U.S. takes an uncompromising hard-line stand toward some countries and why it zealously protects and encourages some countries over the nuclear issue.
The U.S. has long shut its eyes to its allies or those countries in which it is interested over the matter of R&D for nuclear weapons and its intensification and covertly helped them, unhesitatingly transferring even nuclear technology to those countries although they are outside the NPT.
This notwithstanding, it urged the other countries to strictly observe the NPT and has applied sanctions against them in a coercive manner.
The U.S. not only insists that those countries incurring its displeasure including the DPRK be denied access to nuclear technology including that for a civilian use but threatens that it would not rule out a preemptive nuclear attack on them. This proves that the U.S. call for nuclear non-proliferation is nothing but sophism intended to pressurize other countries to meet its own interests. The U.S. biased application of double standards concerning the settlement of major international issues found a clear manifestation in the issue of providing light water reactors (LWRs) to the DPRK.
The U.S. declared the complete stop of their construction despite its commitment to provide them under the DPRK-U.S. Agreed Framework. Even at the six-party talks it opposed the provision of the LWRs, a cornerstone for building confidence, imposing unacceptable conditionality upon the DPRK, and pressurized it to completely stop its on-going peaceful nuclear activities.
The U.S. demand is a wanton violation of the sovereignty of the DPRK and a brigandish practice in view of the current trend of the world toward the development of nuclear energy for peaceful use and even in view of the fact that it is the legitimate right of the sovereign and independent countries to conduct nuclear activities for a peaceful purpose.
How can the Korean people cave in to the outsiders' pressure and give up the independent nuclear energy industry which they have built up for decades, tightening their belts.
Now that the U.S. has completely given up its commitment to the provision of the LWRs the DPRK can never stop its peaceful nuclear activities even a moment. It is quite intolerable for the U.S. to overlook nuclear issues of some countries, treating them in a friendly manner, and unconditionally reject some countries over nuclear issues, seeking its own interests.
The U.S. nuclear policy aimed at meeting its own interests away from impartiality and equality has only earned distrust of the international community and the U.S. dictation of this or that in the nuclear issue would get it nowhere.
The U.S. attempt at totally blocking the DPRK's nuclear activities for a peaceful purpose will not be favored by the world people as it is quite unfair. The U.S. should recognize the right of all countries to use .nuclear technology for a peaceful purpose.
It is our assertion that the DPRK should be treated the same way as those countries possessing nuclear weapons outside the NPT are done.

North Proposes Putting off Inter-Korean Ministerial Talks

Pyongyang, March 11 (KCNA) -- Kwon Ho Ung, head of the north side's delegation to the North-South Ministerial Talks, Saturday sent a telephone message to Ri Jong Sok, chief delegate of the south side's delegation, as regards the hurdle lying in the way of this year's first talks. Recalling that on March 10 the south side officially announced that it would stage joint military exercises with the United States late in March when the 18th North-South Ministerial Talks are expected in Pyongyang, the message said: Our side has already urged your side on several occasions to stop the joint military exercises with outside forces as they run counter to the basic idea of the June 15 joint declaration and endanger the inter-Korean relations.
We express regret at your side's intention to stage again with the U.S. large-scale joint war exercises targeted against the north quite contrary to our just demand and the nation's expectation.
It is our stand that the hostile war exercises and peaceful dialogue cannot go together. It is quite unjustifiable for your side to stage with outside forces the provocative war exercises targeted against fellow countrymen at a time when the desire of the nation to defuse the military tensions and consolidate peace is growing stronger than ever before. The wrong behavior of your side makes it impossible to hold the 18th North-South Ministerial Talks in Pyongyang as scheduled.
We inform you that we were compelled to put off the inter-Korean ministerial talks till an appropriate date in April as your side made it impossible to hold the talks as scheduled contrary to the June 15 joint declaration and the desire of the whole nation for peace.
Your side will be held wholly responsible for the expected delay of this year's first inter-Korean ministerial talks.
