Mayor of Sankt-Petersburg of Russia Entertained

    Pyongyang, December 6 (KCNA) -- The DPRK's government hosted a banquet at the People's Palace of Culture Monday in honor of Valentina Matvienko, mayor of Sankt-Petersburg of the Russian Federation, and her party on a visit to the DPRK. Present there on invitation were the mayor and her party, Russian Ambassador e. p. to the DPRK Andrei Gennadiyevich Karlov and staff members of the embassy.
    Ro Tu Chol, vice-premier of the Cabinet, Ryang Man Gil, chairman of the Pyongyang City People's Committee, Kung Sok Ung, vice-minister of Foreign Affairs, Vice-Minister of Foreign Trade Kim Yong Jae who is chairman of the Korean Committee for the Promotion of International Trade and officials concerned were present there.
    The vice-premier in his speech noted that the DPRK- Russia friendly relations are now steadily developing on good terms under the deep care of the top leaders of the two countries, adding that it is the DPRK government's consistent stand to positively expand and develop the friendly and cooperative relations between the two countries in various fields.
    He expressed the belief that their visit to the DPRK would mark a significant occasion in promoting the bilateral confidence and cooperation between the two peoples and injecting fresh energy into the development of the bilateral relations.
    The mayor said in her speech that their visit to the DPRK has been realized thanks to the deep care of Kim Jong Il and Putin, noting that it marks a good opportunity of boosting the Russia-DPRK friendly ties.
    The DPRK is a neighbor of Russia, she said, pointing out that she would make positive efforts to boost the friendly ties with the Korean people in the future, too.


Rally and Protest Staged in S. Korea

    Pyongyang, December 6 (KCNA) -- A rally of more than 4,000 farmers, workers and students from across south Korea for annulling the "National Assembly's" ratification of the proposal on rice negotiations and denouncing the police murder of a farmer took place in Seoul on Dec. 1 at a time when the protest actions of people from different social standings against the above-said criminal acts are mounting throughout south Korea. The chairman of the south Korean Federation of Peasants Associations and other figures, addressing the rally, said it is the only way of praying for the soul of farmer Jon Yong Chol to protect national agriculture, vowing to carry on their actions till a society for peasants has been built. A resolution read out at the rally warned that the south Korean authorities would never escape the judgment of all people for having suppressed the farmers' actions by force and killed Jon.
    At the end of the rally, its participants began marching towards Chongwadae, shouting "Government should save farmers" and other slogans. As darkness set in, they held a candlelight rally on the spot. They carried on their action till late at night, chanting such slogans "This struggle means just a beginning. Let all farmers, workers, youths and students solidarize with one another in order to build a society for us."


Japanese Government's Rash Action under Fire

    Pyongyang, December 6 (KCNA) -- The Japanese government recently decided to set up a new post of "ambassador in charge of the human rights issue in north Korea". Commenting on this, Minju Joson Tuesday observes: Perhaps Japan did so under the calculation that it would gain something from copying from the anti-DPRK human rights campaign escalated by the U.S. after appointing a "special envoy in charge of the human rights issue in north Korea" in August. This is something ridiculous and reckless which can be done only by those dead to disgrace and shame.
    The DPRK can neither pardon nor overlook Japan's any act of infringing upon its dignity and interests.
    The Japanese reactionaries are desperately working to win the favor of Japanese and implant the poisonous militarist idea into their minds, advocating the "theory of the excellence of the Yamato nation."
    The Japanese reactionaries consider it important in this regard to instill the idea of national chauvinism into the Japanese. There is already a clear sign of this in the Japanese society. This is evidenced by the fact that illustrated books bitterly defaming the DPRK and other neighboring countries are on sale in Japan.
    Judging from all this one can draw a conclusion that the racket for inciting national chauvinism in Japan is part of its propaganda offensive and a prelude to aggression to set the stage for its militarist overseas expansion.
    The same can be said of the on-going human rights racket kicked up by the Japanese reactionaries against the DPRK.
    Japan seeks to push the relations between the DPRK and Japan to the worst phase in a bid to provoke a militarist war of aggression overseas. This is its scenario of war against the DPRK.
    The DPRK can never remain a passive onlooker to this as long as the Japanese reactionaries persistently pursue confrontation and war, quite contrary to the trend of the times towards reconciliation and cooperation.


S. Korean Youth and Students Solidarity Makes Public Guidelines on Its Struggle

    Pyongyang, December 6 (KCNA) -- The Youth and Students Solidarity to Implement the June 15 South-North Joint Declaration reportedly held a commemoration of the third anniversary of its inauguration on November 26 and made public guidelines on its future struggle. The organization said in the guidelines that candlelight demonstrations and sit-in strikes recently held almost every day herald the extensive struggle of the people and held that the struggle for vital rights should be sublimed to the anti-U.S. struggle, putting the nullification of the bill on rice negotiations and other demands of the people to the fore.
    The organization declared that for the immediate future it would wage an active struggle for a probe into the truth behind the murder of peasant Jon Yong Chol and punishment of those responsible for violence.
    The organization stressed that through the struggle it would intensify the organizing and struggling ability of workers, peasants, youth and students and other progressive forces.


U.S. Perfidy under Fire

120605 - U.S. Perfidy under Fire     Pyongyang, December 6 (KCNA) -- The U.S. is persisting in such perfidy as escalating its sanctions and pressure upon the DPRK reneging on its promise made to the DPRK at the first phase of the fifth round of the six-party talks. This comes under fire by a signed commentary of Rodong Sinmun Tuesday. The news analyst says: This is evidenced by its behavior of shunning the proposed DPRK-U.S. direct talks to discuss the issue of lifting financial sanctions against the DPRK under this or that pretext. This only increases public skepticism about the possibility to resume the six-party talks.
    In order for the six-party talks to proceed smoothly in a sound atmosphere and make progress it is necessary for the participating countries to be discreet in their words and deeds in the direction of respecting each other and promoting the relations of confidence.
    However, the U.S. diplomatic chief, when interviewed by the U.S.A. Today shortly ago, openly blustered that there is no need to hold DPRK-U.S. bilateral talks over the lift of financial sanctions, hinting that the U.S. is pressurizing the DPRK in all aspects.
    Such behavior of the U.S. cannot be construed otherwise than a deliberate act to touch off anti-American sentiment among the servicepersons and people in the DPRK and deter the six-party talks from resuming.
    It is impossible to resume the six-party talks under such provocative sanctions applied by the U.S. upon the DPRK. This is the stand of the DPRK. The prospect of the six-party talks will depend on whether the U. S. works hard to build confidence with the DPRK on the principle of mutual respect and equality or persists in its self-justified and unilateral acts.
    If the U.S. truly wants the resumption and progress of the six-party talks it should take practical measures to lift the financial sanctions against the DPRK at an early date as it committed itself to do so before the other five parties at the talks. Only then a prospect will be opened for the resumption of the six-party talks.


S. Korean Authorities Hit for Toeing U.S. Line

    Pyongyang, December 6 (KCNA) -- The south Korean authorities held a Cabinet meeting on Nov. 21 at which they decided to extend the term of the presence of its unit in Iraq for one year, that is, till December of the next year. Commenting on this, the press Tuesday brands this as a despicable and treacherous criminal act intended to offer young and middle-aged south Koreans as bullet shields for the U.S. imperialist aggression troops, yielding to the U.S. pressure.
    A news analyst of Rodong Sinmun recalls that not only the U.S. allies that dispatched their forces to Iraq but the United States driven into a tight corner for waging an unjustifiable war tend to reduce their aggression forces. It goes on:
    The present authorities of south Korea were known to be ready to do something great in the early days of their office, talking about "horizontal relations" with the U.S. But it was nothing but a ruse to serve the purpose of their propaganda. This is fully evidenced by the fact that they extended again the mission of their troops in Iraq to please the U.S.
    What merits a more serious attention is that such move of the south Korean authorities is no more than a product of the collusion between south Korea and the U.S. in a bid to ignite a war of aggression against the north on the Korean Peninsula. Through the above-said action the south Korean authorities seek to round off the preparations for a war against the north in collusion with the U.S. under the signboard of "peaceful reconstruction". This is an anti-national and anti-reunification crime as it goes against the unanimous will of the fellow countrymen for national reconciliation, unity and independent reunification and drives the inter-Korean relations to a phase of confrontation and war.
    Minju Joson in a signed commentary warns: Such criminal act of the south Korean authorities as bedeviling the inter-Korean relations and increasing the danger of war while reading the face of the U.S. is little short of digging up their own grave. They should take a step to withdraw the "Jaitun" unit from Iraq.


Koreans Urged to Glorify June 15 Era

    Pyongyang, December 6 (KCNA) -- The Korean nation's movement for the country's reunification is making dynamic progress, registering valuable achievements thanks to the patriotic enthusiasm and efforts exerted by the Koreans in the north and the south and abroad, guided by the idea of "By our nation itself", the banner of national independence, observes Rodong Sinmun Tuesday in a signed article. The principle of national independence which calls for placing national independence, dignity and interests of the nation above anything else and fully guaranteeing them serves as a lifeline in the movement for national reunification, the article says, and goes on:
    It is necessary for the Korean nation to firmly abide by this principle and put spurs to the movement for independent reunification. The road to be covered by the Koreans' movement for reunification in the days ahead is by no means smooth although it is making progress guided by the idea of "By our nation itself" at the moment. The U.S. is meddling in the inter-Korean undertakings for reconciliation and cooperation and hamstringing them by hook or by crook. What is more serious is that it is driving the situation on the Korean Peninsula to the brink of a war through its moves to start a war of aggression against the DPRK. Equally persistent and vicious is anti-DPRK confrontational hysteria on the part of the GNP and other pro-U.S. conservative forces in south Korea.
    The Korean nation should preserve the idea of "By our nation itself" to the last and thoroughly apply it in the movement for reunification. This idea, the basic spirit of the June 15 North-South Joint Declaration, is an idea of national independence as it calls for opposing and rejecting outsiders' domination and interference in the Koreans' movement for national reunification. It is also necessary to escalate the stand-off with the U.S. The U.S. which is directly responsible for Korea's division has nothing but a wild ambition to put Korea under its permanent domination by perpetuating its division. It is also imperative to stop the reactionary conservative forces in south Korea including the GNP from doing harm to national independence and beclouding the June 15 era of reunification.
    The article stresses the need for all the Koreans in the north and south and abroad to firmly maintain the principle of national independence, fully discharge their responsibility and role as masters responsible for national reunification and thus glorify the June 15 era of reunification.


At Least 60,000 South Korean Workers on General Strike

    Pyongyang, December 6 (KCNA) -- At least 60,000 unionists of 142 trade unions under the south Korean Confederation of Trade Unions (KCTU) simultaneously called a general strike across south Korea in demand of the guarantee of rights to the part-time workers. The KCTU held a rally to vow a general strike for winning legislation on guaranteeing the rights of part-time workers with more than 7,000 attending on Dec. 1 before starting the general strike.
    Jon Jae Hwan, chairman of the Committee of Emergency Measure of the KCTU, charged that the "motion on protecting part-time workers" being promoted by the south Korean government and the Uri Party would only increase the number of part-time workers.
    So Jong Kil, vice-chairman of the "National Federation of Peasants Associations," said that peasants would struggle in solidarity with the workers and Kwon Yong Gil, lawmaker from the Democratic Workers' Party, stated that in case the south Korean government and the Uri Party try to pass the motion on reducing all workers to part-timers, his party would leave no means untried to check it.
    A resolution read out at the rally declared the start of a general strike to put a halt to the discrimination against the part-time workers, win legislation on guaranteeing the three rights of labor within this year and force the "government" to unroll its neo-liberal "globalization" policy.
    The general strike went on on Dec. 2, too.
    A rally for the general strike was held in front of the building of the "National Assembly" with at least 1,500 unionists attending. Speakers at the rally called for intensifying the solidarity struggle to win legislation on guaranteeing rights to the part-time workers at any cost. Meanwhile, the KCTU in its guidelines for general strike No. 3 laid down programs for future actions.


KCNA Blasts U.S. and KEDO's Total Stoppage of LWR Construction

    Pyongyang, December 6 (KCNA) -- The U.S. and the KEDO finally decided on Nov. 22 to completely stop the construction of the Light Water Reactors (LWRs) which they promised to provide to the DPRK. The U.S. had held off the construction for nearly two years since its suspension of the supply of heavy fuel oil to the DPRK. It has now totally stopped it. The U.S. has thus pulled out of the 1994 DPRK-U.S. Agreed Framework (AF), causing huge economic losses to the DPRK.
    The keynote of the AF is the U.S. commitment to provide LWRs to the DPRK in return for its nuclear freeze.
    Under the AF the U.S. was obliged to provide two LWRs each with the generating capacity of 2,000 MW to the DPRK by the year 2003 and supply 500,000 tons of heavy fuel oil to it on an annual basis in return for its freeze of graphite moderated reactors, the first one with the generating capacity of 50,000 KW and the second one with that of 200,000 KW.
    After the conclusion of the AF the DPRK promptly took the measure to freeze its nuclear facilities, allowed the inspection of freeze and fully implemented its commitments such as the total lift of all sanctions it took against the U.S. within the date fixed.
    The DPRK, prompted by its willingness to settle the nuclear issue between the DPRK and the U.S. and build the relations of confidence with it through compliance with the AF, made a bold political decision to totally stop the project to generate 2,000 MW of nuclear energy and other major projects under construction due to be completed by 2003 under its plan to develop independent nuclear power industry.
    The U.S., however, has delayed the LWR construction from the outset under various pretexts and remained unchanged in pursuing the hostile policy toward the DPRK while maintaining economic sanctions against it. This was a systematic breach of the major provisions of the AF. It broke the ground for the construction of LWRs as late as in August, 1997, more than one year behind the date scheduled, and deliberately delayed the construction. A ceremony of concrete tamping was held as late as in August, 2002, shortly before the time the project was originally scheduled to be wound up.
    The U.S. increased its pressure upon the DPRK over its nuclear issue while spreading in a phased manner the fiction of "enriched uranium program" concocted by it. Finally on Nov. 14, 2002 it stopped the provision of heavy fuel oil and on Dec. 1, 2003 it suspended the construction of the LWRs. By bringing the LWR construction to a complete stop after delaying it under this or that pretext the U.S. totally scrapped the AF. All the facts go to clearly prove that the DPRK was entirely right when it called for observing the principle of simultaneous actions for the provision of the LWRs and the abandonment of the nuclear program, a physical basis for building confidence between the two sides.
    Any dealing with the U.S. should be based on the principle of simultaneous actions.
    Now that the construction of LWRs came to a total halt, the U.S. is obliged to own its responsibility for scrapping the AF and compensate for the political and economic losses caused to the DPRK.


Kim Yong Nam Meets Mayor of Sankt-Petersburg of Russia

    Pyongyang, December 6 (KCNA) -- Kim Yong Nam, president of the Presidium of the Supreme People's Assembly of the DPRK, met and had a friendly conversation with Valentina Matvienko, mayor of Sankt-Petersburg of the Russian Federation, and her party who paid a courtesy call on him at the Mansudae Assembly Hall Tuesday. On hand were Kung Sok Ung, vice-minister of Foreign Affairs, Kim Yong Jae, vice-minister of Foreign Trade who is chairman of the Korean Committee for the Promotion of International Trade, officials concerned and Andrei Gennadiyevich Karlov, Russian ambassador to the DPRK.


Mayor of Sankt-Petersburg of Russia Winds up Korea Visit

    Pyongyang, December 6 (KCNA) -- Valentina Matvienko, mayor of Sankt-Petersburg of Russia, and her party left Pyongyang by air today after winding up their two-day visit to the DPRK. A memo on cooperation in trade and economy between the Korean Committee for the Promotion of International Trade and the Sankt-Petersburg City Government of the Russian Federation was signed at the Mansudae Assembly Hall Tuesday.
    Vice-Minister of Foreign Trade Kim Yong Jae who is chairman of the committee and Valentina Matvienko signed the document. Also signed on the same day were an agreement on cooperation between the DPRK Commercial Office and the Sankt-Petersburg City Trade and Industrial Office of Russia, a contract on the establishment of the DPRK-Russia Friendship Commercial Center and an agreement on establishing friendly city relationship between Nampho, South Phyongan Province of the DPRK and Sankt-Petersburg of the Russian Federation. During their stay in Pyongyang the mayor and her party visited the Kumsusan Memorial Palace where President Kim Il Sung lies in state and paid homage to him.
    They visited Mangyongdae, the Grand People's Study House and the Mansudae Art Studio. The Russian guests laid a wreath before the Liberation Tower.


New Thrombolytic Tablets Developed in DPRK

    Pyongyang, December 6 (KCNA) -- Teachers and researchers of Pyongyang University of Medicine in the Democratic People's Republic of Korea have succeeded in developing Ssokjangchonghyol tablets efficacious for thrombosis at the end of ten-year research. The tablet is a microorganism medicine. They made it by extracting microorganisms with strong thrombolytic function from fermented soybeans, a traditional food of the Korean people, and cultivating them.
    The tablets, each of which contains more than ten billion microorganisms, are more sustainable and safer than other thrombolytic medicines. The tablets take medicinal effect longer than other thrombolytic medicines whose microorganisms are excreted out of the body in the course of metabolism. The clinical test shows that the microorganisms of the tablets live in the human body for more than five days, taking medicinal effect and producing thrombolytic enzyme.
    The application of the tablets to middle and old aged people with thrombosis symptoms is very efficacious for palsy, aphasia and dizziness, the early symptoms of hematologic disorders of the aged. And they are potent for diabetes.
    They, with no after-effects, control propagation of disease-germs in the human body. Their regular application, therefore, purifies the blood to prevent thrombosis and other diseases.
    The thrombolytic tablets can be kept for more than a year in the normal room temperature.


Book "Common Knowledge on Etymologies" (Vol.1) Off Press

    Pyongyang, December 6 (KCNA) -- The Social Sciences Publishing House of the Democratic People's Republic of Korea has recently published the book "Common Knowledge on Etymologies" (Vol. 1). It gives etymologies of most common vocabularies and their derivations to help the people study special and common knowledge on Korean language. The book has two parts -- "Words on Human, Food, Clothing and Housing" and "Words on Farm-crops, Plants and Animals"-- and a preface. The first part deals with 179 words related with human, dresses, dishes, house, daily necessaries and farm-implements including head, face, tongue, cotton, fabrics, apron, yaksandan silk, rice-cake, half-moon shaped rice-cake stuffed with beans and flavored with pine needles, sweet rice dish, beef with vegetables cooked in casserole, roof, spoon, needle and plough.
    The second part gives 95 words related with farm-crops, plants and animals including grain, potato, garlic, vegetables, flower, insam (ginseng), wild insam, wild grapes, bear, pig and crane and myongthae (a member of cod family).

It was handed over to Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, by the mayor on Dec. 6.

    Pyongyang, December 6 (KCNA) -- Leader Kim Jong Il was presented with a medal commemorating the 300th anniversary of the formation of Sankt-Petersburg by V.V. Putin, president of the Russian Federation. Periodicos critican aplazamiento de estancia de tropas surcoreanas

    Pyongyang, 6 de diciembre (ATCC) -- El pasado 21 de noviembre, en una "reunion del gabinete" las autoridades surcoreanas decidieron prorrogar un ano mas, o sea hasta diciembre del ano que viene, el plazo de estancia de efectivos surcoreanos despachados a Irak. Al respecto, los periodicos capitalinos publicaron en sendas ediciones del dia 6 comentarios individuales calificando a esa decision de un crimen antinacional de las autoridades surcoreanas, que al arrodillarse ante la presion de EE.UU., quieren sacrificar a los jovenes y adultos surcoreanos como carne de canon de las tropas agresoras yanquis.
    El propio EE.UU., empantanado en la injustificable guerra iraqui, y los paises aliados con efectivos enviados a Irak, se ven obligados ahora a reducir el numero de sus uniformados, comienza el comentarista del Rodong Sinmun y prosigue:
    En los primeros tiempos de su mandato, las actuales autoridades surcoreanas prometieron acabar con la sumision a EE.UU. abogando por las "relaciones paralelas" con este. Sin embargo, su servilismo al imperio se acentuo aun mas con la prorroga del plazo de estancia de efectivos surcoreanos en Irak. Lo mas problematico es que el aplazamiento en cuestion es un producto de la confabulacion con EE.UU. que quiere desatar una guerra de agresion al Norte de Corea en la Peninsula Coreana.
    Pues las tentativas de las autoridades surcoreanas de perfeccionar sus preparativos para la guerra contra el Norte confabulandose con EE.UU. bajo el pretexto de "reconstruccion de la paz" resultan traicioneras a la unanime voluntad de la nacion coreana de lograr la reconciliacion, la unidad y la reunificacion independiente y devienen un crimen antinacional y anti-reunificacion que lleva a las relaciones intercoreanas a la coyuntura de confrontacion y guerra.
    A su vez, el comentarista del Minju Joson subraya que empeorar las relaciones Norte-Sur de Corea y acrecentar el peligro de la guerra sondeando la intencion de EE.UU. constituyen un acto suicida y demanda a las autoridades surcoreanas sacar a la "unidad Jaitun" del territorio iraqui.


Rodong Sinmun fustiga acciones desleales de EE.UU.

    Pyongyang, 6 de diciembre (ATCC) -- En estos tiempos, EE.UU. incurre en acciones desleales de recrudecer mas la sancion y presion sobre la Republica Popular Democratica de Corea, al incumplir su compromiso hecho a esta en la primera etapa de la quinta ronda de conversaciones a 6 bandas. A citar un ejemplo, el imperio elude de una forma u otra las conversaciones directas con la RPDC para discutir el levantamiento de la sancion financiera contra esta. Por lo tanto, en la RPDC crecen las sospechas de la posibilidad de reanudacion de la cita seis-partita.
    Asi senala el diario Rodong Sinmun en un comentario individual del dia 6 y continua:
    Para impulsar sin complicaciones las conversaciones a 6 bandas en una atmosfera sana es necesario que los participantes procedan seriamente en direccion de respetarse y promover las relaciones de confianza.
    En una reciente entrevista con el periodico estadounidense USA Today, la jefa de la diplomacia norteamericana insinuo que EE.UU. ejerce presion en varias direcciones sobre la RPDC e insistio abiertamente en no dialogar para el cese de la sancion financiera contra esta.
    Tal proceder de EE.UU. deviene un acto intencional que agrava el sentimiento antiyanqui del ejercito y el pueblo de Corea e imposibilita la reanudacion de las conversaciones a 6 bandas.
    Nuestra posicion consiste en que en medio de desafiantes sanciones de EE.UU. no se puede reiniciar esas conversaciones.
    La perspectiva de la cita a 6 bandas depende de que si EE.UU. se esfuerza por construir la confianza entre ambos paises en el principio de respeto mutuo e igualdad o sigue actuando de modo arbitrario y unilateral.
    Si EE.UU. desea de veras la reanudacion y el desarrollo de las conversaciones a 6 bandas, debera tomar cuanto antes medidas practicas para el cese de la sancion financiera a la RPDC como ha prometido ante las cinco partes. Solo de esta manera quedara abierta la perspectiva del reinicio de las conversaciones a 6 partes.


Minju Joson condena a los reaccionarios japoneses

    Pyongyang, 6 de diciembre (ATCC) -- Ultimamente, el gobierno japones decidio establecer el cargo del embajador que se encargaria del "problema de derechos humanos del Norte de Corea".  Parece que Japon hace calculos de sacar algun provecho si sigue el ejemplo de EE.UU. que en agosto nombro el "enviado especial encargado del problema de DDHH del Norte de Corea" y recurre perversamente a la intriga de DDHH anti-RPDC. Esto no pasa de ser una locura de los compinches inconscientes e imprudentes.
     No podemos perdonar jamas a Japon que viola la dignidad e intereses de la RPDC.

     En la actualidad los reaccionarios japoneses preconizan la "supremacia de la nacion Yamato" y hacen desesperados esfuerzos por atraer la simpatia de sus habitantes y sembrarles el veneno ideologico militarista. En particular, inculcan el sentimiento del chovinismo nacional.
     Ya aparece nitidamente ese fenomeno en la sociedad japonesa.
     Lo prueba el hecho de que en el pais isleno se venden los libros ilustrados que insultan gravemente a la RPDC y otros paises circunvecinos.  En resumen, la inculcacion del chovinismo nacional de Japon es un preludio de la ofensiva de propaganda y de agresion que se desarrolla antes de la expansion militarista a ultramar.
     Empeorar las relaciones con la RPDC y provocar la guerra de agresion a ultramar, es un guion de provocacion de una guerra contra la RPDC de los reaccionarios japoneses.
     La RPDC no puede estar con los brazos cruzados dado que estos compinches persiguen la confrontacion y la guerra a contrapelo de la tendencia de la epoca a la reconciliacion y la cooperacion.
