DPRK Anniversaries Marked Abroad

Pyongyang, December 19 (KCNA) -- Functions were held in France, at Chambogo University of Uganda and the Iran-Korea Friendship Magsal Agro-Stock Farm on Dec. 11 and 12 on the occasion of the 14th anniversary of leader Kim Jong Il's assumption of office as supreme commander of the Korean People's Army and the 88th birth anniversary of anti-Japanese war hero Kim Jong Suk. The representative president of the France-Korea Friendship Association in his speech at a rally and an "evening of culture" held in France said that the powerful Songun policy pursued by Kim Jong Il has ensured peace and stability on the Korean Peninsula and guaranteed the future of Korea's reunification. He sincerely wished Kim Jong Il good health for the prosperity and independent reunification of Korea.
The chief of the Juche Idea Study Group of Teachers of the Psychological Faculty of Chambogo University of Uganda in a lecture titled "Three Generals of Mt. Paektu in Korea" said in detail that President Kim Il Sung liberated Korea, defeated the U.S. imperialists and defended the sovereignty of the country, that Kim Jong Suk set an example of devotedly defending the leader and gave birth to Kim Jong Il and brought him up as the bright future of Korea during the anti-Japanese struggle and that Kim Jong Il has smashed the U.S. moves to isolate and stifle the DPRK with his unique Songun policy. The manager of the Iran-Korea Friendship Magsal Agro-Stock Farm in his speech at a rally said it is the honor of not only the Korean people but the Iranian people to hold Kim Jong Il in high esteem as KPA supreme commander. He affirmed that the Iranian people would always stand on the side of the Korean people and resolutely support their just cause.

17th Candle-light Rally to Denounce Murder of Farmer Jon Yong Chol Held in S. Korea

Pyongyang, December 19 (KCNA) -- The 17th candle-light rally was reportedly held in Pusan of south Korea on Dec. 14 to demand the nullification of the "National Assembly's" ratification of the bill on rice negotiations and denounce the murder of farmer Jon Yong Chol, probe the truth behind it and punish those responsible for it. The participants said that the police authorities try to wind up the murder case only by disestablishing the police chief who commanded the then suppression.
They strongly held that if the "government" recognizes that the death of Jon Yong Chol is the murder by the police violence, it should formally apologize for it and dismiss, detain and punish the chief of the Seoul Police Office and all others responsible for the murder and the violence. Meanwhile, students affiliated to the Pusan and South Kyongsang Provincial Federation of University Student Councils under the south Korean Federation of University Student Councils conducted information activities heralding the nullification of the "bill on rice negotiations" in a metro of the city.

U.S. Adventurous Attempt to Attack DPRK Assailed

Pyongyang, December 19 (KCNA) -- The Washington Times and the Washington Post, leading papers of the U.S., a few days ago reported that the U.S. Defense Department would present a "report on 4-year defense strategy," the win-win strategy approved by the U.S. military authority, to the U.S. Congress in February next year. What is noticeable in the strategy code-named "1421" is military interference in different areas of the world, simultaneous performance of two wars and complete occupation of a sovereign state. Rodong Sinmun in a signed commentary today says that one of the main targets of the U.S. imperialists' new war strategy is the Korean Peninsula. It discloses the U.S. attempt to make a preemptive nuclear attack on the DPRK including the recent U.S. military decision to deploy the latest nuclear-powered aircraft carrier "George Washington" in the U.S. military base in Yokosuka, Japan.
    The commentary goes on:
The U.S. is not interested in the six-way talks and the settlement of the nuclear issue but intentionally reversing the September 19 joint statement to baffle the six-way talks and create showdown and, furthermore, stepping up preparations for an adventurous war to make a preemptive attack on the DPRK and occupy it. The U.S. commitments to recognize the DPRK as a sovereign state and respect it are nothing but a diplomatic wordplay as the U.S. ambassador in Seoul slandered the DPRK, terming it a "criminal government."
The U.S. does not want peace of the Korean Peninsula and international security but pursues only war, military interference, domination and subjugation over other countries and nations.
The international community should sharpen vigilance against the war preparations of the U.S. which disturbs peace and security of the Korean Peninsula and the world.

Trade Unions' Actions for Solidarity with Peasants Declared in S. Korea

Pyongyang, December 19 (KCNA) -- At least 20 south Korean trade unions related to agriculture including the Basic Agricultural Company Workers Union and the National Agricultural Cooperative Workers Union of south Korea reportedly held a press conference at citizens' park of Kwanghwamun in Seoul on Dec. 14 at which they declared that workers in different parts of south Korea would join the peasants in their actions. Speakers there stated that the workers related to agriculture cannot remain passive onlooker to the murder of peasant Jon Yong Chol, adding that they would conduct positive actions in solidarity with the peasants until the "government" has met their demands.
Expressing full support to the determination and will of the peasants to carry on their actions to the last without holding a funeral of Jon Yong Chol unless the authorities make an apology for it, they urged the latter to probe the truth behind the murder of Jon and punish those responsible for the violent crackdown upon peasants, etc.
The organizations issued a statement in which they, representing the will of all workers, strongly urged the "government" and the political camp to stop driving the peasants to the brink of death anymore and take measures for the drastic recovery of agriculture.

DPRK Foreign Ministry Denounces U.S. Anti-DPRK "Human Rights" Racket

Pyongyang, December 19 (KCNA) -- A spokesman for the DPRK Foreign Ministry in a statement issued Monday blasted the frantic anti-DPRK "human rights" racket kicked up under the U.S. supervision. The U.S. instigated its allies to railroad the anti-DPRK "human rights resolution" through the Third Committee of the 60th UN General Assembly this year and recently brought together riff-raffs in Seoul to stage such farce as the "international conference on north Korean human rights performance," the statement said, and went on:
The U.S. plans to stage a similar farce in Brussels next year.
It can not but be a tragedy in the 21st century for the U.S. to talk about human rights as it has the world's poorest human rights record and is an empire of evil.
The U.S. occupied a sovereign state by force in broad daylight under the pretext of combating the "spread of weapons of mass destruction" in utter defiance of the UN and the system of international law. It advocated the defence of "human rights" in a sea of blood shed by Iraqis.
The Bush administration openly asserted that the Geneva Convention strictly restricting interrogation methods falls behind the times. It did not hesitate to perpetrate medieval torture which would make even brutes blush after issuing even the official directive to the effect that it approves a modification of the understanding of the Geneva Convention and more strict interrogation methods.
The U.S. is a typical criminal state which politicizes the human rights issue and applies selectivity and double standards concerning the issue. Its talk about "protection of human rights" is nothing but leverage for interfering in the internal affairs of anti-U.S. independent countries and other countries which incurred its displeasure and using force against them and toppling governments there.
That is why voices categorically opposing and rejecting the U.S. trumpeting about human rights are ringing louder in different parts of the world. This is evidenced by the mounting criticism of the U.S. anti-DPRK "human rights racket." Washington's escalated anti-DPRK "human rights offensive" is prompted by its sinister intention to realize a regime change in the DPRK at any cost.
The Bush group's noisy anti-DPRK "human rights racket" only discloses its vulgar and despicable true nature.
The U.S. "human rights offensive" against the DPRK will never work on it and people-centered socialism of Korean style is not such a weak system which would shake in face of the U.S. "human rights offensive."
A lesson the Korean people have drawn from the U.S. undisguised human rights campaign against the DPRK is that human rights precisely means the state sovereignty and defending human rights precisely means protecting this sovereignty.
The DPRK will increase self-reliant national defence capacity including nuclear deterrent, pursuant to the Songun policy, to cope with the U.S. escalated policy to isolate and stifle it with the nuclear issue and the "human rights issue" as pretexts.

Commemorative Stamp Issued in DPRK

Pyongyang, December 19 (KCNA) -- The Korea Stamp Corporation has issued a new stamp (sheetlet) in commemoration of the visit of Hu Jintao, president of the People's Republic of China, to the Democratic People's Republic of Korea. Written on the upper part of the sheetlet are the words: In commemoration of the visit of President of the People's Republic of China Hu Jintao to the Democratic People's Republic of Korea. October 28-30, Juche 94 (2005).
It prints a photograph showing leader Kim Jong Il shaking hands with President Hu Jintao at the airport in the center with the friendship scene of the grand gymnastic and artistic performance "Arirang" reflecting the firm will of the two nations to further develop the traditional Korea-China friendship generation after generation as the background.
Given in the lower part of the sheetlet are pictures showing Kim Jong Il and Hu Jintao conversing each other, seating at banquet table and looking round the Taean Friendship Glass Factory.

Three-revolution Team Members Distinguish Themselves in Economic Construction

Pyongyang, December 19 (KCNA) -- Members of the three-revolution teams dispatched to different sectors of the national economy have distinguished themselves in the efforts for the development of science and technology and for the construction of a great prosperous powerful nation. Over the past five years more than 4,600 members have been awarded certificates of science and technology for their application of valuable technical innovation proposals to production. Those in industrial establishments in Pyongyang and under national institutions have solved many technical issues in promoting production and management activities and gaining economic profit.
The three-revolution team members active at the Pyongyang Thermal-power Complex succeeded in renovating pneumatic crusher to suit technical properties of boilers in collaboration with scientists of the Heat Engineering Institute under the State Academy of Sciences and technicians of the complex to raise combustion efficiency of coal and save a large amount of heavy oil.
Those at the Pyongyang Steel Plant, together with technicians, developed adhesive agent for painting cooling pipes on the ceiling of electric furnace with domestic raw materials. And those at the Mangyongdae Chicken Farm made a Koryo medicine that can exterminate 98 percent of ectoparasite. Similar successes have been reported from industrial establishments in North Hamgyong Province including the Ranam Coal Mining Machine Complex, Musan Mining Complex, Kim Chaek Iron and Steel Complex and Chongjin Thermal-Power Plant. They invented and introduced into production over 240 technical innovation proposals for substituting imported raw materials and accessories for domestic ones and for updating equipment. Thanks to the innovative enthusiasm and indefatigable efforts of three-revolution team members, the quality of products has been raised remarkably in many units of South Phyongan Province, the Rakwon Machine Complex, Wonsan Chemical Factory and Wonsan Bay Saltern.
They working in the agricultural domain have also made a lot of technical innovations for boosting the agricultural production. They have invented and manufactured efficient farming machines and clarified the influence of wad on the growth and output of paddy rice.
More than 750 members have been given official commendations for the technical innovation campaign they have waged, upholding the policy of the Workers' Party of Korea on giving priority to science.
The members of three-revolution teams, in their twenties or in the beginning of thirties, are playing a big part in the efforts to build a great prosperous powerful nation.

KCNA Urges U.S. to Compensate for Losses Caused by Scrapping AF

Pyongyang, December 19 (KCNA) -- The Korean Central News Agency today issued a detailed report in connection with the fact that the construction of Light Water Reactors (LWRs) promoted by the Korean Peninsula Energy Development Organization (KEDO) under the U.S. supervision came to a final end. It said:
In November the U.S. and the KEDO made a final decision to completely stop the construction of the LWRs which they committed themselves to provide to the DPRK.
The construction of the LWRs, the keynote of the DPRK-U.S. Agreed Framework (AF), provided a guarantee for putting an end to the hostile relations between the two countries and peacefully solving the nuclear issue on the Korean Peninsula as groundwork for building the bilateral confidence. The construction of the LWRs which the U.S. had committed itself to provide to the DPRK on a turnkey basis by the year 2003 under the AF has not gone beyond the phase of the groundwork although it is two years behind the deadline for the completion of the construction due to the U.S. obstructive moves. The U.S. has procrastinated over their construction, regarding it as a sort of "gift" to the DPRK. It has finally made such unilateral decision, a wanton violation of the agreement between the governments and a perfidy to its dialogue partner.
It is the Bush administration which is chiefly to blame for having reduced the AF to a dead document.
The basic spirit of the AF adopted on Oct. 21, 1994 calls on both sides to respect mutual sovereignty, build an atmosphere of reconciliation and confidence, terminate the hostile relations between the two countries and ensure peace and security in the world, to say nothing of those on the Korean Peninsula and in Asia-Pacific.
The Bush administration, however, has deliberately refused to abide by the AF and systematically scrapped all official documents signed between the two countries in a premeditated manner, asserting that the AF and a series of other agreements its previous government concluded with the DPRK bring "benefits" to the DPRK only while harming the interests and dignity of the U.S. side.
The hard-line conservative forces of the U.S. Republican Party did not let even a single opportunity pass by without escalating the pressure as regards the DPRK policy pursued by the Democratic Party government, talking about the AF. This had thrown this or that hurdle in the way of the smooth implementation of the AF.
No sooner had the Bush administration emerged than it opted for modifying the policy toward the DPRK and totally negating the AF. It has systematically pursued a hard-line policy toward the DPRK, terming it a "lawless state", a "rogue state", a "human rights abuser" and a "sponsor of terrorism," etc. even without having any chance to talk to it.
The keynote of the AF was the provision of the LWRs as it reflected the political will to solve the nuclear issue between the DPRK and the U.S. on the principle of reciprocity.
The AF committed the U.S. to building LWRs of 2,000 MW and providing them to the DPRK by the year 2003.
On Jan. 17, 2003 the Bush administration adopted the "stop to the provision of LWRs to north Korea" through KEDO as its official policy and decided to negotiate with the relevant parties. On Nov. 22, 2005 it finally decided to completely stop it.
Now that the U.S. has completely given up the construction of the LWRs, a yardstick showing its confidence, the DPRK is left with no option but to pursue without let-up its peaceful nuclear activities based on the graphite-moderated reactors (GMRs) of Korean style.
The Bush administration's abandonment of its commitment to provide LWRs to the DPRK compels it to develop in real earnest its independent nuclear power industry based on 50,000 KW and 200,000 KW GMRs and their related facilities and start developing and building LWRs of Korean style in reliance upon its indigenous technology and potential when an appropriate time comes to put further spurs to its peaceful nuclear activities. The U.S. is now under a legal and moral obligation to compensate for the huge political and economic losses it has caused to the DPRK by totally stopping the construction of the LWRs and scrapping the AF.
The DPRK has suffered enormous political and economic losses due to the Bush administration's breach of the AF as evidenced by the suspension of the delivery of heavy fuel oil and the complete stop to the provision of the LWRs.
First of all, the freeze of the independent nuclear power generating facilities has brought huge losses to the DPRK, having an immeasurably adverse impact on different domains of the national economy.
The U.S. non-compliance with its commitment to build LWRs by 2003 and put them on a normal operation in return for the DPRK's freeze of its independent nuclear power industry has caused the latter to suffer the loss of tens of billions kwh of electricity annually since 2004. Therefore, the DPRK is not in a position to meet the growing demands of different domains of the national economy for electricity which has seriously affected the development of industry, agriculture and other fields of economy and the efforts to improve the standard of people's living. The DPRK has the legitimate right to demand the U.S. compensate for having pulled out of the AF and caused huge political and economic losses to the DPRK.
This demand is quite reasonable and just in view of internationally recognized laws, norms and common practice.
The DPRK is entitled to urge the U.S. to fully compensate for the huge losses it has brought against the DPRK even under the DPRK-U.S. agreement and Article 16 of the Agreement on the Provision of LWRs "Actions in case of non-compliance".
The U.S. which organized the KEDO and supervised it has unilaterally disbanded it without full agreement with the KEDO member countries. Therefore, it should compensate to them for the possible future losses.
The fact that the U.S. has systematically violated the AF and shunned its implementation proves that it was quite right for the DPRK to have decided to maintain the nuclear facilities without dismantling them.
The present reality once again convinces the DPRK that it was far-sighted when it took a measure for self-defence every time it deemed necessary, predicting that the Bush administration might scrap the AF and completely halt the construction of the LWRs anytime.
The DPRK was quite right when at the six-party talks it insisted on observing the principle of simultaneous actions as regards the provision of LWRs and the abandonment of nuclear program, a physical foundation for building confidence between the DPRK and the U.S.
The DPRK will deal with the U.S. in the future, too, on the basis of simultaneous actions on the principle of "action for action." The U.S. has neither a pretext nor justification to blame the DPRK for bolstering its nuclear deterrent as a defensive means because it has persistently pursued a hostile policy toward the DPRK.
As long as the Bush group persistently pursues the policy to stifle the DPRK, bent on arrogant, self-justified and high-handed practices while regarding "force" as all-powerful, the DPRK will steadily bolster its nuclear deterrent as a powerful treasured sword for defending the sovereignty of the country, averting a war on the Korean Peninsula and ensuring peace in Asia and the rest of the world.

KCNA Blasts U.S. Moves to Scuttle Six-Party Talks

Pyongyang, December 19 (KCNA) -- The U.S. is persisting in its campaign to impair the image of the DPRK. The Bush administration recently let such ignorant and rude political hooligans as U.S. Under-Secretary of State Joseph and U.S. Ambassador in Seoul Bershbow make reckless remarks terming the DPRK a "criminal state" and "an enterprise engaged in criminal acts".
This is one more grave provocation against the DPRK which stands dignified and sacred in the international arena as the above-mentioned "outcries" are nothing but a version of the reckless remarks about "part of an axis of evil" and "an outpost of tyranny".
The Bush administration painted the DPRK as a "lawless state" and a "criminal state," not content with labeling it a "rogue state." This smear campaign is aimed at creating an environment for implementing its hard-line policy towards the DPRK according to its premeditated "scenario." Once the U.S. said that the DPRK is a sovereign state and it respects the sovereignty of the DPRK. However, the reality proves that this was nothing but a ruse to deceive the international community and buy time for stifling the DPRK militarily.
It is a hackneyed method the U.S. has employed throughout its history to brand a government and leadership of a country as a "criminal" before perpetrating aggression and intervention in other country and nation. It is well known to everyone that such false propaganda of the U.S. means a prelude to a war of aggression.
The reckless remarks let loose by the U.S. conservative hardliners are no more than part of the campaign to invent a pretext for starting a war against the DPRK.
As was the case with Iraq, the U.S. smear campaign is always accompanied by its aggression against a sovereign state and the disturbance of peace and stability and such human rights abuse as massacre, its consequences.
As far as a "criminal state" is concerned, one cannot but mention the U.S. which was set up through the most savage human rights abuses and which has become rich as a result of aggression, war, plunder and killing.
The U.S. is the biggest criminal state as it has carried out wars of aggression in different parts of the world and killed innocent civilians in cold blood defying the UN Charter and international law and it is chiefly to blame for zealously fostering terrorism and spreading nuclear weapons. Is there any other lawless and cruel country than the U.S. and any other group of criminals than the Bush group on the earth?
It is preposterous for the U.S. to dare term the DPRK a "criminal state" and so on.
The U.S. conservative hard-liners' reckless remarks against the DPRK are an expression of the undisguised hostile policy of the Bush administration towards the DPRK. This is a foolish attempt to justify its financial sanctions against the DPRK and shift the responsibility for the deadlocked six-party talks onto it.
It is the principled stand of the DPRK that it cannot discuss the issue of the abandonment of the nuclear program unless the U.S. withdraws its hostile policy towards the DPRK.
The U.S. increased pressure upon the DPRK would only compel it to hold higher the banner of Songun and bolster its deterrent for self-defence in every way to cope with the possible provocation of the hostile forces.

Kim Jong Il Inspects KPA Sub-Unit

Pyongyang, December 19 (KCNA) -- Supreme Commander of the Korean People's Army Kim Jong Il, general secretary of the Workers' Party of Korea and chairman of the DPRK National Defence Commission, inspected a sub-unit of KPA Unit 531. After receiving a salute, he watched the training of its servicepersons. He set forth tasks to be fulfilled by the sub-unit to further increase its combat capability, expressing satisfaction over the fact that all the servicepersons of the sub-unit have been trained as a-match-for-a-hundred fighters equipped with a high level of combat technique and capability.
Walking the compound of the barracks standing among fruit trees and seeing their compound kept neat and tidy, he highly praised the sub-unit for having spruced up its revolutionary post to meet the need of the era of Songun.
All the servicepersons of the KPA are the true patriots who ardently love their country like hero Ri Su Bok, he said, adding that the socialist country is like an invulnerable iron wall as its outpost is guarded by the soldiers strong in ideology and faith.
He took profound care of the servicepersons' living, going round a bedroom, a mess hall, a kitchen, a store for what they produced through sideline farming and other places.
After being informed that the sub-unit has registered successes in its sideline farming this year, he underlined the need to make an effective use of the materials for preparing non-stable food produced through it and serve the soldiers a variety of more food that cater to their taste.
Examining a variety of food to be served on the "day for soldiers" in the kitchen, he was pleased with the sincerity shown by the officers' families who love them as their own flesh and blood and highly appreciated the efforts made by them.
He gave the servicepersons of the sub-unit a pair of binoculars and an automatic rifle as gifts before having a photo session with them. He was accompanied by KPA Generals Ri Myong Su, Hyon Chol Hae and Pak Jae Gyong, First Vice Department Director of the C.C., WPK Ri Jae Il and Vice Department Director of the C.C.,WPK Hwang Pyong So.
