Reception Given for Russian Diplomats

Pyongyang, January 25 (KCNA) -- The DPRK Foreign Ministry hosted a reception in honor of the staff members of the Russian embassy here Tuesday evening on the occasion of the New Year, Juche 95 (2006). Foreign Minister Paek Nam Sun in a speech said that the relations between the DPRK and Russia favorably developed in different fields last year under the deep care of the top leaders of the two countries.
High-level delegations of Russia visited the DPRK on the occasions of the 60th anniversaries of the Workers' Party of Korea and the liberation of Korea and Russian art groups gave performances in Pyongyang and different local areas, he noted, and went on:
Leader Kim Jong Il received the former presidential envoy to the Far East Region of the Russian Federation and his party and many other Russian guests and artistes who visited the DPRK last year and showed profound care for the development of the DPRK-Russia relations of friendship. President V. V. Putin's conferment of the Russian Medal Commemorating the 60th Anniversary of the Victory in the Great Patriotic War upon Kim Jong Il was an expression of high respect and deep friendship of the Russian people towards him.
Paek Nam Sun sincerely wished the Russian people greater success in their work to build powerful Russia under the leadership of Putin. Russian Ambassador Andrei Karlov said in a speech that 2005 was a significant year in the relations between the two countries. He noted that the Russian people are following with great interest the achievements made by the Korean people in building a great prosperous powerful nation, raising the international prestige of the country and improving the standard of people's living under the leadership of Kim Jong Il. The celebrations of the 60th anniversary of the WPK offered us an opportunity to clearly realize how close the servicepersons and people of the DPRK are united around Kim Jong Il, he said, and continued:
The Russian and Korean peoples jointly commemorated the 60th anniversary of the liberation of Korea and the defeat of Japanese militarism, and the relations between the two countries are based on militant friendship.
The Russia-DPRK relations will grow stronger and develop on a high level this year, too, on the basis of the agreements signed during the Pyongyang and Moscow meetings of Putin and Kim Jong Il and the treaty of friendship, good neighborliness and cooperation.

KCNA Urges U.S. to Remove Obstacle to Six-Party Talks

Pyongyang, January 25 (KCNA) -- A string of outcries are now being heard from Washington making the public skeptical about the attitude of the U.S. administration towards the six-party talks. Schneider, chairman of the Defence Science Committee in the U.S. Department of Defense, was reported to have uttered recently that it is illusion to judge that north Korea stands for the settlement of the nuclear issue and that additional sanctions are one of the options, asserting that north Korea is not likely to abandon its nuclear program through dialogue.
Such remarks are nothing but an expression of a deliberate intention of the hard-line conservatives to throw bigger obstacles to the six-party talks for the settlement of the nuclear issue.
The goal of the six-party talks is to denuclearize the Korean Peninsula.
In order to make the talks serve the purpose of denuclearizing the peninsula it is necessary for the DPRK and the U.S. to find a practical way of solving the nuclear issue and trust and respect each other.
The U.S. "sanctions" against the DPRK are a wanton violation of the spirit of the joint statement adopted at the talks which calls for mutual respect and peaceful co-existence as they are intended to bring down the latter's system by stifling it.
Whoever has elementary political sense can know well that "sanctions" are an issue directly related to the six-party talks.
What matters is that the U.S. grossly twisted the DPRK's stand to realize the denuclearization of the Korean Peninsula and resume the six-party talks, not content with trumpeting that financial sanctions against Pyongyang have nothing to do with the talks and its stance on these sanctions is nothing but a pretext to delay the talks.
The denuclearization of the peninsula is the final goal of the DPRK and the cherished desire of the Korean nation.
The DPRK clarified its principled stand and attitude towards the denuclearization of the peninsula after the emergence of the nuclear issue between the two countries and advanced a lot of proposals and ways for finding a solution to it.
Even after the appearance of the Bush administration the DPRK manifested the stance that it would regard the U.S. as a friendly nation, not remaining hostile to it, if it stops taking issue with the DPRK's system and imposing sanctions upon it, and has made every effort for finding a peaceful solution to the nuclear issue and improving the bilateral relations.
There is no change in the DPRK's basic stand to remain committed to the goal of denuclearizing the Korean Peninsula, implement the joint statement adopted at the fourth round of the six-party talks and seek a negotiated peaceful settlement.
The U.S. hard-line conservatives' misinterpretation of the DPRK's stand for the denuclearization of the Peninsula is nothing but a mean trick to mislead the opinion of the nations participating in the six-party talks and the world hoping for the resumption of the talks and shift the responsibility for the talks that remain stalled due to the financial sanctions imposed upon the DPRK by the U.S.
There can be no smooth and fair talks so long as the U.S. pursues a sinister aim to strangulate the people of the DPRK through sanctions and bring down their system, refusing to co-exist with the latter and trust it.
If the U.S. truly wants the resumption of the six-party talks and their progress, it had better opt for lifting its financial sanctions against the DPRK and co-existing with it.

Arbitrariness of GNP Condemned in S. Korea

Pyongyang, January 25 (KCNA) -- The Pusan Solidarity for Implementing the South-North Joint Declaration in south Korea reportedly made public a statement on Jan. 20 denouncing the clan of the Grand National Party for its arbitrariness over the "local autonomy election". On Jan. 19 the GNP clan, having majority seats at the Pusan City Assembly, surprisingly passed a "bill on revising the enactment of fixing electoral districts" through the assembly in a bid to prevail over the election this year, the statement said, denouncing it as an undemocratic act. It underscored the need to take all-people action to punish the GNP, a party that embezzled a truck load of money, a pro-American conservative party and a party opposed to the June 15 joint declaration.

Suppression of Hanchongryon Flailed in S. Korea

Pyongyang, January 25 (KCNA) -- The south Korean Federation of University Student Councils (Hanchongryon) and the People's Solidarity for Repealing the "National Security Law" reportedly called a press conference at Yonsei University on Jan. 19 in protest against the security authorities' suppression of Hanchongryon. A press release read out at the conference said that it is a disgrace and a behavior of swimming against the trend of the times that the security authorities issued a notice to leading members of Hanchongryon to appear in security organs on charges of violating the NSL at the time when the international community is protesting against the unreasonable labelling of Hanchongryon as an "enemy-benefitting organization."
People from all walks of life will not remain an onlooker to the suppression of Hanchongryon, the press release said, stressing that they will fight until the NSL is abrogated.

Outrages of Ultra-Right Conservatives Criticized in S. Korea

Pyongyang, January 25 (KCNA) -- The Seoul District Federation of University Student Councils under the south Korean Federation of University Student Councils reportedly made public a statement on Jan. 18 to denounce the ultra-right conservatives for desecrating the grave of Kim Nam Sik, former permanent advisor to Thongil News. Ultra-right conservative organizations invited social condemnation for spoiling the graves of unconverted long-term prisoners last year. This time they appeared at the grave of scholar Kim Nam Sik, a champion of reunification, and perpetrated such unethical outrage as painting the gravestone and suspension poster black, the statement said, adding:
This vividly proves that the ultra-right conservatives, obsessed by a frenzy of confrontation in the June 15 era, are leaving no stones unturned to revive the old era.
We can never pardon the outrages of the anti-reunification forces and the ultra-right conservatives insulting the dead bodies of those who devoted all their life to the patriotic work for reunification and working hard to turn back the June 15 era.

Repeal of Agreement on "Strategic Flexibility" Urged

Pyongyang, January 25 (KCNA) -- The Solidarity for Implementing the South-North Joint Declaration in south Korea made public a statement "Immediately repeal the agreement on strategic flexibility between south Korea and U.S." on Jan. 20, according to a news report. Referring to the fact that the U.S. and south Korean authorities officially agreed to allow the "strategic flexibility" of the U.S. forces stationed in south Korea at the "strategic dialogue for partnership of alliance" held from Jan. 19 to 20, the statement said: The U.S. purpose for "strategic flexibility" is to enhance the role of its forces in south Korea and use the south Korean army as its bullet-shields. The agreement makes it clear that peace of the Korean Peninsula can never be achieved as long as the U.S. forces remain in south Korea. The U.S. and the south Korean authorities should repeal at once the agreement which will plunge the whole Korean Peninsula into a whirlpool of war. The Korean nation will surely unite closer under the banner of the June 15 joint declaration to frustrate the U.S. moves to ignite a war on the peninsula and repeal the agreement with its struggle and drive the U.S. forces out of this land to the last.

U.S. and S. Korean Warhawks' Moves for War against DPRK Flayed

Pyongyang, January 25 (KCNA) -- Rodong Sinmun today in a signed commentary denounces the U.S. imperialists and the south Korean warhawks for becoming evermore undisguised in their moves for a war of aggression against the DPRK. Some days ago U.S. Secretary of State Rice described the DPRK as a "dangerous regime" and blustered that the U.S. has substantial deterrent against it. U.S. Ambassador in Seoul Bershbow openly made remarks threatening and blackmailing the DPRK.
The warmongers of the south Korean military, at the instigation of their American master, are busy developing and introducing latest war hardware, while talking about "sort of capacity of independently executing a war" and "acquisition of combat power for deterring the north". The commentary terms the above-said moves unpardonable criminal acts to throw hurdles in the way of finding a peaceful solution to the nuclear issue between the DPRK and the U.S., escalate confrontation and tensions on the Korean Peninsula and unleash a nuclear war against the DPRK at any cost. The commentary goes on:
The Bush group uttered that the U.S. is not hostile to north Korea but respects its sovereignty. But it, in actuality, has made careful preparations in all aspects to mount military attacks on the DPRK anytime.
The outcries let loose by the U.S. trigger-happy circles are little short of declaring that the U.S. has already completed the preparations for a preemptive nuclear attack on the DPRK.
A war may break out on the Korean Peninsula any moment.
The U.S. imperialists will not escape the fate of the forlorn wandering spirit should they dare ignite a war on this land and invade even an inch of the sky, land and sea of the DPRK.
The south Korean warhawks should bear in mind that their "cooperation" with the U.S. in its moves for a war of aggression against the DPRK, quite contrary to the aspiration of the nation and the trend of the times, would only bring miserable self-destruction.

U.S. Imperialists Threaten Peace in Korean Peninsula, Says Rodong Sinmun

Pyongyang, January 25 (KCNA) -- The United States is the main force threatening peace as it is creating the danger of a war by continuing aggression and war moves in the Korean Peninsula. Rodong Sinmun today says this in a signed article.
    It goes on:
The United States has kicked up frantic war rackets against the DPRK from the first day of its occupation of south Korea. Due to the U.S. imperialists' policy of aggression and new war provocation moves, Korea is always under the tense situation in which a war may break out any moment. The presence of the U.S. troops in south Korea clearly proves that the U.S. imperialists are the main force threatening peace in the Korean Peninsula. It is owing to the war provocation moves of the U.S. imperialist aggressor troops stationed in south Korea against peace and reunification that a durable peace has not been achieved in Korea and its peaceful reunification has been delayed.
The U.S. ambition for aggression on the DPRK has become all the more frantic today to stifle it militarily and dominate the whole of Korea. The U.S. is escalating military tension in the Korean Peninsula and bringing about the danger of a nuclear war, while kicking up a nuclear racket against the DPRK and resorting to "sanctions" and "human rights" offensive against it.
If a war breaks out in the peninsula, the Koreans will suffer irretrievable nuclear disasters. Anybody will fall a victim to it and the existence of the Korean nation itself will be in danger.
All the Koreans in the north and the south and overseas should turn out as one to foil the U.S. war provocation moves against the DPRK and uproot the source of war from this land through the nation-wide struggle to drive the U.S. troops out of south Korea.
