Kim Jong Il's Famous Work Published in Mexico

    Pyongyang, September 25 (KCNA) -- Leader Kim Jong Il's famous work "The Workers' Party of Korea Organizes and Guides All the Victories of Our People" was brought out in booklet by the Publishing House of the Workers' Party of Mexico on Sept. 19. The work published on October 3, Juche 79 (1990) clarifies the idea that the leadership of the party provides a sure guarantee for the victory in the cause of socialism, the issue of strengthening the WPK into a revolutionary party of Juche-type and basic ways of carrying out the mission and duty of the WPK as a leading political organization, etc.


Information Bulletin Issued in Democratic Congo

    Pyongyang, September 25 (KCNA) -- The National Committee for the Study of the Juche Idea of Democratic Congo released an information bulletin titled "The Invincible Workers' Party of Korea" on Sept. 12 on the occasion of the 60th anniversary of the WPK. The bulletin in an article gave a detailed account of the fact that the WPK is accelerating the building of a great prosperous powerful nation, increasing the defence capability of the country in every way and demonstrating its might to win sure victory by pursuing the Songun politics guided by the Juche idea, and that it has grown stronger to be a mighty party which has achieved steel-like unity and maintains close ties with the popular masses.
    Leader Kim Jong Il formulated the revolutionary idea of President Kim Il Sung as an integral system of idea, theory and method of Juche and steadily developed and enriched it, making the Juche idea the great guiding idea in the era of independence and laying a solid groundwork for strengthening the WPK into an eternal party of the President, the bulletin noted.

WPK's Birthday to be Observed in Tanzania

    Pyongyang, September 25 (KCNA) -- A Tanzanian national preparatory committee to celebrate the 60th anniversary of the Workers' Party of Korea was formed with due ceremony in Dar es Salaam on Sept. 17. At the ceremony Zakia Meghji, member of the National Executive Committee of the Revolutionary Party of Tanzania who is minister of Natural Resources and Tourism, was elected chairman of the preparatory committee.
    The committee set the period from September 17 to October 17 as a celebration period and decided to hold colorful functions including a seminar, a lecture, a film show and a photo exhibition.


DPRK to Closely Follow How U.S. Will Move at Phase of Action in Future

    Pyongyang, September 25 (KCNA) -- The DPRK's stand to seek a negotiated solution to the nuclear issue between the DPRK and the U.S. remains consistent. The DPRK government will as ever make patient efforts to realize the denuclearization of the Korean Peninsula. Choe Su Hon, vice-minister of Foreign Affairs who is leading the DPRK delegation, declared this when addressing the plenary meeting of the 60th UN General Assembly on Sept. 22.
    The DPRK participated in the discussion of the issue with magnanimity and sincerity from its principled and fair stand to realize at any cost the denuclearization of the Korean Peninsula, its avowed ultimate goal, at the recent fourth six-party talks held in Beijing, thus making it possible to meet all challenges and reach an agreement on the principle for the denuclearization of the Korean Peninsula in a broad sense, he noted. What is most important at this stage is for the U.S. to provide the DPRK with light water reactors as early as possible as evidence proving its substantial recognition of the DPRK's right to nuclear activity for a peaceful purpose, Choe said, adding the DPRK will closely follow how the U.S. will move in actuality at the phase of action in the future. He went on to say:
    The UN should be reformed as required by the new century if it is to fulfill its mission for global peace and security and the economic and social progress. What is most important here is to materialize UN-centered multilateralism in line with the purpose and principle of the UN Charter.
    The UN Security Council should be reformed on the principle of ensuring full representation of non-aligned countries and other developing countries who account for an absolute majority of the member nations of the UN. Japan should not be allowed under any circumstances to sit on the Security Council as it has refused to redeem the crimes it committed against other countries in the past and has distorted its history of aggression and driven the regional situation to confrontation. Turning to the reform of UN organizations on human rights, he said that this reform should give top priority to putting an end to the infringement upon state sovereignty, politicization of human rights, double standards and selectivity, worst human rights abuses at present, and consider it as an ultimate goal.
    And it is also necessary to strictly observe the principle of ensuring full representation of UN member nations the same way as done in reforming the UNSC, he noted, and stressed:
    The DPRK government will boost the friendly and cooperative relations with all the countries of the world that respect the sovereignty of the DPRK on the principle of independence, peace and friendship and thus make a positive contribution to the efforts of the UN member states to build a peaceful and prosperous new world.


Repeal of SL Urged

    Pyongyang, September 25 (KCNA) -- The Student Committee of the Democratic Workers' Party of south Korea on Sept. 21 reportedly issued a statement titled "Dismantle Public Security and Investigation Team and Abolish National Security Law." The statement said that the team under the Seoul district police office walked away Pak Ji Hyon, organizational director of the Student Committee of the Democratic Workers' Party, on charges of violating the notorious NSL on Sept. 21. The designation of the south Korean Federation of University Student Councils as "enemy-benefiting", whereby more than 1,000 students had been arrested for the mere reason that they were student representatives, has been jeered by the whole world, the statement said.
    The whole nation in the south and the north is forming a great irresistible trend of independent reunification, the statement noted, adding that the NSL which protects the power of pro-U.S. forces is no more than an evil law nobody recognizes. We, youth and students, will deal a final heavy blow at the NSL with the indignation of today, the statement stressed.


Japan's Policy of Toeing U.S. Line under Fire

    Pyongyang, September 25 (KCNA) -- Japan's policy of toeing the U.S. line is aimed to find a way out under the U.S. patronage and support and attain its sinister purpose, says Rodong Sinmun Sunday in a signed commentary dealing with Japan's policy of toeing the U.S. line that has become all the more undisguised in the new century. The strategic goal of Japan's foreign policy in the 21st century is to hold the position of a political and military power in the international arena and exercise its influence, the commentary says, and goes on:
    It is the U.S. that the Japanese reactionaries believe as savior in attaining such a strategic goal.
    Japan has historically served the U.S. Japan's policy of toeing the U.S. line has become all the more vital and essential today. Japan seeks to obtain permanent membership of the UN Security Council, increase its political position in the international arena and thus become a political giant who exercises tremendous power in the new century. The world considers Japan's bid to be permanent membership of the UNSC as a dangerous attempt to bring another disaster to humankind in the new century. Under this situation the Japanese reactionaries seek to turn the public mindset favorable for themselves with the help of the U.S. and become a permanent member of the SC at any cost. That is why they serve the U.S. actively, meeting its demands. The Japanese reactionaries are persistently pursuing the policy of toeing the U.S. line, obsessed by a foolish ambition that they may reverse the situation and get permanent membership of the SC despite opposition of other countries if the U.S. helps them. Japan is set to emerge a military power and make a decision of permitting a war by law in a few years to come.
    Japan's intensification of its policy of toeing the U.S. line is a dangerous action of inciting confrontation and dispute and sparking off arms race in Asia. Meanwhile, the U.S. is seeking to draw Japan to let it play a shock brigade in executing its Korea, Asia strategy. Japan is seeking to dash forward militarization and overseas expansion under the active patronage of the U.S. Therefore, Japan remains as a root cause of threatening and harassing peace and security in Asia even in the new century just as in the last century.
    The Asian people are heightening vigilance against Japan's mean and criminal policy of toeing the U.S. line.


U.S. Nuclear Hysteria Assailed

    Pyongyang, September 25 (KCNA) -- The U.S. is contemplating working out new guidelines for the use of nuclear weapons, rejecting the existing ones. So, it intends to go unchallenged in the field of strategic nuclear armed forces in a bid to beat its rivals and mercilessly destroy those countries challenging its bid to establish its order of world domination. Minju Joson Sunday observes this in a signed commentary.
    The U.S. new doctrine on the use of nuclear weapons is of increasingly belligerent and offensive nature, the commentary says, and goes on: The U.S. nuclear hysteria based on the nuke-all powerful conception has reached its height and gone far beyond the tolerance limit.
    Its modification of the above-said doctrine would be inevitably followed by other powers' reexamination of the regime for the use of nuclear weapons to keep the strategic balance. Then it would be as clear as noonday that this would spark off a nuclear arms race.
    This proves that the U.S. is chiefly to blame for posing the threat of nukes to the world and proliferating them.
    It is beyond doubt that such U.S. high-handed and arbitrary practices as wielding its nuclear stick will become more undisguised than ever before.
    Such reality eloquently shows what just and wise Songun politics the Workers' Party of Korea has pursued to increase its deterrent for self-defence in every way in order to cope with the daily growing U.S. nuclear threat.
    The army and people of the DPRK are proud of having built such self-defensive deterrent strong enough to protect the national dignity and security from the U.S. nuclear threat. The U.S. nuclear stick will not work on the DPRK that has extraordinarily strong spirit of independence and has sufficient self-defensive means in place.
    If the U.S. recklessly forces a nuclear war on the DPRK, its army and people will exercise their legitimate right to self-defence as a powerful means of retaliation. Nuclear weapons are no longer the monopoly of the U.S. and gone are the days when it considered nukes all-powerful.
    The U.S. would be well advised to cool its head overheated with nuclear hysteria and face up to the reality.


Greetings to President of Yemen

    Pyongyang, September 25 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, Sunday sent a message of greetings to President of Yemen Ali Abdullah Saleh on the occasion of the 43rd anniversary of the revolutionary day of Yemen. Int'l Conference Demands Japan's Settlement of Its Past

    Pyongyang, September 24 (KCNA) -- The Third Conference of the International Solidarity Council Demanding the Settlement of Japan's Past was held here on September 22 and 23. Present there were delegations of the north and the south of Korea and delegations of organizations demanding postwar compensation, human rights organizations and overseas Koreans' organizations from China, Taipei of China, Japan, Netherlands, Germany, the United States and other countries and regions. Academic and public figures, experts, researchers and officials concerned of the DPRK were present as observers.
    Hong Son Ok, chairperson of the Korean Committee of the council, made a keynote report at the conference.
    Now is the time to stir up an atmosphere of actions demanding Japan's settlement of its past worldwide as it observed the 60th anniversary of its defeat without taking any practical steps to redress its past crimes, the reporter said.
    She underscored the need to make a thorough-going probe into the truth behind the grisly human rights abuses against humanity committed by Japan and dynamically push ahead with the work to deal with them internationally. In this regard it is necessary to conduct in the future activities to request the UN Commission on Human Rights or its Sub-Commission on Human Rights to appoint a special rapporteur who would specialize in surveying and studying the issue of remains of the victims of the forcible drafting by Japan and continue to probe the issue of those forcibly taken to Japanese enterprises, she said, underscoring the need to make efforts to prevent textbooks in which history is most grossly distorted from being adopted by schools.
    She called for conducting a dynamic campaign to denounce Japanese politicians' visits to the "Yasukuni Shrine" and Japan's moves to grab Tok Islet as well as the issue of distortion of history in textbooks in combination with the struggle against the revision of Japan's constitution and overseas dispatch of the "Self-Defense Forces". We will as ever attach importance to unity and cooperation through the international solidarity council and expand the ranks in vast areas of the world in order to widen the scope of the movement, she stressed.
    Participants of the conference heard testimonies made by victims of crimes committed by Japan in the past.
    Victims of the crimes related to "comfort women" for the imperial Japanese army said that they were deprived of everything by the Japanese imperialists, i.e. something they could enjoy as human beings and young women, adding this mental pain always torment them as unhealable wounds. They demanded the Japanese government make an unconditional apology and compensation for the past crimes. Victims of above-said forcible drafting and their bereaved families testified to the facts that the forcible drafting was the thrice-cursed hideous abduction committed by Japan against humanity.
    The conference involved panel discussions and plenary session. Speeches were made at the panel discussions on the subjects of the issue of the "comfort women" for the imperial Japanese army, the issue of forcible drafting and massacres, the issue of victims to A-bombs, the issue of history distortion, the issue of militarization, the issue of turning Japan Rightist and the issue of remains of the victims of forcible drafting.
    The plenary session was informed of the measures for enhancing the function and role of the international solidarity council in order to check and frustrate the Japanese government's base acts of negating its past history of aggression and evading its responsibility for its crimes against humanity.
    A resolution was adopted at the conference.
    It underscored the need to launch a more dynamic movement for probing the truth behind Japan's grisly human rights abuses and demanding their settlement worldwide and conduct a powerful movement against Japan's negating its past crimes and distorting history as an Asian-wide movement in order to shatter such moves without fail.
    It also stressed the need to counter the moves of Japan to veer to the Right and its militarization with a powerful peace movement against war. In order to carry through the resolution, it is imperative to further expand and strengthen the ranks of the International Solidarity Council Demanding the Settlement of Japan's Past and decisively increase its function and role, the resolution stressed.


S. Korean Authorities' Moves for International Tourism of Tunnel under Fire

    Pyongyang, September 24 (KCNA) -- A spokesman for the Committee for the Peaceful Reunification of the Fatherland in a statement on Sept. 23 denounced the south Korean authorities' recent moves for international tourism of tunnels as a blatant challenge to the sincere efforts of the DPRK for peace and reunification of the country and as a traitorous act to make money by abusing national division. It is self-evident that the authorities' moves to make the tunnels, which they have long used for an anti-north smear campaign, an object of international tourism is aimed to create international public opinion in a bid to tarnish the authority of the dignified DPRK and perpetuate the division of the country into the north and the south, the statement said, and went on:
    We can not but take a serious view of the south Korean authorities' burlesque staged at a time when the north and the south have stopped slandering the other side and removed all propaganda means in the areas along the military demarcation line in the spirit of the June 15 joint declaration.
    The reckless move compels us to think again if the south Korean authorities have true willingness to fundamentally remove the root cause of mistrust and confrontation between the north and the south and implement the June 15 joint declaration. For national unity and reunification the south Korean authorities and bellicose forces should unconditionally stop their farce for tourism of the tunnels which lays an obstacle in the implementation of the joint declaration and the improvement of the inter-Korean relations and make a bold decision to remove wire entanglements and concrete wall symbolic of division.


GNP's Acts of Treachery under Fire

    Pyongyang, September 24 (KCNA) -- The Korean nation desirous of national reconciliation and unity, peace and reunification will never pardon such acts of treachery of the Grand National Party of south Korea as anti-reunification acts and its moves for confrontation and war as it regards flunkeyism and dependence on outside forces as its means of living. Rodong Sinmun today says this in a by-lined article. It goes on: The GNP, a wicked group of sycophantic traitors, has closely cooperated with outside aggressor forces and perpetrated the above-mentioned crimes, refusing to face up to the reality and clinging to their coattails despite the advance of the June 15 era of reunification.
    The GNP clan greedy for power is keen to prolong their remaining days of their political careers in reliance upon flunkeyism and dependence on outside forces without an iota of independence. They do not bother to commit such acts of treachery as cooperating with the U.S. in the pursuance of its hostile policy towards the north, blindly dancing to its tune. They are so blinded with flunkeyism towards the U.S. and anti-reunification acts and confrontation with the north that they are zealously patronizing and backing its policy of war of aggression aimed at doing harm to the fellow countrymen and threatening the peace of the country and the security of the nation and playing the role as a shock brigade for implementing it. The GNP is desperately working to boost the anachronistic war "alliance" with the U.S. Whoever truly stands for the peace and the reunification of the country should decisively come out against the anachronistic and treacherous "alliance" with the U.S. The desperate efforts on the part of the GNP clan to preserve the "alliance" with outside forces, setting store by it, while antagonizing the fellow countrymen, are aimed at strangulating them by force of arms in collusion with outside forces and realizing their ambition to unify the country by invading the north.
    This is an anti-national action intolerable in the June 15 era of reunification. The GNP is fanning up an atmosphere of war against the north, dead-set against the U.S. troop pullback from south Korea.
    The 60 year-long history of national division clearly proves that as long as the U.S. forces are present in south Korea, the clouds of war cannot be removed from the sky of the Korean Peninsula and Koreans will never be safe and peace and the cause of peaceful reunification of the country will encounter repeated challenges. The U.S. imperialist forces of aggression in south Korea are lording it over in south Korea, frantically pursuing their moves for a war against the north and escalating the military confrontation and tension. This would be unthinkable without the treacherous and anti-reunification reckless acts being perpetrated by the GNP, while begging for the permanent presence of the U.S. forces of aggression in south Korea. In the case the GNP, a war servant of the U.S., is allowed to come to power, the history of confrontation between the north and the south will repeat itself and the disaster of a nuclear war will be imposed on the Korean nation in the end.

CRPP denuncia a las autoridades del Sur de Corea

    Pyongyang, 24 de septiembre (ATCC) -- Las maquinaciones de "turismo internacional a galeria" de las autoridades surcoreanas devienen un desafio brutal a los esfuerzos sinceros de la parte Norte por la paz y la reunificacion del pais y un acto traidor para ganar el dinero abusando de la division de la nacion.  Denuncio asi el vocero del Comite por la Reunificacion Pacifica de la Patria (CRPP) en una declaracion fechada 23 y prosiguio:
     Es obvio que la intencion de las autoridades surcoreanas de convertir la "galeria", que utilizaban para el complot anti-RPDC, en un "objeto de turismo" internacional, parte del objetivo de denigrar la alta autoridad de la Republica Popular Democratica de Corea y crear una opinion internacional para perpetuar la division del pais. Nos vemos obligados a cuestionar el intento de tal farsa que van a armar las autoridades surcoreanas en el tiempo en que el Norte y el Sur, a base del espiritu de la Declaracion Conjunta del 15 de Junio, han suspendido todas las difamaciones y calumnias y eliminado por completo en la region de la Linea de Demarcacion Militar todos los medios propagandisticos contra la contraparte.
    Tal imprudencia de las autoridades surcoreanas nos hace sospechar de su voluntad de liquidar fuente raigal de la desconfianza y confrontacion entre ambas partes y de ejecutar la citada Declaracion Conjunta.
    Para la unidad y la reunificacion de la nacion, las autoridades del Sur de Corea y las fuerzas belicistas tienen que dejar incondicionalmente la farsa de "turismo a galeria" que obstaculiza la ejecucion de la Declaracion Conjunta y el desarrollo de las relaciones Norte-Sur y tomar la decision de eliminar las alambradas de puas y la barrera de hormigon armado.


Sesionada 3a reunion del Consejo de Solidaridad Internacional

    Pyongyang, 24 de septiembre (ATCC) -- Tuvo lugar los dias 22 y 23 en esta capital la tercera reunion del Consejo de Solidaridad Internacional en demanda de la liquidacion del pasado criminal de Japon. Al conclave asistieron las delegaciones del Norte y el Sur de Corea y las de las entidades de China, Taipei China, Japon, Holanda, Alemania, EE.UU. y otros paises y regiones, que demandan la recompensacion posbelica y defienden los derechos humanos, y las misiones de organizaciones de compatriotas coreanos residentes en ultramar. Entre los observadores figuraban las personalidades de circulos cientificos y sociales, especialistas, investigadores y otros funcionarios interesados. El informe de base estuvo a cargo de Hong Son Ok, presidenta del comite coreano de dicho consejo.
    Japon acogio el sexagenario de su derrota en la Segunda Guerra Mundial sin tomar ni una medida practica para liquidar su pasado criminal. Por lo tanto, ahora es cuando se debe redoblar en el ambito internacional el reclamo por la liquidacion del pasado del pais-isla, comenzo la oradora y prosiguio:
    Hay que esclarecer estrictamente los verdaderos aspectos de los anti-eticos crimenes de violacion de DDHH de gran envergadura cometidos por Japon y seguir dando buen impulso a la labor de tratarlos a escala internacional.
    A proposito, es preciso desplegar las actividades para que la comision o la subcomision de DDHH de la ONU designen un relator especial, encargado de investigar exclusivamente el problema de restos mortales de las personas ultimadas tras ser arrestadas forzadamente por los imperialistas japoneses, y dar seguimiento al escrutinio sobre quienes fueron arrastrados en contra de su voluntad a las empresas japonesas.
     Al coordinar nuestras actividades, debemos dar mayor peso a la tergiversacion de la historia y la militarizacion de Japon. Lo mas importante en ello es prevenir la aprobacion de un manual de historia distorsionado de manera mas perversa.  Aparte de ello, hay que lanzar una intensa campana para denunciar la visita de los politicos japoneses al "Santuario Yasukuni" y sus maniobras encaminadas a arrebatar la isla Tok en vinculacion con la lucha contra la enmienda constitucional de Japon y el despacho de las "fuerzas de autodefensa" de este a ultramar.
     Se debe ampliar el perimetro del movimiento por la liquidacion del pasado criminal de Japon, al engrosar las filas del Consejo de Solidaridad Internacional en vastas regiones del mundo en el principio de dar importancia a la solidaridad y cooperacion dentro de esta organizacion multinacional.
     A continuacion, los participantes escucharon testimonios de las victimas de crimenes perpetrados por Japon en el pasado.
    Las ex "consoladoras sexuales" para el viejo ejercito nipon relataron que los imperialistas japoneses les arrebataron y violaron todo lo que ellas pudieron disfrutar en su juventud como un ser humano y una mujer y todavia les acosa tremendamente esa profunda herida que nunca sera cicatrizada. Y enfatizaron que el gobierno japones debe disculparse incondicionalmente de su pasado criminal e indemnizarlo sin falta. En tanto, las victimas del arresto forzado y sus familiares arguyeron que no cabe ni la menor duda de que esta fechoria es un archi-crimen de secuestro sin precedentes que cometio el mismo Estado de Japon en contra de los principios eticos. En la presente reunion hubo unas sesiones por comisiones y una plenaria. El problema de las "ex consoladoras sexuales" para el viejo ejercito japones, el del arresto forzado y genocidios, el de las victimas de bomba atomica, el de tergiversacion de la historia, militarizacion y derechizacion y el de restos mortales de los forzadamente arrestados muertos fueron las agendas respectivas de susodichas sesiones. Mientras tanto, en la sesion plenaria fueron dados a conocer las medidas para elevar aun mas la funcion y el papel del Consejo de Solidaridad Internacional en demanda de la liquidacion del pasado criminal de Japon con el fin de frustrar las virulentas maniobras del gobierno nipon que da negativa a su historia de agresion del pasado y evade su responsabilidad por tales crimenes anti-eticos.
    En el conclave fue aprobada una resolucion.
    Segun su texto, los participantes libraran con mas audacia a escala internacional el movimiento por el esclarecimiento de los crimenes de violacion de DDHH de Japon y la liquidacion de estos y lanzaran una fuerte campana pan-asiatica para llevar al fracaso las maniobras de Japon enfiladas a rehusar a su pasado criminal y tergiversar la historia.
    Responderan con un vigoroso movimiento por la paz y anti-belico a las maquinaciones de Japon encaminadas a la derechizacion y militarizacion.
    A fin de materializar consecuentemente tal decision, engrosaran las filas del CSI en demanda de la liquidacion del pasado criminal de Japon y elevaran decisivamente su funcion y papel.
