Sportspersons Meet

     Pyongyang, November 2 (KCNA) -- A meeting of sportspersons took place at the plaza of the Kumsusan Memorial Palace on Nov. 1 to make a pledge on the occasion of the 60th anniversary of the Physical Culture and Sports Guidance Commission. A report by Mun Jae Dok, chairman of the commission, was followed by speeches at the meeting.
    The reporter and speakers noted that a sports union was formed on the initiative of President Kim Il Sung and under his wise leadership so that physical culture and sports could make dynamic progress and the sportspersons of the DPRK demonstrate the wisdom and pride of the Korean nation in the international games as sportspersons of a dignified sovereign and independent state. They recalled that leader Kim Jong Il has wisely led the work to make physical culture and sports serve the working people true to the idea of sports and noble intention of the President.
    Under the wise leadership and loving care of the Workers' Party of Korea a large number of sportspersons emerged winners of the "Kim Il Sung Prize", "Kim Il Sung Youth Honour Prize" and heroes of the Republic and labor heroes and the people's sportspersons and merited sportspersons and holders of golden medals of the Olympics and world titles including "world marathon queen" and "thrice world judo champion", they added. They called upon all the officials in the field of sports and sportspersons to prove successful in all international games.
    A letter of pledge to Kim Jong Il was adopted at the meeting.
    Present there were Kim Jung Rin, secretary of the C.C., the WPK, and members of the Cabinet and officials concerned.

Dialogue and Sanctions Can Never Go together: Rodong Sinmun

     Pyongyang, November 2 (KCNA) -- The U.S. Department of Treasury recently declared its decision to freeze the overseas properties of the trade companies of the DPRK having dealings with those maintaining economic ties with the U.S. and list the companies and individuals of the third countries dealing with the DPRK companies as objects of its sanctions on the suspicion of proliferating "weapons of mass destruction (WMD)" and their delivery means. In this regard Rodong Sinmun today in a signed commentary says:
    It is not hard to guess that the U.S. Department of Treasury's decision on sanctions against the trade companies of the DPRK is not a simple issue related to economic relations but a link in the whole chain of the carefully prearranged provocative and hostile moves of the U.S. to stifle the DPRK. The U.S. armed invasion of other countries has always been accompanied by its persistent racket for sanctions against them.
    The U.S. freezing of the properties of the DPRK companies did not come by chance.
    The above-said decision is aimed at pressurizing the DPRK to scrap its nuclear program first. Herein lies the main reason why the U.S. is becoming so vociferous about the sanctions against the DPRK in the run-up to the fifth round of the six-party talks.
    Dialogue and sanctions can never go together. Such U.S. behavior can not be construed otherwise than an act of backtracking from the spirit of the joint statement of the fourth round of the six-party talks.
    The U.S. behavior is little short of hamstringing the sincere efforts made by the DPRK for the success of the fifth round of the six-party talks. The U.S. would be well advised to give up its futile sanctions against the DPRK.

Chinese President's Successful Visit to DPRK Hailed

     Pyongyang, November 2 (KCNA) -- Papers here today report that the recent DPRK visit by Hu Jintao, general secretary of the Central Committee of the Communist Party of China and president of the People's Republic of China, marked a special event as it recorded a brilliant chapter in the history of the DPRK-China friendship. Rodong Sinmun in an editorial says that his visit to the DPRK in this significant year which marks the 60th anniversaries of the Workers' Party of Korea and liberation of Korea encouraged its people and it was a manifestation of his firm support and solidarity to them in their efforts to build a great prosperous powerful socialist nation and achieve national reunification.
    It goes on:
    His visit clearly proved that the traditional DPRK-China friendship has gained in fresh energy and vitality in its development in the new century. This friendship is most genuine and comradely and unbreakable as it is based on the deep historic roots and good tradition.
    The people of the DPRK feel very grateful for the unsparing moral and material support given by the party, government and people of China and will always set store by these friendly feelings.@
    Socialism is the common ideal of the two peoples and the Korean people's cause of building a great prosperous powerful socialist nation and the Chinese people's cause of socialist modernization drive are winning victory after victory.@
    Under the leadership of the CPC with Hu Jintao as its general secretary the fraternal Chinese people are making great successes in their vigorous drive to achieve the overall goal to build harmoniously developed socialism and comprehensively well-off society.
    The people of the DPRK note with highly appreciation the fact that his visit to the DPRK greatly contributed to boosting the friendly and cooperative relations between the two countries forged and developed by their great leaders in line with the desire and interests of the two peoples and giving impetus to defending peace and stability on the Korean Peninsula and the rest of Asia.
    The Party and government of the DPRK will make every effort to boost the traditional ties between the DPRK and China which are associated with the noble intentions and great energies and wisdom of the leaders of the elder generation of the two countries and serve as a common boon to the prosperity and happiness of the two peoples.

60th Jubilee of WPK Publishing House Observed

     Pyongyang, November 2 (KCNA) -- The Workers' Party of Korea Publishing House, a main centre for the publication and information service of the WPK, celebrated its diamond jubilee. Founded on Oct. 23, Juche 34 (1945), the publishing house has covered a proud road of victory and glory under the guidance of the party and the leaders. It has played an important role in firmly protecting the party and the leaders ideologically and theoretically and firmly arming all party members and other people with the Juche idea and contributed to consolidating the single-minded unity of the party and the revolutionary ranks and arousing the popular masses to implement the party's line and policies in every period and at every stage of the revolution and construction. It has put main emphasis on the work to edit famous works of President Kim Il Sung and leader Kim Jong Il, the great encyclopedia of the revolution and construction in our era, such as "Kim Il Sung's Works", "Completed Collection of Kim Il Sung's Works" and "Kim Jong Il's Selected Works," thus providing the people and servicepersons of the People's Army with guidelines for the revolution and construction and life and struggle.
    It has also successfully written and edited printed matters for the education in the greatness of the three generals of Mt. Paektu, the education in the revolutionary traditions and books explaining the party's policies on a high level of quality and published many periodicals and materials for study, lecture and information service.

Anniversary of Kim Jong Il's Work Observed

     Pyongyang, November 2 (KCNA) -- Rodong Sinmun today dedicates a signed article to the 11th anniversary of leader Kim Jong Il's work "Socialism Is a Science" (November 1, 1994). It says that the work serves as a library of the Juche-based idea and theory of socialism and a great revolutionary banner clearly indicating the way for the socialist cause to follow in our era.
    Comprehensively clarified in the work are the historical necessity of socialism and the basic ways of winning the victory of socialism, the essential advantages of socialism, the principled issues in applying the benevolent politics to meet the intrinsic demand of the socialist society and other theoretical and practical issues to be held fast to as the guidelines in accomplishing the cause of socialism.
    The article goes on:
    Kim Jong Il, on the basis of his lucid insight into the requirements of the era and the revolution, proved in the work the scientific nature, truth and invincibility of socialism and provided a powerful ideological and theoretical weapon for defending the socialist cause to the last. If the revolutionary people are to keep to the road of socialism to the last, they should have the unshakable faith in socialism.
    The reality of the DPRK clearly proves that socialism is regarded by the army and the people of the DPRK as their transparent faith, will and life and soul. Socialism is a society based on collectivism. The vitality of socialism lies in collectivism and the advantages of socialism can be fully displayed only on the basis of this collectivism.
    Korean-style socialism is emerging victorious despite all ordeals and storm and stress as the spirit of collectivism is prevailing throughout the society. The desire and aspiration of mankind for socialism are growing stronger and it is an irresistible trend to advance along the road of independence against imperialism, the road of socialism.

Socialism in DPRK Praised in Brazil

     Pyongyang, November 2 (KCNA) -- A political decision was adopted at the 11th Congress of the Brazilian Communist Party held between Oct. 20 and 23. The political decision was titled "The revamped party, independent and democratic Brazil and socialism is future".
    It said: The U.S. imperialists left no stone unturned to remove all traces of socialism from the surface of earth after socialism was frustrated in the former Soviet Union and east European countries at the end of the 20th century but socialism is now alive and making progress in the DPRK and other countries under the leadership of the revolutionary parties. This is instilling strong confidence and courage into the progressive people struggling for socialism. The U.S. imperialists have persistently pursued a hostile policy towards the DPRK after deploying huge forces of aggression and nukes in south Korea but socialism is winning victory after victory in the DPRK as the days go by. This reality brings strong hope for socialism to the world progressive forces.

Punishment of GI Criminals Urged in S. Korea

     Pyongyang, November 2 (KCNA) -- The Youth and Students Solidarity of south Korea to Implement the June 15 South-North Joint Declaration reportedly issued a statement on Oct. 28 calling upon the youths and students to turn out in the struggle for repealing the SOFA imposed upon south Korea by the U.S. and pulling back its forces from south Korea. Recalling that GIs deliberately drove over and killed Kim Myong Ja, a woman in her fifties when crossing a road in Tongduchon of Kyonggi Province in June, the statement accused the U.S. forces of letting these criminals go unpunished.
    It is hardly understandable for the U.S. forces to have ruled that the killers are not guilty without staging a formal trial of them, and it is an act of letting the criminals go scot-free as they did when handling the case of the murder of the two schoolgirls by GIs and fooling the Koreans, it said. The people can never exercise any sovereignty as long as the humiliating and unfair SOFA remains in force, the statement deplored, urging the U.S. military authorities to abandon the jurisdiction and transfer the criminals to the court of south Korea.

U.S. Anti-DPRK Human Rights Racket under Fire

     Pyongyang, November 2 (KCNA) -- The South Headquarters of the National Alliance of Youth and Students for the Country's Reunification reportedly issued a statement on Oct. 28 under the title "The fabrication of the human rights issue in the north should not be overlooked". The statement accused the U.S. and the anti-reunification forces at home and abroad, its followers, of kicking off an anti-DPRK row over its "human rights" issue.
    The U.S. went so rash as to hurl mud at the north in a place where the matters pending solution between the DPRK and the U.S. were under serious discussion with the six-party talks just around the corner, the statement said, holding that this is something hardly imaginable in the relations between the sovereign countries.
    This patently proves that the U.S. does not have even the slightest intention to improve the relations with the north but pursues a sinister design to bring it to collapse, the statement contended, and went on: The human scum are bound to meet a stern judgment of history for having played the role of bootlickers in the shameless criminal moves to do harm to the compatriots.
    What should not be overlooked is the fact that the European Union formally announced that it would bring up the "resolution on north Korea's human rights" for discussion at the UN General Assembly. Western countries' behavior favoring the U.S. anti-DPRK human rights racket is a criminal act against peace and security and little short of a declaration of war against the Korean nation.
    We youths and students will never allow the U.S. imperialist forces and its lackeys anti-reunification forces at home and abroad to provoke a war on the Korean Peninsula under the absurd pretext of "human rights issue" but decisively smash their vicious human rights racket through a fierce struggle, it warned.

All Koreans Urged to Remain True to June 15 Joint Declaration

     Pyongyang, November 2 (KCNA) -- The historic June 15 joint declaration is a declaration for independent reunification as it is in full line with the Korean nation's desire and will for independent reunification, says Rodong Sinmun Wednesday in a signed article. It goes on: The declaration is based on the spirit of independence and consistent with it and indicates the way of achieving independent reunification. The core of the joint declaration is the idea of "By our nation itself".
    The Koreans have common interests in the reunification of their country as they are linked with the bonds of kinship. It is, therefore, the main spirit of the declaration for them to independently resolve the issue of the country's reunification by their concerted efforts.
    The idea of "By our nation itself" fully represents the idea of independent reunification. The idea clarifies the idea of national self-determination which calls for settling the national issue by the efforts of the nation and consciousness, will and conviction that national reunification should and can be achieved by its own efforts.
    "By our nation itself" is a most transparent idea of independent reunification and a lifeline for achieving the reunification of Korea. This spirit of "By our nation itself" is reflected in each paragraph and sentence of the joint declaration and runs through its whole content.
    The joint declaration truly serves as a grand programme and a landmark of independent reunification as it helped significantly increase the desire of the fellow countrymen for independent reunification and brought strong hope and conviction of reunification to the Koreans. The inter-Korean relations once characterized by antipathy and confrontation have turned into those of mutual reconciliation and cooperation, guided by the idea of "By our nation itself".
    There is nothing impossible for the Koreans and independent reunification is sure to come true, should the Korean people join hands with each other and pool their efforts as indicated by the declaration.

Message of Sympathy to Indian President

     Pyongyang, November 2 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, Tuesday sent a message of sympathy to Indian President A. P. J. Abdul Kalam in connection with explosions in New Delhi that claimed big casualties. The message expressed deep sympathy and condolences to the Indian president and, through him, to the victims and the bereaved families and conviction that the Indian government and people would eradicate the aftermath of the incidents and achieve social stability as early as possible.

Gift to Kim Jong Il

     Pyongyang, November 2 (KCNA) -- Leader Kim Jong Il was presented with a gift by a delegation of the National Integrated Study and Research Centre of Nepal on a visit to the DPRK. It was conveyed to an official concerned by its Chief Adviser Kamal Prasad Chaulagain who is heading the delegation.

Servicepersons' Talents Given to Full Play

     Pyongyang, November 2 (KCNA) -- A pencil sketch festival and a calligraphy contest of the Korean People's Army were held on the occasion of the 60th anniversary of the Workers' Party of Korea. More than 1,000 art pieces exhibited by ordinary servicepersons showed that they are developing their talents while serving in the army amid the warm care of Supreme Commander Kim Jong Il who values even the slight sign of their talents.
    In May last the Supreme Commander appreciated 12 pencil sketches drawn by a soldier, saying that they were good as they reflected well the ideological readiness of the servicepersons and the spirit of the times with a phase of their military service life. And he saw to it to organize a pencil sketch festival and a calligraphy contest.
    Whenever he inspects army units, he uses to see art performances given by servicepersons to find out and develop their creative and artistic talents. Under his guidance, a sergeant on extra service has grown to be a writer of the art propaganda squad of a unit and servicepersons played art performances at big theaters in Pyongyang on the occasion of the 60th anniversary of the Korean liberation.
    The Supreme Commander, seeing the animal sculptures in Mt. Kuwol and visual aids of army units, was satisfied with the fact that the KPA has many servicepersons of talent.
    Today ordinary servicepersons are enriching the cultural treasure house of Songun Korea amid his fatherly affection.

U.S. Arrogant Behavior under Fire

     Pyongyang, November 2 (KCNA) -- The Korean People's Army is following with high vigilance the baseless smear campaign launched by the U.S. forces side after falsifying the case. If it persistently disregards the agreed points and practice observed by both sides over the last several decades in the conference area in Panmunjom, this will only compel the KPA side to take measures to cope with its action. A spokesman for the Panmunjom Mission of the KPA said this in a statement denouncing the U.S. forces side for inciting the confrontation between the north and the south of Korea and deliberately deteriorating the situation in the conference area in Panmunjom and the area along the Military Demarcation Line (MDL).
    The statement said:
    Both sides have already agreed upon and specified the order of conduct to be observed by the servicemen and visitors in the area and the order regarding the use and management and maintenance of the buildings. But the U.S. forces side has undisguisedly ignored such agreed points. It was against this backdrop that south Korean soldiers fired several machine-gun bullets towards the area of the north side from the demilitarized zone south of the MDL in the eastern sector of the front.
    But thanks to a high degree of patience on the part of soldiers of the north side and the south Korean army's notice over loudspeaker that it was an accidental firing and apologized for it, the incident did not fester.
    Nevertheless, at 22:31, October 28, 3 hours after the occurrence of the firing the U.S. forces side sent a phone message to the KPA side in which it falsified the case by claiming that the KPA side perpetrated such firing and demanded it clarify its motive.
    Such shameless behavior of the U.S. forces side touched off bitter anger among KPA soldiers and stoked confrontation.
    The KPA side cannot repress towering disgust and resentment at this shameless and dangerous act of the U.S. forces side. All the moves of the U.S. forces side are, in a nutshell, aimed at rattling the nerves of the KPA side, which is technically at war with the former, in a bid to aggravate the inter-Korean confrontation, hamstring the process of reconciliation and cooperation between the north and the south and thus invent a pretext for putting military pressure upon the DPRK.
    The U.S. forces side would be well advised to bear in mind that its folly has gone beyond the tolerance limit.

    @Pyongyang, 2 de noviembre (ATCC) -- Los periodicos capitalinos, en sus editoriales insertados el dia 2, subrayan que la presente visita a Corea de Hu Jintao, secretario general del Comite Central del Partido Comunista de China y presidente de la Republica Popular China deviene un evento trascendental que anade una nueva pagina singular a la historia de amistad Corea-China. La visita de Hu Jintao a nuestro pais en este ano de significado -60 aniversario de la fundacion del PTC y de la liberacion de Corea- constituye un estimulo a nuestro pueblo y una expresion de firme apoyo y solidaridad con la lucha de este por la construccion de una gran potencia socialista y la reunificacion de la patria.
    Asi senala el editorial del diario Rodong Sinmun y continua:
    La visita a nuestro pais de Hu Jintao fue una prueba fehaciente de que la tradicional amistad coreano-china cobra una fase de desarrollo mas vivaracho y sustancial en el nuevo siglo.
    Tal amistad es la mas sincera y camaraderil e inquebrantable por contar con la profunda raiz historica y excelentes tradiciones. Nuestro pueblo esta muy agradecido por el desinteresado apoyo espiritual y material del partido, el gobierno y el pueblo de China y apreciara siempre este sentimiento de amistad.
    El socialismo es el ideal comun de los pueblos de los dos paises. La causa de construccion de gran potencia prospera socialista de nuestro pueblo y la causa de construccion de modernizacion del socialismo del pueblo chino salen siempre victoriosas.

El dialogo y la sancion son incompatibles

    @Pyongyang, 2 de noviembre (ATCC) -- Hace poco tiempo, el Departamento de Tesoro estadounidense decidio congelar el capital en ultramar de las empresas comerciales de la Republica Popular Democratica de Corea que negocian con las entidades economicas de su pais e incluso aplicar la misma sancion a las empresas e individuos de los terceros paises que hacen transacciones con las companias coreanas, bajo la sospecha de proliferacion de las armas de exterminio masivo y sus portadores. Tal decision no es un simple asunto de relacion economica, sino un eslabon de las premeditadas maquinaciones provocativas del pais estadounidense encaminadas a aplastar a la RPDC.
    Senala asi el diario Rodong Sinmun en un comentario individual del dia 2 y prosigue:
    La invasion armada de EE.UU. contra otros paises proviene de las sanciones obstinadas.
    No es casual la congelacion del capital de las empresas coreanas por EE.UU.
    El pais estadounidense tomo la medida de sancion en visperas de la quinta ronda de conversaciones a 6 bandas para exigir a la RPDC que sea "primera la renuncia nuclear".
    Son incompatibles el dialogo y la sancion.
    El proceder del Tio Sam contraviene al espiritu de la declaracion conjunta de la cuarta ronda de conversaciones a 6 bandas y a los esfuerzos sinceros de la RPDC por la marcha exitosa de la proxima ronda. El Tio Sam debe poner fin a su absurdo alboroto de sancion.
