Anniversary of Proposal for Federal Formula Observed Abroad

    Pyongyang, October 23 (KCNA) -- A lecture, photo exhibition and film show took place in South Africa on Oct. 5 and round-table talks in the Czech Republic on Oct. 15 on the occasion of the 25th anniversary of the proposal for founding the Democratic Federal Republic of Koryo. On display in the venue of the photo exhibition were photos showing the Songun leadership exploits of Kim Jong Il and the struggle of the Korean people for the reunification of the country. Its participants watched Korean film "The Great Life in 1994".
    The secretary of the Mfumalanga Provincial Committee of the South African Communist Party in a lecture titled "The proposal for founding the DFRK is the most fair, just and realistic one" said that President Kim Il Sung's advancement of the most fair and just proposal is an immortal exploit to shine forever in the history of the reunification movement of the Korean nation.
    Karel Vymetal, chairman of the Central Committee of the Czech, Moravian and Silesian Federation of Trade Unions, said at the round-table talks that the DPRK has set forth many proposals to independently and peacefully reunify the country and made all efforts to realize them, adding that as Kim Jong Il provided the north-south summit which culminated in the adoption of the June 15 North-South Joint Declaration five years ago, fresh changes have taken place in the efforts of the north and the south for reconciliation, cooperation and reunification.
    Frantisek Krizek, executive secretary of the Central Committee of the federation, said that the federation would as ever take several occasions to express firm solidarity with the Korean people in their struggle for the country's reunification.
    Shafril Arsiyad, chairman of the Maritime Transportation Workers Union of Indonesia, released a statement titled "The federal formula is a realistic proposal for peaceful reunification of Korea" on Oct. 1


Yon Hyong Muk Dies

    Pyongyang, October 23 (KCNA) -- Yon Hyong Muk, alternate member of the Political Bureau of the Central Committee of the Workers' Party of Korea and vice-chairman of the DPRK National Defence Commission, died of an incurable disease to our sorrow at the age of 73 on Oct. 22. Yon Hyong Muk was born in the family of a revolutionary in Kyongwon County, North Hamgyong Province on November 3, Juche 20 (1931). After the liberation of Korea he grew up to be an able official under the benevolent care of the Party and the leader and held important posts of the Party and the state for years.
    He worked for years as vice department director, department director and secretary of the Central Committee of the WPK from Juche 57 (1968) and vice-premier, first vice-premier and premier of the Administration Council from Juche 64 (1975) and chief secretary of the Jagang Provincial Committee of the WPK from Juche 81 (1992).
    He worked as a deputy to the DPRK Supreme People's Assembly from Juche 56 (1967) and was elected member of the DPRK National Defence Commission at the first session of the 10th SPA in September of Juche 87 (1998). Then he worked as vice-chairman of the NDC of the DPRK from September of Juche 92 (2003).
    At the fifth Congress of the WPK he was elected member of the Central Committee of the WPK and after that, worked as member of the Political Committee of the Central Committee of the WPK and member of the Political Bureau of the Central Committee of the WPK.
    He was awarded the title of Labor Hero and "Kim Il Sung Order", the highest order of the DPRK, and many other state citations for the feats he performed in the efforts for the strengthening of the Party and socialist construction.
    The Central Committee of the WPK and the DPRK National Defence Commission released an obituary of Yon Hyong Muk on Oct. 22. According to it, Yon Hyong Muk, firmly armed with the WPK's Juche idea, the Songun idea, remained intensely loyal to the Party and devoted his all to the struggle for the victory of the revolutionary cause of Juche to the last moments of his life.
    The feats he performed for the Party, the country and the people will always be remembered, it added.
    On the same day the Central Committee of the WPK and the DPRK National Defence Commission formed a state funeral committee with Jo Myong Rok as its chairman and Kim Yong Nam, Pak Pong Ju, Kim Yong Chun, Kim Il Chol, Jon Pyong Ho and 43 others as its members.


U.S. Double Standards Accused

    Pyongyang, October 23 (KCNA) -- The DPRK will neither accept nor allow the unjust double standards of the U.S. over the nuclear issue in the future, too. There will be a prospect of settling the nuclear issue only when the U.S. gives up the unfair and prejudiced double standards over the nuclear issue as demanded by the DPRK. Rodong Sinmun today says this in a signed commentary. It goes on:
    The U.S. is allowing some countries to go without any trouble even after failing to fulfill their commitments under the NPT, while pressurizing other countries to remain true to it.
    The U.S. has connived at and even cooperated with Israel in its development and production of nukes and kept mum about Japan which has stepped up its moves to emerge a nuclear power after stockpiling plutonium more than what it actually needs,
    Recently the U.S. has become evermore undisguised in its policy of double standards. To cite a few examples, it promised those countries outside the NPT to transfer nuclear technology to them and expressed its "willingness" to permit some countries' nuclear activities for peaceful purposes on condition. In the final analysis, the U.S. stand on the nuclear issue depends on whether a country is its ally or not.
    Its approach towards the nuclear issue on the Korean Peninsula is a typical example of its double standards.
    The DPRK demands that the U.S. take measures and treat the former as it does those countries which possess nukes outside the NPT. The U.S. words that it respects the DPRK's sovereignty as a member of the United Nations can be proved in practice only when it behaves so.
    If the U.S. persistently clings to its double standards over the nuclear issue, lending no ear to the DPRK's demand, this behavior will only result in paralyzing the worldwide nuclear non-proliferation regime and disturbing the world stability.


Greetings to Zambian President

    Pyongyang, October 23 (KCNA) -- Kim Yong Nam, president of the Presidium of the Supreme People's Assembly of the DPRK, on Oct. 20 sent a message of greetings to Levy Patrick Mwanawasa, president of the Republic of Zambia, on the occasion of the 41st anniversary of its independence. The message expressed the belief that the ties of friendship and cooperation existing between the two countries will grow stronger in various fields, sincerely wishing the president and the people of Zambia greater success in their work for the national unity and the country's prosperity.


Wreaths Laid before CPV Martyrs Cemetery

    Pyongyang, October 23 (KCNA) -- Wreaths were laid before the grave of Mao Anying and the Cemetery of Martyrs of the Chinese People's Volunteers in Hoechang County, South Phyongan Province on Sunday on the occasion of the 55th anniversary of the CPV's entry into the Korean front. Present there were leading officials of the party and power bodies and working people's organization, working people in the county and Chinese Ambassador to the DPRK Wu Donghe and staff members of the embassy.
    Placed there amid the playing of the wreath-laying music were wreaths in the name of the above-said bodies, organizations and embassy. The participants observed a moment's silence in memory of the CVP martyrs.

    Pyongyang, October 23 (KCNA) -- Kim Jong Il, general secretary of the Workers' Party of Korea, chairman of the National Defence Commission of the Democratic People's Republic of Korea and supreme commander of the Korean People's Army, Sunday visited the bier of Yon Hyong Muk, alternate member of the Political Bureau of the C.C. of the WPK and vice-chairman of the NDC of the DPRK, and expressed profound condolences over his death. Standing guards of honor at the sides of the bier were families of the deceased and members of the funeral committee.
    Guards of honor of the KPA were standing on either side of the bier.
    Amid the playing of the dirge Kim Jong Il together with the senior officials accompanying him paid silent tribute to the late Yon Hyong Muk who, firmly armed with the Juche idea of the WPK, the Songun idea, remained boundlessly faithful to the Party and devoted his all to the struggle for the victory of the revolutionary cause of Juche to the last moments of his life and looked round the bier of the deceased.
    Then Kim Jong Il met with families and relatives of the deceased and warmly consoled them.

Japan Urged to Redeem Its Crimes against Humanity

    Pyongyang, October 22 (KCNA) -- Japan should settle its crimes committed against humanity before talking about "peace" and "human rights". This is necessary for Japan itself. A DPRK delegate said this during the discussion on the women's problem at the meeting of the Third Committee of the 60th UN General Assembly on Oct. 12.
    The world history of war does not know any precedent in which a country lured and kidnapped groups of women of other countries and took them to battle fields in an organized manner, forcing them into sexual slavery for soldiers, the delegate said, and went on:
    Despite this hard reality and strong protest of Asian countries, the Japanese authorities have denied the existence of the "comfort women" for the imperial Japanese army and totally deleted the crimes related to the "comfort women" from the history textbooks, far from making an apology and compensation for these crimes. They are openly visiting the "Yasukuni Shrine" which "honors" the war criminals who established the "comfort women" system and committed monstrous crimes against them.
    Japan has gone the lengths of justifying and praising its history and tampering with it, going beyond the stage of concealing its crimes and finding excuses for them.
    It is a mockery and challenge to humankind for Japan, the war criminal state which massacred many Asians and the only defeated state which has not yet settled its war crimes, to make a bid for permanent membership of the UNSC.
    The DPRK will never allow Japan to sit on the UNSC in order to ring an alarm-bell on all outrages and arbitrary practices in the world and preserve proper ethics and order in the international community and help the UN play a fair role.


Sexual Abuse Committed by GI in S. Korea

    Pyongyang, October 22 (KCNA) -- A rape was committed by a GI in Tongduchon, Kyonggi Province on Oct. 16, according to south Korean CBS. Corporal Dira belonging to the U.S. second division raped a 17 year-old higher schoolgirl at a hotel in the city that day, said the report.


Lao Diplomats Help Korean Farmers

    Pyongyang, October 22 (KCNA) -- Chanpheng Sihaphom, Lao ambassador to the DPRK, and staff members of the embassy helped farmers of the DPRK-Laos Friendship Taewon Co-op Farm in Sadong District, Pyongyang in harvesting on Oct. 21. They joined farmers in thrashing rice to help them complete the work earlier than scheduled.
    During break, they conversed with farmers and sang songs of the two countries, deepening the friendship.
    The ambassador said the friendly relations between the DPRK and Laos are growing strong under the deep care of leader Kim Jong Il and Khamtay Siphandone, wishing the farmers greater success in the ongoing harvesting campaign.
    The embassy officials conveyed aid materials to the farm.


U.S. Urged to Drop Its Policy of Double Standards

    Pyongyang, October 22 (KCNA) -- The United States is becoming evermore undisguised in its double-dealing tactics over the nuclear issue, says Minju Joson Saturday in a signed commentary. It goes on: It has secretly supported Israel in its nuclear development, shut eyes to its access to nukes and has recently gone the lengths of transferring nuclear technology to those countries outside the NPT while viciously pursuing the policy to isolate and stifle the DPRK citing the nuclear issue of the Korean Peninsula as a pretext.
    It is the U.S. which approves others' access to nukes and transfers nuclear technology to them as it pleases in disregard of the NPT to meet its own interests. The U.S. policy of such double standards on the nuclear issue can never be tolerated as it is a very dangerous policy which would bring nothing but consequences upsetting the worldwide nuclear non-proliferation regime, disturbing world stability and bringing nuclear holocaust to humankind. The DPRK categorically rejects such policy as a serious violation of its sovereignty and dignity.
    It is impossible to free the DPRK from nuclear threat, the root cause of the nuclear issue on the Korean Peninsula, as long as the above-said policy of the U.S. remains in force.
    It is the demand of the DPRK that the U.S. treat the DPRK the same way it does other states which possess nuclear weapons in actuality outside the NPT. This would provide in practice evidence proving the U.S. commitment to respect the sovereignty of the DPRK, a UN member nation. If the U.S. turns down our demand and keeps pursuing the policy of double standards over the nuclear issue, it would be held fully responsible for all the ensuing consequences.


Intensified Movement for Independent Reunification Called for

    Pyongyang, October 22 (KCNA) -- The joint slogans issued by the Central Committee and the Central Military Commission of the Workers' Party of Korea on the occasion of the 60th anniversary of the WPK serve as guidelines and an inspiring banner for all the Korean people in their struggle to bring about a turning phase for independent reunification in the idea of "By our nation itself". Rodong Sinmun today says this in a by-lined article.
    It goes on: The joint slogans said that national reunification is the greatest duty and supreme task of the nation and called for achieving the independent and peaceful reunification of the country by the concerted efforts of all Koreans. They are based on the idea and line on independent reunification which the WPK has consistently maintained and implemented. This reflects the ardent aspiration and faith of all the Koreans.
    The joint slogans called for successfully carrying out the last instructions of President Kim Il Sung for national reunification and stressed the need to remain true to the three charters for national reunification and thus achieve the independent and peaceful reunification and bring about a turning phase for independent reunification this significant year. They also called for building an independent, prosperous, reunified and powerful state on this land. This indicated the principled tasks and the goal of struggle the Korean nation should thoroughly implement in the movement for reunification. The Koreans live in the June 15 era of reunification as the north and the south are pursuing alliance, reconciliation and cooperation and striving for independent reunification in the idea of "By our nation itself". No separatist forces can ever block or divert the advance of all the fellow countrymen toward reconciliation and independent reunification.
    Holding high the joint slogans and thoroughly implementing them alone can help glorify the June 15 era of reunification and achieve independent reunification.

U.S. Urged to Cancel Its War Scenarios against DPRK

    Pyongyang, October 22 (KCNA) -- The Korean Peninsula can never be denuclearized nor can peace be preserved there as long as the U.S. scenarios of war of aggression against the DPRK exist. The United States should admit that its words do not agree with its deeds and formally cancel, to begin with, the "OPLAN 5027-04" and all other scenarios for a war of aggression against the DPRK.
    A spokesman for the Committee for the Peaceful Reunification of the Fatherland demanded this in a statement issued on Oct. 22 in connection with the disclosure of the fact that the keynote of the "OPLAN 5027-04" worked out by the U.S. and south Korean authorities at the 34th meeting of the south Korea-U.S. security consultative council held in December 2002 was aimed to invade the north.
    This plan is more dangerous and aggressive than the previous operation plans as it calls for mounting a preemptive attack on the DPRK through "blitzkrieg" with armed forces equipped with the latest type weapons involved.
    The disclosure of this plan by an opposition lawmaker once again saliently revealed the U.S. intention to seize the DPRK through its preemptive attack. This makes the DPRK skeptical about the U.S. words that it does not have any intention to invade the DPRK but respects its sovereignty. This year, too, the United States urged the south Korean authorities to develop the "CONPLAN 5029" into an operation plan and in June last it sent a letter to the south Korean minister of National Defense in which it pressurized him to examine the specific situation regarding this matter. If the United States does not have a true intention to mount a military attack on the DPRK but respects its sovereignty, it should cancel such dangerous war scenarios to stifle the DPRK.
    In order to cope with the reckless moves of the U. S. and south Korean warmongers to invade the DPRK it will bolster its deterrent for a just war both in quality and quantity, holding high the banner of Songun, a treasured sword for defending the nation. Should the aggressors start a war on this land at any cost, it will wipe out all of them with merciless telling blows and thus accomplish the historic cause of national reunification.

Nigerian Government Delegation Winds up its Visit to DPRK

Es intolerable la politica de doble rasero

     Pyongyang, 22 de octubre (ATCC) -- El periodico Minju Joson inserto un comentario individual en su numero del dia 22 denunciando a Estados Unidos que manifiesta de modo mas abierto su posicion de doble rasero sobre el problema nuclear. Hasta ahora EE.UU. persigue la siniestra politica de aislamiento y aplastamiento a la Republica Popular Democratica de Corea pretextando el problema nuclear de la Peninsula Coreana y apoya de modo disimulado el desarrollo nuclear de Israel y tolera la posesion de armas nucleares de este y en estos dias transfiere sin vacilacion la tecnologia nuclear a los paises que no son parte del Tratado de No Proliferacion Nuclear (NPT en siglas inglesas), senala el comentario y prosigue:
    EE.UU. "reconoce" a su antojo la posesion nuclear de otros paises e incluso les transfiere la tecnologia nuclear en desacato al NPT persiguiendo solo sus intereses.
    La pauta de doble rasero de EE.UU. sobre el problema nuclear es la intolerable politica peligrosisima que solo puede paralizar el sistema mundial de no proliferacion nuclear y de esta manera destruir la estabilidad internacional y acarrear a la humanidad desastre nuclear.
    La RPDC rechaza categoricamente tal pauta de doble rasero considerandola como flagrante violacion de la soberania y dignidad de si misma. Al permitir tal politica de EE.UU. sobre el problema nuclear es imposible eliminar la misma amenaza nuclear de este imperio a la RPDC, que es la causa raigal del problema nuclear de la Peninsula Coreana.
    Exigimos que EE.UU. aplique tambien a la RPDC la misma medida y trato que realmente hace a otros paises poseedores de armas nucleares fuera del NPT.
    De esta manera EE.UU. debe probar practicamente su compromiso de respetar la soberania de la RPDC, pais miembro de la ONU.  Si EE.UU. da espaldas a nuestra demanda apelandose de continuo a la politica de doble rasero sobre el problema nuclear, debera asumir la entera responsabilidad de todas las consecuencias que emanen de ello.


CRPP denuncia plan de guerra de agresion a Norte de Corea de EE.UU.

     Pyongyang, 22 de octubre (ATCC) -- Mientras existe el guion de guerra de agresion al Norte de Corea, nunca se realizara la desnuclearizacion de la Peninsula Coreana ni la preservacion de la paz. EE.UU. debe reconocer la diferencia de su palabra con la accion y anular oficialmente todos los planes de guerra de agresion al Norte de Corea incluido el "plan operacional 5027-04".
    Asi senalo el vocero del Comite por la Reunificacion Pacifica de la Patria (CRPP) en una declaracion fechada 22 en relacion con que se revelo el hecho de que el contenido principal del citado "plan", trazado en la 34o "reunion de consulta de la seguridad anual" Sur de Corea-EE.UU. que tuvo lugar en diciembre de 2002, esta integrado a fin de agredir a la Republica Popular Democratica de Corea.
    El "plan operacional 5027-04" es un guion de guerra de agresion al Norte de Corea mas peligroso que los anteriores porque planea asestar el primer golpe a la RPDC apoyandose en "estrategia de conclusion rapida" con las fuerzas dotadas de armas sofisticadas, dijo el portavoz y prosiguio: Este documento lo dio a conocer un miembro del partido opositor del Sur de Corea. Asi se puso al desnudo una vez mas claramente el hecho de que EE.UU. intentaba derrocar la RPDC con el primer golpe.
      Tal hecho nos hace dudar de la veracidad del compromiso de EE.UU. de no tener voluntad de atacarnos sino de respetar nuestra soberania.   Este ano tambien EE.UU. exigio a las autoridades surcoreanas cambiar el "plan conceptual 5029", guion de guerra de agresion al Norte de Corea por el "plan operacional" y en junio pasado envio hasta una carta al ministro de "Defensa" del Sur de Corea imponiendole revisarlo minuciosamente al respecto.   Si EE.UU. no tiene de veras la voluntad de atacarnos militarmente sino "respeta nuestra soberania", debe eliminar los peligrosos guiones belicos encaminados a aplastar nuestra Republica.
      Para hacer frente a las temerarias maniobras de provocacion de guerra de agresion de los belicistas de EE.UU. y el Sur de Corea contra el Norte de Corea, intensificaremos tanto en lo cualitativo como en lo cuantitativo la justa capacidad de detencion de la guerra enarbolando la bandera del Songun (priorizacion militar), medio omnipotente para la defensa de la nacion.
      Si los agresores desatan por fin una nueva guerra en esta tierra, aniquilaremos con el golpe demoledor a todos los provocadores y lograremos la historica causa de la reunificacion de la patria.
