Int'l Body for Study of Juche Idea and Songun Politics Formed

    Pyongyang, September 21 (KCNA) -- An international alliance of East European and Central Asian societies for the study of the Juche idea and the Songun politics was formed with due ceremony in Sankt-Peterburg on September 5. The alliance groups ten organizations in eight countries and regions in East Europe and Central Asia. Attending the ceremony were leading officials and members of organizations for the study of the Juche idea and the Songun politics in Russia, Ukraine, Belarus, Moldova, Poland, Kazakhstan and other countries and regions.
    Congratulatory messages from the International Institute of the Juche Idea and the European Society for the Study of the Juche Idea were conveyed and a congratulatory address was made at the ceremony. Then, a report and speeches were made on such subjects as "Strategy and tactics of the International Alliance for East European and Central Asian Societies for the Study of the Juche Idea and the Songun Politics", "On the basic viewpoint based on the Juche idea and the Songun politics" and "Let's launch a struggle for independence under the banner of Songun, the line of independence". The reporter and speakers were unanimous in holding that the Juche idea and the Songun politics serve as the only guidelines to cope with the present situation in which the imperialists' high-handed practices, aggression and intervention are getting evermore pronounced.
    They stressed the importance of forming the above-said alliance and coordinating its actions and placing the study and dissemination of the Juche idea and the Songun politics on a more organized and positive basis.
    Mikhail Panchenko, chairman of the Russian Youth Association for the Study of the Songun Politics, was elected general secretary of the alliance at the ceremony. The participants adopted the six-chapter statute of the alliance and decided to publish magazine "Banner of Songun" with a view to regularly informing the IIJI and organizations of the alliance of its activities.

Crimes on Increase in S. Korea

    Pyongyang, September 21 (KCNA) -- The number of crimes is on steady increase in south Korea, according to a report of the KBS of south Korea on September 18. Last year witnessed at least 1,968,000 criminal cases or an increase of 3.9 percent over that in the previous year.


Bolstering Revolutionary Armed Forces Called for

    Pyongyang, September 21 (KCNA) -- The joint slogans issued by the Central Committee and the Central Military Commission of the Workers' Party of Korea on the occasion of its 60th birthday are significantly heightening the mettle of the Korean People's Army to win sure victory. Rodong Sinmun today says this in a by-lined article. It goes on: The Korean People's Army will fully embody the idea and spirit reflected in the joint slogans and demonstrate the spirit of the strong revolutionary army of Mt. Paektu to the world.
    The joint slogans set it as the primary task for bolstering the military muscle to turn the whole army into the militant ranks devotedly defending the headquarters of the revolution.
    One of the joint slogans is "Let the whole army wage the O Jung Hup-led 7th Regiment Movement forcefully to become the first death-defying corps and first human bullets and bombs in defending the headquarters of the revolution!" The joint slogans call for establishing the WPK's commanding system and revolutionary military discipline throughout the army and urge all the servicepersons to become the most ardent followers of the Songun idea, the most reliable defenders and creditable implementers of the idea. This fully represents the intention of the Party to develop the People's Army into the vanguard ranks protecting the headquarters of the revolution in the van. The People's Army is the army of the Party and the leader.

57th Birthday of DPRK Celebrated Abroad

    Pyongyang, September 21 (KCNA) -- Round-table talks and a film show were held in the Czech Republic, ceremonies of opening Korean book and handicraft exhibitions in Lima of Peru and Pitesti of Romania, a ceremony of opening a week of Korean photo exhibition in Abuja of Nigeria and a film show and a photo exhibition in Singapore of Singapore from Sep. 1 to 3 on the occasion of the 57th birthday of the DPRK. On display were photos showing the revolutionary activities and famous works of President Kim Il Sung and leader Kim Jong Il and books, photos and handicrafts showing the development of the DPRK.
    Korean films "'The Ever-Victorious Workers' Party of Korea', Gymnastic and Artistic Performance Celebrating the 55th Anniversary of the WPK" and "Great Leadership Leading the Building of a Great Prosperous Powerful Nation to Victory " were screened at the film shows.
    Attending the functions were political, public and economic figures and people from all walks of life in those countries.
    The chairman of a city committee of the Communist Party of Bohemia and Moravia said that through the round-table talks and film show he came to know well about Korea and that the DPRK is a genuine people's government.
    The governor of a district of Lima of Peru hoped that the Korean people with a history of 5,000 years and one language and lineage would live in happiness in a reunified powerful country in the near future.
    Receptions, photo exhibitions, film shows and friendly meetings were held at the DPRK missions in Shenyang of China, Pakistan, Thailand, Indonesia, Syria, Singapore, Cambodia, Kuwait, Romania, Germany, the Czech Republic, Uganda, Guinea, Nigeria, South Africa, Democratic Congo, Brazil and Peru from Sept. 7 to 10 on the same occasion.


Vigilance against U.S. Attempt for Preemptive Nuclear Attack Called for

    Pyongyang, September 21 (KCNA) -- A draft "doctrine for joint nuclear operation" was made public by the U.S. Department of Defense on Sept. 10. According to it, the field U.S. army commanders may request the U.S. president to allow the use of nuclear weapons in different "emergency cases" for mounting a preemptive attack on "enemy's" weapons of mass destruction, countering dangerous conventional weapons, putting an early end to war and the like. Rodong Sinmun Wednesday says this in a signed commentary. The U.S. intention to amend the doctrine under the pretext of what it calls "emergency" is a dangerous attempt to drastically widen the scope of using nuclear weapons and extremely reduce its limit and thus justify its preemptive use of nuclear weapons in any region and country in case of considering it necessary, the commentary says, and goes on:
    This is intended to trample down with nuke upon those anti-U.S. independent countries which stand firm against its pressure and threat. It is the U.S. stereotype trick to accuse those countries disobedient to its words of "keeping weapons of mass destruction and "developing biological and chemical weapons" and make a military attack at random under this pretext.
    What is all the more serious is that the first target of the doctrine is none other than the DPRK.
    Clear is the ulterior intention of the U.S. talking about settlement of the nuclear issue through dialogue under the pretext of the six-party talks. In a word, it is to disarm the DPRK and stifle it with nuke. The U.S. attempt to amend the doctrine is a climax of its open nuclear threat and moves to stifle the DPRK.
    But the DPRK stands squarely against any U.S. nuclear threat. It is fully ready to decisively control a preemptive nuclear attack with a strong retaliatory blow even if the U.S. commits it any moment. The DPRK is proud to see how wise it was that it has strengthened all its deterrent force in line with the Songun policy to cope with the U.S. moves for a nuclear preemptive attack against it.
    The DPRK cannot remain indifferent towards the U.S. attempt at a preemptive nuclear attack and will steadily strengthen its war deterrent to defend national sovereignty and security with supreme vigilance.


Joint Slogans Praised as Banner of Struggle for Victory in Movement for National Reunification

    Pyongyang, September 21 (KCNA) -- The joint slogans released by the Central Committee and the Central Military Commission of the Workers' Party of Korea on the occasion of the 60th anniversary of the WPK represent the unshakable will of the WPK to lead the present era of independent reunification to victory, true to President Kim Il Sung's idea and line of national reunification, Rodong Sinmun Wednesday says in a signed article. National Computer Program Contest and Exhibition Held

    Pyongyang, September 21 (KCNA) -- The 16th national computer program contest and exhibition took place at the Three-Revolution Exhibition from Sept. 13 to 20. Exhibited there were more than 750 excellent programs presented by scientists, technicians and youth and students in the field of information science and technology from across the country.
    The contest and exhibition were divided into such panels as computerization of ministries and national institutions, competition of programs for stable operation of computers, mechanic translation program competition, exhibition of programs in wide use for production and management in different domains of the national economy and academic presentation.
    In this period tens of thousands of people visited the exhibition and lectures were given on the trend of IT development and program products were exchanged. In the panel of computerization of ministries and national institutions the Ministry of Land and Marine Transport took a special place and the Ministry of Railways, the Ministry of Public Health, the Ministry of Forestry and the Bureau for Service to Foreigners came first.
    Among the successful entrants were not a few units including the Academy of Sciences, Kim Il Sung University, Kim Chaek University of Technology and Kum Song School. A closing ceremony was held on Sept. 20. Among those present there were Ro Tu Chol, vice-premier of the Cabinet, and officials concerned.
    After the results were announced by the jury of the contest and exhibition, pennants, medals and certificates were awarded to the successful units and participants and relevant prizes went to them.


Kim Yong Dae Meets Mongolian Guest

    Pyongyang, September 21 (KCNA) -- Vice-President of the Presidium of the DPRK Supreme People's Assembly Kim Yong Dae met and had a friendly talk with R. Badamdamdin, chairman of the Standing Committee on Budget of the State Great Hural of Mongolia who is also chairman of the Mongolia-Korea Friendship Parliamentary Group, on a visit to the DPRK at the Mansudae Assembly Hall on Wednesday.     Pyongyang, September 21 (KCNA) -- Delegations of Japan, Taipei of China, the General Association of Korean Residents in Japan (Chongryon) and the United States arrived here today to participate in the Third Meeting of the International Solidarity Council for Japan's Liquidation of the Past. Arriving here Tuesday were delegations of south Korea, China, Netherlands and Germany.
    Delegations were greeted at the airport by Hong Son Ok, chairperson of the Korean Committee of the council, and officials concerned.

Korean Women Model after Kim Jong Suk

    Pyongyang, September 21 (KCNA) -- Kim Jong Suk, an anti-Japanese war hero and woman commander of Mt. Paektu, is the great paragon for the Korean women. She showed the spirit of defending the leader with her very life, revolutionary comradeship and great love for the rising generation. Her noble traits have served as a priceless heritage which all the Korean women should follow generation after generation.
    In an interview with KCNA, Pak Kum Ju, vice-director of a department of the Central Committee of the Korean Democratic Women's Union, said the women are striving hard to model after Kim Jong Suk so as to train themselves as female revolutionaries. Union members are holding study meetings and gatherings for expressing impressions on books dealing with her immortal exploits and other colorful activities for following her noble traits.
    Such campaign proves effective in practice.
    Ri Kum Bok residing in Rakwon County and Sin Mun Ok in Hamhung City of South Hamgyong Province protected the portraits of the three generals of Mt. Paektu from natural disasters that hit their residential quarters.
    Yu Chun Hwa in Orang County of North Hamgyong Province saved workers by shielding a stone rolling down at a power station construction site. Sin Hye Yong in Jongphyong County, South Hamgyong Province, pulled out a fellow's child from drowning ahead of her own one.
    So Hye Suk in Pyongyang, Ri Hui Sun in North Hamgyong Province and Pak Myong Bok in South Phyongan Province are bringing up many orphans in their houses. This has become a social trait in the country.


Koryo Life-giving Water Generator

    Pyongyang, September 21 (KCNA) -- The Koryo life-giving water generator has been widely introduced in public health, catering and other fields and even in families in the Democratic People's Republic of Korea. The demand for it is on a steady increase. The generator was developed by the Koryo Life-giving Water Technical Center under the Academy of Koryo Medical Science. It, with a special electrode, produces deoxidized water and oxidizing water with a strong sterilization power.
    There are three sizes of generators,large, medium and small. The generator produces strong alkali, alkali, weak alkali water and strong acid and weak acid water according to uses.
    The production cost of the generator is cheap. Its electric consumption is low and the serviceable life of its electrode is six years.
    The generator converts piped water and spring water into deoxidized water and oxidizing water. The electric potential of the deoxidized water is 160 to -400mV; and that of the oxidizing water is 1,000-1,200 mV and its PH is strong acid. The former is available for drinking water and the latter for sterilizing water. The deoxidized water is efficacious for the prevention and treatment of the adult diseases and promotes the growth of children.
    The generator is available in prevention of aging, treatment of diseases and sanitation.

Kim Jong Il Inspects KPA Company and Power Station

    Pyongyang, September 21 (KCNA) -- Supreme Commander of the Korean People's Army Kim Jong Il, general secretary of the Workers' Party of Korea and chairman of the DPRK National Defence Commission, inspected a company of KPA Unit 916 and a power station built by KPA Unit 966. He acquainted himself with the company's performance of duty and watched its servicepersons' training.
    He expressed satisfaction over the fact that all the servicepersons have been trained as a-match-for-a-hundred fighters and set forth tasks to be fulfilled to increase the combat capability of the company.
    He paid deep attention to the service and living of servicepersons, going round an education room, a bedroom, a mess hall, a kitchen, a wash-cum-bath house, barber's, a non-staple food store, an outdoor resting place and other entertainment and logistic facilities.
    He was greatly satisfied to learn that the unit has realized electrification at a high level by use of electricity produced by itself and built all modern facilities for entertainment and supply service to the convenience of the servicepersons. It is very good to use electricity in doing everything including room-heating, cooking and operation of saunas, he said, underscoring the need for all units to realize electrification to provide the servicepersons with highly civilized and affluent living conditions.
    He gave the servicepersons of the company a pair of binoculars and an automatic rifle as gifts before having a photo session with them.
    The next leg of his inspection was a new power station built by KPA Unit 966. He learned in detail about the construction of the power station and the production of electricity there, going round a generator-room, power-distribution room and a big man-made reservoir.
    He highly praised the feats performed by the servicepersons of the unit, saying it is a great success that in recent years they have built several modern power stations one after another by widely using the latent reserves to produce a lot of electricity for the successful electrification in the unit.
    The servicepersons are fully displaying the might of the revolutionary army in all difficult and labor-consuming fields to build a rich and powerful country, confident that for them there is nothing impossible, under the uplifted slogan "Let's Take Charge of Both the Defence of the Country and the Socialist Construction!", he said, adding that this is the noble patriotic fighting spirit which can be displayed only by the KPA, the defender of the country and people and creator of their happiness. He stressed the need to improve the technical control and management of equipment at the power stations to keep the production of electricity going at a high rate and set forth tasks to do so.

    Se mostro muy satisfecho de que los miembros de los grupos de propaganda artistica de las unidades dieron una magnifica funcion propia de los artistas del ejercito revolucionario y evaluo de altos los exitos de estos quienes al librar energicas actividades de propaganda infunden a los militares la fe en la victoria cierta, el optimismo, el espiritu de combate y la valentia de aniquilar al enemigo. Dijo que es muy importante la propaganda artistica de gran influencia en la educacion ideologica de los militares e indico las tareas programaticas para fortalecer la propaganda artistica revolucionaria y combativa.


Rodong Sinmun advierte intento de ataque nuclear de EE.UU.

   @Pyongyang, 21 de septiembre (ATCC) -- El pasado dia 10, se dio a la publicidad un llamado anteproyecto de la doctrina de operacion nuclear integral elaborado por el Departamento de Defensa norteamericano. Segun su texto, los comandantes de las tropas norteamericanas en distintas regiones del orbe pueden pedir al presidente la autorizacion al uso de armas nucleares en "casos de emergencia" para emprender ataque preventivo a las armas de exterminio masivo de los "enemigos", hacer frente a las armas convencionales muy peligrosas y terminar con anticipacion una guerra, etc.
    Al respecto, el diario Rodong Sinmun publico en su numero del dia 21 un comentario individual que va como sigue:
    Al enmendar esa doctrina, EE.UU. quiere ampliar sobremanera el perimetro del uso de armas nucleares y disminuir a lo minimo las barreras que lo impiden. En fin, trata de justificar su peligrosisimo intento de emplearlas contra cualesquier regiones y paises del mundo cuando lo considere necesario.
    Concretamente dicho, la esencia de esa doctrina es para aplastar con el garrote nuclear a los paises independientes y antiyanquis que no se resignan ante la presion y amenaza de EE.UU.
    Pues, es un metodo rutinario del Tio Sam acusar de "posesion de armas de destruccion masiva" y "desarrollo de armas bioquimicas" a los paises desobedientes a si mismo e invadirlos a su capricho bajo esos pretextos.
    Lo mas grave de esa doctrina es que esta coloca a la Republica Popular Democratica de Corea en el primer lugar de sus blancos del uso de armas nucleares. Aunque aparentemente el imperio aboga por solucionar el problema nuclear mediante las conversaciones a 6 bandas, es de sobra conocido su siniestro intento de desarmar y aplastar a la RPDC con armas nucleares.
    En tal sentido, el intento de EE.UU. de modificar la doctrina en cuestion se traduce en el climax de la abierta amenaza y chantaje nuclear y las maniobras de aplastamiento a la RPDC.
    Pero, la RPDC no vacila ni un comino ante la amenaza nuclear de todo tipo de la superpotencia. La RPDC esta preparada en todo lo necesario para repeler con un formidable contraataque cualquier golpe preventivo nuclear que lance EE.UU. en un momento menos pensado.
    Asi que los coreanos se sienten muy orgullosos de haber fortalecido hasta ahora su fuerza de detencion de todo tipo segun la linea del Songun (priorizacion militar) para hacer frente a las maniobras de EE.UU. encaminadas a asestar un golpe preventivo nuclear a la RPDC.
    @Esta nunca se mostrara indiferente ante tal intento de EE.UU. y manteniendo su alta vigilancia, fortalecera constantemente su fuerza para detener la guerra y defender la soberania y la seguridad del pais.
