Spokesman for DPRK Foreign Ministry on Six-Party Talks

    Pyongyang, September 20 (KCNA) -- A spokesman for the DPRK Foreign Ministry issued a statement in connection with the close of the fourth six-party talks. Its full text reads as follows:
       Statement of a Spokesman for the Ministry of Foreign Affairs of the Democratic People's Republic of Korea
    The second phase of the fourth six-party talks on the nuclear issue between the DPRK and the U.S. that opened in Beijing on Sept. 13, drawing the attention of the international community, closed on Sept. 19.
    The talks that started on the DPRK's positive initiative in August 2003 were held several times for the last more than two years, repeatedly going through twists and turns.
    The talks, however, repeatedly proved fruitless and unproductive due to the conflicting stands among the parties concerned, contrary to the unanimous expectation of the international community toward the denuclearization of the Korean Peninsula. We have approached the talks with magnanimity, patience and sincerity, proceeding from the principled, fair and aboveboard stand to achieve the general goal of the denuclearization of the peninsula at any cost. As a result, we have at last succeeded in meeting all these challenges, making it possible to agree on the joint statement, "verbal commitments".
    The joint statement reflects our consistent stand on the settlement of the nuclear issue between the DPRK and the U.S. and, at the same time, the commitments of the U.S. and south Korea responsible for denuclearizing the whole of the peninsula. As already known, the issue over which the DPRK and the U.S. have had most serious differences in the "verbal commitments" to denuclearize the peninsula so far was the issue of the former's right to nuclear activity for a peaceful purpose, to be specific, the issue of the U.S. provision of light water reactors (LWR) to the former. It was due to these differences that the first phase of the fourth talks held in August last was compelled to go into recess without yielding any desired fruits. The present U.S. administration, denying in principle the DPRK the right to nuclear activity for a peaceful purpose which pertains to an independent right of a sovereign state, insisted that it could not provide LWRs in any case under the pretext that the DPRK pulled out of the NPT and is no longer member of the IAEA. Opposing this wrong stand of the U.S., we made it clear that the basis of finding a solution to the nuclear issue between the DPRK and the U.S. is to wipe out the distrust historically created between the two countries and a physical groundwork for building bilateral confidence is none other than the U.S. provision of LWRs to the DPRK. We strongly demanded that the U.S. remove the very cause that compelled the DPRK to withdraw from the NPT by providing LWRs to it.
    At the talks, all the parties concerned except the U.S. supported the discussion of the issue of respecting the DPRK's right to nuclear activity for a peaceful purpose and providing LWRs to it.
    This time the U.S. delegation got in touch with Washington several times under the pressure of the trend of the situation and had no option but to withdraw its assertion. The six-parties agreed to take harmonious measures to implement phase by phase the points agreed on in the joint statement in accordance with the principle of "action for action" in the days ahead.
    As clarified in the joint statement, we will return to the NPT and sign the Safeguards Agreement with the IAEA and comply with it immediately upon the U.S. provision of LWRs, a basis of confidence-building, to us.
    As already clarified more than once, we will feel no need to keep even a single nuclear weapon if the DPRK-U.S. relations are normalized, bilateral confidence is built and we are not exposed to the U.S. nuclear threat any longer.
    What is most essential is, therefore, for the U.S. to provide LWRs to the DPRK as early as possible as evidence proving the former's substantial recognition of the latter's nuclear activity for a peaceful purpose.
    The U.S. should not even dream of the issue of the DPRK's dismantlement of its nuclear deterrent before providing LWRs, a physical guarantee for confidence-building. This is our just and consistent stand as solid as a deeply rooted rock. We have so far shaped our policies towards the U.S. hardliners and will do so in the future, too.
    One should wait and see how the U.S. will move in actuality at the phase of "action for action" in the future but should it again insist on "the DPRK's dismantlement of nuclear weapons before the provision of LWRs", there will be no change in the nuclear issue between the DPRK and the U.S. and its consequences will be very serious and complicated.
    If the U.S. opts for reneging on its promise, we will go ahead without an inch of deflection along the road indicated by the Songun line, our faith and signpost. September 20, Juche 94 (2005)


U.S. Imperialists' Anti-DPRK Moves Denounced

    Pyongyang, September 20 (KCNA) -- The U.S. imperialists' moves to stifle the DPRK are bound to go bust as it is advancing, true to the wise leadership of Kim Jong Il and his Songun line. John Paul Cupp, chairman of the U.S. Group for the Study of Songun Politics, stated this in a letter sent to the Pyongyang Mission of the Anti-Imperialist Democratic Front on September 12 lashing at the U.S. for staging the "Ulji Focus Lens-05 (UFL)" joint military exercises in south Korea recently. The UFL should be bitterly denounced by the whole world as they were the ones for aggression staged by the hateful U.S. imperialists and the sycophantic and treacherous forces of south Korea to invade the DPRK, the letter noted, and continued: The world knows well that the Korean people love their socialist system and are ready to protect it at the cost of their lives.
    The letter reiterated the support and solidarity with the anti-U.S., anti-imperialist forces in south Korea in their vigorous struggle to foil the U.S. imperialists' moves for aggression, put an end to the U.S. troops' presence in south Korea and successfully carry out the reunification programme laid down in the June 15 North-South Joint Declaration.


Thrice World Judo Champion Feted

    Pyongyang, September 20 (KCNA) -- A banquet was given by the DPRK Cabinet Monday evening in honor of Kye Sun Hui who bagged a gold medal in the 2005 World Judo Championships, thus emerging thrice world judo champion. Present at the banquet were Chairman of the Physical Culture and Sports Guidance Commission Mun Jae Dok, other officials and members of the team who participated in the championships.
    Kwak Pom Gi, vice-premier of the Cabinet, warmly welcomed Kye on behalf of the DPRK Cabinet, recalling that she defeated all her strong rivals with overwhelming superiority with the pride of being a sportsperson of Songun Korea and the conviction of sure victory, thus holding the title in the women's 57 kg category of the championships and having the honor to present a report on it to leader Kim Jong Il. He called on all the sportspersons to fully display matchless pluck and courage and persevering heroic spirit in the efforts to implement the policy of the Workers' Party of Korea on sports and thus live up to the trust and expectations of the country and win more gold medals to exalt the honor of Songun Korea.

DPRK's Gymnastic and Artistic Performance "Arirang" Praised by Foreigners

    Pyongyang, September 20 (KCNA) -- David Astley, secretary general of the Asia-Pacific Broadcasting Union, visited the DPRK, appreciated the grand gymnastic and artistic performance "Arirang" and said that through the performance he came to know better the DPRK and that failing to see the performance would make anyone repentant of all his life. He said that any opening and closing ceremonies of grand and famous international functions could not be compared with "Arirang".
    It is hard for me to find words to express the form and scale of "Arirang" performed by 100,000 people, as it is a comprehensive combination of famous songs of Korea, elegant national dances, rhythmic gymnastics and circus, modern decor and lightings, he said, and went on:
    The wonderful performance showing shifting scenes and background like computer art was beyond human imagination
    Korea is a very mysterious country where all the people are firmly advancing along the road they have chosen, single-mindedly united around their leader. In a word, the grand gymnastic and artistic performance "Arirang" brought the history of Korea and her people's revolutionary struggle home to me at one time.


Rodong Sinmun Calls for Directing All Efforts to Harvesting

    Pyongyang, September 20 (KCNA) -- All the agricultural workers and helpers should give full play to the might of the campaign for directing all efforts again in the harvesting campaign with the same vim and vigor with which they did in the spring farm work and thus fully demonstrate to the world once gain the heroic spirit of the army and people of the DPRK that they can do everything when the Party is determined, says Rodong Sinmun Tuesday in an editorial. Kim Jong Il's Work Published in Germany

    Pyongyang, September 20 (KCNA) -- Leader Kim Jong Il's famous work "Abuses of Socialism Are Intolerable" was brought out in booklet by the Die Rote Fahne Office of Germany on Sept. 8. The work, published on March 1, Juche 82 (1993), discloses the reactionary nature and absurdness of the sophism made by the imperialists and renegades of socialism claiming that socialism is "totalitarian", "barracks-like" and "administrative and commanding".
    The work also clarifies the principled issues in defending and accomplishing the cause of socialism to the end such as the issue of making socialism conviction and ethics and the issue of bringing the advantages of socialism into full play.


Rodong Sinmun on Strong Rural Class Base

    Pyongyang, September 20 (KCNA) -- Korean socialist system, under which the genuine life of the popular masses is in bloom, is ever-victorious as long as there is the invincible revolutionary base, rural class base daily strengthening under the Songun leadership of the great Workers' Party of Korea. Rodong Sinmun Tuesday says this in a signed article.
    The agricultural workers of Korea are devotedly working with their unanimous determination to bring about a revolutionary turn in agricultural production this year marking the 60th anniversary of the foundation of the WPK, the article points out, and goes on:
    In this vigorous struggle, the rural class base is being consolidated still further as a reliable bulwark of socialism.
    To strengthen the rural class base is a sure guarantee for steadily consolidating the socialist system.
    The socio-political foundation of the Party and the state will be fortified as firm as a rock and socialist construction will be successful only when the rural class base is strengthened.
    It is because of their high consciousness of class that the agricultural workers could heroically work, tightening their belt during the unprecedentedly "arduous march" and the forced march in the past and are now devoting themselves to the main front of the socialist economic construction.

DPRK's Birthday Celebrated in Different Countries

    Pyongyang, September 20 (KCNA) -- A meeting and a photo exhibition were held by the Nepal-Korea Friendship Association, a lecture and a photo exhibition by the Kim Il Sung Institute of Agricultural Science in Guinea, a film show by the Pyongyang Cultural Interchange Centre in Lausanne, Switzerland, and an exhibition game held by the Bangladesh Taekwon-do Association during the period from Sep. 8 to 10 on the occasion of the 57th birthday of the DPRK. Photos showing the undying exploits of President Kim Il Sung and leader Kim Jong Il were on display at the functions.
    A Korean film "The Grand Gymnastic and Artistic Performance 'Arirang', 'Kim Il Sung Prize' Winner" was screened at the film show.
    Banou Keita, director general of the Kim Il Sung Institute of Agricultural Science in Guinea, in a lecture said the founding of the DPRK by the President marked a historic event of great significance in carrying out the human cause of independence as well as in carving out the destiny of the Korean people.
    Manik lal Shrestha, chairman of the Nepal-Korea Friendship Association, in a report at the meeting said that the DPRK is making a dynamic advance towards a great prosperous powerful nation under the Songun leadership of Kim Jong Il. He went on:
    The enforcement of the Songun politics and the plan to build a great prosperous powerful nation would turn the DPRK, an independent state, into new Korea, a world power.
    At the end of the exhibition game Taekwon-do players of Bangladesh staged a demonstration along the road, holding flags of the DPRK in hands with a large placard reading "Celebration of the 57th birthday of the DPRK" in the van. Messages of greetings to Kim Jong Il were adopted at the functions held in Nepal and Switzerland.


DPRK Delegation Leaves for Cuba and Venezuela

    Pyongyang, September 20 (KCNA) -- A DPRK delegation headed by Vice-President of the Presidium of the Supreme People's Assembly Yang Hyong Sop left here today to visit Cuba and Venezuela. It was seen off at the airport by Choe Yong Rim, secretary general of the SPA Presidium, Kim Hyong Jun, vice-minister of Foreign Affairs, officials concerned, Cuban Ambassador to the DPRK Ruben Perez Valdes and Chinese Ambassador to the DPRK Wu Donghe.


Wreath Laid before Bust of Kim Jong Suk

    Pyongyang, September 20 (KCNA) -- The military attaches corps here laid a wreath before the bust of anti-Japanese war hero Kim Jong Suk in the Revolutionary Martyr's Cemetery on Mt. Taesong Tuesday on the occasion of her 56th death anniversary. They paid in humble reverence tribute to Kim Jong Suk who devoted herself to the liberation of Korea and the happiness of the people.

DPRK Delegation Back Home

    Pyongyang, September 20 (KCNA) -- A DPRK delegation led by Vice-Minister of Foreign Affairs Kim Kye Gwan returned home Tuesday after participating in the six-party talks on the nuclear issue between the DPRK and the U.S. in Beijing. It was met at the airport by Vice-Minister of Foreign Affairs Kim Yong Il, officials concerned, Chinese Ambassador to the DPRK Wu Donghe, and Russian Charge d' Affairs ad interim Oleg Davydov.

    Pyongyang, September 20 (KCNA) -- The State Academy Ensemble of the Ministry of Interior of Russia headed by its Chief Viktor Yeliseev arrived here on Tuesday. A delegation of the All-China Federation of Trade Unions led by Vice-Chairman Wang Ruixiang and a Mongolian government economic delegation led by Deputy Minister of Industry and Trade Tsagaandari Enhtuvshin also arrived here on the same day.


National Music and Dance Performance Held

    Pyongyang, September 20 (KCNA) -- A national music and dance performance "Our Nation Is Best" was given at the Yun I Sang Concert Hall in Pyongyang recently. It was sponsored by the Korean National Music and Dance Institute. Put on the stage of the performance which began with women's chorus "Our Nation Is Best" were songs and dance pieces on colorful themes. Among them were Arirang serial songs, collections of folk songs and songs created in the period of enlightenment, cuckoo serial songs, dance pieces including "Nodulgangbyon", "Water Jar Dance" and "Drum Dance".     The kayagum (Korean harp) solo "Out Post in Spring" left a deep impression on the mind of the audience for its national tone and rich volume.
    Meanwhile, national dance pieces were also applauded by them as the dancers danced well to the traditional Korean tunes and rhythms.
    The Korean National Music and Dance Institute has systematically recovered and arranged national musical heritage to carry forward and develop them in accordance with the demand of the Songun era.
    Kim Tu Il, director of the institute, told KCNA that the performance fully demonstrated the validity and vitality of the literary and art policy of carrying forward the national musical heritage of the country by properly combining folk songs with folk songs created in the Songun era in the form and content on the basis of the achievements made in preserving the national character better.

He was accompanied by Pak Pong Ju, premier of the DPRK Cabinet, KPA Vice Marshal Kim Il Chol, member of the NDC of the DPRK and minister of the People's Armed Forces, Kim Kuk Thae and Kim Ki Nam, secretaries of the Central Committee of the WPK, Ri Yong Chol and Ri Jae Il, first vice department directors of the Central Committee of the WPK, and KPA Generals Ri Myong Su, Hyon Chol Hae and Pak Jae Gyong.
    The art squads put on the stage colorful numbers of diverse genres including dialogic poem and chorus "The Journey to the Front Associated with Great Devotion ", chorus and story telling "Always according to the Rules", quintet with the accompaniment of instrumental music "We Always Visit First", agitation play "Let's Bring into Full Bloom the Love for Soldiers", female solo and pangchang "Who Did Teach Me It", agitation poem and story telling "The Oath of Successors to the Army" and chorus "We Will Defend the Headquarters of Revolution with Our Lives".

    Pyongyang, 20 de septiembre (ATCC) -- En la 4a ronda de conversaciones a 6 bandas celebrada en Beijing se dio a la publicidad el dia 19 una declaracion conjunta, que senala textualmente: La 4a ronda de conversaciones a 6 bandas tuvo lugar del 26 de julio al 7 de agosto y del 13 al 19 de septiembre de 2005 en Beijing, China con la participacion de la Republica Popular China, la Republica Popular Democratica de Corea, el Estado de Japon, la Republica de Corea, la Federacion Rusa y los Estados Unidos de America. Wu Dawei, viceministro de RR.EE. de la RPCh; Kim Kye Gwan, viceministro de RR.EE. de la RPDC; Kenichiro Sasae, director general de Asia y Oceania del MINREX del Estado de Japon; Song Min Sun, viceministro de RR.EE. y Comercio de la RC; Alexandr Alekseyev, viceministro de RR.EE. de la FR; y Christopher Hill, asistente del secretario de Estado norteamericano para Asuntos de Asia Oriental y el Pacifico participaron como jefes de sus respectivas partes.

    Para preservar la paz y la estabilidad de la Peninsula Coreana y el Noreste Asiatico, las 6 partes, a base de la comprension comun lograda a traves de las tres rondas de conversaciones anteriores, realizaron en el espiritu de respeto mutuo e igualdad una discusion constante y practica sobre la desnuclearizacion de la Peninsula Coreana y se pusieron de acuerdo en los siguientes principios:
    I, las 6 partes fueron unanimes en reafirmar que la meta de las conversaciones a 6 bandas es realizar por via pacifica la desnuclearizacion de la Peninsula Coreana mediante el metodo verificable.
    La RPDC se comprometio a renunciar todas sus armas nucleares y planes nucleares existentes, retornar en un tiempo no lejano al Tratado de No Proliferacion (TNP) y ejecutar el acuerdo de salvaguardia con la OIEA.
    Los Estados Unidos de America ratifico que no existen sus armas nucleares en la Peninsula Coreana y no tienen intencion de atacar o agredir a la RPDC con las armas nucleares o convencionales.
    La RC afirmo que en su territorio no existen armas nucleares y reafirmo su compromiso de no recibir ni emplazar las mismas de acuerdo con la declaracion conjunta sobre la desnuclearizacion de la Peninsula Coreana, aprobada en 1992. La declaracion conjunta de 1992 sobre la desnuclearizacion de la Peninsula Coreana debe ser observada y cumplida.
    La RPDC puso de manifiesto su derecho al uso pacifico de la energia nuclear.  Los demas paises participantes expresaron respeto a ese derecho y acordaron discutir en un tiempo oportuno el problema de ofrecer el reactor de agua ligera a la RPDC.
    2. las 6 partes acordaron observar en correlaciones el objetivo y los principios de la Carta de la ONU y las normas de relaciones internacionales reconocidas. La RPDC y U.S.A. acordaron tomar medidas para normalizar las relaciones sobre la base del respeto mutuo a la soberania, coexistencia pacifica y las politicas bilaterales. La RPDC y el Estado de Japon acordaron tomar medidas para normalizar las relaciones sobre la base de la solucion del desgraciado pasado y los puntos preocupantes segun la Declaracion de Pyongyang.
    3. las 6 partes se comprometieron a impulsar la cooperacion economica bilateral y multilateral en los sectores de energia, comercio e inversion.
    La Republica Popular China, el Estado de Japon, Republica de Corea, la Federacion Rusa y Estados Unidos de America exteriorizaron la disposicion de ofrecer el apoyo energetico a la RPDC.
    La Republica de Corea reafirmo el proyecto del 12 de julio del 2005 referente al ofrecimiento de la energia electrica de 2 millones de kw a la RPDC.
    4. las 6 partes se comprometieron a hacer esfuerzos comunes por lograr la paz y la estabilidad duraderas en el Noreste Asiatico.
    Los paises directamente interesados realizaran las negociaciones para establecer un sistema de paz duradera de la Peninsula Coreana en los foros apropiados por separados. Las 6 partes acordaron buscar medios para promover la seguridad y cooperacion en el Noreste Asiatico.
    5. las 6 partes acordaron tomar medidas adecuadas para ejecutar por etapas los mencionados puntos acordados segun el principio de "promesa vs. promesa" y "accion vs. accion".
    6. las 6 partes acordaron realizar la V ronda de conversaciones de 6 partes en Beijing a la fecha que se fije para la primera quincena de noviembre de 2005.

    Quedo concluida el dia 19 la segunda vuelta de la cuarta ronda de conversaciones a 6 bandas sobre el problema nuclear entre RPDC y EE.UU. que venia celebrandose desde el 13 de septiembre en Beijing en medio de la atencion de la sociedad internacional. Hasta la fecha, esta cita, que dio su primer paso en agosto de 2003 por iniciativa activa de la RPDC, se entablo en varias ocasiones durante estos 2 anos y pico aunque sufriendo muchos reveses.
    Sin embargo, a contrapelo de la unanime aspiracion de la sociedad internacional a la desnuclearizacion de la Peninsula Coreana, las conversaciones resultaron infructiferas y vanas a causa de las posiciones divergentes de los paises interesados. Pero, al adoptar una justa e imparcial posicion de principios de lograr a toda costa nuestra meta general de desnuclearizar la Peninsula Coreana y dar pruebas de generosidad, paciencia y sinceridad en las recien terminadas conversaciones, llegamos por fin a aprobar una declaracion conjunta, que deviene el compromiso de "palabra versus palabra", sobreponiendonos a todos los desafios.
    En este documento se refleja nuestra invariable posicion sobre la solucion del problema nuclear con EE.UU. y se anotan claramente los deberes de este y el Sur de Corea, responsables de la desnuclearizacion de toda la Peninsula Coreana. Como ya trascendidos, hasta el momento, el punto mas discrepante entre la RPDC y EE.UU. en la concertacion del compromiso de "palabra vs. palabra" para desnuclearizar la Peninsula Coreana fue el problema del derecho de la primera a las actividades nucleares con fines pacificos, concretamente dicho, el suministro a la primera por el segundo de los reactores de agua ligera.
    Debido a este problema, la primera vuelta de la cuarta ronda, celebrada en agosto ultimo, se vio obligada a entrar en receso sin dar resultados deseados. Al negar por completo el derecho de la RPDC a las actividades nucleares con fines pacificos, que pertenece a derechos independientes de un Estado soberano, la actual administracion norteamericana dijo que no puede ofrecer en ningun caso a la RPDC los reactores en cuestion alegando que esta se retiro del Tratado de No Proliferacion (TNP) y no es parte de la Organizacion Internacional de Energia Nuclear (OIEA). Ante esa posicion tan injusta de EE.UU., dejamos en claro que la base de la solucion del problema nuclear reside en acabar con la historica desconfianza entre ambos paises y la base fisica para generar la confianza reciproca es precisamente la entrega de esos reactores.
    En este sentido, demandamos fuertemente a EE.UU. eliminar la causa, que nos obligo a retirarnos del TNP, mediante la entrega de dichos reactores. En esta cita todos los paises interesados, a excepcion de EE.UU., respetaron el derecho de la RPDC a las actividades nucleares con fines pacificos y se pusieron de acuerdo con debatir el problema del ofrecimiento de dichos reactores. Presionada por tal tendencia general, la delegacion norteamericana se vio obligada a retirar, aunque a desgana, su insistencia al cabo de consultar varias veces con Washington.
    Al aprobar citada declaracion conjunta, las 6 bandas decidieron tomar medidas congruentes para cumplir por etapas los puntos acordados en el principio de "accion vs. accion".
    Como lo manifestado en la declaracion conjunta, retornaremos al TNP, suscribiremos un acuerdo de salvaguardia con la OIEA y lo ejecutaremos tan pronto como EE.UU. nos entregara dichos reactores, que sirven para la creacion de la confianza. Como ya hemos declarado en repetidas ocasiones, cuando se cree la confianza entre la RPDC y EE.UU. con la normalizacion de las relaciones bilaterales y la primera se libre de la amenaza nuclear del segundo, no nos sera necesaria ni una sola arma nuclear. Por lo tanto, lo mas esencial es el ofrecimiento inmediato a la RPDC de los reactores que sirve de una prueba del reconocimiento real de EE.UU. sobre las actividades nucleares de la primera con fines pacificos.
    !Que ni suenen con el desmantelamiento de la fuerza de detencion nuclear ya en manos de la RPDC sin el ofrecimiento de reactores de aguas ligera, que es garantia fisica de la creacion de la confianza! -esto es la justa, invariable y arraigadisima posicion de la RPDC.
    Hasta el momento, elaboramos nuestras politicas aptas para tratarnos con los halcones de EE.UU. y en lo adelante, las haremos tambien de la misma manera. Es de esperarse como se mueve EE.UU. en la etapa de "accion vs. accion". Pero si este pais vuelve a insistir en la "renuncia de armas nucleares primero, ofrecimiento de reactores despues", no habra ningun cambio en el problema nuclear entre ambos paises y seran muy serias y complicadas las consecuencias que emanen de ello. Si EE.UU. no cumple su palabra hecha esta vez, marcharemos sin desviarnos ni una pulgada de la senda que nos indica la linea del Songun (priorizacion militar), que ya se hizo nuestra fe y destino.
