Kim Jong Il Praised by Bangladeshi Figure

    Pyongyang, February 21 (KCNA) -- The DPRK is widely known as a powerful socialist nation, independent in politics, self-supporting in economy and self-reliant in national defence, and the socialist cause has entered the road of revival thanks to the outstanding ideological and theoretical activities and revolutionary practice of leader Kim Jong Il. Rashed Khan Menon, chairman of the Central Committee of the Workers' Party of Bangladesh, said this in a statement issued on Feb. 16 on the occasion of the February holiday.
    He noted that the world acclaimed an outstanding leader endowed with extraordinary political caliber and noble personality, adding that Kim Jong Il is the great leader not only of the Korean people but also of the world working class and other toiling masses struggling for independence.
    It is an important task facing not only the Korean people but also the world progressive people to protect socialist Korea from the imperialists' infringement, he said, and went on:
    We will wage a more dynamic international solidarity movement to check and frustrate the plots of the U.S. imperialists to isolate and stifle the DPRK. We are convinced that the energetic activities of Kim Jong Il as the outstanding leader of the cause of independence against imperialism will bring the Korean people and the world progressives greater victory and glory.


Birthday of Kim Jong Il Marked in Different Countries

    Pyongyang, February 21 (KCNA) -- Meetings, film shows and photo exhibitions took place in Cuba, Ukraine and Tanzania from Feb. 10 to 13 on the occasion of February 16, the birthday of leader Kim Jong Il. On display in the venues of those functions were photos showing the Songun leadership exploits of Kim Jong Il.
    Screened at a film show in Tanzania were Korean films "The Old Home in Mt. Paektu in All Its Glory" and "The Faith of Korea".
    Juan Jose Leon Vega, chairman of the Cuban Committee for Supporting Korea's Reunification, addressing a meeting, said that Kim Jong Il, supreme leader of the Korean people, was brought up under the revolutionary influence of the peerlessly great persons and has led the Korean revolution to victory through his energetic activities. The chairman of the Ukraine-DPRK Association said that he saw the tremendous might of the Korean nation in the appearance of the Korean people who boundlessly revere and trust Kim Jong Il.
    The chairman of the Dar es Salaam Regional Committee of the Revolutionary Party of Tanzania said that Kim Jong Il has augmented the national power, exalted the dignity of the country and wisely led the Korean people to the building of a great prosperous powerful nation with his unique Songun politics.
    Congratulatory messages to Kim Jong Il were adopted at the meetings held in Ukraine and Tanzania.


U.S. Dangerous War Scenario Denounced

    Pyongyang, February 21 (KCNA) -- The "Quadrennial Defense Review" recently made public by the U.S. Defense Department is an extremely dangerous war scenario driving the situation in and around the Korean Peninsula to the point of explosion. Rodong Sinmun today observes this in a signed commentary. Recalling the fact that the U.S. decided to shift the strategic focus of the "CONPLAN-8022," a new operation plan, from the Mideast to the Korean Peninsula, the commentary goes on:
    "CONPLAN-8022" is a military strategy targeted against the DPRK from A to Z in view of the background against which it was worked out and its criminal purpose. The U.S. armed forces are being beefed up in and around the Korean Peninsula and moves intensified to tighten the "international blockade" against the DPRK, pursuant to such military strategy. This is a product of the Bush administration's sinister aim to step up the war policy against the DPRK.
    East Asia including the Korean Peninsula is the region where the military strategic interests of big powers are intertwined in so complicated manner that an arms race can flare up and the situation fester easily. The U.S. is contemplating amassing its armed forces and throwing a cordon of an "international blockade" in this region in a bid to contain other big powers and increase its political and economic influence and establish a military edge and thus dominate the region.
    It is the invariable design of the U.S. imperialists to stifle the DPRK by force of arms, seize the whole of Korea and carry out its aggressive Asia strategy with the Korean Peninsula as its springboard. To this end, they are busy with the moves to amass huge forces in and around the Korean Peninsula and throw the cordon of "international blockade" there.
    Given the U.S. scenario for mounting a preemptive attack on the DPRK at any cost, the army and people of the DPRK are keeping themselves fully ready for a strong military counteraction.
    The U.S. imperialist bellicose forces had better give up their reckless attempt at a preemptive attack upon the DPRK.


Kim Jong Il Sends Historical Relics and Books to Joson University

    Tokyo, February 19 (KNS-KCNA) -- A meeting of conveying historical relics and books sent by leader Kim Jong Il to Joson University took place in Tokyo on Feb. 18. They include rude stone implements dating back to the Paleolithic age in Korea, gilt-bronze plates and harness proving the succession of Palhae to Koguryo, gilt ornamental pieces unearthed in a mural tomb dating back to Koguryo in Kangso County in South Phyongan Province, book "plants on Moran Hill" and e-book "plants on Moran Hill in time-honored Pyongyang".
    Among those present at the meeting were Chairman So Man Sul and Chief Vice-Chairman Ho Jong Man of the Central Standing Committee of the General Association of Korean Residents in Japan (Chongryon), Jo Han Ju, director of its Education Department, and others.
    So Man Sul in a speech said that the dozens of pieces of historical relics and books sent by Kim Jong Il are associated with his noble intention to exalt the prestige of Joson University, the only overseas university of the DPRK, inside and outside Japan and develop the Korean Historical Museum as a centre for education in the Juche character and national identity and thus glorify the 50th birthday of Joson University, a valuable patriotic legacy handed down by President Kim Il Sung.
    He underscored the need for all the teachers and students of the university to cherish the noble intention of Kim Jong Il, preserve the Juche character and national identity in Japan and carry forward patriotism generation after generation. He also called for bringing about a fresh turn in the work to train students as reliable pillars of Chongryon and widely introducing the historical relics to broad strata of Koreans in Japan and Japanese and thereby opening an epochal phase in the development of the university this year which marks its 50th birthday. A letter to Kim Jong Il was adopted at the meeting.


Iranian Ambassador Hosts Reception

    Pyongyang, February 21 (KCNA) -- Jalaleddin Namini Mianji, Iranian ambassador to the DPRK, hosted a reception on Feb. 20 on the occasion of the 27th anniversary of the victory of the Islamic revolution in Iran. Present on invitation were Jong Yong Su, minister of Labour who is chairman of the DPRK-Iran Friendship Association, Kim Thae Jong, vice department director of the Central Committee of the Workers' Party of Korea, Kim Yong Il, vice-minister of Foreign Affairs, Ri Myong San, vice-minister of Foreign Trade, Jon Yong Jin, vice-chairman of the Korean Committee for Cultural Relations with Foreign Countries, and other officials concerned and diplomatic envoys of different countries and representatives of international organizations in Pyongyang.
    On hand were staff members of the Iranian embassy.
    Speeches were made there.


Anniversary of June 15 South Side's Committee Marked

    Pyongyang, February 21 (KCNA) -- A ceremony of commemorating the first anniversary of the South Side's Committee for Implementing the June 15 Joint Declaration (the June 15 South Side's Committee) was reportedly held in Seoul on Feb. 15. Paek Rak Chong, permanent representative of the June 15 South Side's Committee, addressing the ceremony, said that the committee made efforts for inter-Korean cooperation and exchange and reunification in the last one year. He stressed that the committee should strengthen the June 15 Joint National Committee and conduct positive activities to put forward the popular masses as the driving force of the reunification movement and to achieve great national unity. At the ceremony congratulatory messages from the North Side's Committee and the Overseas Side's Committee for Implementing the June 15 Joint Declaration were introduced and a video tape showing the activities of the June 15 South Side's Committee in the last one year was screened. Then followed a congratulatory performance.
    Prior to this, the fourth meeting of co-representatives of the June 15 South Side's Committee was held.


U.S.-Style "Freedom and Democracy" under Fire

    Pyongyang, February 21 (KCNA) -- The strategy to spread the U.S.-style "freedom and democracy" worldwide zealously pursued by the Bush administration is a crafty strategy for aggression and domination to attain its sinister purpose to put the world under its domination with ease, observes Minju Joson Tuesday in a signed commentary.
    The U.S. has long worked hard to spread its own style "freedom and democracy" worldwide, the commentary says, and goes on:
    The true aim sought by the U.S. through such moves is to create illusion about the U.S. among the world people and put the world under its control under the pretext of "freedom and democracy". It is clearly evidenced by the Bush administration's attempt at realizing regime restructuring and change in other countries under such pretext. The U.S. strategy to realize its ambition to dominate the world through the spread of "freedom and democracy" is bound to go bankrupt.
    No wonder, the anti-U.S. and anti-Bush sentiment is now mounting worldwide. It is an eruption of the world people's rebuff and resentment at the Bush administration's persistent criminal strategy to dominate the world and its strategy to spread "freedom and democracy".
    The Bush administration will never be able to escape international isolation and shame if it keeps clinging to the worn-out strategy of "spreading freedom and democracy" defying those protests.


U.S. "Demarche" Assailed

    Pyongyang, February 21 (KCNA) -- The United States is now advocating a "demarche" aiming to realize regime restructuring through "diplomacy for spreading democracy and freedom" and establish more pro-U.S. regimes. Rodong Sinmun today observes in a signed article in this regard: The U.S. has been vociferous about its new Africa policy aimed at regime change and the establishment of pro-U.S. governments on the African continent since the outset of the year.
    The U.S. touted "demarche" is designed to "liberalize and democratize" Africa on the American pattern. Hence, it has left no means untried to impose the U.S.-style election system upon the African countries. It is the true intention of the U.S. to replace the political systems in the countries and nations of this region by U.S.-style political regimes.
    By advocating the above-said "demarche" the U.S. seeks to secure a justification for dominating the African continent, use African countries for protecting its concessions and thus realize its neo-colonial domination over these countries with ease. Underlying its moves to intensify the infiltration into Africa is its ambition to put oil resources in this region under its control. As the U.S. succeeded in manipulating some countries of the Commonwealth of Independent States to set up pro-U.S. regimes through its "diplomatic activities for democratization", it is getting more frantic in its moves to overthrow regimes and systems in the African countries. Not only those countries in the region but many other countries of the world are concerned about the U.S. keen to establish the U.S.-style "democratic order" in Africa under the watchword of "demarche". In case Africa is swept by the whirlwind of U.S.-style "democracy", it will suffocate the continent and reduce it into a tundra of democracy.
    All the African countries and other developing countries should properly see through the aggressive nature and danger of the U.S.-style "democracy" veiled with the word of "demarche" and not allow it under any circumstances, urges the article.


Rodong Sinmun on Main Obstacle to Peaceful Reunification

    Pyongyang, February 21 (KCNA) -- The U.S. is the main obstacle to the peace and reunification of the Korean nation and the U.S. imperialist aggression troops stationed in south Korea are the root cause of war. Rodong Sinmun says this today in a signed article. It goes on: The U.S. policy of occupation of south Korea is a direct product of its criminal strategy for domination over Korea.
    The U.S. is standing in the way of the peace and reunification of the Korean nation with its wild ambition to swallow up the whole of Korea with south Korea as a springboard and, furthermore, establish domination over Northeast Asia. The U.S. is describing its troops stationed in south Korea as "apostle of peace" and "war deterrent", but it is a deception.
    The U.S. imperialists are planning to stage a frantic large-scale war exercise against the DPRK together with the war-like forces of south Korea this year, too. Their reckless anti-DPRK military moves are a clear evidence proving that they are vociferating about "peace" and "dialogue", but in practice they are seeking to stifle the DPRK and looking for a chance to attack it.
    It is clear to anyone that in case the U.S. imperialist aggressors ignite a war in this land, it will be a nuclear war which will inflict irretrievable disasters and sacrifices upon the Korean nation in the north and the south.
    Now that the foreign forces are bringing dark clouds of a nuclear war over the inviolable territory of Korea, anyone who really wants peace of the country and its peaceful reunification should not sit idle with folded arms.


Law on Estimating Environmental Influence Adopted in DPRK

    Pyongyang, February 21 (KCNA) -- The Law on Estimating Environmental Influence has been recently adopted in the Democratic People's Republic of Korea. The law consists of 5 chapters and 33 articles.
    Chapter 1 Fundamentals of Law on Estimating Environmental Influence stipulates the mission of the law, various principles including those of application for and deliberation of the documents needed for the environmental influence estimation and objects of the law application.
    It also stipulates the investment principle. According to it, the state shall develop exchange and cooperation with other countries and international organizations in the field of environmental influence estimation.
    Chapters two and three deal with principles, procedures and methods for the preparation of documents needed for environmental influence estimation and their application and deliberation.
    Clarified in Chapters four and five are principled issues arising in the execution of decisions on the environmental influence estimation and in the supervision and control of the estimation work.
    The adoption of the law consolidates by law the already-made successes in the work for protecting the environment of the country. And it legally guarantees that all the people can turn out in the campaign for protecting the environment of the territory and build up the country into the best socialist one.


Modern Machine Tools Produced

    Pyongyang, February 21 (KCNA) -- The Huichon Machine-tool Factory in the Democratic People's Republic of Korea is mass-producing more than ten kinds of modern machine tools. Among them are improved or newly developed MCV I-500 digital vertical universal processing lathe, Huichon No. 5 A-type universal lathe, Huichon 5S107-630 lathe, various kinds of plain or vertical milling machines, G10-250 universal cylindrical grinder and D10-25 vertical drilling machine.
    MCV I-500 digital vertical universal processing lathe, a NC precision machine, is available to processing complex machines including die equipment and dummies. The Huichon No. 5 A-type universal lathe and Huichon 5S107-630 lathe have a newly developed special NC turning system.
    They are designed to make an effective use of working space. And their productivity is double or treble and their processing precision is higher compared with those of the previous machines.
    The updated or newly developed machine-tools are conducive to equipping industrial establishments with new technologies. The demand for them is increasing in Asian and European countries.


New Commemorative Sheetlet Issued in DPRK

    Pyongyang, February 21 (KCNA) -- The 20th Winter Olympics are going on in Turin, capital of Piedmonte Region of Italy, as the first international sports contest this year amid interests of the world community. The Korea Stamp Corporation has issued a sheetlet to commemorate the Winter Olympics.
    Printed on the sheetlet are words "Commemoration of the 20th Winter Olympics", the mark of the games and so on.
    The sheetlet contains individual stamps reflecting figure skating, hockey, skiing and speed skating players against scenes of various events of the Winter Olympics. The face values of the individual stamps are 15, 85, 110, 135 won respectively.


U.S.-S. Korea Agreement on "Strategic Flexibility" Flailed

    Pyongyang, February 21 (KCNA) -- A spokesman for the DPRK Foreign Ministry issued a statement Tuesday to accuse the United States of pressurizing the south Korean authorities to agree on "strategic flexibility". The statement says:
    By the "strategic flexibility" the U.S. means that its forces in south Korea should take "responsibility for ensuring peace and maintaining stability" in Northeast Asia as a whole including the Korean Peninsula and rapidly intervene in conflicts or disputes in any part of the region. The aim sought by the U.S. through it is to contain big powers in the region with south Korea as well as Japan as military bridgeheads and, furthermore, put the whole of Asia under its military domination.
    The agreement on the "strategic flexibility" of the U.S. forces in south Korea has paved the way for turning south Korea into an outpost and a logistic base serving the U.S. in realizing its Asia strategy. The U.S. forces present in south Korea have so far claimed their mission is to "exclusively defend the Korean Peninsula." But the above-said agreement projected their aggressive nature by asserting that their mission is "to meet the challenges of the region and the world." This has brought into bolder relief the true objective of those forces present in south Korea under the pretext of the illegal south Korea-U.S. "mutual defence treaty."
    The agreement, at the same time, made it possible for the U.S. to closely coordinate operations of its forces in Japan and south Korea, its biggest strategic strongholds in Asia and areas with the biggest U.S. military presence, and rapidly hurl the forces into anywhere in Asia, to say nothing of the Korean Peninsula, at any moment. The agreement diametrically runs counter to the U.N. Charter which stipulates that all the UN member nations shall refrain from threatening other country by force or using force against it for the purpose of intruding into its territory and depriving it of its political independence in international relations or in any manner incompatible with the objective of the UN.
    The U.S. and the south Korean authorities claim that the agreement contains a clause stipulating that the U.S. forces shall get a consent from south Korea under any circumstances before intervening in Asia-Pacific problems, in any dispute between the Chinese mainland and Taiwan in particular, and that, given this clause, the new agreement shall not create uneasiness among the neighboring countries. But this is no more than sheer sophism intended to deceive the people.
    The U.S. asserted that it would refrain from dispatching its forces in south Korea to other dispute-torn areas with due respect paid to south Korea's stand. But this sounds nonsensical as the U.S. is the world's biggest criminal state engrossed in all sorts of arbitrary practices in utter disregard of the UN, international laws and the world public opinion to achieve its own aggressive aim and meet its own interests. What should not be overlooked in it is that the agreement is aimed to mount a preemptive attack on the DPRK without difficulty.
    The rumor put it that the U.S. and south Korea did not mention the military threat from north Korea while discussing the issue of "strategic flexibility" but stressed the strategic stability on the Korean Peninsula and the establishment of multi-lateral security mechanism on a wider range instead. But this is no more than a superficial view revealing the misunderstanding of the nature of the issue. The agreement on the "strategic flexibility" has further strained the situation in and around the Korean Peninsula and sparked off a fresh fierce arms race. It is a lesson taught by history and an irrefutable truth clearly proved by the grim reality today that one should respond to force in kind.
    The DPRK is left with no other option but to steadily bolster up its military deterrent to cope with the tense situation prevailing in and around the peninsula. The moves for a war of aggression escalated by the U.S. against the DPRK, refusing to quit south Korea, will only compel the DPRK to bolster up its deterrent for self-defence under the uplifted banner of Songun.
    The U.S. had better stop straining the military and political situation in the Korean Peninsula and other parts of Northeast Asia and pull back its forces from south Korea immediately so that the Koreans may achieve reconciliation, cooperation and reunification by their concerted efforts.

10th Kimjongilia Festival Closes

    Pyongyang, February 21 (KCNA) -- The 10th Kimjongilia Festival that opened on Feb. 14 on the occasion of the February holiday closed today. Displayed in the venue of the festival were at least 23,000 potted Kimjongilias representing the ardent sincerity of more than 100 units including organs of armed forces, ministries and national institutions, servicepersons, working people, school youth and children, the Central Standing Committee of the General Association of Korean Residents in Japan (Chongryon), overseas compatriots, foreign embassies and missions of international organizations in Pyongyang, foreign friendship organizations, public organizations and individual figures and Chinese residents in the DPRK. During the period of the festival it drew more than 500,000 visitors including officials of organs of the Workers' Party of Korea and armed forces, power bodies, working people's organizations, ministries and national institutions, anti-Japanese revolutionary fighters, servicepersons, people from all other walks of life and school youth and children.
    Among the visitors were members of congratulatory groups and delegations of overseas compatriots including the congratulatory group of Koreans in Japan, diplomatic envoys of different countries and representatives of missions of international organizations here, staff members of foreign embassies, the military attaches' corps and the economic and commercial councilors' corps here, the central military band of the Defence Ministry of Russia and many other foreign guests.
    A closing ceremony was held at the Kimilsungia-Kimjongilia Exhibition today. Present there were Choe Thae Bok, Yang Hyong Sop and others. The jury of the festival announced its results.
    81 units including the Ministry of the People's Armed Forces and the Committee for the Peaceful Reunification of the Fatherland were awarded certificates of the best prize for the immortal flower while 18 units including the Ministry of Chemical Industry, the Central Bank and the Central Committee of the Union of Agricultural Workers of Korea received certificates of excellent prize for the immortal flower. A certificate of the best prize for the immortal flower also went to the Central Standing Committee of Chongryon.

Homage Paid to Kim Il Sung

    Pyongyang, February 21 (KCNA) -- The participants in the Third Meeting of the Pacesetters of the Three-Revolution Red Flag Movement visited the Kumsusan Memorial Palace Tuesday to pay homage to President Kim Il Sung. Entering the hall where "Song of General Kim Il Sung" was played after passing through the corridor of the palace, they paid high tribute to the statue of Kim Il Sung. They entered the hall where he lies in state and made a bow to him in humble reverence.

    Pyongyang, 21 de febrero (ATCC) -- El periodico Rodong Sinmun publico en su edicion del dia 21 un comentario individual advirtiendo que el "reporte de la estrategia de defensa cuatrienal" emitido recientemente por Estados Unidos es un plan de guerra sumamente peligroso que conduce al borde de explosion la situacion de la Peninsula Coreana y sus periferias. Al inventar el nuevo plan operacional "CONPLAN-8022" modificando el anterior de igual nombre, trazado en junio del ano pasado por la comandancia de las fuerzas estrategicas norteamericanas, EE.UU. traslado el "enfoque estrategico" del Medio Oriente a la Peninsula Coreana, senala el comentarista y prosigue: A tenor de esta estrategia militar, EE.UU. aumenta sus fuerzas armadas en la Peninsula Coreana y sus periferias y aprieta el "cerco internacional" contra la Republica Popular Democratica de Corea.
    Resulta evidente que estas maniobras parten de la siniestra intencion de la administracion Bush de arreciar su politica de guerra contra la RPDC. Aprobada ley sobre evaluacion de influencia ambiental

    Pyongyang, 21 de febrero (ATCC) -- En Corea fue aprobada la ley sobre la evaluacion de la influencia ambiental que consta de los 33 articulos de 5 capitulos.  El capitulo 1 estipula la mision de la ley, todos los principios de la peticion y la deliberacion del documento de evaluacion de influencia ambiental y de otra indole, los objetos de aplicacion de la ley y el principio de inversion segun el cual el Estado puede desarrollar el intercambio y la cooperacion con otros paises y organizaciones internacionales en esta materia.
     Los capitulos 2 y 3 estipulan las demandas de principios, las formalidades y metodos en la elaboracion, peticion y deliberacion del documento de evaluacion de influencia ambiental.
     Los capitulos 4 y 5 estipulan los problemas de principios que se presentan en la ejecucion de resoluciones de evaluacion de influencia ambiental, en la direccion y control sobre esta labor.
     La presente ley es una importante medida que consagra los exitos logrados en la proteccion ambiental del pais y que incorporara a todo el pueblo a la labor de proteccion territorial y ambiental del pais para convertirlo en un paraiso terrestre socialista.
